A-01 DESCRIPTION OF WORK:

This is an indefinite-delivery, indefinite-quantity (IDIQ) contract for design and construction efforts at Hill Air Force Base (HAFB) and other associated sites, all located in Utah and Wyoming. Construction projects will be awarded by individual task orders on an as needed basis. The Contractor shall be required to maintain a management office on HAFB, in order to receive, accomplish, and manage individual work requirements. All work shall be in conformance with the requirements of the contract including, but not limited to, furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management, and other services to include engineering/technical design support, and incidentals necessary for the successful completion of issued task order. The work to be performed by the Contractor consists of, but is not limited to a broad range of maintenance, repair, and minor construction work on real property at HAFB. The work is required in support of Base Civil Engineer activities within a 500 mile radius of Hill AFB and the HAFB Ranges.

(a) Start up Period: The contractor shall have thirty (30) days from the time of award for mobilization activities associated with this contract to fully execute the requirements of the contract. For computer requirements, the contractor shall submit its proposed set up and connection design for government approval within seven (7) days after the date of the contract award. The computer system shall be operating as required, and training for government personnel shall be completed within fourteen (14) days of government approval. It is estimated that less than 10 percent (10%) of all work will be required during other than normal working hours. The contractor shall be required to manage and execute the normal workload of up to one hundred plus (100+) concurrent projects, and up to one hundred fifty plus (150+) projects annually. The contractor may on occasion, be required to provide additional staff for unexpected fluctuations in the workload.

A-02 SABER UNIT PRE-PRICED DATABASE (UPD):

The "Bare Costs Total" unit prices identified in the current copy of RSMEANS® cost estimating guides Cost Estimating Guides, localized for the Ogden Utah area.

A-03 DEFINITIONS:

The following definitions apply to all work required by this solicitation/contract.

(a) As-Built Drawings: Drawings prepared by the Contractor in sufficient detail to accurately reflect the project as constructed, complete with all changes, modifications, and deletions from award drawings.

The Contractor shall provide updates on electronic medium for drawings initially provided on electronic medium. The Contractor shall provide red lined comments/annotations to drawings initially provided on paper either by Contractor or the government.

(b) Calendar Day (CD): Each day of the calendar year including workdays (WD), Holidays, and Weekends (including Saturdays and Sundays)

(c) Clarifications Negotiations: A reasonable number of meetings between the Government and the Contractor as necessary to come to full agreement on all aspects, including pricing, technical requirements and the performance time required for each identified construction project.

(d) Coefficients: A Coefficient is the Contractor's pricing factor which is multiplied against the standard unit prices in calculating task order (TO) prices. It is proposed by offerors as a percentage increase (e.g., 1.10) or decrease (e.g. 0.95) to the current edition of the unit priced database (UPD). They include all cost elements not included in the current UPD (e.g. overhead, profit, minimum design costs, G & A expenses, bond premiums, gross receipts taxes, quality control, cleanup, subcontractor overhead and profit, labor burden for Davis Bacon rates, mobilization/demobilization, permits and licenses, taxes, depreciation, as-built drawings, submittals, site security, site superintendence, routine security delays, etc.).

(e) Contracting Officer (CO): Contract administrator to ensure Contractor and SABER Project Managers are in compliance with FAR’s regulations, administrator for payment of projects completed and mediates between Contractors and SABER Project Managers on project discrepancies and line item proposals.

(f) Controlled Areas: Areas of performance on government property with heightened security requirements within which the Contractor is not allowed free access to the work site, cannot enter and exit freely, and will be required to be under escort at all times during performance of the project. Controlled areas contain valuable resources and are clearly marked with a "Controlled Area" sign. Personnel and equipment entry may be subject to brief (up to 20 minutes) delays due to security processing.

(g) Drawings: Graphical representations (in the quality, detail, and professionalism as identified in the Contractor's technical proposal) documenting the work required by each government project. In conjunction with the SOW, drawings must be thorough and detailed enough to allow:

(1) The Government and the Contractor to estimate the number and type of pre-priced and non-pre priced items required to successfully perform all work;

(2) Government personnel to monitor and validate work compliance, and

(3) The Contractor to satisfactorily complete all work requirements on time, including providing required submittals and other documentation as needed.

(h) Estimates of Pre-priced Items: A computerized, "detailed report'' estimate, organized into the SABER Pre-Price Database format listing quantities, item identification number, unit price, total price, and a short description of all items required by a Statement of Work as well as drawings for which a price exists in the SABER Pre-Priced Database.

(i) Estimates of Non Pre-priced Items: A computerized, "detailed report' estimate, organized into the SABER Pre-Priced Database format (or Contracting Officer approved equivalent) listing quantities, item identification number, unit price, total price, and a short description of all items required by a Statement of Work and drawings for which no price exists in the SABER Unit Pre-Price Database. Non pre-priced items to be included must be in the form of three (3) price quotes from verifiable sources (published price list. Sub-contractor quotes or estimate, etc.)

(j) Final Inspection: The examination held by the Government to verify that all work requirements (including clean-up) have been satisfactorily accomplished by the Contractor.

