T-01 Revised SOW

1.5.1.1 Civil

The revised SOW 1.5.1.1 Civil mentions the “ Contractor shall provide site investigation and utilities reports.” The RFP package does not include any information about site investigation and utilities reports. Unless no information about the existing conditions have been submitted, Contractors have to perform investigations on site to address them in our design package. Please advise if the Government will provide Offerors with site investigation information and utility reports or are Offerors required to perform these investigations?

Plan of utility lines (Atch 3h – Utility Lines) was provided via Amendment 0002.

Since it is not feasible to conduct a soil testing prior to the proposal due date and no existing reports are available, please make assumptions according to the SOW paragraph 1.5.1.10, if needed.

T-02 Revised SOW

1.5.1.1 Civil

Accord. revised SOW 1.5.1.1 Civil, the “Contractor shall summarize the parking situation.” Offerors do not have information indicating the amount of parking space available.

We assume that enough parking space is available for the facility at the parking lot located at the north-east close to building 2131. Please verify/confirm?

According to SOW 1.5.1.10, assumptions can be made.

T-03 Revised SOW 1.5.1.5 Plumbing, According to revised SOW 1.5.1.5 Plumbing, “Contractor shall describe fuel gas system.” We assume that the existing oil separator system is mentioned, which will no longer needed for the new warehouse. The revised SOW (Title II Page

6) also states that no flammable liquids are stored within the warehouse. Please confirm or explain the Government definition of fuel gas system?

“Fuel gas” means any number of fuels that are gaseous under ordinary conditions. The most common type of fuel gas is natural gas.

T-04 Revised SOW

1.5.2.1 Civil

According to revised SOW 1.5.2.1 Civil (site), “Contractor shall provide topography drawings.”

The RFP package does not include any information about topography conditions. Unless no information about the existing topography has been submitted, Contractors have to perform measurements on-site to develop these requested

A rough indication of the topography is sufficient. No detailed heights are required. An impression of the topography was given at the site visit.

T-05

Revised SOW Title II, page 7, No. 17 sprinkler system

According to revised SOW Title II, page 7, No.

17 sprinkler system, “Contractor shall plan and install custom sprinkler system.” Based on the flow test result provided in Amd 2 (RFP Atch 3j

– Hydrant Flow Test.xls), a sprinkler tank is required to be installed according to NFPA 20 and UFC requirements. There is no space available in the concept design for sprinkler tank installation. If Offerors are required to install a sprinkler tank, please advise where and the type of sprinkler tank the Government prefers (inside the Bldg, outside buried (underground), or within an extra addition to the building).

It’s up to the designer to determine if a sprinkler tank is needed and most suitable location/position for it.

T-06 SOW 1.2, page 2, Applicable requirements

The revised SOW 1.2, page 2, Applicable requirements, refers UFC 4-21-01 DoD Minimum Antiterrorism Standards for Buildings. SOW do not mention any force protection installations.

Does the Government want to have any ATFP installations like windows or doors be installed within that project?

Requirements are specified in UFC 4-010-01. It is the designer’s responsibility to determine if AT/FP measures are required.

T-07

Amendment 1 Attachment 3g Shelf Layouts & Dimensions

Offerors request the Government provide additional information about the depth of the shelves.

Type A: 60cm Type B: 50cm Type C: 75cm

T-08 General

Based on the amount of outstanding questions that require Government responses, Offerors respectfully request an additional proposal extension to 21 December 18. Answers to these questions are critical and drive the timely development of Offeror’s Conceptual Design for this effort.

The questions are relatively minor in nature and no questions led to any significant changes to the scope of the seed project. Considering the draft SOW was released on 12 Sep 18 to provide offerors the heads-up on technical requirement and to the fact that the Government already extended 10 more days to the proposal due date via Amendment 0002, the Government has no intention to extend the due date any further.

The offerors have known about the seed project details since 12 Sep 18 and were provided 44 days to submit the proposals. The Government believes the current due date of 14 Dec 18 is reasonable and fair to all potential offerors.

Can the Government confirm if the submission of requirements for a detailed design IAW the HOAI Service Phase 3 (Concept Design) or Phase 5 (Final Design) is to be provided prior to award?

A design IAW HOAI service phase 3 is part of the offer. A design IAW HOAI service phase 5 is not requested.

Can the Government clarify which foundations is to be insulate and provide the existing foundation plans and drawing details?

Can the Government provide plans showing the location of the proposed drainage line?

This is a “design-build” project. The offeror has to design a drainage system according to DIN 18195.

The entire A/C unit shall be replaced.

