QUESTIONANSWERS GIVEN AT SITE VISITFINAL ANSWERSUPDATED SOW PARAGRAPH
NOTE: Get electrical information from SABER
NOTE: Change note #2 and correct drawing on electrical plans per e-mail from COMM.Done, correction and annotations are on the drawing. I will send updated drawing out to SABER and PK. PMB
NOTE: Get drawings for 8A, 8C, 9A, 9B and 9CDone, correction and annotations are on the drawing. I will send updated drawing out to SABER and PK. PMBThese are located on "Existing Offices-South Hall" drawing. PMB
NOTE: Get information on Lektriever heat/load standpoint. The heat gain from the Lektriever is minimal and should not play a large factor in the HVAC calculations. PMB
NOTE: Need contact information for the two contractors (Dorsett Tech and Alerton).I will incorporate this information into the SOW. PMBAdded to SOW para. 3.5 and 5.6 PMB
Will the Government provide a price range for this project? We have a Government estimate, but it won't be disclosed.
You’ve asked for design drawings – what level of design are you looking for in the bid? There are a lot of material submittals, load calculations are for review, construction drawings – we don’t need to go that far with the drawings. The leading factor on this project is to ensure the mechanical system is capable of providing a comfortable work environment now, but have the ability to meet future lab requirements, with little system modifications, when the time comes. We've asked for a lot of submittals, schedules, engineering/technical data, load calculations and multiple other items so that the government can determine if the proposed design will meet the needs of the government. Basic line drawings are sufficient if the information incorporated in the drawings is understandable and you feel the government will be able to adequately evaluate your design. PMB
Will single lines be sufficient for that?Yes
Are these structural columns?Columns at the site are structural columns and would need to remain in place. The walls that need to be demo'd are not structural.Attached are multiply drawings of this building dating back to the1940's when it was constructed. The drawings indicate that the structure is supported by the columns and not the walls. PMBThis information can be found on the "Consolidated Tire-Bearing Shop As built" drawings. PMB
In the Government SOW under the "Asbestos (All Areas)" Page 3, Item G. The SOW calls for removal of all existing asbestos. Under 4.3 Finishes: West Mechanical Room Entry (Page 8) Item A. The SOW calls for all anchors to be anchored in such a manner as to not disturb the asbestos duct insulation. Is the duct insulation supposed to be removed from all ducting in the new construction area or are there areas that the asbestos is to remain? If asbestos is to remain, please identify the areas not requiring abatement. The duct insulation (overhead) will not be removed. The lower duct is a return duct, is not insulated so it is not an issue. The upper duct is insulated with asbestos (Asbestos Report, page 2, para. 3 "Hard duct insulation, white (1000' sq.) room 15") and is being left in place, BUT where the air diffuser is located. This diffuser duct will need to be altered/extended to match the new suspended ceiling system. Asbestos needs to be removed only from this area of duct so the diffuser can be moved safely. PMBAdded to SOW in sections: Asbestos All Areas - Item I, 4.3-A and 4.5-A. PMB
In the Government SOW under 3.1 Demolition: Rooms 10A-14 Items A&B. The SOW calls for demo/removal of the existing CMU walls inside the existing rooms, and saw cutting of the existing hall walls. Are the existing CMU walls load bearing walls? If so, will the Government require an engineer to design supports or lintels for the removed walls and saw cut openings?Attached are multiply drawings of this building dating back to the1940's when it was constructed. The drawings indicate that the structure is supported by the columns and not the walls. PMBThis information can be found on the "Consolidated Tire-Bearing Shop" drawings. PMB
In the Government SOW under 3.1 Demolition: Rooms 10A-14 Items E&G. The SOW calls for demo of existing items back to their source. Is the source the nearest connection, junction box, or main? Will it require demo of other areas and other mains that may not be in use (i.e., will work be required beyond the area described in the SOW)?ALL ITEMS are to be removed from the area of construction. If there is water piping going to the AHU above the ceiling, all of this piping will be removed back to its originating source (pumps, heat exchanger, culinary water supply) and capped. If this same piping feeds another item that is not being removed then the piping will be removed to this point and the line capped. This way the equipment not being removed will still be able to operate. As for the electrical, all electrical in this area is being removed. This will include removing it back to its originating source (breaker panel), breaker panels are also being removed so all items (conduit, wire, hangers, supports) shall be removed back to the source that supplies the breaker panel. If other areas have there source of power coming from the panels that will be removed then the new panel will need to be installed and these circuits will need to be rerouted to the new panel and then the old panel can be removed. PMB
