Pre-Proposal Conference Questions from Industry Question Reference Answer
1. Question: Will the government confirm that hand delivery and commercial express delivery are acceptable and provide any required arrangements for non-mail delivery?
Reference: Section L, L-3 Proposal Preparation Instructions, C. Specific Instructions; Q&A 15 Mar 2013, Q9.
Discussion: Section L reference states, “All parts, paper and electronic, shall be mailed to 700 Contracting Squadron/USAFE CONS Specialized Flight, Attn: TSBMC II Team, Unit 3115, APO AE 09021 (when mailing from the US) or delivered to 700 Contracting Squadron/USAFE CONS Specialized Flight, Attn: TSBMC II Team, Kapaun Air Station, Geb 2767, Room 315, 67661 Kaiserslautern, Germany (when mailing from outside the US). “ However, answer to Q9 states, “The Government is not directing or suggesting any shipping methods. It is the offerors’ sole responsibility to ensure timely receipt of their proposal at final destination.
Yes, both methods are acceptable as outlined in Section L of the solicitation.
L-3., C.2 in the RFP gives instructions for non-mail delivery.
2. Question: Will Offerors be permitted to follow up only to the extent required to confirm that questionnaires were submitted on time?
Reference: Section L, L-3 Proposal Preparation Instructions, F Part III – Past Performance Information, 5. Past Performance Questionnaires Discussion: Reference states, “The Past Performance information (to include completed questionnaires from the respondents) shall be submitted to the CO no later than the RFP closing date. The respondent shall e-mail the completed questionnaire to Ms. Lola Bauch and Ms. Anna Rusinowski at TSBMC.2@us.af.mil. Offerors shall not follow-up with respondents concerning the questionnaires.”
Para. L-3, F.5. has been revised in such, that it is the offeror’s responsibility to follow up with respondents concerning the questionnaires to ensure that completed questionnaires have been successfully mailed.
3. Question: Is it the Government’s intent that all ODC materials, such as worker uniforms, be allocated to the Material/Equipment CLIN series?
Reference: Section B Material/Equipment and PWS Paragraph 1.10 Discussion: TSBMC II provides a Material/Equipment CLIN series with Government estimated costs provided by year and by site. PWS Paragraph
1.10 provides a broad definition of materials and equipment that are
All material and equipment related directly to the performance of work requirements in the PWS para.
1.10 shall be reimbursed under the material/equipment associated with the Material/Equipment CLIN series.
CLINs. (i.e.
cleaning supplies and spare parts).
Worker uniforms driven by CLA requirements are considered other direct costs under the O&M CLIN.
4. Question: Will the government please align the later year CLIN numbers up with the base year?
Reference: Section B CLIN numbers Discussion: Later year CLIN numbers do not appear to be aligned with the base year CLIN numbers. For example, “CLIN 0009 - Base Period Data” in the base year is “CLIN 1008 - Option 1 Data” in a later year vs 1009.
The base year includes a phase-in CLIN as well as retention CLIN, that do not apply to the following years. No change will be made as a result of this question.
5a. Question: Please clarify that the annual price increase of Euro $100K is based on the period of performance of option or base period and should not be a twelve (12) month period regardless of time line.
5b. Question: Is the contractor responsible for all increases up to Euro $100K and can only submit for adjustment above the Euro $100K or will the Government considers the entire amount.
5c. Question: This places substantial risk on the contractor.
Would the Government consider reducing this amount to Euro $50K?
Reference: H-8. ADJUSTMENT FOR
FLUCTUATIONS IN WORKLOAD
ESTIMATES
Discussion: The clause states that adjustments due to fluctuations in workload should be requested not “more frequently that annually and must result in a requested annual price increase exceeding Euro $100K”.
The Government’s intent is accurately stated in the clause language. Requests from the contractor should not be more frequently than annually, which would not necessarily require the contractor to submit their request in line with the established periods of performance for the base and each option period.
No change in the Euro amount is considered.
