The answer to Question 21 from Amendment 0003 states "Unless the exception noted in the solicitation applies (for documents provided by the government as a PDF), PDFs will not be accepted and will make any resultant proposal not compliant with the requirements of the solicitation."
For Both Parts I and II there are portions of each Part that are documents that were issued in PDF from the government such as the SF 1442, Reps and Certs, Price Schedule, etc. However, there are also portions of the Parts such as the Cover, Master Summary, TOCs, the response to Persons Authorized to Enter Into Contracts and Negotiate on the Offeror's Behalf, etc. that are created in Microsoft Word.
For the submission of these two Parts, would the government rather see 1 combined PDF of each Part submitted in 1 single email, or would the government rather see each Part submitted in its own individual email with each different section of the Part submitted as its own individual file in either Word and PDF format?
The Government requires 1 (one) single email with each part labeled IAW with the solicitation.
Can you also please clarify the following statement. If we provide 5 project each 2 pages each why is the page limit 15? Would that be for customer surveys or letters of recommendation or if we want to prepare a metrics comparing projects?
(a) Part IIIa, Quality and Satisfaction Rating of Contracts: Provide information requested in paragraph Section L-01B4(d) limited to 2 pages per project/contract, and any information currently available (letters, metrics, customer surveys, independent surveys, etc.) that demonstrates customer satisfaction with overall job performance and/or quality of completed contracts.
Yes, the extra pages are for the surveys, letters or metrics.
209 On the site visit it was mentioned that the form J-8 – part IIIC Past performance supplemental was to list out all of our relevant projects completed in the past 3 years. It was said this was to give the government an overall showing of the work we complete. The Attachment 8 form specifically says please provide up to 5 projects. Please confirm that the intention of the J-8 form is to only list no more than 5 projects.
Yes, Attachment 8 provides 5 Projects identified in the proposal.
210 Can you please clarify the directions for attachment 8?
Are we to list all projects that are relevant in the past 3 years OR only the 5 project we will identify in our proposal?
Attachment 8 only requests the 5 Projects identified in the proposal.
211 The Q&A’s posted with Amendment #4 changed the scope of work and has caused the contractors to seek different avenues for certain scope pricing. COVID has also impacted the current suppliers, and has caused a delay in receiving pricing. Could the project bid date be extended by 1 or 2 weeks to allow the contractors to obtain pricing?
