RFI # 3 27 Jan 2017
1. Question - Are there any hardware requirements for the doors specified for Building 140? Is so, please provide specs.
Answer - Refer to attachment #2 Base Facility Standards Part 4A Architectural General Division 8 for hardware requirements.
2. Question - Response to RFI #47 provided specs for exterior entry door for Building 149 Addition. Can you provide specs for the interior doors and hardware?
Answer - Refer to attachment #2 Base Facility Standards Part 4A Architectural General Division 8 for door requirements.
3. Question - Do the panels used to construct the existing Engraving Room in Building 140 contain any hazardous materials?
Answer - Refer to SOW paragraph 2.A. concerning “heavy metal dust” inside Bldg 140.
4. Question - For building 140, is the paint on the exterior wall of the bathrooms, which will become the interior wall for the new room, lead-based paint?
Answer - Refer to SOW page 10 of 10 sketch floor plan, existing restroom walls to received new metal studs, polyisocyanurate insulation, and layer of ½” gypsum board. Also see SOW paragraph 2.B.3. Install.
5. Question - What is the required height of the dust barriers to be installed for the Building 140 project? Can the dust barrier be plastic?
Answer - Existing space will need to be encapsulated to prevent dust spread into adjacent spaces and coordinated with BioEnvironmental Office per SOW paragraph 4.G. Environmental Considerations.
6. Question - Can you provide all available as-built drawings, in pdf format, for the Building 140 project area and any associated electrical, plumbing and mechanical information? If as-builts don’t exist, then any pdf drawings which are available. However, in the Responses to RFIs released last Friday, another RFI dealt with the question of drawings for Building 140:
Answer - Bldg 140 AutoCAD drawings provided. There should have been (2) two AutoCAD files attached one main floor plan and one mezzanine floor plan.
7. Question - We understand from the SOW that no electronic CADD files are available for building 140. Are there any scanned PDF files that are available to show building dimensions, existing mechanical, location of the referenced mezzanine, existing sprinkler piping, and existing electrical? Attached AutoCAD files are only files available. No guarantees to accuracy of existing AutoCAD files.
Answer - Bldg 140 AutoCAD drawings provided. There should have been (2) two AutoCAD files attached one main floor plan and one mezzanine floor plan.
8. Question - This response is somewhat confusing because the posted AutoCAD files referred to are only for Building 149, and the question is for Building 140. Can you please clarify and state for certain if there are any drawings at all, in any form at all, for Building 140?
Answer - Bldg 140 AutoCAD drawings are for Bldg 140 CMM Lab project.
9. Question - For all three projects, is a separate, dedicated Quality Control person required? Or can the Site Supervisor and/or Project Manager also service as the Quality Control person?
Answer - Per CEMACC SOW paragraph 1.28 Quality Control, Quality Control responsibilities, program, and records are required.
10. Question - The project is a set-aside for SDVOSB. Are all SDVOSB’s required to be Certified & Verified with the CVE in order to bid and be eligible for award on this project?
Answer - Offerors self-certify to their small business status.
11. Question - In the solicitation under Factor2 – Volume III, Cost/Price; item #5; page 44 of 50, it states that we are to insert a Firm Fixed Price for CLIN(Design) and CLIN 002(Construction) in attachment #16 for each of the identified Demonstration Projects. This is clear on the requirement for submitting our pricing.
However, there is a Section B – Supplies or Services and Prices that is on pages 7-9 of the solicitation. What is required on this Section B for pricing? Do we pull information from our Attachment #16, and put on each of these line items in Section B, and for each demonstration project with escalation for prices if required for the identified option periods? Please provide further clarification on how the Section B pricing pages are required to be completed.
Answer - Do not enter prices in Section B. Leave Blank. Your prices are to be entered on the Attachment #16.
Also, Section B references Project 160306 for each line item. The demonstration projects are identified with different project numbers. Please clarify this.
