Industry Day May 5th/6th Questions and answers to post on FedBizOpps(FBO)

Q.Will the solicitation be open to firms outside of Utah or Utah only?
A.At this time we have decided to solicit among only local Utah 8(a) firms.
Q .How long are bidding contractors required to hold prices for the sample task?
A .The expectation as of right now is for 90 days from day of proposal.
Q.Difference between 25% specialized versus 15% general on trade labor to be performed by the prime contractor?
A.Defined by NAICS Code 236220, 15% of general trade labor is to be accomplished by the prime, excludes adminstration.
Q .Will coefficients be broken out for travel, security, change orders, etc?
A.At this time we do not have the format for how coefficients, if any, will be bid.
Q.How will bonding work?
A.At this time we will consider a blanket bond or individual task order bonding acceptable. Bonding capability may need to reach 7-10 million per year.
Q.Safety plan requirements?
A.All inclusive safety plan may only be required for award of the basic contract, including such things as write-ups, accidents, deaths, violations, and preventative policies.
Q.What is required as far as staffing?
A.Current expectation is for project management, a safety /QA individual (separate from the Project Manager(s), labor pool to meet 15% general labor requirement, access to engineer/architect/CAD and administrative staff as needed.
Q.What is the sub pool expectation for the primes?
A.Make sure to have enough subs to complete projects on time without having to bid excessive days for period of performance due to subs being spread too thin.
Q.What % of SABER workload will be at locations other than Hill AFB?
A.Most likely 5% or less, refer to the draft SOW for alternate locations.
Q.What are the security requirements/procedures for MAMS area and flight line?
A.Contracting will grant contractors base access. Policy currently is to control primes access to secure areas, they will be badged for MAMS area and flight line, the subs will need to be escorted. CE PM’s will handle secure area badging. Policy subject to change.
Q.Will contractor be required to use RS means?
A.We have not yet decided on the estimating tool.
Q.Will this contract me a sole source or multiple award?
A.Not yet decided.
Q.Will SABER be a design build contract?
A.SABER is a design build.
Q.Technical vs price in evaluating bids?
A.We have not determined all of the weighted quidelines at this time.
Q.Software/ radios/ phones to be required for the government and contractors?
A.The contractors will be required to maintain email capabilities for the duration of the contract. Contractor(s) may also be required to cover the costs of cell phones and estimating software (RS Means or equivalent) for CE SABER team. No direct reimbursement for cost.
Q.What is the required knowledge of all of the industry standards required for Hill AFB?
A.We plan on posting all of the industry standards listed in the draft SOW on FedBizOpps before solicitation for contractor review.
Q.When will the SABER solicitation/award be made?
A.The solicitation will likely be sent out in the Fall, with the award coming sometime in FY2011.
Q.Will multiple contractors be competing at the task order level?
A.If mulitple contractors are awarded the contract then they will most likely be competing at the task order level as well.
Q.Sample task size/scope/purpose?
A.We are hoping to have a substantial sample task for possible future award. We are also planning to use the sample task to evaluate the contractor’s design capability and pricing structure.
Q.When can we expect to see more information on this future SABER contract?
A.Info will be posted as it becomes available on FBO.
Q.Are there any performance incentives to be offered on the SABER contract?
A.Probably not, but a minimum award will most likely be included with the award of the basic contract…dollar value to be determined.
Q.Joint venture concerns welcome?
A.The need to be made official through the SBA.
Q.Will work be balanced out to each contractor if there are multiple?
A.NO, besides minimums being met.
Q.Will the NAICS code change?
A.It will most likley stay 236220.
Q.Steam systems at use at HAFB for heating?
A.HAFB does have some steam systems for heating.
Q.Requirement to be licensed in the state of Utah.
A.General Contractor is required to be Utah licensed.
Q.Will slides and attendance sheet be posted?
A.Yes.
Q .After award when do you need capability.
A.30 days or less is the plan.
Q.What is important to us?
A.Refer to the solicitation that has a planned release of this Fall on FBO.
Q.LEED certification required?
A.At this time it is not a requirement.
Q.Warranty on items?
A.Need 1 year warranty on all completed task orders.
Q.How are you evaluating past performance?
A.We are still working on weighted quidelines.
Q.Will you be interviewing?
A.We have not decided.
Q.Will there be multiple Statements of Work (SOW’s) for the award of the basic contract?
A.There will likely be two SOW’s, one for the basic and one for the sample task.
Q.What is a trade off?
A.Weighted evaluation factors could have more value to the government than others. Still working on them for the solicitation.
Q.Do you have geo thermo systems?
A.Geo thermo systems are not a significant portion of SABER work at this time.
Q.Will you post a calendar?
A.Probably not, all milestones can be subject to change.
Q.Does being a joint venture bring a plus to the table?
A.Not necessarily. Decision for award must be according to the evaluation criteria.
Q.Office space on base, what is required?
A.Contractor must be responsive to the needs of SABER. Contractor may be allowed to maintain an office 15 miles or less from Hill AFB, but space will be afforded on base for the contractor to maintain an office trailer.
Q.Difference between SABER and MACC.
A.Price and design. SABER is up to 35% design and up to $750K per delivery order, MAC is 100% design and can exceed $750K.
