CEMACC RFI’S and Responses
1) Are there any LEED requirements for these demonstration projects? Consideration to meet LEED™ Certified 30 – 37 points for Industrial projects UHHZ 160082 and UHHZ 160049 through Mechanical and Electrical energy savings, recycle content and sustainability of materials used, other areas where possible LEED™ point can be utilized, etc.
2) In the future Storage Room at Building 149, is it the intent of the government for the east wall, where we are cutting in the new visitor entrance, to remain exposed PEMB girts and insulation? Yes, and at new door opening. Finishes will have to be replaced to match existing an area around new door.
3) In Building 149, do the CMU walls need to extend to the existing structure above? No, only new wall at new door in the D/U Cell will need to match existing construction and height. Other new CMU walls in Storage/Locker Room, Dry/Wet Respirator Cleaning Rooms will be CMU up to height of existing adjacent CMU with vinyl coated acoustical ceiling tile/grid at 9’-0”.
4) For Building 140, what is the existing type of mechanical system and where is it located? Existing unit located on mezzanine above existing CMM Lab and available for inspection during site visit.
5) In Building 140, can you please release tie in points for water and sewer connections? Tie in will be into the existing lines located in mezzanine area above CMM Lab.
6) Please clarify that moving the existing equipment out and back in to Building 140 is by the government. Only reference to moving is in SOW paragraph 2.B.5 which does not refer to moving equipment out and back into Bldg 140.
7) Pertaining to Building 140, please clarify where to relocate the drinking fountain. As directed by COTR (within 5’-0” +/- of existing location.)
8) SOW paragraph 2.B.3a lists HVAC requirements for North Maintenance Bay, Wet Respirator Cleaning Room, Locker Room, and Storage Room. SOW paragraph 2.B.3.g lists HVAC requirements for DU Cell and Dry Respirator Cleaning Room. Is the paragraph separation intended to mean that two distinct HVAC zones are required even though design temperatures are the same? Yes, two units will be required.
9) Building 149 as-built drawings and photos indicate that there is an existing wall mounted HVAC system in the DU cell. It is the government’s intent to supplement the existing unit or to replace the existing unit? Replace with new unit.
10) At Building 149 there is no mechanical space allotted in the proposed floor plan and SOW paragraph 4.E.4 prohibits roof mounted equipment. Is ground mounted equipment behind the building acceptable or only wall mounted equipment? New units installation to match existing wall mounted unit installation.
11) The SOW for Building 149 makes no mention of domestic hot water requirements. Will the new sinks require hot and cold water or just cold water? Both and a water heater. Contractor’s choice of tank or tankless water heater.
12) Building 149 as-built drawings indicate that existing plumbing fixtures are drained to 5-gallon buckets. Will new plumbing fixtures require piped drainage or more buckets? Refer to SOW paragraph 2.B.3, sixth sentence.
13) For Building 140 please clarify if the CMM machine is being relocated. If so we will have to pop the ceiling up like it is currently. Existing printer identified as 400 mc will need to be relocated into newly renovated space. Do not understand what “pop up the ceiling” means.
14. Attachment 37 (Cross Reference Matrix) appears to have the text at the bottom cut off mid-sentence. Is this the complete attachment? Last sentence was cut off. Will post revision.
15.. Attachment 22 (Robins AFB Roof Requirements) appears to be missing. Has been posted on FBO (19 Jan 17)
16.. Are the existing entries on Attachment 27 (Sample Submittal Register) Robins AFB standard project requirements? No, existing entries are samples. Each project will need to edit Form 66 to reflect that particular project’s requirements.
17.. Are the Division 01 and Closeout document entries on Attachment 15 (Sample SOV Template) a Robins AFB standard? No, only a sample to indicate possible items that may pertain to demonstration projects but will require editing to reflect specific project requirements of each demonstration project.
18. Reference RFP paragraph L-900.A (Page 40 of 50), the 40-page limit for Volume II (Written Technical Proposal) – is it possible to increase the page count? 40 pages will be extremely hard to meet given the need for preliminary designs on the three seed projects. Answer: page limit will be revised to 60 pages. Amendment forthcoming.