In the Government SOW there are several areas that call out for all construction materials to be submitted. Are these items/submittals going to be required with the proposal package or just the specific items called out at the bottom of page 1 in the SOW.Submittals will be required with the proposal package. The revised SOW will clarify which submittals will be needed with the proposal. PMBUpdated in the General Requirements of the Statement of Work. PMB
In the Government SOW there are several areas that call out for the HVAC/Mechanical systems to be designed so humidity control can be added in the future. Is the contractor going to be required to install DDC controls that include humidity controls or is the contractor supposed to provide additional points for humidity controls? Is the mechanical going to be required to install piping/controls for future humidity or just connection points? Are the humidity requirements for supply humidification and dehumidification?Humidity controls will not be needed at this time. The contractor may design a system to include addition points at this time, please identify this within your proposal. The DDC system should be designed in such a manner that additional cards/panel may be added in the future to accommodate humidity control. Future humidity will come from a stand alone system so no connection points or piping/controls will need to be included. The HVAC system should be designed to accommodate dehumidification, reheat coils should be sized accordingly to provide desired discharge air temperatures. PMB
In the Government SOW under 3.5, 4.5 & 5.6 HVAC/Mechanical Item B. The SOW calls out for the contractor to provide calculations/data on the existing chiller and chilled water system to ensure there is enough water flow to support the additional load on the system. Is the Government going to be able to provide the size of every unit connected to the existing chiller, flow rates for every coil, and pipe sizes of the supply and return piping so the contractor can provide calculations/water flow? This will not need to be accomplished. Only one chiller needs to operate at this time. If one chiller cannot handle the additional load, the second chiller can be started. PMBDelete statements 3.5-B,C and 5.6-B,C from SOW. This does not need to be accomplished. PMB
Are there any drawings, redlines or as built drawings of the existing construction area the Government can provide?Yes PMB
Are any of the new construction areas going to require the contractor to install vindicator card access on the new entry doors? No PMB

MECHANICAL
Do we have any PMEL requirements per the AFMAN 32-1094?Not sure of the direction of this question. As far as mechanical design goes, Yes. The mechanical design must incorporate design practices as described in AFM 32-1094. HVAC system should be capable of maintaining the desired conditions related to a “Calibration/Repair Area” as described in AFM 32-1094. When this area (room designated as the Missile Area) does become a lab space in the future there should be very little/no modifications to the HVAC system for it to maintain required conditions. PMB
The design requirements differ from the SOW to the AFMAN 32-1094. Do we stay with the SOW?Yes, the Missile Area is only being prepped to later become a lab space and needs to be constructed following AFMAN 32-1094. All other areas can be constructed using general practices. As far as mechanical items, the main air handler unit will still need to be sized and system designed to maintain temperatures and humidity (to be added later) in the Missile Area. Other rooms will not need tight temperature/humidity ability. PMB
Is an "Air Lock" required? One is not shown on the new plans, and is mentioned in the AFMAN 32-1094.No, at this time an air lock is not needed since this room will not be used or identified as a “Calibration/Repair Area”. PMB
Do we have any "Clean room" requirements? No, but the Missile Area will need to follow Clean Construction Protocol as stated on page 8, AFMAN 32-1094, Section D, Item 9 as well as other areas throughout section 8, Materials and Methods of Construction. PMB
Do we comply with AFMAN 32-1094 for positive air pressure to prevent dust contamination?Yes, in a sense. The HVAC system should be sized accordingly to be capable of maintaining this requirement once this area is remodeled into a calibration area. Since this area is not being fully and completely constructed to be a Calibration/Repair Area, maintaining a positive pressure would be difficult. PMB
AFMAN 32-1094 (page 10) 19.2 states "the using agency will provide the internal heat gain for the space." Is this available at this time? The number of people, computers and copy/fax machines have been identified on drawing "Bldg 214 New Layout - People". Add an addition 20% of cooling capacity for future equipment heat gain. PMB
Is the chiller system glycol and if not do we need to provide some freeze and drain protection. There is currently no glycol in the system and does not need freeze or drain protection. PMB
What is the gpm on existing chiller lines. The main chilled water pumps are rated at 460 gpm with 60' head. Additional pump information is: Bell & Gossett Pumps, Size 1510 BF 8.375, Serial #CO87092-02E90, 15 hp, 1800 rpm, max psi 175#. PMB
Steam pressure on supply line and is the return line also pressurized? The main steam pressure entering the center mechanical room is 125#. PMB
