KSRM 062067, 062069, 072070

Contractor Questions

Contractor Questions Due: 5 May 2011

GENERAL QUESTIONS:

1. The proposal has 3 line items.

a. Can the Government Issue a “split award?” If Line Item #1 (Building 2013) is awarded, the General Conditions for line item #1 would be adequate to cover the other line items because they can be done concurrently. However, if each line item stands alone, the costs for a supervisor, temporary facilities, and other general conditions must be included in each line item. We suggest a fourth line item which would be a TOTAL for the previous 3 line items. In this way, if there are savings by awarding all line items and having one superintendant run all the work, etc. then the savings can be reflected in item 4.

ANSWER: This project, involving Bldgs 2005, 2013, and 2024, is being solicited and awarded to one contractor due to the sensitive nature and security requirements of the

MAMS II area.

2. Normal working hours are listed as 5:00 am to 3:30 pm, Monday through Thursday. Will it be possible to arrange for evening or weekend work on a limited basis?

ANSWER: For bidding purposes assume 5:00 am to 3:30 pm only

3. Per section 01143 security badges or escorts will be required. What is the time frame required for obtaining badges? Is this time counted against the 180 days provided for contract completion?

ANSWER: 309

th

MMXG will provide escorts.

4. Asbestos and lead based paint abatement is a separate contract. Will this work occur prior to the notice to proceed? Or will the work be concurrent with the remodel work under this bid package as part of the 180 days?

ANSWER: Abatement typically occurs prior to the start of construction work for the majority of projects. Any delays due to subsequent discovery of additional abatement after work begins are addressed in the General Requirements.

5. There are multiple pieces of equipment that need to be removed during construction and then replaced.

a. Can you provide a list of equipment to be moved?

ANSWER: Refer to the specifications and tables in the drawings and the pictures provided

b. Can you provide the weights and sizes of the equipment?

b. What type of resin and glass should be used for the repairs?

ANSWER: See above

c. Will the existing chemicals be removed by the owner?

ANSWER: Government will remove

10. Sheet AE101, Demolition Plan refers to removing the wall tile in the restrooms. The existing restrooms have tile base and some type of vinyl wall covering.

a. Is vinyl wall covering to be removed?

ANSWER: Yes. Remove wall covering.

11. Sheet AE101 there is a note for a new 4” thick housekeeping pad.

a. Will the owner move the existing equipment?

12. Sheet AE101-AE102 – during the walk through we noticed some wood trim at various locations.

a. Is the wood trim to remain as is?

ANSWER: Leave in place.

b. Does the wood trim get painted or new stain?

ANSWER: New stain to match original.

13. Sheet AE102 shows an acrylic solid surface countertop in the restroom.

a. Can you provide a specification for the countertop?

ANSWER: Specification section 06 61 16 has been provided and will be posted to fed biz ops. Color to be coordinated with color schedule and end user from manufacturer‟s standard colors.

14. Sheet AE102 – Room 129 Fuel Tank Repair Clean Room

a. This room is to be painted. What is an acceptable method for masking off the clean room filters?

ANSWER: Two layers of visqueen taped on all four sides. Vacuum between removal of the two sheets.

b. Is there a requirement for testing of the air in the clean room?

ANSWER: 10,000 K clean room. Clean room certification is the responsibility of the government.

c. Should we include the cost of new clean room filters in our proposal?

ANSWER: No although a temporary set for construction may be worth consideration.

i. What is the specification / manufacturer of the filters?

ANSWER: N/A

15. The sequencing plan states that the maximum down time for the “turbine balancer room” is five days.

a. Will the owner move the equipment prior to building the new walls, etc.?

ANSWER: No, turbine balancer will not be moved. Contractor will have to work around or move some smaller items (filing cabinets, tool chests, etc.) to properly install.

b. Each layer of joint compound needs to dry for a day and be sanded prior to applying another layer of compound or painting. If complete finish of the room is required, including metal studs, gypsum wallboard, 3 layers of joint compound, 2 layers of paint, new acoustic ceiling, new lighting, new door and hardware, new VCT flooring and rubber base, we anticipate this room requiring more than days for completion. Can this room be left “unfinished” in order to complete the work in 5 days?

ANSWER: Room can be left unfinished in order to complete work in 3 days.

16. Sheet AE201 – shows removing several A/C units and replacing them with windows.

a. What is the specification for the new windows and glazing?

ANSWER: See spec section 08800

17. Sheet AE201 – there is a note pointing to the upper clerestory windows that states, “Replace weatherstripping and re-caulk all windows. Replace broken glazing.”

a. Is this for only the upper clerestory windows? Or all windows?

ANSWER: All windows

b. Is there asbestos in the existing caulking / glazing?

ANSWER: Window putty is assumed to be ACM, pending verification by asbestos shop. Will be abated by asbestos shop if/as necessary.

c. The existing glass at the clerestory has an unusual appearance. What is the type of glass to match?

ANSWER: See specs

d. Is there a count on how many windows need to be replaced?

ANSWER: 15 panes 11” x 32”. 40 panes 6” x 9”. To be field verified.

