Can you provide an as-build plan of the utility lines?
The utility lines plan is added to the RFP as Atch 3h – Utility Lines, via Amendment 0002.

Can you provide a drawing of the noise protection zone pertaining to Bldg. 2167 ?
The drawing of noise protection zone is added to the RFP as Ach 3i – Noise Contour Map of Ramstein AB, via Amendment 0002.
T-03 Atch 3 - SOW Title II
Seed project No.17) sprinkler system
For the design of the sprinkler system we need the existing water flow rate at the building. Please provide an actual hydrant water flow test.
The Hydrant water flow test is added to the RFP as Ach 3j – Hydrant Flow Test, via Amendment 0002.
T-04 Atch 3 - SOW Title II
Seed project No.17) sprinkler system
The Government furnished shelving is equipped with a sprinkler system. Can you provide the water flow rate required and the connection points for this system?
According to the latest information from the user the shelves will not contain lighting and sprinkler anymore. As a result, Atch 3 – SOW, the second paragraph under Title II – Description of Works, was revised via Amendment 0002 to remove, “The shelf system is equipped with integrated lighting and a sprinkler system. To enable the shelf system, the contractor shall provide and install the connections as a part of this project.”
Additionally, the max. load of the shelves also changed. Atch 3g – Shelf Layouts and Dimensions was revised (Rev 1) and attached to Amendment 0002.

What type of fork lift trucks will be used inside the building? What type of tires do they have?
Electrical fork lift with 3,000kg total weight and equipped with solid tires.
P-01 L.3.2.2/RFP

In accordance with RFP, Section L.3.2.2, Page Size and Format, “… typing shall be Times New Roman font size 12.” Offerors received the Atch 6 PPI document with a font size of 10.
The Government concurs with the suggestion and the font size 10 for PPI is acceptable.

Considering the detailed information required to be annotated on the Government provided PPI, Offerors request the font size for the PPI remain Times New Roman, font size 10
Atch 6 was provided as a sample. If the offeror chooses to use Atch 6 to provide their Past Performance Information, please use the font size that was used in the form.
P-02 L.5.2.3 PPI
The 5 page limitations (that includes letters, metrics, customer surveys) inhibits the Offerors ability to provide the Government with well detailed PPI, including any supporting reference material (i.e. commendation letters). Offerors request supporting reference material for the PPIs (letters, metrics, customer surveys, etc.) to be excluded from the 5 page limit.
5 page limitation for PPI is per contract/task order. The offeror is not required to include the whole award letter or customer survey; rather, the Government prefers the short, to-the-point summary of the offeror’s accomplishments.
Considering the total number of past performance reference the Past Performance Evaluation Team must evaluate for all offerors, 5 page limit per contract is a reasonable request; therefore, the PPI page limit will remain unchanged.

L.3 Proposal Preparation Instructions
To assist U.S.-based firms in providing a comprehensive bid for this BPA and Seed project, would the Government consider accepting electronic submission via email. If not, can the Government provide a two week extension on the due date to allow for U.S.-based firms adequate time to prepare hard copies and account for shipping delays?
MACC is not a Blanket Purchase Agreement (BPA). It is a 5-yr IDIQ contract with an extensive number of task orders.
Via Amendment 0002, the proposal submission due date has been extended from 4 Dec 18 to 14 Dec 18.
