41 Please confirm that all lead contaminated paint on the exterior siding is to be removed and disposed of and it cannot be encapsulated?
The SOW has been revised to reflect dropping the requirement of pressure washing and leaving existing siding in place, instead removal of all the exterior wood siding is now required, therefore it cannot be encapsulated. SOW has been revised to reflect these changes.

44 Please advise if dust blasting of the exterior siding is acceptable instead of water blasting? The SOW has been revised to reflect dropping the requirement of pressure washing and leaving existing siding in place, instead removal of all the exterior wood siding is now required, therefore dust blasting is not acceptable either. SOW has been revised to reflect these changes.
45 Due to a lack of specified quantities of siding to be removed and the lack of a basis to determine when siding will require replacement, it would be in the best interest of the Government to provide a quantity of siding to be included in the contractor's proposal. Please provide a quantity of siding to be replaced that should be included in the Contractors proposal?

46 Please confirm there are no phasing requirements as it pertains to access and performance of the interior work or exterior work?
There are no overall phasing requirements as it pertains to access and performance of interior work, but coordination with users shall be done prior to start of any work, particularly when involving abatement of ACM materials from interior surface of exterior walls at windows and doors.
47 Please confirm that during removal of the interior walls and asbestos materials all occupants will be removed from the building?
Only the interior surface of the exterior walls shall have asbestos contained GWB for removal at windows and doors/door frames for replacement. As the contractor needs each window and/or door location to perform contracted work, with proper coordination with the users, the occupants will vacate those locations as needed for abatement purposes.
Amendment 004 48 Due to lack of specified quantities of interior walls to be removed / repaired and the lack of a basis to determine when interior walls will need to be replaced, it would be in the best interest of the Government to provide a quantity of interior walls requiring replacement to be included in the contractor proposal. Please provide a quantity of interior walls to be replaced that should be included in the Contractors proposal?
No interior walls are to be replaced, only GWB at surface of interior side of exterior walls is intended to be replaced as windows and doors/door frames are replaced, or in-fill around windows, or in-fill in the openings left after removal of the sliding doors.
49 Please advise if all the in wall asbestos materials are to be removed whenever any portion of the asbestos is exposed due work on the interior walls (from stud to stud full height where asbestos is exposed).
The only asbestos materials to be removed are just those portions involved with replacement of doors/door frames, windows, and exterior siding, should mainly be ACM drywall on the interior.
50 Please advise if all the in wall asbestos materials are to be removed or is it just the portion of the asbestos insulation that is exposed due work on the exterior siding.

This is a portion of the minor design work expected of the contractor to provide a proposed soffit detail for Government approval. Reference drawing sheet A-300 for typical soffit.
52 Please advise if existing as-built drawings are available and will be provided for use in responding to the solicitation.
Amendment 004 Attachement 3 added existing as-built drawings along with a revised SOW for use in responding to this solicitation.
53 Please confirm the time required by the Government for review of the 65%, 95% and IFC design packages will not exceed 15-work days or provide the maximum allowed duration.
Correct, no outside reviews of the design documents beyond 673rd/773rd CES will be required, with the review period being a maximum of 15 working days.
54 Please confirm no outside reviews / approvals beyond the 673rd of the design documents will be required. If other agencies will be performing reviews of the 65%, 95% and IFC design packages please confirm that review will be concurrent with the 673rd review and will not exceed 15-work days, or provide the maximum allowed duration.

