FOR

EIC-CONVERT BLDG#2167 TO KC-135 PARTS STORAGE

Title I – General

1. General Requirement Description

The project consists of the planning and designing Service Phase 3 (concept design) in accordance with (IAW) the Honorarordnung füer Architekten und Ingenieure (HOAI) and the execution of construction work to renovate and convert Building (Bldg) 2167 into a KC-135 Aircraft Parts Store. The building shall be renovated from ground-up. Design Service Phases 1&2 (pre-design) IAW HOAI are available and attached to this Statement of Work (SOW).

This design-build project Task Order (TO) award will be made based on the technical merit of the proposed concept design and the reasonableness of the proposed firm-fixed-price for the 100% construction work (See Section L&M of the Request for Proposal (RFP)). Upon the TO award, the contractor shall complete the construction IAW their own design at their proposed price for 100% construction.

1.1 Location

Building 2167 is located on Ramstein Air Base (RAB). A location map is attached at the end of this SOW (Attachment 1). All site inspections and work shall be coordinated with 86 CES/CENMP and with the building user (if needed).

1.2 Applicable Publications

All relevant United States (US) and German rules and regulations shall be applied. The contractor shall adhere to ABG 75 paragraphs 28, 30 and 32. If a conflict exists between US and German regulations, the more stringent of the two shall take precedence. The contractor shall comply with the following US regulations, but is not limit to:

1.3 Deadlines

Construction completion time is 360 calendar days from the date of the Notice To Proceed

(NTP).

1.4 Security Requirements

The work site can only be accessed by those with valid base entry passes. Prior to commencing work under the terms of this contract, the contractor shall coordinate with 86 CES/CENM to obtain all necessary passes and security clearances for the contractor employees who will require access to the job site. Furthermore, contractor’s employees from countries that support terrorism are not allowed access to the military installation without special permission. Passes will be issued only to persons whose security clearances have been granted. All assigned workers are subject to search when entering and exiting the job site. The contractor shall be responsible for all costs for entry passes (e.g. police clearance certificates etc.).

1.5 Design Requirements

The contractor shall provide a service Phase 3 (concept design) IAW the HOAI. The design shall include at least the following requirements:

1.5.1 Basis of Design. Provide a narrative summarizing, explaining and documenting the concept design results. Narrative shall be provided as follows:

1.5.1.1 Civil. Provide the site investigation and utilities reports. Summarize the civil design parameters, parking, and major features of the design.

1.5.1.2 Architectural. Address the overall architectural concept, including interior and exterior finish materials, wall systems, roofing systems, acoustics, base architectural plan, floor-to-floor heights, and contingency and mobilization features. Summarize the energy conservation features being considered.

1.5.1.3 Structural. Address the selected structural foundation and framing systems considered and provide an economic basis for system selection. Summarize the structural design parameters and major features of the design.

1.5.1.4 HVAC. Provide a summary of the primary and secondary HVAC systems considered and the economic basis for system selection. Summarize the proposed control systems, and the energy conservation features being considered.

1.5.1.5 Plumbing. Describe the various plumbing systems to include domestic hot and cold water, fuel gas, sanitary waste and vent, and storm drains. Summarize the water supply, quality, required storage, and distribution systems. Discuss hot water generation, storage, temperatures, and distribution systems.

1.5.1.6 Electrical. Summarize the electrical design parameters and the major features of the design. Address voltage, routing, and reliability of primary services; connected and demand load; normal/essential/emergency electrical systems; lighting systems; and energy conservation features.

1.5.1.7 Communication. Summarize all communication system design parameters and major features.

1.5.1.8 Fire Protection. Summarize the fire protection system design parameters and major features, including fire detection, alarm, and suppression systems. Summarize the life safety considerations, design parameters, and major features. Address type of construction, fire rating of materials, life safety features, and occupancy classification.

1.5.1.9 Commissioning. Summarize the Commissioning Plan and process to achieve the required commissioning of all commissioned systems.