6. Question: Will the Government please
Reference: Appendix A - Workload The Government has provided all provide the estimated breakout of the court cases between the countries of Turkey and Spain?
factors, Page 1.
Discussion: The Government provides the number of active court cases at any given time. A breakout of the number of court cases is needed in order to accurately estimate the cost of the legal support required to meet this requirement. Legal support cost varies measurably between the two countries and therefore knowing how many cases in each country will have allows the offerors to more accurately propose the cost for this requirement.
information that is currently available;
it is the offeror’s responsibility to propose a solution to meet the contract requirements. No changes have been made as a result of this question.
7. Question: Will the Government please clarify government reimbursement in this matter?
Reference: Question 107 (with answer), published by the Government on 15 March 2013.
Discussion: The original question was “What on-base housing is available to American Nationals in Turkey and Spain”. The answer stated that Housing was available in Turkey on a space available basis and not available in Spain. Based on the Government’s response it could be interpreted that if available, the Housing may or may not have a cost associated with it.
Para 1.5 of the PWS outline logistical support that the Government may offer, as available.
8a. Question: Will the Government please confirm that the time that employees are retained after contract start through the approval of severance and termination is covered by CLIN 0010 of the base period?
8b. Question: Will the Government please confirm that any allowable additional cost in accordance with FAR Part 31, to include court and legal fees, would be covered under the cost type
Reference: CLIN 0011 Basic Period - Severance Discussion: There are several methods for determining severance in Spain. The period of time and final ruling of severance of employees is determined through the Spanish Courts. This can result in additional legal expenses and possible denial of or change in method for determining severance by the Spanish Courts.
8a. Response:
CLIN 0010 of the contract explicitly states, that “Retention expenses apply to those employees that have been identified as severance employees by the offeror and have been offered in
CLIN 0011.
Retention cost applies as long as those employees are still on the books and not yet severed. Retention severance CLIN for the base period and each option period?
8c. Question: Should severance be denied by the Spanish Courts, would the additional cost to keep the employee be subject to equitable adjustment of the applicable CLIN to which the employee is allocated?
8d. Question: To accommodate for contractor efficiencies and/or changes in Government requirements, will the Government include the cost type Retention CLIN (0010) in all option periods to accommodate for severance of employees as the situation regarding Spanish law will be consistent?
cost shall be offered for the entire base year.”
8b. Response: The Government recognizes that there may be costs associated with severance; the awardee will be responsible for submitting requests for costs associated objectives established by the contract. The contracting officer, after award, will make determinations regarding allowability, allocability and reasonableness.
8c. Response:
Should severance be denied the contractor may submit a request for equitable adjustment, consistent with the terms and conditions.
8d. Response:
Should severance/retention be required in the out years of contract performance the Government will consider incorporation of the necessary CLINs at that time.
9. Question: Will the Government please confirm that any changes to the Fixed Price of performing the services in this contract as a result of changes in US, Turkish or Spanish law, agreements, Collective labor/bargaining agreements or US Government contract regulations will be subject to a Request for Equitable Adjustment, since it falls outside the control of the contractor.
Reference: Removal of the Conditions Warranting Price Adjustment clause from Section H, since the draft solicitation.
Consistent with the terms of the contract, the contractor may request an equitable adjustment for Government consideration.
10a. Question: Will the Government please confirm that it is the Government’s intent to provide all Government Property listed in Appendix K “as is” and that the Government will not be responsible for replacing any lost, damaged or destroyed equipment, regardless of whether it is through contractor negligence, normal “wear and tear” or 3rd party fault?
10b. Question: Will the Government Property List be updated with Condition Codes to allow the contractor to determine what pieces will need
Reference: FAR 52.245-2 Government Property Installation Operation Services Discussion: the Government referenced in paragraph (e) to see PWS Appendices (Section J, Attachment 1).
Response:
The contractor is held liable for Government Furnished Property according to the terms and conditions in the solicitation.
to be replaced at contract start and throughout the period of performance?
11. Question: How will the Government equitably address the “welfare support” payments to those individuals over 50 at the time they were severed going into the new contract?
