# ITEM Yes No N/A 1 GENERAL: Contractor shall comply with all applicable State and Federal environmental laws and regulations, including, but not limited to: the Clean Air Act, the Resource Conservation and Recovery Act, the Clean Water Act, and others. Contractor will obtain all appropriate State and Federal Permits necessary to perform the work on Joint Base Elmendorf-Richardson (JBER). 2 SPILL REPORTING & CLEAN UP: In the event of any type of hazardous substance spill or petroleum, oil or lubricant (POL) spill contact JBER Fire Department at 9-1-1. All spills shall be reported, regardless of quantity or material, to JBER Fire Department via 911 and JBER.Spill.Report@us.af.mil. The contractor is responsible for clean-up of spills. The contractor may be charged for additional cleanup costs if spills are not cleaned up to the Government’s satisfaction. Please contact the JBER Spill Manager for spill reporting poster and requirements at 907-384-2478 or email 673CES.CEIEC.EnvCom@us.af.mil.

3 HAZARDOUS MATERIALS (HAZMAT): Contractor shall submit manufacturer-specific Safety Data Sheets (SDS) through the appropriate contracting channels to the Installation HAZMAT Manager (IHMM) Bldg. 724, (907) 384-3269, for approval prior to bringing hazardous materials onto base. Contractor shall maintain SDS for all materials for as long as the materials remain on-base. Contractor must handle and store hazardous materials IAW all local, state and federal laws and IAW JBER’s HAZMAT Management Plan. Store all bulk liquids in secondary containment. All equipment (secondary containment, spill kits, etc) is the responsibility of the contractor.

4 HAZARDOUS WASTE: Contractor shall arrange for the legal disposal of all hazardous waste off JBER in accordance with 40 CFR 260 et seq, unless directed otherwise. Copies of hazardous waste manifests, receiving records, and characterization documents shall be submitted to Environmental Management at bldg. 724, 673CES.CEIEC.EnvCom@us.af.mil, through appropriate contracting channels for all hazardous waste generated on JBER.

Environmental Management is the ONLY office authorized to SIGN hazardous waste manifests BEFORE any hazardous waste is allowed to leave JBER. Regardless of the quantity of hazardous waste generated by the contractor, all hazardous waste (HW) generated by the contractor on Joint Base Elmendorf-Richardson (JBER) will be managed by the contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW and Large Quantity Handlers (LQH) of Universal Waste (UW).

5 RECYCLING: The Contractor shall support JBER’s Recycling policy in accordance with Executive Order 13101, whenever feasible. The Contractor is encouraged to utilize the JBER recycling program. JBER currently recycles the following items: all scrap metal, corrugated cardboard, shredded paper, lead acid batteries and used oil. All recyclable material shall be segregated prior to delivery to the JBER Recycling Center, Bldg. 952 or the hazardous waste center, Bldg. 4314. The Contractor shall submit weight tickets to CO/COR monthly or at the end of the project, if lasting less than one month, for all materials recycled or reused.

6 SOLID WASTE: Non-hazardous solid waste shall be disposed of in a permitted off-base landfill in accordance with all applicable local, state, and federal laws. All disposals shall be in accordance with the contractor's Waste Disposal and Recycling Plan which should be included in the Environmental Protection Plan (SEE ITEM 14).

7 NATURAL RESOURCES: The contractor shall not remove, cut, deface, injure, or destroy natural resources including trees, shrubs, especially grasses or wetlands without permission from Environmental Management, except as otherwise specified. Wildlife hazing is not allowed, contact Conservation Law Enforcement at 552-8609 or 552-6453 with any concerns.

• Contractor shall not disturb or drive through wetland areas, including riparian corridors

Where necessary, and authorized, wetland impacts must be worked in and around in a manner that incurs the least amount of impact; including, but not limited to, conducting work in winter, minimizing land clearing to above the surface of the soil, and restoring disturbed vegetation with native seed mixes.

• Harvest of timber may not be undertaken within 100 feet immediately adjacent to any stream or between 100 and 300 feet from any other water body. Necessary harvest of timber may be authorized but must be in accordance with best management practices (BMPs) for maintenance of important fish and wildlife habitat.

• The following setbacks are required: 100-ft setback from anadromous streams; 85-ft setback from headwaters and tributaries of anadromous streams; 65-ft setback from all other waters.

• Do not disturb eagles. Eagles are protected by the Bald and Golden Eagle Protection Act. Maintain disturbance buffers of 660 feet around active eagle nests. Do not disturb nesting birds – nesting birds are protected under the Migratory Bird Treaty Act.