Answer - Correct, each UHHZ number is a unique identifier assigned by Programming Flight to each construction project at Robins AFB.
12. Question - Who services & maintains the fire alarm systems at the base?
Answer - CE Fire Alarm Shop if after designated warranty period.
13. Question - In order to show our TCIR rate and our DART rate, can we simply submit our OSHA 300A Logs?
Answer - YES
14. Question - There is currently a 40-page limit for Volume 2. The requested Attachments alone for the Demonstration Projects total 33 pages. Are we to assume that the 40-page limit does not include Attachments?
Answer - Amendment forthcoming will answer.
15. Question - Will you please confirm that only one Program Management Plan is to be submitted, as opposed to a Program Management Plan for all 3 Demonstration Projects?
Answer - One Program Management Plan is to be submitted.
Regarding LEED Requirements (RE: Answer #1 from “RFI_’s 2_20-Jan-2017”):
16. Question - Is the goal of the project to achieve a LEED certification or just achieve as many applicable points within the scope or work? Given the limited scope of work, there are LEED prerequisites that will likely not able to be met; please advise.
Answer - The Government’s intent is to achieve maximum LEED™ Certified points for Industrial projects UHHZ 160082 and UHHZ 160049 and recognize some requirements will not be obtained.
17. Question - If the only LEED goals are energy savings and materials, please provide the goal for each credit to be pursued.
Answer - See response to previous question.
18. Question - How does the client anticipate achieving significant energy improvements for these B140 project given the project will tie into existing chilled and hot water systems?
Answer - The successful offeror’s Design-Build Team selection of HVAC equipment and corresponding motors, pumps, etc. energy usage/savings.
19. Question - Given that the energy performance target will have a significant impact on the type of system chosen, what energy savings target should be used for the new HVAC system on the B149 project?
Answer - ASHRAE 90.1 where new equipment can achieve.
20. Question - Regarding LEED and energy savings, should the B140 and B149 projects use LED lights?
Answer - The Government’s intent is not to limit design options. Base Facility Standards still allows fluorescent lamps.
UHHZ150376 (Construct/Install C17 Fabric Shelter)
21. Question - The SOW for the C17 Fabric Shelter lists a dimension of 126 feet dimension which does not fit with the geometry of the building shape or site (it looks to be more in the range of 150 feet). Please verify the correct dimension.
Answer - The Contracting Officer will upload drawing “UHHZ 150376 C17 Fabric Shelter_LAYOUT”.
22. Question - The SOW for the C17 Fabric Shelter lists winglets at 23 feet tall. What is the clearance required above the winglets?
Answer - SOW word search does not provide reference to “winglets.”
23. Question - At the C17 Fabric Shelter, what is the clearance required above the fuselage?
Answer - Refer to SOW paragraph 2.B.I.
24. Question - Is there a maximum height allowed for the C17 Fabric Shelter?
Answer - Refer to SOW paragraph 2.B.I.
25. Question - Conflict wording - Cost to be included in Volume III only and Cost included in Volume II – please clarify.
Answer - Amendment forthcoming to clarify
26. Question - Matrix Form what is this form and what information do you want to include?
Answer – The Matrix form is a tool to help the review team. The offeror fills in the last column indicating where the Volume that this information can be found.
27. Question - Pg 40 states – can volume be bound separately or can all 3 volumes be combined in one binder with ea vol under separate tab?
Answer – Either way will be acceptable.
28. Question - Pg 40 Page limitation for entire Volume II -is for all 3 projects, which includes narratives, drawings, specs, AF forms, etc., & Program Management Plan?
Answer – Yes – Page limit will be increased in forthcoming amendment.
29. Question - Pg 41 Footer noted “SOURCE SELECTION INFORMATION--SEE FAR 2.101 and 3.104 FOR OFFICIAL USE ONLY”– is this to be required and included on all pages including dwgs, specs, illustrations, cut sheets and the AF forms?
Answer - Yes
30. Question - Please clarify the extent of specifications to be included in the proposal. (See page 5 of Attachment 29) Answer - Refer to SOW paragraph 7.B.1. for 10% spec requirements

