RFP QUESTIONS GOV'T RESPONSE
1 1. How many drapes are there at Keesler AFB? (Needed to provide input to MTF Approach, Staff Tab, line D29).
The contractor only removes and replaces (rehangs) the drapes. The contractor is not responsible for the actually cleaning of the drapes. The government does not have specific information regards type, kind, and count.
2 2. According to paragraph 1.3.33 – 1.3.44, the PWS states that the
IMFE provides room listings. However, specific room listings are not provided for RS1, RS3, RS4, and RS7, on the Keesler AFB MTF
Approach. Will the government provide these room listings?
Room listings are in the IMFE part of the PROPAK by room number, RS category, and room discription. They are not provided for RS catagories 4, and
10 and 12. RS catagories 4, 10, and 12 are sevices provided "as needed" to room that are already cleaned under another RS Category.
3 3. Does RS3 at Keesler AFB include any 24 hour cleaning? RS # 3 at any base should be cleaned based on a time phased schedule. There is a posibility that constant policing, Emergency Response, etc. could cause some cleaning over and above the scheduled cleaning at any time, 24 hours per day, 7 days a week.
4 4. For C-DIFF disinfection, are other than green chemicals authorized?

5 5. What is the Full Time Equivalent (FTE) factor in hours per week? 174
6 6. Are riding scrubbers and burnishers permitted? (versus walk behind).
Yes
7 7. Do the benefits and pension costs apply only to productive hours? No
8 8. On the MTF Approach, where does the government want the supervisor/lead personnel per hour rate?
There are places on the Staffing and Wage spredsheets for C.E.H, A.C.E.H.
and Site Managers. There is no specific place to staff/price working union group leaders. The government is looking for a bottom line loaded wage for non-supersvisory costs. The government does not direct number of shift leaders. Based on the offerors approach, they will decide how to staff the requirement to include hours for shift leaders. The offeror can use the
G&A/profit esculations to account for these costs.
9 Referring to Q&A Version 6, Question No. 16.We had a different interpretation of the MFAM submittal requirement in Section L. than the questioner.Ref., Section L. Step One, Part II states – Please submit
“only one copy” of the MFAM.Is the MFAM to be submitted in an original and one copy only OR does one copy only in this case mean one original only. Please clarify.
Please see Section L. 2. PART II – TECHNICAL - Proposal shall be limited to
60 pages*. Submit one original plus seven copies. *The Medical Facility
Adaptive Manual (MFAM) is excluded from the 60 page lmit. Please submit only one copy of the MFAM. For clarification, submit one original and one copy of the MFAM.
