CONTRACTOR RESPONSIBILITIES
Contractors operating on Hill AFB are responsible for maintaining rigid fire prevention controls over their employees during the accomplishment of contract work. The supervisors and foremen will monitor all fire prevention measures associated with the contract work being accomplished and will ensure full compliance with the provisions of this brochure.
NOTE: Contractor supplied portable fire extinguishers are required on site during all phases of building construction or when cutting, welding or soldering operations are performed. These extinguishers will be removed by the contractor when the contract is completed.
SITE SECURITY
1. Where a construction site is accessible and may present a hazard to the public, the site will be secured against unauthorized entry using barriers, signs and/or fencing as required.
2. Where a construction site is on the interior of a building, barriers and signage will be used to prevent unauthorized entry by the public. These barriers will be in place whenever the construction site is unoccupied and/or unguarded.
INTERIOR WORK
1. Adequate ventilation will be provided sufficient to support all interior operations.
2. All waste containers will be constructed of metal and provided with suitable covers.
PAINTING
1. Interior mixing may be accomplished under the following conditions:
a. “NO SMOKING” will be strictly enforced.
b. Adequate cross ventilation will be provided.
c. No open flame devices will be permitted.
2. Combustible brush cleaners will be stored outside of structures in an approved container.
3. A one-day’s supply of combustibles will be permitted at the job site and or within a structure.
4. Paint and thinner storage will be established outside and approximately 50 feet from combustibles or structures. All stored paint item containers will be sealed with appropriate container lids.
5. Smoking criteria is outlined in the “General” section of this brochure.
6. Where combustible paints and cleaners are used the contractor will supply a fire extinguisher with a rating of not less the 2A 10BC.
ROOFING AND ROOF RE-SURFACING
1. Firing unit will be tested to ensure proper adjustment of flame.
2. Location of asphalt/tar heating equipment will be free of vegetation. At least 20 feet of clearance will be provided between asphalt kettle and structure.
3. Fire extinguisher, suitable for extinguishment of flammable liquid fire will be provided at asphalt kettle. One qualified individual, preferably the unit operator, will be instructed in the use of said fire extinguisher.
ELECTRICAL
1. Electrical equipment shall be properly grounded and installed. Where temporary wiring is used, extension cords, they will be unplugged when not in use.
2. During electrical installation, blow torches and similar open flame devices will not be used where a hazardous concentration of combustible vapors or the possibility of ignition of combustible surfaces exists. Contact Hill Fire Prevention at 777-0237 for guidance.
MATERIAL CONTROL
1. Contractor materials and equipment will not be stored in a location or manner which will create a fire exposure to facilities adjacent to the project site.
2. Waste materials and rubbish will not be stored or allowed to accumulate within the building or in the immediate vicinity, but will be removed from the site at least daily.
Rubbish will not be burned on the site.
USE OF BASE UTILITIES
Fire hydrants: Contractor personnel will not connect to or otherwise render a fire hydrant out of service or incapable of being instantaneously used for fire fighting. When it becomes necessary for contractors to use a fire hydrant, contact with Hill Fire Prevention
Section will be made at 777-0237. Approval for use of hydrants will be governed by requirement for water in specific base locations, accessibility of hydrant to important structures, availability of other hydrants not necessarily required for pumper operations, and the availability of water supply (applicable during summer months). When approval is granted for use of fire hydrant for contractor water supply, approval will not included modification of hydrants, i.e., welding connections on hydrant outlets, opening hydrants with unauthorized wrenches causing damage to stems and resulting in the hydrant being out of service. Every effort will be made between contractor and the Civil Engineering
Squadron to provide special standpipe connections to be used as a source of water for contract work.
WELDING, BRAZING, AND CUTTING
1. Only qualified personnel will perform welding, cutting, and brazing operations.
2. Each site/area where these operations are being conducted, will have a fire extinguisher rated not less than 10A 60BC
3. Welding is not permitted in the vicinity of flammable or explosive materials until all possibility of fire or explosion has been eliminated. Where the removal of flammable material is impractical, a suitable fire resistant shield and/or welding blanket is will be placed between the material and the welding operation.
4. When welding in open areas, personnel ascertain that all combustible vegetation within 10 feet of the operation has been removed. They also have available a means to extinguish small fires: i.e., water, extinguisher, shovel.