31. Question - Project UHHZ160082 - Bldg 149 – Is there any need for hot water?
Answer – Yes
32. Question - Are the waste containers shown on the thumb nail sketch of building 149 part of the contract and if so, are they specialized in any way?
Answer - No, containers GFGI
33. Question - On page 43 of FA8501-17-R-001, for demonstration projects UHHZ160082 and UHHZ160049, the last part of item b in each project includes within the additional sections to be submitted “catalog cuts/brochures for Comprehensive Interior Design (CIDs)”. Are either of these projects considered CIDs? Are catalog cuts expected to be included in the submittal? And if so, cuts for which products?
Answer - Yes, catalog cuts for products in the Design Analysis
34. Question - Page 115 of 440 of the Attachment 2 Robins Base Facility Standards, item 3.a.(3) appears to indicate that a project with furnishings such as systems furniture, artwork, plants, window treatments, etc. is a Comprehensive Interior Design (CID). From the statements of work for these projects it appears that they do not include such elements but we want to be sure to include all catalog cuts/brochures that you expect to see.
Answer - Yes, catalog cuts for products in the Design Analysis
35. Quesiton - Bldg. 140 – Please provide nameplate data for the mezzanine-level air handling unit. Include: manufacturer, model and serial number.
Answer – Photos of unit are provided.
36. Question - Bldg. 149 – Please provide information regarding the type and nature of sanitary waste in the “Wet” and “Dry” cleaning rooms.
Answer – No Hazmat.
37. Quesiton - Bldg. 149 – Please provide information on areas designated as “waste” as to the nature of waste to be addressed.
Answer - GOVT employee equipment
38. Quesiton - Bldg. 149 – Please provide nameplate date for the existing wall-mounted unit. Currently, there are (2) HVAC units serving this building. It is noted that the previous as-built drawings indicate (1) unit currently serving this building.
Answer - See as-builts for wall mounted unit. No info on ground mounted unit
39. Question - Item for Bldg. 149 – There is currently no sanitary piping located under the slab within the existing building.Please provide direction as to requirement for slab cutting within the building to accommodate new sanitary sewer requirements.
Answer - GOVT does not direct Contractor on means, methods, materials to accomplish tasks. Existing Bldg 149 Addition slab is approx. 20”/22” thick
40. Question - Item for Bldg. 149 – Record documents indicate an existing sanitary sewer located approximately 75 feetaway from the existing service sink within the building. No determination can be made as to whether the existing nearby sanitary sewer is of the force main variety or gravity. Please advise as to preferred locationof new sanitary tie-in to existing system below slab.
Answer - Existing SS line on West side of Bldg 149 is gravity lift station is pressurized. SOW gives Contractor option to directional bore or sawcut up existing slab.
41. Quesiton - Will a time extension be given?
Answer - Amendment forthcoming
42. Question - When will we see responses to RFI’s?
Answer - RFIs will be answered directly and posted to FBO
43. Question - The Civil Drawings shows a sanitary sewer line running to the east of Bldg. 149. Is this a confirmed gravity line and is it available for use by Bldg. 149?