55 Please confirm the gas cylinders, equipment and furniture will be removed by the facility on the exterior of the building and on the inside to within 10' of the inside face of the interior walls.
No, the contractor is responsible for removing gas cylinders, equipment, and furniture on the exterior of the building and the interior spaces/offices.
56 Please inform the contractor if Air Barrier Testing is required for this project? No, air barrier testing is not required for this project.
57 Please advise what permits are required to be procured by the Contractor and the typical duration of issuance of the permits?
The only permits known as a requirement for this solicitation would be dig permit if digging is required for any work surrounding the building and hot work permit, used when doing on-site torch work like field welding.
58 Have all required permits been obtained by the Government? No , all required permits are to be obtained and provided by the contractor.
Amendment 004 59 Please confirm the Site Safety Health Officer can also act as the Project Superintendent or the
Quality Control Manager?
The Site Safety Health Officer can also act as the Project Superintendent or the Quality Control Manager but not both.
60 Please confirm the Quality Control Manager can have no other duties? The Quality Control Manager can have other duties except for Project Superintendent.
61 Please confirm that the project is exempt from all federal, state and local sales tax? Neither the state of Alaska nor the city of Anchorage have sales taxes.
1. Note that other surrounding municipalities do have a sales tax (i.e., Wasilla or Palmer).
2. Should a contractor decide to purchase materials in a jurisdiction with a state or local sales tax, the contractor would be responsible for paying those taxes and is not considered an agent of the government that can benefit from an immunity from taxation.
62 Please clarify the QC Specialists requirements. Many of the QC positions are for minor scopes of work for the project, i.e. Geo-technical, Mechanical, Structural, environmental, electrical, Kitchen.
Please confirm the specialty QC positions can be filled by the respective subcontractors and the Prime Contractor is not required to have multiple QC Managers on its payroll for each specialty?
For Quality Control positions, the prime contractor should have a person who holds this position, they can also act as the Project Superintendent or Safety Health Officer as well concurrently. The subcontractors are not required to have their own QC personnel but are allowed to if they choose. The prime contractor's QC manager can be multi-disciplined for the duration of the project, no requirement for separate QC managers for each specialty.
63 Please provide a list of special inspections that will be required? No special inspections are called for, therefore no special inspections are required.
64 Please provide a drawing with locations for staging and employee parking? See sheet CNTR L&P in the revised drawings for contractor laydown area and parking.
65 Will Contractor employees require security escorts when working inside the building? If yes, when will the employees need to be escorted and what are the security requirements of the escorts and is the Contractor to include the costs of escorts?
No, the contractors' employees will not require security escorts when working inside the building.
66 There are not enough details provided in the solicitation documents on what is to be done with the existing exterior sliding doors. Please provide a sample detail to be used by the contractors in pricing the proposal.
The existing exterior sliding doors are to be removed, even those with man doors currently installed within. The opening then left shall be in-filled with 2 x 6 pressure treated stud wall, to include pressure treated sill and double top plates, with studs installed at 16" O.C., 5/8" GWB installed on the interior surface, 6" batt insulation filling the cavities, and 1/2" pressure treated plywood sheathing installed on the exterior surface. Those existing sliding doors with man doors to be removed, the new in-fill shall also have a man door installed in same location as existing sliding door. SOW has been revised to reflect these changes.
67 Please confirm there is no scope of work associated with adjusting grades, replacing asphalt or outside utilities.
Correct, there is no work associated with adjusting grades, replacing asphalt nor outside utilities.
Amendment 004 68 Does the government expect a 35% 65% 95% and IFC set of drawings stamped by a licensed engineer?
No, they are not required to be stamped by a licensed engineer.
69 Are the wood canopies that are to be replaced intended to match the existing metal canopies? Yes, the intent is to replace the currently existing wood framed canopies with steel framed canopies that closely matches the existing steel canopy design at man door canopies 09 & 10, with support methods matching existing per location. If wall supported, then new is wall supported. If floor supported, then new is floor supported similar to canopies 09 & 10, to include diamond plate wainscoting and painted to match.
70 Does the government expect the contractor to replace all exterior and interior man door to be replaced or just exterior doors?
The contractor is expected to replace all exterior man doors only.
71 Are the flammable cabinets to be disposed of or relocated? If they are to be disposed of where? The flammable cabinets, connexs, and similar type items on the exterior of the building shall be the responsibility of the contractor to move and replace once work is accomplished. They are not to be disposed of.
72 Are any of the sliding doors to be replaced or just reinstalled? The existing exterior sliding doors are to be removed, even those with man doors currently installed within. 73 At the north east corner of the building the wall appears to have buckled. Does this wall need to be fixed or just furred out appropriately to create an even surface to mount wall panels to?
Yes, the intent is to pull them back out to a flat plane if possible without making major structural repairs for bidding purposes, if major repairs are deemed likely needed, then submission of RFI shall be warranted for Government review and action.
74 Please quantify what sill plate and siding is to be replace. Is the contractor to be the sole determining entity?
For bidding purposes, the contractor shall consider a height of 3'-0" above the finished floor for making repairs to the rotting areas of the exterior walls, the length shall very by location.

75 On removing the existing electrical conduit on the exterior walls and reinstalling same with new, can the GC add a junction box and reuse as much as possible the existing conduit and wiring back to the subpanel, if its condition is ok for the new GFCI Receptacles?
Yes, the contractor can add junction boxes and reuse as much as possible the existing conduit and wiring back to the subpanel as long as current NEC codes allow.
76 The Waste Management Plan does not show ACM or LBP test results on this Seed Project. Can the GC assume that ACM is limited to Drywall and Drywall mud per SOW, Sections 3.2.3 and 1.3 ?
No, the contractor shall assume ACM is limited to drywall, drywall mud, and drywall texturing.