18. It is our understanding that the building will be occupied throughout the construction process.

This would imply that the fire alarm should remain in continual use. Sheet EX101, General

Note A shows “all fire alarm devices being removed, cleaned and stored for installation.” The other general notes indicate that the existing system is to be removed.

a. Is it acceptable to disable, disconnect and decertify the fire alarm system during construction?

ANSWER: See spec titled “Fire Alarm-Performance Based Spec”

b. What is the process for doing so?

c. Most new Base/Standard Fire Alarm systems are now addressable when modifications are significant to the system. How is this to be coordinated?

19. Room 122 – Cleaning Line – existing equipment, tanks, conduit, etc. appear to have chemical build up on them and may be considered to be contaminated. There may also be “live chemicals” present in the room.

a. Will the owner remove the “live chemicals” from the equipment and the room?

ANSWER: Live chemicals will be drained by the user.

b. Will chemicals that have not been removed be neutralized by the owner?

ANSWER: Chemicals will be removed.

c. Will the equipment be flushed and cleaned and certified safe to handle by the owner?

ANSWER: The government will make every effort will be made to identify and remove all chemicals from the building, however the contractor should be aware that trace elements may still exist.

d. Who is responsible to clean chemicals from the existing conduit, light fixtures, pipe, etc. prior to removal?

ANSWER: See part c above

20. Sheet EP101, shows some VFD‟s.

a. What are the specifications on the VFD‟s – HP and Voltage?

ANSWER: HP and voltage motor VFD is controlling

21. Sheet EP401, Note 1states to remove all conduit and feeders and replace within the cleaning room.

a. Do the conduits need to be removed replaced back to the MCC?

ANSWER: Replace „within‟ the cleaning room.

22. Sheet EP401, Note 1states to remove all conduit and feeders and replace within the cleaning room. These conduit are not visible with the gypsum board ceiling.

a. Do the conduits need to be removed and replaced back to the MCC shown on sheet

EP101 grid B.5 and C.5?

ANSWER: Conduit „within‟ the room see note 1

23. Sheet EP401, Note 5 states “conduit penetrations through wall w/seal offs.”

a. What does this mean?

ANSWER: Intent of seal offs is to maintain wall fire rating. Use appropriate fire rated caulking. See UFC 07 84 00

24. Sequencing Plan, zone 3 – Cleaning Line / New Restroom. The maximum down time is shown as 4 weeks. There is extensive work in these areas, especially for plumbing, HVAC and electrical.

a. Is there any flexibility in this down time?

ANSWER: The schedule must be met unless unforeseen conditions warrant review for additional time.

25. Sheet EP401 - note #4 it requires replacement of the j-boxes. Are these the big 18x18" boxes that are about 7' high? The existing boxes look new and replacements are very expensive, especially “rob roy” coated.

a. Can you confirm that you want the j-boxes replaced?

ANSWER: Yes, replace the J-boxes

b. Can you please provide a specification for the new j-boxes?

ANSWER: Class 1 Division 2. Same size as existing.

26. On sheet EL101 it shows the requirement for the new canopy being removed, however it does not address the canopy lighting. Are we to replace the existing canopy lighting? Re-lamp and re-ballast existing fixtures? Just leave it alone entirely?

ANSWER: Existing canopy lighting to remain as is.

27. In, item #4d, we could not find a specification for the epoxy flooring in the Amendment.

(Section 096500 only addresses VCT.) There are a wide variety of epoxy floor coatings, with different performance and chemical characteristics. These vary widely in cost, both for materials and for the labor required to prep surfaces and install the materials. The plans and specifications provided by the government define only an “MPI #108” for this flooring coating.

Is any material meeting this specification acceptable? Please clarify.

ANSWER: See sheet AE102

28. Are either the VCT or Epoxy flooring required to have electrical characteristics, either static dissipating or conductive? If so, please define the requirement.

29. Scope of work suggests several areas where new work has a high probability to disturb the existing, Transite roof panels. However, the government has stated that the contractor is not to disturb the Transite, and to “use support frames.” Please provide a method by which to coordinate asbestos mitigation to accommodate new work, such as integration of new roofs and required plumbing or mechanical penetrations.

ANSWER: Penetrations to existing transite roof deck will need to be performed by Hill AFB asbestos shop.

30. Base standard for ceiling tile is 24”x24”, tegular edge, fissured surface. Drawings call for

24”x48” fissured tiles. Please clarify actual requirement for this contract.

31. Interior paint spec does not include epoxy paint for any interior walls. Normal practice in clean rooms is to coat walls with a low-perm, very cleanable epoxy paint. This is particularly true in rooms with hydrazine, and would include coatings on all ferrous and zinc surfaces. Please confirm that epoxy paint is not required in clean room(s) or other areas. If it is required, please clarify requirement.

32. The hardware schedule for the men‟s restroom shows neither a closer nor a latch, though the rest of the group appears to assume the use of a closer. The door configuration, with a closer, does not meet ADAAG 2004 clearance requirements. (54” clearance required on hinge side with a closer, 48” provided.) The added clearance cannot be accommodated without major modifications to the restroom plan. Please note the ADAAG 2004 has been adopted by DoD for all projects. The plan indicates clearly that restrooms must meet accessibility requirements.