46. Question - Provide another site visit next week, where detailed measurements could be taken in building 140 in order to properly generate the 10% design drawings required under the RFP.

47. Question - UHHZ 160049 Bldg 140: What are the programming requirements for each space requiring new HVAC or ventilation? Occupants, space usage, operations/processes conducted within, equipment used, special exhaust systems, etc.
Answer - Refer to SOW paragraph 2.B.3 and page 10.
48. Question - UHHZ 160049 Bldg 140: What hazardous materials are generated and/or stored and where are they located? What quantities of each hazardous material is generated and/or stored?
Answer - No hazmat generated or stored. Existing heavy metal dust from sanding operations no longer conducted.
49. Question - UHHZ 160049 Bldg 140: What HVAC systems currently serve the spaces that shall be provided with new HVAC systems? Is there central plant, building chilled/hot water, and/or natural gas available for use with the new HVAC systems? If available, what capacity is available for use and where is the nearest mains for tie-in?
Answer - Existing unit to be replaced is “Trane® Climate® Changer. Existing utilities located adjacent to mezzanine.
50. Question - UHHZ 160049 Bldg 140: Where are the relocated drinking fountains to be installed? Where are the nearest supply and waste piping mains for connection?
Answer - As directed by COTR within 5’-0” +/- of existing location.
51. Question -UHHZ 160049 Bldg 140: Is a new compressed air system (i.e., air compressor, refrigerated dryer, etc.) required or is plant compressed air available? If plant compressed air is available, how far away are the nearest main and is there sufficient compressed air capacity available?
Answer - Existing utility located adjacent to mezzanine.
52. Question - UHHZ 160049 Bldg 140: Is a life-cycle cost analysis report required for the mechanical systems? What is required for the 10% submittal for the mechanical system life-cycle cost analysis report? What are the approved system alternatives? What are the available utilities and the cost of these utilities (e.g., cost of electricity, natural gas, etc.)?
Answer - Do not find reference to LC analysis report in SOW. Please provide paragraph.