Minimize vegetation clearing from May 1 –July 15

8 CULTURAL RESOURCES: If unanticipated cultural resources (cans, bottles, arrowheads, pottery, military items, papers, wooden artifacts, building remains, animal/human bone, etc...)

are encountered during ground disturbing activities, work must stop within 100 ft. of the find and Environmental Management must be contacted immediately (384-3467) or Conservation Law Enforcement (552-8609) to review the discovery in accordance with 36 CFR 800.13.

Disturbing or collecting artifacts on federal land is a violation of the Archaeological Resources Protection Act (ARPA) and is punishable by fines and incarceration.

9 WATER QUALITY: A Construction General Permit and Storm Water Pollution Prevention Plan (SWPPP) are required for ground-disturbing activities (e.g., construction, demolition, and certain land clearing activities) that disturb 1 or more acres of land. Prior to submitting a Notice of Intent to the AK Department of Environmental Conservation, the construction operator shall submit their SWPPP to the 673 CES/CEIEC Water Quality Program Manager for review. For ground-disturbing projects that are less than 1 acre in size and within JBER’s urbanized area, the construction operator is responsible for developing and following an Erosion and Sediment Control Plan (ESCP). All ESCPs must be submitted to the 673 CES/CEIEC Water Quality Program Manager for review prior to commencing construction. 10 ASBESTOS: An asbestos inspection is REQUIRED for all renovation and demolition projects (40 CFR 61, Subpart M). Contractors shall brief all employees including subcontractors that JBER facilities contain asbestos containing materials (ACM) unless otherwise directed. A copy of the notification and/or waste manifest must be provided to Environmental Management.

ACM shall be managed and disposed of IAW 40 CFR 61 Subpart M, 29 CFR 1910.1001, and 29 CFR 1926.1101, as applicable

ACM can also be encountered in the form of active, or abandoned underground water or sewer lines. These lines may, or may not appear on the contractor’s dig permit. All ACM must be disposed of in an approved off-base landfill.

11 LEAD and LEAD BASED PAINTS: Contractor's shall brief all employees including subcontractors that JBER facilities contain lead based paint unless otherwise directed. If lead work or abatement is required, the contractor shall conform to 40 CFR 745, subpart L; OSHA 1910 and 1926. When required, the contractor will be responsible to file with EPA and Environmental Management the 5 day notification for lead work. The notification(s) will be sent to both offices at the same time. Lead containing materials may be considered hazardous waste and will need to be tested in order to determine if it is considered hazardous or solid waste for disposal purposes.

12 AIR QUALITY: The contractor must take measures to control fugitive emissions (dust particles, aerosols, and gaseous by-products) from construction and demolition activities, processing, and preparation of materials at all times. Methods for controlling fugitive dust emissions include reducing speed limits, applying water to areas where bare mineral soil is exposed, and using guards at the entrance of construction sites. Open burning without the consent of the CO, Fire & Emergency Services, and Air Quality Program Manager is strictly prohibited.

Replacement or installation of new emission sources must be coordinated through the Air Program Manager, 907-384-1361 or 673CES.CEIEC.EnvCom@us.af.mil prior to purchase of said equipment. Mobilization of rock crushers and/or incinerators must be coordinated with Air Quality Program Manager as well.

13 OZONE DEPLETING SUBSTANCES (ODS)/REFRIGERANTS:

Class I ODSs are prohibited. Also, federal Significant New Alternatives Program (SNAP) approved substitutes for Class II ODSs shall be used whenever feasible. For equipment to be disposed of or recycled, remove ODS in accordance with federal regulations and AFMAN32- 7089 before submitting equipment to an authorized recycler. Equipment containing refrigerants identified by DoD for retention in the strategic reserve must be turned in to DLA for recovery, not taken off base. For real property identified equipment (RPIE) where refrigerant is not purged due to reuse of the equipment, coordination with 773 CES/CEO (HVAC Shop) is required in order to properly track certified equipment. Complete a Service Order Form for equipment evacuated on base and submit to HVAC Shop. For refrigerant containing equipment that is not designated as real property or RPIE, unit is responsible for having the equipment serviced and/or purged of refrigerant prior to disposal. For RPIE and fire suppression systems, coordinate with Alarms Shop. Contact Fire & Emergency Services for a list of local vendors that can service and purge non-RPIE fire extinguishers and suppression systems, including those containing ODS.

14 ENVIRONMENTAL PROTECTION PLAN (EPP):

Submittal of an EPP is required for all projects. Refer to the JBER Environmental Specifications for EPP requirements. EPP is due 10 days prior to the start of the project.

15 ABOVE-GROUND STORAGE TANKS (AST): If above-ground storage tanks (ASTs) of Petroleum, Oils & Lubricants (POLs) will be utilized during the performance of this contract, the contractor is required to obtain prior approval from 673 CES/CEIEC and 673 LRS/LGRF Fuels Management. Underground Storage Tanks (USTs) shall not be installed on JBER.
