1. Purpose / Scope of Work / Subject:

By order of the IGR AG, Luitpoldstrasse 60, 67806 Rockenhausen, the Wicke Umwelttechnik GmbH, Weilerbach, has accomplished a project-specific contaminant investigation in building 2167 on Ramstein Air Base on December 01, 2016.

The intended conversion of the building requires preliminary dismounting and disposal of all contaminated elements in the building parts involved in the conversion measures.

The samples with suspected contamination that were taken on site have been analyzed in our partner laboratory, Labor Dr. Reimer, Saarbrücken.

As the samples were taken at selective spots, the laboratory results are only indicative and cannot be used for the purpose of waste declaration of mineral wastes.

3. Summary of the results

3.1 Asbestos

Materials containing asbestos, as a firmly bound asbestos product, could be found in the laboratory investigations in the vinyl asbestos floorings ("Floor-Flex panels"), asbestos cement window sills and asbestos cement roof coverings. The old disc seals in the flange connections of the mechanical systems were visually assessed as containing asbestos.

Asbestos containing materials should be dismantled and disposed of by a specialist company in compliance with the required technical rules for hazardous materials (TRGS 519) and the Hazardous Substances Ordinance (GefStoffV).

For the dismantling of firmly bound asbestos (asbestos cement), the supervisory personnel of the specialist company on site should have the certificate of competence TRGS 519; when dealing with asbestos in weakly bound form, the company should have the approval according to Annex III No. 2.4.2 Para.4 of the Hazardous Substances Ordinance (GefStoffV).

All employees should undergo regular occupational health examinations in accordance with the required substance-specific principles (G.....).

3.2 Respirable artificial mineral fibers (AMF) („WHO-fibers“)

Respirable artificial mineral fibers were found as mineral fiber insulation of the mechanical systems (on pipes or receptacles for ventilation, heating, water supply system) and as insulating fill of stud walls, as well as mineral fiber board inserts of various suspended ceiling structures.

Specific instructions for action:

Personal protective equipment (PPE): personal protective clothing Cat 3, type 5/6, breathing masks with particle filter P2 (in case of high loads even P3), gloves.

Technical measures / construction site equipment for dismantling of the insulation in the indoor area: Access through single-chamber lock, air purification and controlled air flow via a ventilation system (blower and filter unit, supply air filter).

Execution of work in the indoor area:

Opening of the components, laying bare of the AMF material step-by-step and careful separation of the material. Collection of materials, packing in mineral wool big bags, transport to the exterior through the lock and disposal.

Cleaning of all components, ceilings, walls and floors by means of a vacuum cleaner with filter category H or M.

Binding of residual fibers after cleaning of the remediation areas.

Visual acceptance by an expert.

A final room air measurement is possible, but not mandatory.

Note: Artificial mineral fibers shall be removed in compliance with TRGS 521 and 905 and stored as per the Waste Code IAW AVV: 17 06 03. ("other insulation materials made of hazardous substances or containing such substances").

All employees should undergo regular occupational health examinations in accordance with the required substance-specific principles (G.....).

3.3 Polyaromatic hydrocarbons (PAHs)

In the course of the investigation, no suspicious substances were discovered with regard to a possible PAH contamination.

General note:

For contamination loads below 50mg/kg benzo(a)pyrene (key parameter), no contaminant-specific protective measures need to be observed during the dismantling work.

As far as disposal is concerned, all sampled materials are below the EPA limit value of 30mg/kg dry matter and can therefore not be classified as hazardous waste.

The limit value for differentiating between hazardous and non-hazardous waste is 30 mg PAH /kg dry matter IAW EPA.

In any case, the method of disposal shall always be clarified with the dump or the recycling company.

The SAM in Mainz only needs to be involved in case of hazardous waste.

Specific instructions for the removal of PAH-contaminated construction materials:

Personal protective equipment (PPE): personal protective clothing Cat 3, type 5/6, breathing masks at least with P2 filters (in case of low contamination load) up to A2P3 filters (in case of high contamination load), gloves.

Technical measures / construction site equipment for dismantling of the materials in the indoor area:

Access through single-chamber lock, air purification via ventilation system (blower and filter unit, supply air filter).

Chiseling open, collection, packing in big bags, transport to the exterior through the lock, disposal.

Cleaning of all surfaces in the remediation area (components, ceilings, walls and floor surfaces) with vacuum cleaner with filter category K1 (or "H") and binding of residual dust.

Visual acceptance by an expert. A final room air measurement is possible, but not mandatory.

3.4 Polychlorinated Biphenyls (PCB)

Substances/paints containing PCBs could not be detected in the course of the material tests at the laboratory.

The capacitors of old fluorescent light-fixtures and old transformers contain PCBs.

Furthermore, parts containing PCBs can be expected in the old main building distribution board in the technical - mechanical room.

To avoid PCB contamination of the building and of the waste to be hauled-off, the fluorescent lamps and capacitors shall be dismounted and separated undamaged.

Transformers and capacitors shall be hauled-off unopened and disposed of by a specialized company. Disposal shall be accomplished compliant with the Waste Code IAW AVV:

160209 "Transformers and capacitors containing PCB or PCT".

3.5 Heavy metals (arsenic, lead, cadmium, chromium, copper, nickel, mercury and zinc)

No particularly striking heavy metal contents were found in any of the material samples analyzed.

No values "LAGA greater than > Z2" could be detected.

Specific instructions for the removal of paints contaminated with heavy metals:

Personal protective equipment (PPE): personal protective clothing Cat 3, type 5/6, breathing masks at least with particle filter P2 (in case of high contamination load even P3), gloves.

Technical measures / construction site equipment for removal of paints in the indoor area:

Access through single-chamber lock, air purification via ventilation system (blower and filter unit, supply air filter).

Chiseling off or blast cleaning or grinding down with direct exhaust extraction, packing in big bags, transport to the exterior through the lock, disposal.

Cleaning of all components, ceilings, walls and floor surfaces with vacuum cleaner with filter category K1 and binding of residual dust.

Visual acceptance by an expert.

Since, depending on the method used, more or less high amounts of adhering mineral materials occur when removing the paints, the material should be analyzed after removal before initiating their disposal. The method of disposal should be agreed with the dump and with the SAM Mainz in case of hazardous waste.

Metal components with heavy metal paints should be dismantled while using dust-free methods (e.g. loosening, chiseling off the rivet joints, not using an angle grinder, e.g.: use of a pendulum action jigsaw with dust extraction) to avoid the release of heavy metal dust. Disposal shall be coordinated with the metal recycling company.

B) Mercury containing waste (Hg)

The fluorescent tubes of old fluorescent light-fixtures contain mercury vapor.

Therefore, they must not be broken during dismantling.

Disposal shall comply with the Waste Code IAW AVV: 200121 "Fluorescent tubes and other mercury containing waste”.

3.6 LAGA* classified - construction debris

As per the LAGA classification for construction debris, the sample analyzed shall be classified as installation class Z1.2 and as dump class 1 IAW Attachment 3 DepV Table 2.

Experience shows that due to the great inhomogeneity of the previously installed building materials, high fluctuations of the individual values have to be expected in case of selective sampling.

Therefore, current declaration analyses from the heaps of demolition materials or from
the debris containers are required repeatedly during or after the dismantling work.

The dump can (in the case of hazardous waste in consultation with the SAM) decide which LAGA classification is actually required, as particularly in case of certain accompanying parameters, such as e.g. ignition loss or the like, there are exceptions, so that a more favorable disposal classification may be possible.

3.7 Other contaminants

A) Treated wood

Treated wood shall be dismounted and disposed of as contaminated wood (A4 wood).