Discussion: The Government has stated that there will be no severance related cost passed from the current contract to the new contract and have further stated that the mass severance cost/payments must be finalized in the base year of the new contract. That said, if there are any individuals over 50 years of age RIF’d prior to the start of the new contract under the current contract, or the winning bid contains any plans to RIF individuals over 50, then there will be associated welfare payments for these individuals that will carry on for three years, which goes beyond the base year of the new contract.
Contractor’s RIF’d during the performance of TSBMC I will be managed under that contract, to include costs that become the responsibility of the Government. There will be no changes to language in TSBMC II related to this question.
12. Question: Will the Government consider removing the cap from this item and provide a “plug” number?
Discussion: These payments will be required for three years so they will most definitely fall into the new contract. This cost would be directly attributable to a Mass Severance, which under the new contract is capped to the base year. It is unclear how any offeror would be able to accurately estimate a cost figure for this for their proposal submission, since the number of 50-year olds to be RIF’d under the current contract is unknown at this time?
No.
13a. Question:
Please clarify if the successor contractor will be required to continue the employment of each individual supporting the incumbent contractor at the time of the new contract award or will the successor contractor be tasked with
Reference: Section H-2, Turkish/Spanish Incumbent Employees;
Attachments 5-8 Discussion: The RFP states that “the successor contractor shall inherit all employees” (employed by the incumbent contractor at the time of contract start, presumably). Any employees not retained by the successor contractor will need to be dismissed in accordance with the current CLA as well as local labor laws.
This presents a legal issue since the
The successor contractor is required to comply with all host nation labor laws in accordance with 252.222-7002

WITH LOCAL
LABOR LAWS
(OVERSEAS).
It is the offerors responsibility to implementing the PWS in accordance with its proposal.
13b. Question: Please provide additional information and clarity on how the Government anticipates the successor contractor to legally inherit all of the incumbent’s employees.
13c. Question: Please also provide guidance on how the successor contractor may proceed if it does not want to accept the incumbent employees.
CLA in Spain (Attachment 6 to the RFP) is a contract between the incumbent contractor and the labor union(s) (in contrast to the situation in Turkey where the CLA, Attachment 5, is a contract between the US Government and the Turkish labor union). The RFP then references Attachments 7 and 8, Turkish National Employee Listing and Spanish National Employee Listing, respectively, which will presumably set forth offerors’ proposed staffing plans for each of the sites in Turkey and the site in Spain.
ensure its approach to satisfying the Government’s requirements is in accordance with all applicable labor laws.
14a. Question: Please clarify if the initial price adjustment will include the effect of any fluctuations in pricing as a result of changes in currency exchange rates from the rates specified in the proposal.
14b. Question: Please also clarify if the initial price adjustment will include any actual documented incurred legal fees.
Reference: Section H-3, Initial Adjustment for Incumbent Turkish/Spanish National Labor Cost Discussion: This clause states that “Since the price and workforce structure may not necessarily correspond to the actual conditions at time of award, an adjustment to the basic item and option items of the contract shall be made.
This adjustment shall be made to the impacted Contract Line Item Numbers (CLINs) for the basic period and options periods of the contract. The contractor shall submit a proposal to the Contracting Officer 30 days after being provided the updated workforce composition. This proposal shall be limited to those areas where differences exist between the actual employees on board at the time of award, and employee listings of incumbent Turkish/Spanish National employees, furnished by the Government at time of solicitation. Adjustment shall be made
The purpose and intent of H-3 is to account for potential differences in the Spanish/Turkish national workforce that may occur between proposal submission and the time of award. The contractor is responsible for submission of the request for adjustment consistent with the terms and conditions in place at time of award.
The Government recognizes that there may be costs for the difference in labor cost.”
This language does not seem to take into account the effect of currency exchange rate changes that may occur in the significant time between the time of proposal submittal and actual award, which can result in significant price changes.