Can the Government confirm if the existing water supply pressure for the facility is sufficient and a fire pump, tank and associated accessories is not needed and not part of scope?

A hydrant flow test (Atch 3j – Hydrant Flow Test) was provided via Amendment 0002. Based on this information the offeror has to design a suitable system.

T-21 Atch 3 – (Rev.

Title II – Description of Works, #20

Can the Government confirm, based on the scope stating to replace only existing radiators, air heaters and lines, hot water/steam generating equipment are not part of scope and are sufficient for the heat load requirement of the facility?

The primary hot water and heat generating system, including the heat exchanger, are the utility company’s property. All system parts behind the heat exchanger belong to the building.

The contractor has to calculate the demanded heat load.

T-22 Atch 3 – (Rev.

Title II – Description of Works, #21 & 23

Can the Government confirm that the new hot water equipment for plumbing fixtures’ hot water system is not part of scope. Hot water piping system is to be connected to existing.

Question is unclear. Please specify.

T-23

Can the Government provide the outside and inside design conditions (i.e, Dry/Wet bulb temperature, %RH) for air conditioning and heating of space?

Use standard conditions for Germany and requirements as per German work site policy.

T-24

Can the Government specify the preferred material to be used for radiator/air heater line, fire protection and plumbing piping (water & sanitary) line?

This is a “design-build” project. The designer has to determine most suitable material. For the drinking water, the material has to be selected according to DIN 1988-200. A “Drinking Water

Analysis” was provided as Atch 3k via Amendment 0003.

T-25 Can the Government provide all as-built drawings of the existing HVAC, Plumbing and Fire Protection system of the facility?

All available drawings were provided in the RFP.

T-26 Cn the Government provide all existing utility plan for connection points and pipe size for water and sanitary?

Available utility plan (Atch 3h – Utility Line) was already provided via Amendment 0002. Pipe sizes are not documented. If necessary make assumptions according to SOW 1.5.1.10.

T-27 Atch 3 – (Rev.1) SOW

Title II – Description of Works, 3rd Para

Can the Government confirm that it is the intent to have a building meet LEED certifications based on providing “low operating and maintenance costs, low energy consumption, durable materials, and installations.” ?

Building shall comply with German energy saving regulations.

ELECTRICAL/COMMUNICATION

Can the Government provide location of transformers and distribution panels in the drawing to include its KVA and schedule of loads with description of loads?

Can the Government specify preferred material brand to be used for emergency light, general lighting system, outdoor lighting, safety lights & fire alarm system?

The Government does not specify material brands, except for the fire alarm system (see the answer provided in T-30).

T-34 Amendment 1 L4.3.1.1 (b)

Concept Design Drawings Format

We assume that design drawings can be sized DIN A0 to DIN A3, depending on the contents.

The required calculations can be DIN A4. Is that correct?

All sizes mentioned in the question are correct.

The drawings can be any size.

T-35 Amendment 1 L4.3.2.1 (c), (e)

Detailed

QMP

We assume that all formats for control, verification and acceptance testing procedures as well as reporting formats are not included in the 10 pages limitation and can be provided as an attachment. Please confirm.

The page limit for subfactor 2, QMP, has been increased from 10 to 15 pages and the reporting formats are allowed as attachments to the QMP.

The number of the reporting format attachments is unlimited. These changes were made in L.3.2, Table 1.2 via Amendment 0003.

The limitation of pages changes From: 35 pages for Narrative (L.4.3.1.1 (a) & L.4.3.2); Unlimited for Drawings & Bill of Quantities (L.4.3.1.1 (b) & L.4.3.1.1 (c)) To: 35 pages for Subfactor 1, 35% Concept Design Narrative (L.4.3.1.1 (a) & L.4.3.2);

Unlimited for Drawings & Bill of Quantities (L.4.3.1.1 (b) & L.4.3.1.1 (c)) and 10 pages for Subfactor 2, Quality Management Plan (QMP). In Sum allowed are 45 pages.

So, is it possible to submit for example 25 pages for subfactor 1 (L.4.3.1.1) and 20 pages for subfactor 2 ((L.4.3.2)? To provide a detailed QMP with the components A-E is not possible on 10 pages.

Please see the answer provided in T-35 for the QMP page limit.

Additionally, the page limitation specified for the Design Narrative (35 pages) and Drawings & Bill of Quantities (unlimited pages) will stay as stated in Amendment 0001.

Please do not use the total pages as the reference but stay with the page limits stated for each subfactor. Do not interchange the page limits between the 2 subfactors; in other words, it is NOT allowed to submit 25 pages for subfactor 1 (meets the page limit) and 30 pages for subfactor 2 (does not meet the page limit).