1.5.1.10 Assumptions. Provide a listing of any and all assumptions made pertaining to this project.

1.5.1.11 Construction Phasing. Develop and provide one overall workable phasing plan. This phasing plan shall describe major elements of the work and any impacts on or by the Government. The phasing plan shall include the scope and timing sequence of each identifiable phase or major activity with required precedents, procurement, Government move durations, commissioning, and outfitting. Each phase shall be described in terms of the work involved and what work has to come before and after the phase. Phasing elements affecting the Government but not the contractor, such as Government only actions, should be determined and documented.

1.5.2 Concept Design Drawings. Service Phase 3 (concept design) drawings describing a 35% design effort shall be provided as follows:

1.5.2.1 Civil (Site). Show location of all buildings, existing and proposed structures, topography, final master plan of the site, utilities (include point of origin), roads, parking and landscaping.

1.5.2.2 Architectural. Provide all floor plans, new and demolition, indicating room names and dimensions. Show all vertical and horizontal transportation (e.g., stairs, elevators, escalators).

Provide all building elevations, indicating all exterior materials. Provide a plan of all roof areas, indicating direction of slope and method of drainage. Indicate heights. Provide sufficient wall sections to indicate all materials and different conditions. Indicate all proposed finishes. Provide a furniture plan.

1.5.2.3 Structural. Provide adequately developed drawings of the selected structural system at a level where no additional major engineering decisions are required.

1.5.2.4 Mechanical. Show layout of mechanical rooms with all major equipment and maintenance access space. Show plumbing fixtures, floor drains, equipment locations and major distribution lines. Show connection to base district heat system. Show HVAC equipment locations and one or two-line duct layout.

1.5.2.5 Electrical. Show placement and location of electrical room layouts, light fixtures, receptacles, motor controls, panelboards, and distribution equipment. Provide single line diagrams of the electrical system. Include the grounding system and lightning protection design.

1.5.2.6 Communication. Show layout of communication equipment, devices, and closets.

Provide single line diagrams for each system.

1.5.2.7 Fire Protection. Provide code alignment for comparison between United States and German code requirements IAW the General Requirements & Provisions, Paragraph 5.7.

Provide a Life Safety plan including occupancy classification and maximum travel distances to smoke and fire barriers. Provide plans for Fire Alarm, Fire Suppression and Mass Notification Systems. Coordinate all design features with applicable criteria and all architecture and engineering disciplines.

1.5.2.8 Construction Phasing. Provide a graphic “node” diagram (not a bar chart or time-scaled bar chart) to show the relationships established in the phasing narrative. The graphic representation of the phasing plan in the contract documents should not indicate durations (numerical or graphical), except for the contractually established durations such as Owner moves. Individual phase durations should be considered only in developing the Government’s proposed overall contract duration. This phasing plan should not be confused with the requirement to determine the overall constructability and construction timeline that may involve a more detailed milestone chart. The phasing should be coordinated and documented in the design drawings either as a segregated set with all engineering disciplines addressed or have associated drawings within each discipline. A separate overall phasing plan shall be developed for the Government’s use only to inform, educate, and track Government actions. It should include interaction of Government activities such as move times, swing space durations, and Government outfitting and training activities. This plan shall further delineate the coordination of required actions of the Government that are not a part of the contractor’s responsibility or contract.

1.5.2.9 Technical Calculations. Provide conceptual level calculations for all engineering systems being proposed.

1.5.3 Bill of Quantities.

Provide an in-depth bill of quantities calculation consisting of position number, description, quantity, and supporting rationale for each line item.

1.6. Permit, Approvals & Coordination

All digging works (e.g. search pits) require prior approval (Digging Permit AF IMT 103) IAW General Requirements & Provisions, Paragraph 9.2, and shall be coordinated with the cognizant departments (the main POC is 86 CES/CENM) with sufficient lead time (the current lead time is approximately four (4) weeks). If outdoor works are to be performed, a construction fence with screen shall be installed. Upon completion of the project or if requested by the 86 CES/CENM, the fence, ground anchors and all other materials shall be removed.

