REQUEST FOR PROPOSAL (RFP) FA8534-23-R-0001
QUESTIONS & ANSWERS
09 FEBRUARY 2023
Q1. The Scope of Work states: “The first article test will be performed by Government personnel at NAVAIR Lakehurst, using the detailed test procedures developed by the Government in accordance with MIL-STD-3036 and this SOW”.
A1. See attached test matrix that was developed and approved by the test engineers at
NAVAIR and the USAF AAS Engineer.
Q2. The Scope of Work states: “the first article item shall match within +/- 5% the documented performance of the fielded USAF BAK-12 system in terms of all performance parameters, to include end-of-arrestment stored energy, off-center engagement tendencies, and end-of-arrestment hook loads; failure to achieve this performance will result in disapproval of the first article”.
A2. See attached BAK-12 performance test parameters.
Q3. Are alternate design concepts acceptable for this RFP?
A3. No. This is a build-to-print drawing package owned by the USAF. If errors are discovered in the drawings that will be mitigated by the ECPs to maintain configuration control.
Q4. The opportunity was originally posted as a formal solicitation. Thereafter, updated as an RFI, and I believe updated again as a solicitation with a new due date of March 8, 2023. Kindly confirm, is this an RFI or an RFP?
A4. Request for Proposal (RFP) with a current due date of 5:00 PM EST, 08 March 2023.
Q5. Do you have other drawings i.e. technical data that can be provided that wasn’t posted on SAM?
A5. Technical Data Package (TDP) can be formally requested by sending an email to

Q6. Can we have an opportunity to see and talk with someone about the MAAS unit?
Perhaps Tyndall, FL who I believe is performing the overhaul services on the MAAS units.

Q7. Do you have the data on the aircraft usage. Example - Aircraft type: F-16, estimated weight and distance. Hence, programming spooling and tension. Assuming this data is a Government standard that would be provided. Thereafter, collection of the data after the aircraft stops. Specifically controllers and software…
A7. There is no software associated with this mechanical system. See attached Test
Matrix approved by NAVAIR test engineers and the USAF AAS Engineer.
Q8. This is equipment supply only, not both supply and installation. However, please confirm.
A8. Supply only.