This language also does not specify if the successful offeror will be reimbursed for actual documented incurred legal fees and other costs involved in terminating/severing all positions subsequently deemed unnecessary by the Government, as applicable.
associated with legal fees; the awardee will be responsible for submitting requests for costs associated objectives established by the contract. The contracting officer, after award, will make determinations regarding allowability, allocability and reasonableness.
15. Question: Please clarify if costs incurred in the resolution of any such conflict by the contractor in the performance of the contract, to include all actual documented incurred legal fees, will be recoverable.
Reference: Section H-1, Labor and Legal Relations Discussion: Labor negotiations are to be conducted in such a manner as to protect and promote the best interests of the US Government. However, the best interests of the US Government and the contractor are sometimes conflicting.
It is the offeror’s develop a price proposal based on the work associated with these requirements; the Government will not dictate the contractor’s approach to meeting these requirements in terms of its pricing strategies.
16. Question: Please clarify if the cost of any mass severance proposed by the offeror at the start of the contract is included in the total evaluated price, and if the costs associated with that severance are reimbursable expenses.
Reference: Section H-5 in the DRFP, Severance Pay and Unused Leave Discussion: The Final RFP does not contain the clause H-5, Severance Pay and Unused Leave found in the Draft RFP. Consequently, there is some uncertainty about the issue of mass severance. The previous H-5 clause clearly stated that (1) the mass severance pay shall not be included in the price of the contract; and (2) this represents a cost reimbursable expense, with the Government making an equitable adjustment IAW FAR
Evaluation of price proposals (CLIN amounts) shall be accomplished consistent with Section M-2, B of the RFP based on the submission requirements established in Section L of the
RFP.
52.243-1, but without profit.
17a. Question: Please clarify the normal operating hours at Moron AB under the baseline PWS, and confirm that the table in PWS 5.1.15.1 accurately reflects operating hours.
17b. Question: Please also clarify whether the DFAC is closed on Saturday-Sunday, as the table in PWS
5.1.15.1 states there are no serving lines for breakfast and lunch.
Reference: Section J; PWS 1.12, Hours of Operation; and 5.1.15.1 Normal Hours of Operation, DFAC Discussion: The normal hours of operation at Moron AB under the baseline PWS are limited to 08:00 am to 17:00 pm with the elimination of Contingency Level 1 from Spain in the final RFP. The PWS does not appear to include a definition of normal operating hours for Spain (the definition in 8.14 applies only to Turkey), other than the cited section under the General Requirements, which states “normal work hours are generally 07:30-16:30 Monday through Friday.” However, other sections of the PWS (i.e., PWS Sections 5.3.5; 5.6.5; 5.7.2; and 5.8.2) state other work hours, which seems to create inconsistency within the PWS.
Additionally, the table in PWS 5.1.15.1refers to DFAC hours at Spain as 06:30-08:30 for breakfast on weekdays, which seems to indicate that all Contingency Level I requirements may not have been removed in the final
RFP.
The language in the PWS has been reviewed and is accurate.
18. Question: Please clarify which locations (Ankara ASF, Izmir, Incirlik, and Moron AB) the successor contractor is responsible for providing oil/water separator, grease trap, and septic tanks services at.
Reference: Section J; PWS 3.29.1, Oil/Water separators and grease trap maintenance (Ankara, Izmir, and Incirlik only).
Discussion: This PWS Section clarifies that Ankara ASF, Izmir, and Incirlik have oil/water separators and grease trap maintenance performed by the contractor. It was stated in the DRFP that Incirlik has an oil/water separator, grease trap, and septic tanks serviced performed by a third party contractor under a separate contract. However, the PWS does not speak to oil/water separator, grease trap, and septic tanks service at Moron AB.
The PWS specifies the locations work associated with this question are required for. No changes have been made as a result of this question.
19. Question: Please Reference: Section J; PWS Chapter 6 Chapter 6 of the clarify if the successful offeror is responsible for providing fuel management services, aircraft cleaning and latrine services, and air terminal services at Moron AB, or will the Government provide these services.