5. Before welding or cutting tanks or other containers which have contained flammable liquids, ensure they are thoroughly washed, steamed, and filled with water. A vent is provided to permit the release of pressure which is generated in the tank by the heat of the welding or cutting.
6. All equipment is inspected daily for damage, loose connections or unsafe conditions. Repair or replacement is made before commencing any work.
7. Regulator valves are shut off at the gas cylinders when welding or cutting is not being accomplished.
8. When welding or cutting operations have been completed, the area is carefully inspected and/or patrolled until it is ascertained that no hazard exists.
9. When a fire hazard still exists after precautionary measures have been taken, a decision to weld will be made by the Fire Department Personnel. A fully equipped fire guard will stand by the welding operation.
Welding Permit will be required for any welding, cutting, or brazing operation. Welding permits will be issued Daily not to exceed a normal workday. This permit has two (2) copies, the original will be kept by the fire department for suspense and the copy will be maintained by the contractor (user) and returned to the Fire Prevention Office when expired. Qualified personnel may attend a Hot Work class provided at Building 9, training room on the first
Thursday of each month, 0800hrs. Successfully passing this class will authorize qualified personnel to author Welding, Cutting and Braising permits.
CONFINED SPACE
1. Contractors performing work which will require entry into a permitted or non-permitted confined space will meet all applicable rules of 29 CFR 1910.146.
2. Contractors shall be familiar with definitions, procedures, and duties of permitted and non-permitted confined spaces, primary rescue, secondary rescue, entrants, attendants, entry supervisor, atmospheric monitoring, and lockout tag-out.
3. All contractor employees that will be performing duties within a confined space must have received OSHA approved training which meets or exceeds the level for the duties they will be performing. Contractors are responsible for providing confined space training or ensuring the employee is confined space certified.
4. Contractors are responsible for generating their own confined space entry permit and conducting required procedures in accordance with 29 CFR 1910.146 when doing so.
5. The base fire department will, if asked, provide secondary rescue for contractors.
To make arrangements for this, prior to confined space entry, the contractor or his designated representative will : 1. Make in person or telephone contact with the Asst.
Chief of Fire Prevention in building 9, (801) 777-0237, Asst. Chief of Operations, or
Hazmat/Safety Officer in building 9, (801) 777-3021. 2. Request the services of the fire department rescue team to be the designated secondary rescue. 3. Provide necessary/requested information. 4. Be prepared to cease or delay confined space operations in the event of a major emergency which will restrict the rescue teams ability to respond to a confined space incident. 5. Inform the fire department when confined space entry is being made and when personnel have exited the confined space.
FIRE REPORTING
All fires will be reported to the Hill Fire Department regardless of size, type, or location.
It is highly essential that all contractor personnel be familiar with local procedures for fire reporting as the speed and accuracy of alarm transmission governs the expeditious response of fire equipment. Procedures for individuals reporting fires are as follows:
a. In case of Emergency dial ( 911) None Emergency dial 7-3021 or 7-3022
b. State in a clear voice to Fire Department Alarm Center “ I wish to report a fire”

(Forman, Construction Supervisor) will establish control of smoking as follows:
1. Establish location and brief all contractor personnel on limits of smoking area.
Guidance may be obtained from the Fire Department, Extension 777-0237.
2. Secure metal cans for disposal of smoking materials. Cans will be partially filled with water and appropriately labeled “SMOKING MATERIAL ONLY”.
3. Job foreman will indoctrinate all contractor personnel on smoking habits as often as required and accept responsibility to ensure compliance with established safe smoking practices.
c. Contract work accomplished in sensitive location (POL, Aircraft Parking Ramps) will require special inspections to be accomplished by Fire Prevention Personnel.
Approval of such areas for smoking will be in writing.
PROTECTION OF FIRE PROTECTION SYSTEMS
1. The Contractor and all subs are responsible for the protection of functioning fire alarm systems. These systems include fire detection, sprinklers, riser valves, piping, occupant notification devices, fire alarm panels and associated wiring. Damage to these systems will be repaired by qualified personnel. Unqualified personnel will not tamper with functioning systems.
2. System outages will be scheduled with the fire prevention office prior to taking any part of the system out of service.