19. Reference L-900 Factor 2.2 (Volume III – Cost/Price): states, “All data relating to the proposed price must be included in the section of the proposal designated as the Cost/Price Volume and Attachment #16, Demonstration Projects Bid Schedule. Under no circumstances shall this data be included elsewhere in the proposal. If pricing information is included elsewhere in the documentation, the proposal may be deemed unacceptable.” The AF3052s and SOVs for each project included in Volume II will contain cost/price data. Please clarify. Answer: Amendment forthcoming to clarify this issue.
20. Is the extent of Volume III just the RFP attachment 16 – Pricing Sheet? Yes
21 . Reference Project UHHZ 150376 (C17 Shelter at N-27), Paragraph 2.B.1. states “Anchor attachments/points will be into existing concrete airfield paving which is approximately (16”) sixteen inches thick.” For design purposes what is the reinforcement of the airfield paving? Airfield pavement is unreinforced except joints.
22. Question: The statement of work for this project lists some dimensional openings and side sizes for the C17 shelter. A TFS manufacturer has provided a layout that beets these dimensions but is slightly different in the geometric shape. Is the layout in the attachment an acceptable design?
Answer: Proposed layout of TFS shown on page 4 of SOW and dimensions of TFS shown on page 1 of SOW.
23. Can the government please clarify if the 3052 as presented in the solicitation is to be completed inclusive of cost data or will this be modified through amendment to remove this information per the discussion during the preproposal conference.
Answer: Amendment forthcoming to clarify this issue.
24. Will the government allow “dual hatting” between multiple task orders if they are relatively close in proximity? Do not know what this means or your intent on meaning. Define term “dual hatting” and intent.

26. Are there any restrictions related to working within this space with regards to exposure to radioactive materials? No, D/U removed before work on aileron arrives at Bldg 149 Addition.
27. Where will the successful contractor be allowed to have laydown for this project? Yes, individual SOW required Contractor to show on Site Plan after coordinating with CE and USER.
28. What is the current load on the existing transformer as the building sits today? Will have to get back with you on answer
29. Provide existing drawings and information for lift station discussed in the SOW? See attached TIFF file.
30. Will all equipment within the space be Question not finished – resubmit for answer
31. UHHZ 160049 Repair/Renovate Room 17 CMM Lab Bldg. 140
32. Is there an existing asbestos survey for the subject area? Area has Asbestos Containing Material that will require removal.
33. Will the government consider off hours work for this project to minimize impacts to existing operations? Yes, but will need to be coordinated with Contracting Officer and CE Construction Inspector as he will be required to work second shift hours also.
34. Will the contract be allowed unrestricted access to the project site inclusive of the aisle ways to the nearest roll up door? Yes, to the extent it does not interfere with the USER’s daily operations. Coordination with the USER, CE will be required daily.
35. What are the cleanliness requirements working in the existing space with ongoing machining operations? Contractor will be required to install “dust partitions” to prevent infiltration of dust into existing spaces.
36. Where will the government allow for laydown, staging of demolition dumpsters, etc for this this task order? Adjacent to Bldg 140. This will need to be coordinated with USER, CE Construction Inspector for laydown area allowed.
* UHHZ 150376, Construct/Install C17 Fabric Shelter at N27
37. Where will the government allow laydown for this project? Yes, adjacent to site but will need to be coordinated with USER, CE Construction Inspector for laydown area allowed.
38. What requirements are there for badging within this area? Refer to SOW paragraph 3.C
39. Can the government confirm the existing utilities which have already been brought to the site? Existing power and compressed air are currently installed in the utility pit adjacent to N-27.
40. Two of the three Demonstration Projects require 10% Design Drawings as part of the proposal. In order to ensure time for questions to be answered, and subsequently, the accuracy of the drawings and estimate, we respectfully request that the proposal due date be extended by at least two weeks.
41. The RFP states on page 44 of 50, under the requirements for Volume III, Cost/Price – “If pricing information is included elsewhere in the documentation, the proposal may be deemed unacceptable.” However, Volume II, Subfactor 1 – Completeness of the Demonstration Projects requires (for each Demonstration Project) completed Attachments 8, 9, 10, and 15. Each of these documents are related to and include pricing information. Answer: Amendment forthcoming to address this issue.