57. Question - UHHZ 160082 Bldg 149: Under Section 4, "E. Mechanical Considerations" line number 8, what is meant by "and a minimum of 3 years of proven successful system performance and outstanding system ratings"?
Answer - Mechanical system proposed has had 3 years of proven successful system performance and ratings.
General:
58. Question - Per the RFP, the page limit for the Written Technical Proposal is 40 pages, excluding cover page, table of contents, and/or list of acronyms (if utilized). The Written Technical Proposal is to include a construction narrative and multiple forms for each of the three demonstration projects, as well as “10% construction design . . . catalog cuts/brochures . . . and SOW” for the two Design/Build demonstration projects; Sub factor 2 is to contain a “detailed narrative representation” of the offeror’s Program Management Plan.
a. In order to provide the required information sufficient to demonstrate our understanding of the Demonstration Projects and Program Management, may the preliminary sketches/drawings, forms, and catalog cuts be excluded from the page count?
Answer - Amendment forthcoming to address.
b. Given that the evaluation method is Low Price Technically Acceptable, it was proposed at the site visit that the Program Management Plan might be removed from the requirements by an amended solicitation. Please confirm/advise whether the PMP as described in the current solicitation (dated 22 December 2016) is still required for submittal as part of the Written Technical Proposal.
Answer - PMP is still required.
59. Question - For each of the Demonstration Projects: is there local electrical service with enough breaker space and capacity to support any new equipment? If not, please advise what should be assumed for bidding purposes.
Answer - For Bldg 149 Addition, refer to Electrical drawings for existing panel capacity, for Bldg 140 project, refer to SOW paragraph 2.B.3 Install for new transformer and new panel(s).
60. Question - For each of the Demonstration Projects: do the existing fire alarm/Mass Notification Systems have adequate capacity to support the renovations?
Answer - Site visit was held for offerors to confirm. Bldg 140 FA/MNS is Notifier and installed 2011. Bldg 149 FA/MNS is Notifier and installed approx. 2014.
61. Question - For each of the Demonstration Projects: what are the outdoor and indoor conditions for the HVAC systems, including humidity requirements for indoor environments?
Answer - Refer to SOW for each project.
62. Question - For each of the Demonstration Projects: we respectfully request a room by room matrix that includes equipment, power and voice/data outlet placement, etc.
Answer - GOVT unable to provide. CEMACC Design-Build AE Team will provide as a part of Design submittal process.
63. Question - The Demonstration Projects’ SOWs call for the controls to be compatible with the existing DDC. Provide information on the existing DDC systems for each applicable project.
Answer - Bldg 149 Addition will be standalone. Bldg 140 controls are Bacnet/ADS/JACE with version 3 software.
64. Question - For each of the Demonstration Projects: is there any existing exhaust equipment that is to remain, and do new HVAC systems need to take this into account in order to provide make up air to the spaces?
Answer - Refer to SOW for each project.
65. Question - For each of the Demonstration Projects: please provide information of the Building Envelope R/U Values in regards to roofs, walls, and doors for each applicable project.
Answer - Refer to as-builts drawings for R-values on Bldg 149 Addition and SOW for insulation on Bldg 140 project.
66. Question - For each of the Demonstration Projects: the SOWs reference a life cycle cost analysis. Confirm this is required.
Answer - This requirement is for HVAC equipment/systems to determine if alternative systems offering similar service life, operating costs, etc. are cost effective for given project.
67. Question - For each of the Demonstration Projects: what are the telecommunications requirements? We respectfully request that you provide number of outlets, jacks per outlet, existing punch down location, etc.
Answer - Refer to CEMACC SOW paragraph 1.9.1. For UHHZ 160082 Locker Room Bldg 149, provide (1) one comm box with (2) two data ports in Locker Room on new CMU wall tying into existing comm panel and for UHHZ 160049 CMM Lab Bldg 140 provide (2) two comm boxes with (2) two data ports in new Printer space on new gypsum board wall adjacent to each printer (identified as LAN on floor plan) tying into existing comm panel.
UHHZ150376 (Construct/Install C17 Fabric Shelter)
68. Question - The Fabric Shelter SOW mentions compressed air but gives no direction as to if new drops need to be added to this project, where they would go, if drops needs dryers/filters/separators, or where the new connection would originate from (new compressor?). Please provide more information on the compressed air system.
Answer - Not a part of this contract.
69. Question - The Fabric Shelter SOW mentions there are no communication lines or water, are those utilities needed? If they are needed, provide more information on where those utilities would come from.
Answer - Not a part of this contract.
70. Question - The Fabric Shelter: Are new power outlets required? If yes, how many, what amperage and voltage, and where do they go?
Answer - Not a part of this contract.
71. Question - The Fabric Shelter SOW mentions a new 30amp circuit breaker in existing gear. What is this breaker for? Provide nameplate info on the existing switchboard.
Answer - To be installed in new lighting panel.
72. Question - The Fabric Shelter SOW says to provide 277V LED fixtures, section 1.10 says to provide 400W, 120V metal halide fixtures. Please clarify.
Answer - GOVT preference is LED for energy savings over metal halide.
73. Question - The Fabric Shelter SOW section 3.5, A of spec section 16011 calls for a short circuit and time-current analysis. Please confirm this scope is required. It doesn’t seem necessary for the limited electrical scope of this project.
Answer - Not necessary as a part of this contract.
UHHZ 160082 (Repair/Upgrade Locker Room Bldg 149)
74. Question - Repair/Upgrade Existing Locker Room in Bldg. 149: The SOW says to reuse the existing radiant heaters but these don’t seem appropriate if the space gets a drop ceiling. Confirm those are to be reused.
Answer - No work required for existing gas fired infrared heaters.
75. Question - Repair/Upgrade Existing Locker Room in Bldg. 149: Regarding “heavy metal dust”, does the space require any electrical hazard level classification?
Answer - No reference to “heavy metal dust” made in SOW.
76. Question - Repair/Upgrade Existing Locker Room in Bldg. 149: The SOW mentioned connection to the existing power source. Please provide the location and characteristics (Voltage, phase, capacity, panel type, available space, etc.) of existing equipment to be used.
Answer - Refer to as-built electrical drawing(s) for existing panel(s) information.
77. Question - Repair/Upgrade Existing Locker Room in Bldg. 149: The SOW mentioned new HVAC system to provide cooling for existing Maintenance Bay, Wet Cleaning Room, Locker Room and Storage Room. Please confirm that the system to be provided is a single zone unit that only provides cooling.
Answer - Due to ceilings in new interior spaces, heating will be necessary.
78. Question - Repair/Upgrade Existing Locker Room in Bldg. 149: The SOW mentioned new HVAC system to provide cooling and heating for existing D.U. Cell, Dry Cleaning Room. Confirm system to be provided is a single zone unit that requires heating and cooling.
Answer - Existing D/U cell has existing gas fired infrared heater and heat not required. Cannot find “Dry Cleaning Room”.
79. Question - For Bldg 149, please confirm what ASHRAE room type classification will be considered for Wet/Dry/D.U. Cell/Maintain. Room.
Answer - D/U Cell air to remain within existing space. Wet/Dry Respirator Cleaning/Locker Room/Storage to remain within space. Existing Maintenance Cell air may be recirculated within space.
80. Question - Repair/Upgrade Existing Locker Room in Bldg. 149: What is the existing HVAC system type and capacity (example – can we tie into existing chilled water?)?
Answer - Site visit was held for offerors to confirm. Refer to as-builts drawings.
UHHZ160049 (Repair/Renovate Interior Room 17 CMM Lab Bldg 140).
81. Question - Repair/Renovate Room 17 CMM Lab Bldg 140: When creating the opening from CMM Lab to the Engraving Room, will the contractor have access to both bays simultaneously?
Answer - Refer to SOW paragraphs 2.B.3 and .5 and 3.A.

