1 Upon further review of IMFE for Keesler AFB and other 51 MTF sites.
QUESTION: Refer to tab WAGE, if a wage amount is inputted for the
Housekeeper at C4 and a shift differential amount is inputted at C5, a total at C6 results, but what happens if the MTF site has shift differential pay for 1st, 2nd and 3rd shifts, the present IMFE scenario does not allow for three different shift differential pays.
The contractor will determine the appropriate labor mix. If offeror determines the need for other labor catogories the spreadsheet accommodates insertion of additional rows. Offeror will need to formulate the inserted row to ensure calculations are correct and to achieve a singular fully loaded wage rate for direct labor. Offeror may propose any combination of labor catergories to meet total clean requirements of the PWS.
2 We have conducted a review of the IMFE’s pertaining to the 52 MTF’s and found that the vast majority of them do not mirror all of the positions found within each of the CBA’s. For example in the Keesler
AFB IMFE while a “House Keeper” is listed for inputting respective wage rate, however, there is no listing in the IMFE for a “Shift Leader” but there is one within the corresponding CBA. Which means it needs to be added to the IMFE for Keesler in order to correctly price the
Keesler requirement. Additionally, after reviewing all of the 52
IMFE’s we also found that at locations that require shift differentials there was no provision to handle multiple shift differentials I.e. first, second and third etc.
We have found this discrepancies to exist within almost all of the 52 site IMFE’s, and certainly feel that all of them need to be corrected
(additions and formulas) in order for all bidders to accurately price each
IMFE. To that end, we have enclosed our review of each of the IMFE’s at each site and highlighted in red those positions that are on the CBA but not on the corresponding IMFE.

3 Exhibit 2- Individual MTF’s Excel Files-
a. Staff Tab- Supervisor Section; This section supplies C Exec.
Housekeeper and AEH line items but where should the allocation for the regular shift supervisors go? Please provide
b. Under Staff Tab- Light fixtures and windows are provided as
Square feet? and not quantity?
c. Also formula seems to be malfunctioning. When inserting a 1 in quantity it comes out to a very large amount of hours for that 1 window… Can you please provide accurate formulas quantity for each.

Q3: The input for window cycle tasks is the rate of cleaning expressed in square feet/hour not in number of windows.

4 Work Schedules-Page 238 of 246. In order to provide ANY or realistic work schedules for the Technical portion of the Proposal the Keesler
Facility we need to know which rooms are in the following areas; please reference (FY13KEESLERPROPAK3) Under Keesler tab, please define which room Numbers are located in: Operating Rooms/Surgical Suites, ICU, Outpatient…Etc.
The IMFE contains RS categories and room use for every room which is sufficient to develop a work schedule.
5 Question concerning the Propak4 pricing sheets. For example on Wright
Patterson Propak4, under "Wage" Tab, you ask for the shift differential.
There are Two shift differentials at Wright Patterson, 2nd shift ($.35) and 3rd shift ($.55). Your price sheet only allows for one shift diff rate which is then applied to all staff. The level of detail on the wage area is not detailed enough to apply the rate to the appropriate staff. How does the AFB intend to fix the price sheets to allow for proper staff pricing for the detail needed to provide an accurate price for wages?

6 PWS 2.1.11.1 There are three categories when pre-inspection and daily cleaning is required; Seven and five days per week, and cycle task.
Q: Between the three categories they include the entire facility and work effort. Is the contractor’s quality assurance plan to include pre-inspection of the entire facility seven days per week?
No. However, the contractor's QCP should include what is they believe is required to ensure qualilty performance.
7 Step One - Basic IDIQ Proposal - 1. Part I - Administrative b. An outline of the proposal shall be identified by sequential page number and reference number/title on a table of contents page. Q: If all four parts of Step One – Basic IDIQ Proposal are to be separate from one another does the entire proposal table of contents get inserted here, or does each separate part have its own table of contents with pages of content sequentially numbered with reference number/title?