Discussion: The PWS does not include fuel management services, aircraft cleaning and latrine services, and air terminal services at Moron AB. These are essential services for an en-route airbase such as Moron.
PWS addresses, by paragraph, which locations the offeror will be providing work, respectively.
No changes have been made as a result of this question.
20a. Question:
Please clarify if the successful offeror is required to transport Government direct hires as indicated in the cited workload estimate table.
20b. Please also provide sufficient detailed information on employee addresses or bus pick-up points so that all offerors can develop an accurate cost estimate for this requirement to facilitate fair competition.
Reference: PWS Appendix A, Workload Estimates, p.2, Worker Bus Transportation; Q/A # 117, 15 March 2013.
Discussion: The PWS does not speak to the transportation of Government local hires to and from work. However, the referenced workload estimate table seems to indicate that it is a required service. If this is a required services provided by the successful offeror, additional information is required than the number of personnel by shift in order to accurately determine transportation costs (i.e., the residence address of each individual or the locations for bus pick-up points). Without this information, the incumbent contractor is the only potential offeror that can accurately estimate the costs associated with these transportation services. If the Government is unable to provide the required detailed information, an alternative may be to provide a plug number to enable a fair competition.
It is the offeror’s responsibility to propose a solution to meet all the contract requirements. No changes have been made as a result of this question.
21. Question: Please provide sufficient detailed information on employee addresses or bus pick-up points so that all offerors can develop an accurate cost estimate for this requirement to facilitate fair competition.
Reference: Attachments #5 and #6, CLA-Turkey and CLA-Spain, respectively; Attachments #7 and #8, TN and SN Employee Listing, respectively.
Discussion: Pursuant to the CLAs, the contractor is required to transport Local Nationals to and from work. However, the LN listings provided in the RFP do not contain any information on employee addresses or bus pickup
It is the offeror’s responsibility to propose a solution to meet all contract requirements. No changes have been made as a result of this question.
points. Any offeror other than the incumbent is unable to develop an accurate estimate of the employee bussing cost. If the Government is unable to provide the required detailed information, an alternative may be to provide a plug number to enable a fair competition.
22. Question: Please provide information on MTF square footage to the table for “Custodial Square Footage for Turkey” contained in Appendix D.
Reference: Section J, PWS 3.23;
Appendix D, Custodial Standards Discussion: Appendix D does not provide the square footage of the Medical Treatment Facility (MTF) at Incirlik AB. The information is required to estimate the staffing requirement for cleaning the facility to Air Force standards.
The requested information is not instantly available and no changes will be made as a result of this question.
23. Question: Please provide sufficient detailed information on WRM AGE so that all offerors can develop an accurate cost estimate for this requirement to facilitate fair competition, or alternatively provide a workload factor that offerors may use in estimating the maintenance workload required to maintain
WRM AGE.
Reference: Section J, PWS 6.0 AGE and 6.1.2.1 WRM AGE Discussion: Since War Reserve Materials (WRM) must routinely be utilized to provide the required level of responsive air support services, a significant part of the AGE maintenance responsibility pertains to WRM AGE, in addition to the AGE listed in Appendix K, GFP. However, the RFP does not provide any information on the available WRM and its condition. This makes it very difficult for non-incumbent offerors to estimate the AGE maintenance workload with any accuracy. Additional information on the WRM AGE is required to develop an accurate cost estimate, alternatively to providing that information the Government could provide a factor to be applied to the proposed maintenance workload for Appendix K AGE for evaluation purposes.
The Government has provided all information that is currently available;
it is the offeror’s responsibility to propose a solution to meet the contract requirements. No changes have been made as a result of this question.
24. Question: Please provide the current and accurate condition codes of all GFP that will be on the awarded
Reference: Appendix K, PWS 3.23;
FAR 52.245-1, Alt. I Discussion: Appendix K does not include the current condition codes of all GFP. In order for offers to accurately

responsibility to propose a solution to meet the contract requirements. No changes have been made as a result of this question.
