L.6.3.2 :Install outer roof is part of new construction :
Does this mean that only the roof of the annex is part of the new construction, or the whole annex, incl. earthwork, foundations, steel and roof?
According to SOW 1.5.3.3, Bill of Quantities, also Install new outer roof is new construction. Do we also have to list separate line items in the Bill of Quantities?
Only the roof including pillars and foundations is new construction, not the repair or replacement of the existing concrete area. However, considering the question, the Government had determined that separating the bill of quantities line items between renovation and new construction is no longer necessary; therefore, Atch 3 – SOW, the RFP Section L&M are revised to change the following:
1) Atch 3 – Seed Project SOW: Paragraph 1.5.3.3, Bill of Quantities, “The line items for new construction and for renovation shall be listed separately. The new construction items consist of: Install sprinkler system, Remove/demolish walls, Close wall openings, and Install outer roof.” was deleted in its entirety.
2) RFP Section L.4.3.1(c), Bill of Quantities Calculation - “The line items for new construction and for renovation shall be listed separately. The new construction items consist of:
Install sprinkler system, Remove/demolish walls, Close wall openings, and Install outer roof.” was deleted from the paragraph.
3) RFP Section M.3.1.1, Subfactor 1 Table: The left column, Section L Reference, L.4.3.1.1(c), Bill of Quantities Calculation, the same language was deleted to reflect the change mentioned in 2) above.
4) RFP Section L.6.3.2, Proposed Price, remains unchanged, meaning that the line items for new construction and for renovation shall be listed separately by using appropriate columns in Atch 4 – Seed Project Bid Schedule.
*** IMPORTANT NOTICE: Normally, the changes mentioned above would be accomplished by an amendment to the RFP. However, the Government

currently is in between two contract writing systems, a complete migration from one system to a brand new system. For this reason, the Government is unable to issue a formal Amendment 0004 that would address these changes until the new system is implemented next week.
Due to this unfortunate circumstance, please consider this Q&A answer as a “temporary Amendment 0004” until the official Amendment 0004 is issued and posted on FBO next week. In the meantime, Atch 3 (Rev 4) SOW, Revised Section L and Section M are attached to this Q&A to assist the offerors in preparing their proposals.