42. Firstly, in accordance with the discussion during the site visit, please confirm that Attachments 8, 9, 10, and 15 are NOT REQUIRED as part of the offeror’s submission for Volume III, Cost/Price. Answer: Amendment forthcoming to address this issue.
Secondly, in accordance with the RFP, page 44 of 50, please confirm that Attachments 8, 9, 10, and 15 are NOT REQUIRED as part of the offeror’s submission for Volume II, Subfactor 1 – Completeness of the Demonstration Projects, since this would entail the inclusion of pricing information elsewhere in the proposal documentation. Answer: Amendment forthcoming to address this issue.
43. The RFP requirements on pages 42-43 of 50 do not include a requirement for completed Attachment 27 – Form 66 Submittal Register for each Demonstration Project. However, Attachments 29, 34, and 36 (Statements of Work for UHHZ 160082, UHHZ 150376, and UHHZ 160049) list Form 66 Submittal Register as a part of the “initial CEMACC submittal package.” Please confirm that Attachment 27 – Form 66 Submittal Register is NOT REQUIRED as part of the offeror’s submission for Volume II, Subfactor 1 – Completeness of the Demonstration Projects. ANSWER: Yes a submittal register is required for each demonstration project. Amendment forthcoming that will make that correction.
44. Within Attachment 36, Statement of Work for UHHZ 160049, Repair/Renovate Room 17 CMM Lab Bldg. 140, page 4 of 13 states that the Contractor will be required to dust sample to test for the possible presence of RCRA metals. If testing does reveal contamination, will further action be required beyond the stated cleaning using wet wiping? In other words, for the purposes of our proposal, is the Contractor to assume that no further remediation of RCRA metals will be required beyond wet wiping? Refer to SOW paragraph 4.G Environmental Considerations.
UHHZ150376 (Construct/Install C17 Fabric Shelter)
45. Attachment 34, Project Description for UHHZ 150376, Construct/Install C17 Fabric Shelter at N-27, contains requirements for the electrical system to be installed, but no mention of any other utilities. It was noted at the site visit that existing structures in the area were provided with compressed air lines. Please confirm that NO UTILITIES other than electric are required for the C17 Fabric Shelter design and construction. Per SOW paragraph 2.B.II., power will be required for lights.
46. Electrical service to the Fabric Shelter will need to run under the airfield concrete panels. Will partial removal/replacement of the affected airfield concrete panels be permitted? Yes, to allow termination into existing utility pit box.
UHHZ 160082 (Repair/Upgrade Locker Room Bldg 149)
47. For the Repair/Upgrade Locker Room at Building 149, does the new door access need to be ADA compliant? If so, there is enough grade change that it will require a ramp or stairs. If reference is to new Visitor Entrance door, then door will need to be 3’-0” x 7’-0” x 1 ¾” insulated hollow metal door with 12” x 12” wire glass view window centered at 5’-0” above finish floor and have closer, panic hardware on inside and lever handle on exterior side with metal threshold pair and a half stainless steel ball bearing hinges BEST cylinder keyed to meet Robins AFB keying system (7 pin) painted to match Robins 62 (dark bronze) and three silencers meeting requirements of ADAAG. Exterior grade should not be an issue.
UHHZ 160082, Repair/Upgrade Existing Locker Room in Bldg. 149:
48. Locker room SOW 2,B,3,a and g appear to indicate that the new HVAC system will be designed to serve the entire 149 building addition. Please confirm that all areas of the building addition will be served by the new HVAC system including the existing D/U storage area? Bldg 149 Addition to have two new HVAC units.
49. SOW indicates that the pad mounted unit is to remain. Please provide details for the existing daiken system including type/size of unit and sketch of supply and return ducts and sizes associated with the system. CE does not have information on existing unit.
50. Is hot water required for the sink in wet respirator cleaning area? If so, is there an existing hot water tank in the building? Yes, tempered water will be required for the Wet Respirator Cleaning Area and No water heater exists in Bldg 149 Addition.