25. Question: Will the Government allow electronic copies of portions of the proposal to be submitted as Adobe PDF files? These may include the SF 33 and any SF 30s, Sections B and K, and proposal narrative in Parts I, II, and III.
Reference: L, C.4, pg. 67, Specific Instructions.
Discussion: This section states "The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2007, MS Excel 2007, MS-PowerPoint 2007, as applicable."
In reference to Section L, Para.
C.4. of the solicitation, the two electronic copies of your proposal may contain Adobe PDF files.
26. Question: Can the Government clarify whether the Contractor is liable or exempt under this contract for the payment of Corporate Income Tax to either the Government of Turkey or Spain?
Reference: I, pg. 66, DFARS Clause 252.229-7005, Tax Exemptions (Spain), MAR 2012 and 252.229-7013, Tax exemptions (Spain)--representation, APR 2012
DFAR Clause 252.229-7005 paragraph
(b) Item 10 identifies General Corporate Income Tax as an exempt tax in Spain.
Discussion: It is our understanding that a case was brought forward to the
CENTRAL ECONOMIC AND
ADMINISTRATIVE COURT in Spain regarding Corporate Income Tax and the decision of the court as summarized was:
“COMPANY TAX. EXEMPTIONS: the mutual defense agreement between Spain and the United States of America and its single annex regarding fiscal exemptions, dated 26-9-1953 were not abrogated when the Friendship and Cooperation Agreement, dated 6-8-1970 came into force; scope of the exemption covered in article 3 III.3 of the mutual defense agreement between Spain and the United States of America and its single annex regarding fiscal

exemptions, dated 26-9-1953; the exemption does not apply to Company Tax which levies profit made by an American entity for maintenance services rendered to the United States’ Government on Spanish Military Bases, since the aforementioned Tax does not have repercussions upon United States’ expenditure.”
27. Question: When is this list due to the Government?
Reference: Section 1, Chapter 2 – Program Management
2.2 The contractor shall provide the
ACO a list of all employees by location and function.
The information is contained in the required reports lists and/or CDRLS referenced in Section J.
28a. Question: What is WLF for escorts-duty and after duty hours?
28b. Question: Does the escort ratio (Turkey) of 1 Escort/4 delivery trucks also apply to “all construction-related activities” or does each construction related vehicle (e.g., ready mix trucks, dump trucks, construction equipment flat beds, etc.) require an escort?
28c. Question: Does the 1 to 4 escort ratio also apply to busses or does each bus require an escort?
Reference: 3.14.1. Escorts.
Discussion: PWS requires escorts for both engineering and other base agencies but there are no work load factors in either Spain or Turkey for these requirements. In order to properly staff this function, we need to have some idea of the historical number of escorts required; for both normal and after duty hours.
28a. Response:
Escort is to be provided according to para. 3.14.1.
Available workload estimate has been added to Appendix A.
28b. & c.
Response: The ratio applies to all vehicles except buses.
29a. Question: What is WLF for escorts-duty and after duty hours?
29b. Question: Since the 1 escort/4 vehicles ratio is not mentioned for Moron, does every applicable vehicle

OF OPERATION:
Normal work hours are 0730-1630 Monday though entering Moron require an escort, including busses?
Friday unless stated differently elsewhere in the PWS. Escort support is not required after duty hours.
29b. Response: A vehicle driven by vendor or sub-vendor granted access from Security Forces does not require an escort. Busses do not require an escort.
30a. Question: Will the Government define/clarify the term “Restricted area worker”?
30b. Question: Will the Government detail what this “Restricted area worker” training consists of?
30c Question: Is this training also required in Turkey?
Reference: 3.14.2 (2nd Sentence) 30a. Response: A Restricted Area Worker is able to access restricted areas unescorted.
The individual must apply through Pass and ID for a Restricted Area Badge.
30b. Response:
Restricted area access is limited to personnel with a Restricted Area Badge for that area.
Badges are controlled by Security Forces and must be applied for.
An applicant must pass a test for which study material is given.
30c. Response:
Yes.