(k) Government Furnished Items: Items (e.g., equipment, facilities, materials, services, etc.) provided by the Government to the Contractor for use in performance of this contract, including issued task orders

(l) Guide Spec: The ARCOM Master Systems MASTERSPEC provided by the Contractor (see C-811) and Specification Sections 01300 (Submittals and Substitutions) and 16710 (Telephone System Pre-wiring) shall be the standard for performance of any task order issued under this contract. The Guide Spec is a product of The American Institute of Architects (AIA) and organized in the Construction Specification Institutes (CSI) Master Format. All specifications are filed under Divisions 1 through 16. Each specification section may apply to numerous individual line items. Some specifications are broad scoped in nature and contain a variety of items. Other specifications may not have Pre-Priced Data base pricing information. Those items may be special ordered from the manufacturer or the items involved may be proprietary to each manufacturer's own equipment. It is not possible to create a comprehensive specification capable of addressing every possible condition that may be encountered. Consequently the specifications are intended to indicate the quality of materials and workmanship expected by the Government. If a specific line item description is not included in the Guide Specifications, the Contractor shall provide a complete description of the item, including standards and salient features, of the selection of or approval for use of that line item

(m) Non Pre-priced Item (NPI): Items of work not covered by the SABER Unit Pre-Price Database but within the scope and general intent of the contract that may be negotiated and added to individual task orders and the UPB at any time during the term of the contract.

(n) Non Standard Working Hours: The period from 6:00 p.m. to 6:00 a.m. Monday through Friday, and any time on Saturdays, Sundays, and Federal Holidays.

A-05 PROJECT ESTIMATING/DESIGN-ORDERING PROCEDURE:

(a) Intent of Request for Proposal Design/Estimating: Contract line item numbers (CLINs) allow the Government to issue the Contractor a task order for all work incidental to developing a design and/or project estimate, without obligating the Government to issue the Contractor an order to actually construct the work described. The Government's intent for the CLINs identified above is to obtain a design and/or exact price for projects that may or may not-have been designed or where the requirements may not have been fully defined, but are being considered for SABER construction. The Government will request proposals for projects it expects a Contractor to execute. It is not the Government's intent to have the Contractor provide an estimating service for projects that have no initial, serious SABER construction consideration. The Contractor agrees that the Government is not obligated to issue the Contractor a task order for the construction work described in the completed project estimate.

(b) Notice of Requirement: When issuing a Request for Proposal, the Government notification will include a project number, project title, SOW, drawings or sketches if applicable, and any special instructions or conations that may exist with respect to the work. The Contractor will be responsible for preparing a detailed cost proposal by listing quantities of individual work elements needed, specifying non-priced tasks, developing performance times, and furnishing the finalized cost estimate with design package as a formal proposal to the Contracting Officer for clarification. As the need exists for design and/or estimating performance under the terms of this contract, the Contracting Officer will notify the Contractor of the requirement by issuing a task order for the work.

(1) When issuing both design and Request for Proposal, such notification will include a project number, project title, statement of objectives, general scope of work, and magnitude of cost not to exceed construction cost, and any special instructions or conditions that may exist with respect to the-work. The Contractor will be responsible for preparing a detailed proposal by identifying tasks required, preparing required working drawings/sketches, developing performance times, and furnishing the finalized design to the Contracting Officer for approval. After validation and acceptance by the Government, the Contractor shall prepare a detailed cost estimate in the specified format by listing quantities of individual work elements needed, and specifying non-priced tasks, and submit to the Contracting Officer for negotiation.

(2) When issuing only Request for Proposal (RFP), the Government notification will include a project number, project title, statement of work (SOW), drawings or sketches if applicable, magnitude of cost, and any special instructions or conditions that may exist with respect to the work. The Contractor will be responsible for preparing a detailed cost proposal by listing quantities of individual work elements needed, specifying non-priced tasks, developing performance times, and furnishing the finalized cost estimate as a formal proposal to the Contracting Officer for negotiation.

(c) Magnitude of Project:

(1) The Contractor shall accomplish the Request for Proposal required so as to permit award of a SABER task order for the construction of the specified work at a price that does not exceed the estimated magnitude of the project. The Contractor shall promptly advise the Contracting Officer if it finds that the project being proposed, will or is likely to exceed the specified magnitude. Upon receipt of such information, the Contracting Officer will review the Contractor's revised estimate. The Government may:

(a) Authorize a change in scope or materials as required to reduce the estimated construction cost.

(b) Appropriately adjust the magnitude of the project and the price of the order.

(c) Scrap the project and terminate the order.

(d) Provide opportunity for waiver.

(2) An adjustment in the design and/or cost estimate shall be made if the final cost estimate is in excess of +/-15% of the ordered project magnitude.

(3) The range of project magnitude shall be defined as follows for minor construction projects:

Low =
$ 50,000 or less
Medium =
$ 50,001 - $ 150,000
High =
$ 150,001 - $ 750,000

(a) The range of project magnitude shall be defined as follows for maintenance and repair projects:

Low =
$ 50,000 or less
Medium =
$ 50,001 - $ 750,000
High =
$ 750,001 - $ 3,000,000

(b) The range of project magnitude for equipment is an unlimited dollar amount.

(d) Project Management: The following functions are required for contract management for the duration of the contract.

(i) Site office: The site office shall be manned continuously during standard working hours of 0600-1700 and include the following functions: contract manager, delivery order managers, estimating, negotiating, scheduling, communications, and construction control. The facility shall be of temporary office quality and used only for office functions. It shall not be used for storage of materials and equipment and must meet Hill AFB architectural compatibility requirements. In lieu of an on base office site, the contractor may locate a site office off base, within a 15 mile radius.

(ii) Utilities: The government will provide onsite tie-ins for electric, water, and sewer. The contractor shall pay for the use of all utilities.

(iii) Personnel: The contractor shall provide qualified personnel to perform all functions necessary to execute this contract, to include but not limited to the following.

(iv) Contract Manager (CM): The contract manager will be responsible for the overall performance of this contract.
