STATEMENT OF WORK
REPAIR BLDG. 5327 EXTERIOR
FXSB 17-1110
REVISION 01
SECTION 1: PROJECT INFORMATION
1.1 PROJECT LOCATION: MINI-MACC project FXSB 17-1110 shall be completed as a routine requirement at or near building 5327 Kenney Ave., on Joint Base Elmendorf-Richardson, AK.
Project hours are standard work hours.
1.2 UNIQUE REQUIREMENTS: Building shall be occupied during construction, Contractor shall coordinate and schedule work with 673 CES/CEN, 673 CONS, and End Users prior to starting any operation.
1.3 PROJECT DESCRIPTION: This is a 35% conceptual design-build project to include replacement of portions of sill plate/stud framing, all man doors, all overhead sectional doors, and most windows along with installation of a vapor barrier, rigid insulation board, furring strips, and ribbed steel siding to include associated flashings and trim. Lead Based Paint (LBP) is present on the existing wood siding and trim, therefore precautions and treatment of hazardous materials during cutting and drilling operations shall be followed. Asbestos Contained Material (ACM) exists in the drywall mud, and drywall, and drywall texturing surrounding most windows and doors. Required precautions and removal techniques for ACM shall be followed. Where conflict exists between this document and the contract drawings the requirements in this document shall govern.
SECTION 2: GENERAL REQUIREMENTS
2.1 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.
2.2 WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall coordinate and schedule work with the 673 CES/CEN office prior to the start of any operation. The contractor shall dispose of all construction debris off base at an approved disposal facility.
2.3 SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The contractor shall protect the site from damage from weather, vandalism, and/or theft.
2.4 DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible for repairing all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the
FXSB 17-1110 – Repair Bldg. 5327 Exterior Page 2 of 7 government. Contractor shall not park or drive on sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.
2.5 HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA and Alaska Department of Labor (AKOSH) standards. The contractor shall maintain a clean and debris free site at all times. The contractor shall keep driveways and entrances into and around the work site clear at all times. The contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated.
2.6 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.
SECTION 3: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS
3.1 General Requirements (Div 1)
3.1.1. Provide complete design and construction services and drawings as noted in this document and on the Schedule of Material Submittals. Drawings shall be provided in AutoCAD and Adobe (pdf) format and shall include the color table file, font files, and any other supporting files required to print the drawings correctly. Record As-Built drawings shall comply with the attached REVISED JBER CAD RECORD DRAWING DESIGN AND AS- BUILT STANDARD Dec 2019.
3.1.2. Provide project management and quality control in accordance with base contract requirements.
3.1.3. Provide on-site portable toilet facilities for the duration of the project.
3.2 Existing Conditions (Div 2)

3.2.1. Pressure wash exterior of building to aid in removal of loose and peeling paint, taking all required steps to collect the fallen loose/peeling paint as LBP hazardous waste. Remove all existing top layer of siding from all exterior walls of the building.
3.2.2. When cutting and/or drilling the siding and trim, all required precautions, and approved methods when LBP is present shall be followed.
3.2.3. During the process of removing doors/door frames and windows, all requirements of removing ACM drywall, and drywall mud, and drywall texturing shall be followed.
3.2.4. Remove all man doors and frames with associated hardware.
3.2.5. Remove all overhead sectional doors with associated hardware.
3.2.6. Remove all windows and associated hardware.
3.2.7. Remove sections of deteriorated siding, sill plate, and lower portions of stud framing as required leaving solid material onto which can be spliced new sill plate and lower stud portions.

3.2.8. Remove wooden canopies at doors #01, #02, #03, #04, #18, and #19. Reference contract drawings for locations.
3.2.9. Remove wooden canopy and walls from door #17. Reference contract drawings for location.
3.2.10. Remove existing shelter for flammable cabinets south of door #17. Reference contract drawings for location.
3.2.11. Remove existing exhaust fan south of door #17, to be replaced with new of similar style/type. Reference contract drawings for location.
3.2.12. Remove wood framed in-fill at overhead door #4, right side as viewed from outside.
Reference contract drawings for location.
3.2.13. Remove and reinstall steel framed canopies at doors #09 and #10. Reference contract drawings for locations.
3.2.14. Remove all existing wall mounted light fixtures, to be replaced with new LED fixtures of similar style/type. Reference contract drawings for locations.
3.2.15. Remove existing light fixture over door #14, to be replace with new LED fixture of similar style/type. Reference contract drawings for location.
3.2.16. Remove existing conduits, wiring, junction boxes, and receptacles, all to be replaced with new and wired to same circuits as they are currently on. New conduits, wiring, junction boxes, and receptacles shall be mounted on the surface of the new siding.
3.2.17. Remove gable vents from west side, to be replaced with new metal vents and associated trim. Reference contract drawings for locations.
3.2.18. Remove existing sliding door track and associated hardware and reinstall once new siding has been installed. Reference contract drawings for locations.
3.2.19. Remove and reinstall exhaust fan cover west of door #19. Reference contract drawings for location.
3.2.20. Remove exhaust fan louver within window frame east of door #18, to be replaced with new of similar style/type. Reference contract drawings for location.
3.2.21. Remove all smaller vents and vent hoods as required and reinstall once new siding has been installed.
3.2.22. Remove all loudspeakers and reinstall once new siding has been installed.
3.2.23. Remove and re-install all antennas.
3.2.24. Remove all sliding doors, including those with man doors mounted in them.
3.2.25. Remove existing fencing on the west end, except for the 6 x6 posts which are to be reused.
3.3 Metals (Div 5)
3.3.1. Provide and install new steel framed gable style canopies for doors #01, #02, #03, #04, #05, #06, #07, #08, #11, #17, #18 and #19. Shop drawings shall be submitted for Government approval prior to fabrication and installation. Reference contract drawings for locations.