51. SOW states “Direct Digital Control (DDC) shall be designed to be compatible with existing system in Building 1555”. Please provide details of what the new DDC controls need to be compatible with.
52. Are the existing HVAC system controls in this building tied into the base DDC control system? Bldg 149 Addition will be standalone. Bldg 140 controls have been changed to Bacnet/ADS/JACE with version 3 software.
53. Is insulation required above ceilings in the newly renovated rooms where ACT and gyp ceilings are to be constructed? Yes, unfaced R-30 batt insulation.
54. Please provide a drawing of the existing sprinkler system layout. See Attachment #31 As-Built drawings for sprinkler layout.
55. Can new electrical outlets be surface mounted on new CMU walls or recessed? Surface mounted to match existing outlets/switches.
UHHZ 160049, Repair/Renovate Room 17 CMM Lab Bldg. 140:
56. Where do the existing drinking fountains adjacent to the existing storage room get relocated to? As directed by COTR (within 5’-0” +/- of existing location.)
57. Existing flooring is 9”x 9” tile which is typically a good indicator that it is ACM (Asbestos Containing Material). Has this flooring been previously sampled and tested for ACM? If not, should bidders assume that the existing tile is ACM and will need to be disposed of accordingly? Existing flooring has ACM and will need to be removed.
58. Confirm that new compressed air lines will tie in to an existing air compressor. If existing, where is it located in relation to the work area? New compressed air line tie-ins will be into existing compressed air line loop adjacent to CMM Lab mezzanine and not into air compressor.
59. We understand from the SOW that no electronic CADD files are available for building 140. Are there any scanned PDF files that are available to show building dimensions, existing mechanical, location of the referenced mezzanine, existing sprinkler piping, and existing electrical? Attached AutoCAD files are only files available. No guarantees to accuracy of existing AutoCAD files.

61. What portion of Attachment 15 “Schedule of Values” is to be filled out? Are the breakdowns by division required? Are the percentages for each line number required? Only divisions and percentages that pertain to each project.
62. Will you increase the page limit for the Technical Proposal? With design documents for two projects, there will be very little room for a narrative and project management plan for three projects. Answer: Amendment forthcoming to address this issue.
63. For the Building 140 project, please provide the results of the Hazardous Materials Survey, if one has been completed. ACM, LBP, and heavy metal dust identified inside Bldg 140 and method removal identified in SOW 4.G. Environmental Conditions.
64. For Building 140, what is the expected heat load in the new room? If both printers are operating at the same time, the anticipated equipment/printer heat load is 46,000 BTU/hr.
65. For Building 140 and 149, please provide information on the mechanical controls that the new systems will tie back into. Bldg 140 controls have been changed to Bacnet/ADS/JACE with version 3 software. Bldg 149 Addition will be standalone.
66. For N-27 electrical pits, please provide electrical drawings of the pits. And please provide photos of the electrical pits. See attached Site Plan, Detail Sheet and photos.
67. Can you provide all available as-built drawings, in pdf format, for the Building 149 addition? If as-builts don’t exist, then any pdf drawings which are available. See attachment 31 on FBO.
Lift Station adjacent to Bldg 149
68. Please confirm that since this is a partially open structure, an internal pressure and suction coefficient Cp of 0.55 needs to be added to the design. Yes, GCpi and Cp = +/- 0.55
69. Please confirm that 23’ 4 16” sidewall height is the internal clearance. Interior clear “work point” of TFS column frame is 23’ – 4 1/16”. C17 winglet height from ground line to top of winglet is approximately 23’-0” overall width of aircraft approximately 170’-0” and overall width of opening is 199’-6”.

71. Project UHHZ 160082 (Locker Room Bldg 149) and UHHZ 160049 (Room 17 Bldg 140) both specify a design period of performance in their respective SOW paragraph 7 (Design Schedule). Project UHHZ 150376 does not specify a design period of performance as there is no design CLIN. Has the government set a design period of performance for Project UHHZ 150376 ? There is no Design required for UHHZ 150376.
