A. The drawings and specifications shall state that existing Building 140 and the CMM Lab will continue in operation while this project is being constructed. This area is very congested.
B. Give special consideration to construction phasing and impact on user activities, as it pertains to heating and cooling in other areas, utility outages and reconnection of utilities.
4. DETAILED TECHNICAL CONSIDERATIONS:
A. The design shall conform to the Base Facility Standard and Air Force Instruction (AFI) 32-1023, Design and Construction Standards and Execution of Facility Construction Projects (Chapter 1).
Compliance with the Unified Facility Criteria documents (UFC) is the responsibility of the A-E.
In addition to the general project description above, follow the below detailed requirements for the various disciplines.
B. Architectural Considerations: Facilities shall be designed to conform to the Uniform Federal Disability Act and the American Disabilities Act (ADA). The GOVT recognizes that this is an Industrial Facility and compliance with all facets of the UFDA, ADAAG, and ADA will not be feasible but every effort to comply where possible shall be undertaken.
1. Interior Design Considerations: New and altered rooms/spaces should have interior finishes that are compatible with the existing building finishes. All finishes should be durable, low maintenance.
C. Civil Considerations: OMITTED FOR THIS PARTICULAR PROJECT
D. Structural Considerations:
1. Provide all structural design calculation required in the basic contract for the corrected final design submittal. The structural calculations shall include the following items:
a. Dead Load Break down
b. Live Load breakdown and calculation
c. Connections details for new CMU to existing concrete floor slab, new walls to existing
CMU walls allowing movement of new CMU walls, framing for new door opening in new CMU walls, etc.
d. Building 140 is an existing Industrial manufacturing facility with an existing 6” thick floor slab with mire mesh reinforcing.
E. Mechanical Considerations:
The heating, ventilation, and air conditioning (HVAC), plumbing systems, and fire suppression system shall be as described herein and as mentioned in the description of work. Design methods for the various mechanical and plumbing materials and methods shall be in accordance with the requirements in the basic contract the current editions of the codes and specifications listed below:
1. Direct Digital Control (DDC) shall be designed to be compatible with existing system in Building 1555.
2. When providing thermostat(s) for a local HVAC unit. Thermostat shall have a programmable automatic changeover for temperature set points (i.e. fall to winter and winter to spring seasons).
3. When providing a heat pump in the central Georgia area, heat pump shall be design with supplemental electric heat strip for heating.
5. All outdoor condensate pipe and drainage system design shall be directed away from high pedestrian traffic areas.
6. Add 5%-10% safety factor to heating and cooling load calculations, if necessary, based on the size of the new and existing CMM Lab floor plan layout and energy efficiency ratings. Provide all HVAC calculations in the 100% design analysis manual.
7. Mechanical system design shall conform to OSHA, EPA, and all local, State and Federal codes and regulations.
F. Electrical Considerations:
1. Specific considerations for this project include, but are not limited to the following:
a. Look at loading of the main transformer. If not sufficient for the new total load, replace it and the main switchboard.
b. In so far as possible, design new work area utility systems as extension of the existing systems.
c. If possible, remove and reinstall existing fire alarm devices into the new work area; if not new fire alarm system may be a stand-alone system within existing and new CMM Lab only.
G. Environmental Considerations: The Contractor will need to dust sample using wipe (using a 10 centimeter (cm) by 10 cm template) sampling techniques in general accordance with American Society for Testing and Materials (ASTM) 6966 (Standard Practice for Collection of Settled Dust Samples Using Wipe Sampling Methods for Subsequent Determination of Metals). Supply wipes that are pre-moistened with deionized water and stored in a protective package. Apply wipe to the surface within the area to be sampled (i.e., the 100 cm² template) with a firm pressure and moved in vertical S-strokes three to four times. The exposed side of the wipe will be folded, and the unused side will need to be wiped in horizontal S-strokes three to four times. The wipe will be folded again and placed in a labeled plastic screw top container for shipment to an accredited Department of Defense (DoD) Environmental Laboratory Accreditation Program laboratory. Two samples will be collected at each sampling location with one sample collected for analysis of hexavalent chromium and the other sample collected for analysis of the other metals. A new template will be used at each sample location, and the above described process will be repeated at each dust sampling location. The dust samples will have to be sent to a Department of Defense (DoD) Environmental Laboratory Accreditation Program (ELAP) laboratory, under chain of custody protocol. The dust samples will have to be submitted for analysis of Resource Conservation and Recovery Act (RCRA) metals arsenic, barium, cadmium, chromium, lead, selenium, silver, (mercury not analyzed) and hexavalent chromium. Provide copy of report to the 78th CE Project Manager. Occupational Safety and Health Administration (OSHA) states sampling results must be interpreted on a site-specific basis and against objective criteria established by the Government for assessing cleanliness. Prior to beginning construction efforts, contact 78th MDG/SGPB Bioenvironmental Office at (478) 327-7520 to develop a strategy for addressing the cleanliness of the area of contaminated dust on the surfaces that will have new structural, mechanical, electrical systems atttached. Schedule a meeting onsite to go over locations where items will be attached to the existing structure, mezzanine surfaces, etc. with the Bioenvironmental representative, CMXG (Bldg. 140) USER, 78th CE Project Manager, and Contracting Officer.
The contractor will be required to wet wipe clean only the area where attachment of new structural, mechanical, electrical systems are required.
5. DOCUMENTATION REQUIREMENTS: Follow the Procedural Guide strictly, except as listed below.
A. The existing Building 140 DOES NOT have previous design on CADD that would aid in drawing this project. Electronic files WILL NOT be provided in preparation of the initial 10% concept package documents. The propose layout will need to be redrawn to scale by the CEMACC Design-Build AE firm.
