APPENDIX E, Grounds Maintenance Standards

TASK
STANDARD
Comments

Maintain Improved Grounds

2-4”

Areas that require more frequent maintenance such as cantonment areas, parade grounds, drill fields, schools, athletic areas, cemeteries, and housing areas (including vacant quarters).

Mowing for special events shall not be included in this requirement.

Mow Semi-Improved Grounds

4-10"

Areas are where frequent maintenance is not required. This land use classification includes secondary road shoulders, safety and/or security zones (for example along fence lines), rifle and pistol ranges, picnic areas, ammunition storage areas, missile sites, space launch complexes, fuel storage areas, staging and storage areas, antenna facilities, remote or low use installation entry points and other open or industrial areas with lower visibility. Maintain surface drainage ditches in semi-improved areas to prevent erosion and ensure continuous flow of water.

Mow Unimproved Grounds
Mow 1 x per year to 10-14”
Areas where maintenance is required once annually (during peak growing season) to control vegetation, prevent fire hazards, and for security reasons.

Areas in this classification encompass weapon ranges, road shoulders in undeveloped areas, forestlands and grazing lands, lakes, ponds, wetlands, and areas in airfields beyond safety zones. Maintain surface drainage ditches

Mow Airfield
7 – 14”
AFI 91-202 sec 7.11.2.3 requires airfield areas (designated by local Bird Air Strike Hazard working groups) be maintained at 7-14 inches. These areas include (but are not limited to) adjacent to runways, taxiways, aprons, and hardened aircraft shelters; runway clear zones; lateral safety zones.
Edging
Cutback not more than 1/2” from surface edge
grass edging (sidewalks, driveways, streets, etc.) shall be done along pavements in highly visible areas of improved grounds and only during the growing season
Trimming
To match grass height standard
Trim grass as required around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles on the improved grounds.
Irrigation
To maintain a healthy state
Irrigation should only be done in areas of high visibility (improved grounds) with irrigation systems installed(except athletic fields), newly planted trees, and newly planted grasses. Soil and climatic conditions should control the required watering amount and frequency
Maintain Irrigation System
To keep system operational and efficient
Contractor is responsible for maintenance of the system from the outlet side of the backflow prevention device. Maintenance includes draining and charging systems, replacing damaged or broken sprinkler heads, and to repair ruptured pipes. Higher order repairs are not considered part of basic grounds maintenance but accounted for in Sustainment PE XXX78F. Golf course irrigation systems are not included.
Debris Removal/Policing
To maintain professional appearance
Ensure areas are clear of debris, trash and other foreign objects to present neat and professional appearance.
Fertilize and pH Adjustment
Per soil analysis
Fertilizers and lime are used on grounds areas and on an “as needed” basis. For Host Nation Locations, compliance with final governing standards (FGS) should be the deciding factor on fertilizer used
Pest Control
To maintain professional appearance
Pesticides may be used to control insects, reduce or eliminate weed growth in improved and semi-improved areas and to eliminate crab grass. Application and material used must be in strict compliance with country-specific FGS. The base pest management coordinator and MAJCOM Pest Consultant must approve the use of pesticide control products. All pesticides used must be on the installation-approved inventory list and applied by certified personnel.
Maintain Flower Beds
Maintain beds to be weed free, NTE 2 x Month.
The maintenance of flowerbeds must be minimized considering the high cost of maintenance (repairing/replacing damaged plants, weeding, watering, mulching, and fertilizing). Only low maintenance, indigenous flowering plants shall be acceptable candidates for planting. Flowerbeds are authorized at installation main entrances and installation headquarters (i.e. Wing HQ, Numbered AF, MAJCOM HQ). All other beds are locally funded
Maintain Rock Beds
As needed
To maintain weed control on an as-needed basis only
Renovate Lawns Improved Grounds
To match surrounding areas
The main purpose of lawn renovation is to replace or repair grass in improved areas to maintain good appearance on an as-needed-only basis. The preferred and most cost-effective method is by seed placement as soil conditions permit
Leaf Removal
Not-to-exceed 6 X per year
Leaves shall be removed from improved areas no more than 6 X per year
DV/Special Cuts
As required
All DV/Special cuts will be executed via a Delivery Order. DV and special cuts cover all cuts not encompassed or in excess of the improved and semi-improved standard.
Prune Trees
As required for safety and security.
Pruning of trees for improved and semi-improved areas should only occur when posing a safety risk to personnel or facilities, or as part of a utility maintenance program. It is highly recommended that a company specializing in tree pruning be used.
Prune Shrubs
To promote natural growth and health of plant
Pruning of shrubs for improved and semi-improved areas should occur as required for safety and security and to promote natural growth. When pruning, maintain the existing shape and form of the shrub.
Plant Trees/Shrubs/Flowerbeds
As required
Planting initiatives shall be executed via a Delivery Order. Includes removal, disposal and replacement of planted shrubs. Planted shrubs will have a maintenance plan that follows watering, pruning, and insect/disease prevention to ensure survivability. Only low maintenance, indigenous shrubs/trees shall be acceptable candidates for planting
Installation of Irrigation Systems
In accordance with Energy Conservation plan
Prior to installation, system should be approved by applicable Operations Flight craftsmen and maintenance engineers to ensure operability, feasibility, energy conservation, and maintainability. All irrigation systems will be executed via a Delivery Order. Installation of irrigation systems is construction and is funded by MILCON if over the O&M statutory limitation, or with Restoration & Modernization funds, PE XXX76F.
Dead Tree Removal
As required
Dead trees that pose potential safety hazards are to be immediately removed, once verified by quality assurance personnel. Trees that do not pose a safety hazard should normally be cleared on a 3-5 year cycle. It is highly recommended that a company specializing in tree removal be used