However, the government-provided design does not comply. Please clarify responsibility for this and similar issues.

ANSWER: Your contention is correct. Restroom doors should have closers. See Additional

Specs, item 2. Closers. Clearance issue is addressed on sheet AE102.

33. As asked at the site visit we would request a window count of the windows that are required to be replaced and or new glazing. There was not enough time to count all the windows at the site visit. This will ensure all contractors are bidding apples to apples.

ANSWER: See answer to question 17d above.

34. Who is responsible for the abatement on this project .We have identified several areas that we fill will require abatement and need to know who is responsible for this.

ANSWER: Hill AFB asbestos shop is responsible for abatement.

Questions 35-39 refer to requirements that have been removed, but were inadvertently noted in the project description. Contractors should bid only the work for Bldg 2024 that is show on the plans and specs.

35. Can you clarify the requirement for the insulation in Bldg# 2024 as to what type of insulation is required and what R value is required?

36. On the plan for Bldg# 2024 can you clarify the requirement for sealing the roof and vertical walls and give some insight on the methods that you are requiring?

37. In the plan you have a requirement to adjust the doors on Bldg# 2024. Do to the state of the existing doors and hardware can you explain what the real requirement is here? We believe that replacement is a better option.

38. Will all the chemicals be removed from the clean room during construction? We are concerned about the safety of our workers and the need for explosion proof tools in this room.

39. Bid Item 0003 states “The contractor is responsible for the inspection, replacement, and repair of supply lines, condensate lines and heaters, and replace broken windows, seal roof and vertical outside walls, replace insulation, and adjust exterior doors of Building 2024 as identified in Section J, Documents, Exhibits, and Other Attachments, at Hill Air Force Base, Utah”. Attachment J is the Project Drawing & Specification Package.

a. Drawing Sheets 49 & 50 reference electrical work only for Building 2024. Please identify where contractor is to repair or replacement “supply lines, condensate lines and heaters, and replace broken windows, seal roof and vertical outside walls, replace insulation, and adjust exterior doors.”

b. If these tasks are required, please identify methods and materials. For instance, on replacing the insulation, what type of insulation is required? There are no notes to determine the answer.

c. Regarding the sealing of the roof and vertical walls, what type of method will be required?

d. Regarding the adjustments to the existing doors. These doors have very little room for adjustment because of the type of existing hardware which is old and rusted. What are the requirements /tolerance‟s that you are trying to achieve on these doors.

e. Notes on Sheet #50 indicate the interior spaces are “classified areas”, if the work requires access (such as to adjust the existing doors), will the Government provide escorts?

40. The way I read the plans, is that the fire alarm system is to be de-commissioned, existing devices and panels to be removed and stored, and then new conduit and conductors installed, and existing devices to be installed again. How can we have the building occupied with no fire alarm, especially with alcohol, hydrazine and other flammable materials being stored in the building, while at the same time having sections of the fire sprinkler system offline for remodeling? It also seems like, with all the trouble of removing, cleaning, storing, etc of existing devices only to re-install with new conduit and conductors, the cost would not be very high (relative to project size) to install new fire alarm devices and panels. That would also solve (what I have perceived as) the problem of decommissioning the fire alarm in an occupied building, as we could install the new fire alarm first then demo the existing.

ANSWER: See spec titled Fire Alarm-Performance Based Spec

41. How long will you allow the clean room to be completely shut down? Once the demo begins in this room you will lose your clean room classification and it will not be able to be recertified until all work is complete .This could take the better part of 3 months.

ANSWER: As per the sequencing plan, the clean room will be down for 2 weeks. The clean room is on a dedicated system with its own air handler and HVAC system. Pre filters on the air handler and hepa filters in the room will allow the clean room to be re-certified while construction occurs in other parts of the building.

KRSM 062069 BUILDING B-2005:

1. Sheet AE101 – There is a note to “remove and replace all doors.” The doors appear to be an unusual, non-standard size. Also, the door on the West side at the South end has unusual “pin” type hinges that are probably no longer manufactured.

a. Can you provide opening sizes for each opening?

ANSWER: Refer to door schedule on AE101 sheet 47 of 50

b. Is the existing door hardware to be re-used?

c. If not, what is the specification for new door hardware?

ANSWER: See “additional specs” item 2. Door Hardware, Exterior Doors, B2005

2. Sheet AE101 – There is a note for epoxy floor that points to the large compressor room.

a. Will the owner move the compressor? Or are we to stop at the compressor?

ANSWER: Compressor will not be moved. Coat up to the compressor base.

3. Sheet AE101 – There is a note to “clean grease and oil from the floor” that points to the large compressor room.

a. Is the entire floor to be cleaned?

ANSWER: Yes. Floor will need to be cleaned to facilitate new epoxy floor coating.

b. If so, will the owner move the compressor and other equipment in the room?

File details come from the government source that posted it. Updated .