31a. Question: Will Reference: 3.21.8. Lock out services. 31a. Response:
the Government clarify what is the required response time for a lock out call?
31b. Question: Does this response include repair/replacement of a damaged lockset, which may require services of a Locksmith, or only the opening of a door for occupant access? If the latter, who is responsible for the subsequent security of the structure pending repair of the lockset— the occupant or the contractor?
Requires 24/7 lock out service. Lock outs will be treated/responded to as "Emergency" work IAW PWS para. 3.21.1 "Respond to emergency calls within thirty minutes. Eliminate emergency conditions within 24 hours of notification. Work shall continue until the emergency has been alleviated or the service has been restored."
31b. Response:
See 31a. response.
32. Question: Will the Government clarify if this 20-minute response time for airfield lighting service calls is required 24/7?
Reference: Airfield lighting response time. Paragraph requires a 20-minute response time for airfield lighting calls.
This infers 24/7 response. Since airfield lighting service calls usually requires an HV Electrician to perform restorative services, the 20-minute response will require an on duty HV Electrician 24/7.
Yes. Required 24/7.
33. Question: Will the Government clarify if Incirlik Unaccompanied Housing Office and the FMO support to Istanbul housing is a Government or contractor function?
Reference: 3.35.1 Istanbul Unaccompanied Housing.
The Unaccompanied Housing Office is a Government function. FMO support to Istanbul is a contractor function.
34. Question: Will the Government advice if all assigned incumbent FES personnel meet the stated USAF training, education, physical, and language criteria as stated in the
PWS?
Reference: 3.36.4 & 3.38.5. Fire Emergency Services Training and Certification. PWS requires assigned AN and HN FES personnel to meet various USAF training, education, physical, and language criteria as a condition of performance. These criteria also apply to the incumbent contractor.
Non incumbent offerors have no means
All assigned incumbent FES personnel meet the stated USAF training, education, physical, and language criteria in accordance with AFI/regulations to determine if incumbent FES personnel meet these requirements.
This internal knowledge gives the incumbent unfair advantage regarding staffing and pricing.
stated in PWS para.
3.36.4.
35. Question: Where are the locations these meals are to be provided?
Reference: Section 1, Chapter 5 – Force Support Services.
5.1.6. Meals Served Away from Dining
Facilities. Provide meals away from Dining Facilities during base alerts, operational exercises, or natural/simulated emergencies.
These meals refer to flight/ground support meals that will be prepared in the dining facility, but consumed away from the facility.
36. Question: Is it the Government’s direction that 24/7 meal service be provided, thereby necessitating round-the-clock staffing at the
DFAC?
Reference: 5.1.7. Provide flight meals, snack meals, and bulk subsistence IAW AFMAN 34-240 Air Force Standards, Flight Feeding Standards, and the local menu. The Government furnishes all subsistence, including operational rations. Flight meals shall be available 24/7. Ensure preordered meals are available two hours before time required. Provide no-notice meals within 30 minutes of notification and bulk subsistence within one hour of notification.
Yes. The Government wishes to maintain flight meal support 24/7.
37. Question:
Paragraph 5.10.1.
specifies a Dining Facility Manager. Are the Dining Facility Manager and the Food Service Manager one in the same? If so, which is the correct title?
Reference: 5.1.14. Provide a full-time on site Food Service Manager.
Designate in writing the name of the Food Service Manager and alternate to the Contracting Officer.
Yes. Dining Facility Manager and Food Service Manager are the same.
Verbiage in para.
5.1.14 was changed to read” Dining Facility Manager”.
38. Question: What other special services for VIPs will be required?
Reference: 5.1.16. Provide additional support during visits by VIPs, Management Assistance Teams, Commander’s Annual Facility Inspection Teams, and installation commander guests per request by installation commander to include setting up tables, tablecloths, silverware, glasses, etc.
Just set up and clean up.
Distinguished Visitors (DVs) normally go through the serving line to get their own food.
39. Question: Please provide a legible DD Form 254.
