A. The contractor shall provide all personnel, supervision, equipment, transportation, tools, and materials necessary to perform services defined in this SOW.
B. The contractor shall be in compliance with manufacturer's written instruction, applicable standards/specifications mentioned in TAB K, Attachment A and in accordance with recognized industry practices. Personnel involved shall be certified IAW TAB K in the installation of telecommunications, cabling and distribution systems. Contract personnel shall provide adequate proof of skills, IAW TAB K, upon request. All equipment and material installed by the contractor shall be new.
8.2 Horizontal Premise Wiring: The following subparagraphs pertain to copper cable installation. Installation shall meet the requirements of applicable standards and specifications identified in TAB K, Attachment A. Plenum cable shall be used in accordance with National Fire Protection Association, Inc. (NFPA) 70.
8.3 Installation
A. Install CAT5e cable for the copper VOICE and DATA systems to outlet locations identified on plans. Terminate all CAT5e cables using TIA/EIA 568B wiring scheme. Horizontal cable for both telephone and LAN (data) shall be 4-pair No. 24 AWG solid copper, 100 ohm, and CAT5e UTP cable. Use only cable that has passed the Underwriters Laboratory (UL) network certification program and is UL-listed and labeled. The contractor shall test and label in accordance with the TAB K dated 1 April 2010.
B. Each communications outlet shall have one (1) WHITE cable for VOICE and (2) BLUE cables for DATA. Terminate cables to jacks in accordance with TABK dated 1 April 2010, para 4.2.2 and FIGURE 3.
C. In telecommunications room 005, terminate all VOICE cables to 66 blocks on the wall.
Terminate the DATA cables to rack mounted patch panels specified on the equipment rack, there are not enough patch panels, the contractor shall install two new patch panels underneath the existing ones in the rack. Use existing blocks or panels and add new as needed. Refer to TAB K dated 1 Apr 2010 para 7.1.4 and Attachment 2A.
D. Provide and install blank face plates for all unused outlets.
E. Cable trays when used shall be installed in accordance with TABK para 5.3. Where cables leave cable tray appropriate hardware mounting brackets and wire hangers will be used to route wires to outlet and keep wires off ceiling tiles. Provide suitable protection for the cables in the pathway environment. Provide a neat a serviceable appearance when in visible locations. Accommodate for future additional containment. As a general rule of thumb all containment systems shall be designed with 50% Expansion capacity.
F. Separation from Electromagnetic Impulse (EMI) Sources: Comply with TIA/EIA-569-A recommendations for separating unshielded copper voice and data communication cable from potential EMI sources, including electrical power lines and equipment. Comply with the following minimum separation distances from possible sources of EMI.
G. Separation between unshielded power lines or electrical equipment in proximity to open cables or cables in nonmetallic raceways is as follows:
a. Electrical Equipment Rating Less Than 2 kVA: 5 inches.
b. Electrical Equipment Rating between 2 and 5 kVA: 12 inches.
c. Electrical Equipment Rating More Than 5 kVA: 24 inches.
H. Separation between unshielded power lines or electrical equipment in proximity to cables in grounded metallic raceways is as follows:
a. Electrical Equipment Rating Less Than 2 kVA: 2-1/2 inches.
b. Electrical Equipment Rating between 2 and 5 kVA: 6 inches.
c. Electrical Equipment Rating More Than 5 kVA: 12 inches.
I. Separation between power lines and electrical equipment located in grounded metallic conduits or enclosures in proximity to cables in grounded metallic raceways is as follows:
a. Electrical Equipment Rating Less Than 2 kVA: No requirement.
b. Electrical Equipment Rating between 2 and 5 kVA: 3 inches.
c. Electrical Equipment Rating More Than 5 kVA: 6 inches.
d. Electrical Motors/Transformers, 5 kVA or HP and Larger: 48 inches.
e. Fluorescent Fixtures: 5 inches.
8.4 Labeling: Coordinate with Comm., 75 ABW/SCX prior to labeling the communication jacks.
8.4.1 General: The following subparagraphs pertain to patch panel, distribution facilities, and outlet labeling. All designations will be done in standard commercial labeling. Handwritten labels will not be used for the final configuration.
8.4.2 Horizontal Outlet/Patch Panel Labels: The telecommunications systems labeling will be done in accordance with TAB K requirements. All punch block and patch panel positions will be labeled as to their function and with a unique identifier code. All devices, outlet locations, and designations will also appear on the system drawings. As a minimum the following will be reflected in the outlet/patch panel labeling:
a. Alpha or Numeric Designator
b. VOICE: Voice jacks shall be labeled by V designator, jack#, AorB (i.e..V4-A)
c. DATA: Data jacks shall be labeled by patch panel designator and port (i.e..D-4)
d. Data patch panels will be labeled by alpha designator (i.e. A, B…etc)
e. Labeling will be a minimum of ¼-inch (6mm) high
f. Refer to TAB K dated 1 April 2010, FIGURE 3.
8.5 Testing:
8.5.1 General: The following subparagraphs pertain to copper cable testing. The contractor shall ensure that all telecommunications cable installed as part of this statement of work is tested to the commercial standards for that cable system.
8.5.2 Copper Cables
A. All metallic cable pairs will be tested for proper identification and continuity. All opens, shorts, crosses, grounds, and reversals will be corrected. Correct color-coding and termination of each pair will be verified in the communications closet and at the outlet.
a. Horizontal wiring will be tested from and including the termination device in the communications closet to, and including the modular jack in each room. All CAT5e cables will be tested using a test set that meets the accuracy requirements of TIA/EIA-568-B.1 and TIA/EIA-568-B.2-1. All test requirements will be completed as specified in TIA/EIA-568-B.1 and TIA/EIA-568-B.2-1.
8.6 Quality Assurance: The Government will perform spot inspections and conduct random (periodic) inspections during the installation process to insure that the contractor is adhering to the referenced standards and practices. The Government will participate in the final test procedures. Any work deemed to be not compliant shall be re-worked at the contractor's expense.
8.7 Damage: Any damage caused by contractor during installation is the responsibility of contractor. Resolution will be settled between contractor and contracting personnel.
8.8 Drawings/Documents: The contractor shall submit upon request, for project engineer review, a list of materials prior to installation. At completion of the project but, before final acceptance, the contractor shall provide all required red-line drawings and all test results and certifications to 75ABW/SCXP, Project Manager.