Title II – DESCRIPTION OF WORKS

To support the relocation of KC-135 from Mildenhall to Ramstein, Bldg. 2167 shall be renovated to be used as the new Aircraft Parts Store (currently, Bldg. 2017 is being used as the Aircraft Parts Store). Bldg. 2167 had been used for the aircraft engine maintenance in the recent past.

The contractor shall renovate the Bldg. 2167 to house the Aircraft Parts Store and to be occupied by a staff of eight (8) at all hours of the day and all days of the year. The user will install a shelf system after the renovation is completed. The stored parts also include aircraft tires but no flammable liquids.

The design and construction measures shall provide for a functional building that combines an aesthetically pleasing exterior with low operating and maintenance costs, low energy consumption, durable materials, and installations.

The contractor shall accomplish the following:

1) Remove existing installations: suspended ceiling, wall claddings, floor coverings, hazardous materials, windows, doors, gates, roof covering, etc. Additionally, overhead crane rails shall be removed and handed over to the user for future use.

2) Close holes in outer walls and install thermal insulation composite system. The base area shall be reinforced with fiber glass material. Paint external façade.

3) Seal and Insulate foundations and install a drainage system.

4) Install a horizontal barrier of the concrete base plate against humidity.

5) Install new subfloor including sound insulation, thermal insulation, separation layer and concrete screed in the office area.

6) Demolish interior brick walls after load bearing check.

7) Install new foundations for new outer roof (annex to building).

8) Replace the existing rolling gate with one that includes a door for personnel to use as emergency exit.

9) Dismantle and remove existing air compressor and pneumatic distribution lines. The air compressor shall be turned over to the user for future use.

10) Replace electrical installations including the main and sub distributions, cable ducts and cable conduits, fire walls, and fire protective coating.

11) Remove all electrical and communications lines.

12) Relocate communications room, including the interior and exterior components of the Heating, Ventilation and Air Conditioning (HVAC) system.

13) Install data lines and sockets per U.S. Comm department and Ramstein Air Base 'Premise Wiring Standards'.

14) Install a Wireless Local Area Network (WLAN) system for the use of handheld computers throughout the storage area.

15) Plan and install a fire alarm system and a radio transmission system, type ESSER IQ8 (or equal) respectively Monaco BT-X (or equal), including code alignment to compare US and German regulations. The design must be checked and signed by a certified Fire Protection Engineer (FPE). The FPE shall also observe the construction on a regular basis. The fire alarm system shall be checked by an external specialist.

16) Install a mass notification system.

17) Plan and install a custom sprinkler system.

18) Install a general lighting system, outdoor lights, safety lights, lights for the outdoor storage area and lights for the storage shelves area. All lamps shall be LED technology. Ensure illumination levels meet DIN standards, considering that visual tasks are conducted among the storage shelves.

19) Install an emergency lighting system; each emergency light shall have its own battery backup.

20) Replace radiators, air heaters and lines.

21) Install eye wash stations consistent with pertinent safety standards.

22) Completely renovate all office rooms and partially renovate the storage area, including the interior and exterior doors, main entrance door with video intercom and door opener, interior doors with door signage, windows with fly screens and shatter protection glass, interior walls (partly brickwork, partly plasterboard, fiberglass cloth, painting), suspended mineral fiber ceilings with insulation, floor covering plastic, high service class, and a locking system consistent with RAB standards and with eight (8) master keys.

23) Install a kitchenette in the break room with a sink and all utility connections including connection for refrigerator and microwave oven.

24) Dismantle and remove the crane system in the storage area. Hand over the crane system to user for future use.

25) Complete the structural calculations and install a roof outside the building to cover the outdoor storage area, including the foundation.

26) Replace the roof covering, gutters, downspouts and lightning protection.

27) Remove the chimney.

28) Repair the floor slab and the joints in the storage area; install levelling screed for an even floor to install shelves, and cover with an epoxy resin floor coating.

29) Complete a structural restoration of the existing men’s and women’s restroom facilities.
