1.2 DEFINITIONS

1.2.1 Environmental Pollution and Damage

Environmental pollution and damage is the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life; affect other species of importance to humankind; or degrade the environment aesthetically, culturally and/or historically.

1.2.2 Environmental Protection

Environmental protection is the prevention/control of pollution and habitat disruption that may occur to the environment during construction.

The control of environmental pollution and damage requires consideration of land, water, and air; biological and cultural resources; and includes management of visual aesthetics; noise; solid, chemical, gaseous, and liquid waste; radiant energy and radioactive material as well as other pollutants.

1.2.3 Contractor Generated Hazardous Waste

Contractor generated hazardous waste means materials that, if abandoned or disposed of, will meet the definition of a hazardous waste. These waste streams typically consist of material brought on site by the Contractor to execute work, but are not fully consumed during the course of

SECTION 01 57 20.00 10 Page 3 construction. Examples include, but are not limited to, excess paint thinners (i.e. methyl ethyl ketone, toluene etc.), waste thinners, excess paints, excess solvents, waste solvents, and excess pesticides, and contaminated pesticide equipment rinse water.

1.2.4 Installation Pest Management Coordinator

Installation Pest Management Coordinator (IPMC) is the individual officially designated by the Installation Commander to oversee the Installation Pest Management Program and the Installation Pest Management Plan.

1.2.5 Project Pesticide Coordinator

The Project Pesticide Coordinator (PPC) is an individual that resides at a Civil Works Project office and that is responsible for oversight of pesticide application on Project grounds.

1.2.6 Land Application for Discharge Water

The term "Land Application" for discharge water implies that the Contractor must discharge water at a rate which allows the water to percolate into the soil. No sheeting action, soil erosion, discharge into storm sewers, discharge into defined drainage areas, or discharge into the "waters of the United States" must occur. Land Application must be in compliance with all applicable Government of Japan, Prefectural, and local laws and regulations and Misawa Air Base Stormwater Pollution Prevention Plan (SWPPP).

1.2.7 Pesticide

for preventing, destroying, repelling, or mitigating any pest, or intended for use as a plant regulator, defoliant or desiccant.

1.2.8 Pests

The term "pests" means arthropods, birds, rodents, nematodes, fungi, bacteria, viruses, algae, snails, marine borers, snakes, weeds and other organisms (except for human or animal disease-causing organisms) that adversely affect readiness, military operations, or the well-being of personnel and animals; attack or damage real property, supplies, equipment, or vegetation; or are otherwise undesirable.

1.2.9 Surface Discharge

The term "Surface Discharge" implies that the water is discharged with possible sheeting action and subsequent soil erosion may occur. Waters that are surface discharged may terminate in drainage ditches, storm sewers, and/or surface waters (streams, rivers, lakes, etc.) and would require a permit to discharge water from the governing agency.

1.2.10 Solid Waste

semi-solid, liquid, and contained gaseous materials resulting from industrial and commercial operations and from community activities. It does not include solids or dissolved material in domestic sewage or other significant pollutants in water resources, such as silt, dissolved or suspended solids in industrial wastewater effluent, dissolved materials in irrigation return flows or other common water pollutants.

SECTION 01 57 20.00 10 Page 4

1.2.11 Wetlands

Those areas that are inundated or saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. Wetlands generally include swamps, marshes, and bogs. Official determination of whether or not an area is classified as a wetland must be done in accordance with WETLAND MANUAL.

1.2.11.1 Debris

Combustible and noncombustible wastes such as ashes and waste materials resulting from construction or maintenance and repair work, leaves, and tree trimmings.

1.2.11.2 Chemical Waste

This includes salts, acids, alkalis, herbicides, pesticides, organic chemicals, and spent products, which serve no purpose.

1.2.11.3 Sanitary Waste

1. Sewage: Wastes characterized as domestic sanitary sewage.

2. Garbage: Refuse and scraps resulting from preparation, cooking, dispensing, and consumption of food.

1.2.11.4 Hazardous Material (HazMat)

Any material that is capable of posing an unreasonable risk to health, safety, or environment if improperly handled, stored, issued, transported, labeled,or disposed as identified in JEGS Chapter 10 .

Hazardous Waste: A discarded material that may be solid, semi-solid, liquid, or contained gas as identified in JEGS Chapter 6, paragraphs 6-2.9 and 3.

1.2.11.5 Polychlorinated Biphenyls (PCBs)

A class of 209 discrete chemical compounds (congeners) in which one to ten chlorine atoms are attached to biphenyl. PCBs were commercially produced as complex mixtures for uses such as dielectric fluids in capacitors, oil switches and transformers, printing inks, paints, de-dusting agents, pesticides, etc.

1.2.11.6 PCB Containing

PCBs are designated as a first class specified chemical substance.

Waste oils containing PCBs are regulated as a specific hazardous industrial waste (SHIW) as a class of the specially controlled industrial waste (SCIW). Items with a PCB concentration of more than 0.5 mg/Kg (ppm), waste acids and alkali with concentrations of 0.03 mg/L or higher, and other waste liquids with a concentration of 0.003 mg/L or higher are considered to contain PCB and must be managed in accordance with JEGS.

1.2.11.7 Lead-Based Paint (LBP)

For paint in liquid form, LBP is defined as paint that contains more

SECTION 01 57 20.00 10 Page 5 than 0.06 percent lead by weight in the total non-volatile content of liquid paint. For paint in place, LBP is defined as lead content equal to or greater than 1.0 mg/cm2 when using X-ray Fluorescence (XRF) analyzer or

0.5 percent (5000 ppm) by weight when using Atomic Absorption Spectroscopic (AAS) analysis.

1.2.11.8 Asbestos-Containing Material (ACM)

Any materials containing more than 0.1 percent asbestos by weight.

1.2.12 Oily Waste