83. Question - Repair/Renovate Room 17 CMM Lab Bldg 140: SOW states to evaluate loading on existing transformer. Please provide trending data on transformer or what bidders are to assume (replace or upgrade).

84. Question - Repair/Renovate Room 17 CMM Lab Bldg 140: The SOW mentioned install new compressed air drops of different PSI. Is there an existing air compressor? Please provide information of existing air compressor, compressed air system, etc.
Answer - Connection into existing compressed air loop adjacent to CMM Lab.
85. Question - Repair/Renovate Room 17 CMM Lab Bldg 140: The SOW mentioned to reinstall existing drinking fountains and route new piping to them. Please provide record drawings of plumbing system to determine extent of piping demolition and installation.

86. Question - Referring to the response to RFI #1 regarding LEED requirements, the response stated, “Consideration to meet Certified 30-37 points for Industrial projects…”

Question - Referring to the response to RFI #4, regarding access to the mezzanine above CMM Lab for inspection during site visit, participants were instructed on where they could and could not go, and access was not provided to the mezzanine by the Government. We require knowing what type of unit and the specs of the unit in order to complete 10% design.
Answer - Existing unit to be replaced on the mezzanine is “Trane® Climate® Changer.
88. Question - It was observed during the site visit that Building 140, there is a substantial amount of existing equipment and office furniture in the existing CMM Lab and existing Engraving shop. Will this equipment be relocated by the owner prior to construction?
Answer - “If existing GOVT equipment is within spaces to be renovated at Bldg 140 and Bldg 149 projects, it will be moved, stored and reinstalled by GOVT.”
89. Question - It was observed during the site visit that Building 149, there is a substantial amount of existing equipment and office furniture in the work area. Will this equipment be relocated by the owner prior to construction?

91. Question - Regarding RFI #13, and the existing pop-up ceiling – please see photo. At the existing piece of equipment, the ceiling profile varies in height to accommodate the piece of equipment. Our question is if the new CMM Lab ceiling needs to match the existing ceiling as shown in the picture below?
Answer - New 2’ x 2’ acoustical ceiling tile height to be 9’-6” above finish floor.
92. Question - Will separate Superintendent, Quality Control, and Safety personnel be required at each demonstration project site, or will the personnel be able to share roles across the three projects?

96. Question - Please provide Hazardous Material Survey for Building 140 and Building 149. If one is not available, will the D/B contractor be required to hire and have one performed prior to design/construction?
Answer - Refer to SOW paragraph 4.G Environmental Considerations for UHHZ 160049. There is no hazmat in Bldg 149.
97. Question - Due to existing number of unanswered RFIs and forthcoming, will the response date be postponed?
Answer - Amendment forthcoming will address.
98. Question - A submittal register cannot be provided at the 10% design phase, because the specifications have not been edited at the 10% design phase. If a submittal register is generated from SpecsIntact at this stage it would be 100+ pages. Since you have capped the requirements of the Tab A factor to 60 pages, we cannot provide a submittal register 1.) because it alone would exceed the page count and 2.) because the specs are not edited at this phase in design and the submittal requirements would not be accurate whatsoever. Please remove the requirement of a submittal register – it is apparent that Robins AFB does not require a submittal register to be submitted until the 100% Design Submission per 1.4.5.4 in Attachment #1 CEMACC SOW.

99. Question - At Repair/Upgrade Existing Locker Room in Bldg 149, SOW references a pad mounted Daiken unit is to remain. Please provide a photo of the existing unit and/or the unit serial number for further investigation.

100. Question - RFI Response 71 states that no design is required for UHHZ 150376. Who is responsible for designing the electrical load requirements, lighting requirements, panel requirements, feed requirements, utility pit tie-in requirements, etc.?.
Answer - The GOVT contract will be with the successful offeror to provide a complete and usable facility.
101. Question - Is a site plan, haul route, etc. required for the UHHZ 150376 project?
Answer - Refer to SOW paragraph 2.B.III.