3.3.2. Remove and reinstall steel framed canopies at doors #09 and #10. Reference contract drawings for locations. Remove the gable portion from the columns, then reattach to the columns once new siding has been installed. Gable portion shall be attached to the building similar to current condition.
3.4 Wood, Plastics, and Composites (Div 6)
3.4.1. Provide and install new pressure treated dimensional lumber sill plate splices/replacements where required.
3.4.2. Provide and install new pressure treated dimensional lumber and plywood as sheathing where sill plate and stud framing repairs are done.
3.4.3. Provide and install new dimensional lumber framing to in-fill where replacement windows are downsized from existing windows. Reference contract drawings for locations.
3.4.4. Provide and install new pressure treated dimensional lumber and plywood sheathing, on the exterior side, where in-fill framing for new windows has been installed.
3.4.5. Provide and install new 2” thick furring strips, 24” O.C., over existing wood siding over substrate underneath existing wood siding to be removed.
3.4.6. Provide and install new flammables shelter/shed south of door #17. Reference contract drawings for location.
3.4.7. Provide and install new pressure treated 2 x 6 lumber sill plates, studs (16” O.C.), and top plates for new in-fill walls where sliding doors have been removed. Where current sliding door has a man door, the new in-fill wall shall be framed to accept a new man door and door frame, size of man door/door frame based upon current man door/door frame size per location.
3.4.8. Provide and install new pressure treated plywood sheathing to exterior side of new in-fill walls where sliding doors have been removed.
3.5 Thermal & Moisture Protection (Div 7)
3.5.1. Provide and install new 6” thick batt insulation where in-fill framing is installed for new replacement windows. Reference contract drawings for location.
3.5.2. Provide and install new Gypsum Wall Board (GWB), on the interior side, where in-fill framing has been installed. Reference contract drawings for location.
3.5.3. Provide and install new vapor barrier over the existing wood siding over substrate underneath existing wood siding to be removed.
3.5.4. Provide and install new rigid insulation (EPS), 2” thickness, in between new furring strips.
3.5.5. Provide and install new 24 gauge ribbed and smooth steel siding along with all associated trim, flashings, and sealants per siding manufacturer’s recommendation, providing a weather tight exterior cladding system. Style/pattern of ribbed siding TBD. Color of steel siding TBD based upon siding manufacturer’s color options.
3.5.6. Provide and install new eave and rake trim. Color to match roofing.

3.5.7. Provide and install new high-density polyethylene air barrier under new metal siding as required.
3.5.8. Provide and install new 6” thick batt insulation where new in-fill walls are constructed in place of the removed sliding doors.
3.6 Openings (Div 8)
3.6.1. Provide and install new thermally broken hollow metal door frames. Reference contract drawings for locations and further details.
3.6.2. Provide and install new insulated hollow metal doors. Reference contract drawings for locations and further details.
3.6.3. Provide and install new insulated blast resistant glazing for select doors. Reference contract drawings for further details.
3.6.4. Provide and install new door hardware. Reference contract drawings for further details.
3.6.5. Provide and install new insulated overhead sectional doors and associated hardware.
Reference contract drawings for locations and further details.
3.6.6. Provide and install new insulated blast resistant glazing, thermally broken aluminum framed windows. Reference contract drawings for locations and further details.
3.7 Finishes (Div 9)
3.7.1. Provide and install new one (1) coat primer on interior side of wall in-fill at newly installed window locations.
3.7.2. Provide and install new two (2) coats finish color on interior side of wall in-fill at newly installed window locations. Match existing color a close as possible.
3.7.3. Clean and repaint exhaust fan cover west of door #19. Reference contract drawings for location.
3.7.4. Provide and install new 5/8” GWB, finished to level 5, to interior side of in-fill walls where sliding doors were removed.
3.7.5. Provide and install new light orange peel texture to new GWB on in-fill walls where sliding door were removed.
3.7.6. Provide and install new one (1) coat primer on new GWB in-fill walls where sliding doors were removed.
3.7.7. Provide and install new two (2) coats finish color on new GWB in-fill walls where sliding doors were removed. Color TBD.
3.8 Heating Ventilation Air Conditioning (HVAC) (Div 23)
3.8.1. Provide and install new exhaust fan louver east of door #18. Reference contract drawings for location.
3.8.2. Provide and install new exhaust fan south of door #17. Reference contract drawings for location.

3.8.3. Provide and install new metal louver vents on western gable ends. Reference contract drawings for locations.
3.8.4. Remove and re-install exhaust fan cover west of door #19. Reference contract drawings for location.
3.8.5. Remove and re-install all smaller vents and vent hoods, as required, once new siding has been installed. Locations vary.
3.9 Electrical (Div 26)
3.9.1. Provide and install new conduit, wiring, junction boxes, and GFCI duplex receptacles in same locations as existing, to be installed on the surface of the new siding.
3.9.2. Provide and install new LED light fixtures similar to existing, same locations as existing unless otherwise specified. Reference contract drawings for locations.
3.10 Exterior Improvements (Div 32)
3.10.1. Reuse existing 6 x 6 posts of fencing on west end of building.
3.10.2. Provide and install new cedar fencing rails, pickets, and wall supports.