Amendment 004 77 The elevation sheets show areas where “repair of sill plate and lower studs required”, “repair of sill plate & lower portions of studs possible” and then lower wall areas where there is the same clouding but no text indicating any work. Not having clearly defined limits of work will result in pricing discrepancies. Suggest assigning a specified LF of lower wall repairs for everyone to competitively price.

78 Is the intent that the eaves be fully boxed in with metal fascia and soffit panels? If so, do the soffit panels need to be perforated for ventilation?
Yes, the intent is for the eaves to be fully boxed in with metal fascia and soffit panels. Yes, the soffit panels shall be perforated for ventilation.
79 The gable ends of the bldgs. don’t protrude enough to cover the top of the furring/siding where they meet the gables. Is the intent that the gables be extended and boxed in with metal fascia and soffit panels?
No, the intent is to leave the soffit as is. If the new exterior wall extends out further than the existing soffit, then appropriate flashing shall be installed underneath the existing drip edge and over the top of the new siding.
80 Some areas of the ext walls appear to have been pushed inward (probably from snow plowing). Is the intent that we pull those areas back out to a flat plane? The siding is going to telegraph these bowed walls pretty bad.
Yes, the intent is to pull them back out to a flat plane if possible without making major structural repairs, if major repairs are deemed likely needed, then submission of RFI shall be warranted for Government review and action.
81 At the South elevation of the South wing there are rotten rafter tails and at OVHD Door 06 the multi component header is delaminating and may be rotting also. No repairs are called out for these locations. Is a structural inspection / review / repair required prior to covering with metal?
The contractor shall make a structural inspection/review of the members in question and submit and RFI if after inspection review the members appear to be beyond simple repair for Government review and action.
82 The SOW calls for pressure washing the exterior of the bldg. prior to installing the EPS insulation and metal siding. Since the exterior wood siding is not water-tight, we could be introducing a lot of water into the wall cavities. Also since the wall materials are untreated wood and there is already dry rot / mold spores present throughout, we could be creating a scenario where mold is almost certain to flourish inside the walls. Suggest you revise SOW to a different method of removing the loose paint?

83 Are you looking for a certain R value in the 2” EPS? Different densities have different R values.
Please provide specified R-value requirements
The Government intended R value minimum is 10 for 2" EPS.
84 SOW says to install a Vapor Barrier on the existing siding. Is 6 mil or 10 mil poly sheeting acceptable? Are we installing an air infiltration barrier behind the metal siding also? There are several methods to create and design a new exterior building envelope, some design work, most do not without defining a specific performance. Please offer specific envelope details and performance requirements.
A 10 mil poly sheeting vapor barrier is acceptable for use but will be installed over the substrate that exists beneath the existing siding for the existing siding is now being removed, see revised SOW. Yes, installation of a high-density polyethylene air barrier is also required behind the metal siding, on top of the insulation/furring strips.
Amendment 004 85 The SOW says to remove and reinstall the sliding door track and hardware after new metal siding is installed. A – Do we only reinstall the track/hardware at the locations noted on the dwgs? – many are not noted.
B – Do we reinstall the sliding doors themselves? If yes, do they have to be functional? If we’re not reinstalling, do we frame/fur out what’s currently behind the sliding doors so the metal siding planes across those areas?
C- Some of the existing man doors are built into the old sliding doors. Are we to demo those sliding doors completely and frame in those openings for the new man doors?
D– Are we to clean up / paint the tracks and hardware?
A - Yes, only reinstall the track/hardware at locations noted on the drawings. B - No, demolish the sliding doors and install new stud wall in-fill into the openings left by removing the sliding doors, to include GWB on the interior to be textured and painted and pressure treated plywood sheathing on the exterior to provide solid substrate to mount the furring strips, rigid insulation, and siding onto. C - Where a man door exists in a sliding door, yes demo the sliding door completely and frame in those openings for the new man doors. D - Yes, clean-up and paint the tracks and hardware that gets re-installed.
86 The wood fence across the courtyard at the West end of the bldg. is attached to the corners of the bldgs. I assume we are to partially demo, modify and reattach the fence to the metal siding once it is installed?
New fencing material should be installed to replace materials that are removed. The 6 x 6 posts are to remain and be reused, the rest of the fencing materials are to be demolished and replaced with new cedar materials.
87 Are the new canopies required to be the same or similar to the existing ones that are to removed/reinstalled? Diamond plate wainscoting at the sides?HDG?Painted to match?
Yes, the intent is to replace the currently existing wood framed canopies with steel framed canopies that closely matches the existing steel canopy design at man door canopies 09 & 10, with support methods matching existing per location. 88 Please confirm that you want the bidders to price blast resistant windows and the resultant changes to the rough opening framing. We do not think they are required. Per UFC 4-010-01 Standard 10 Glazing: Glazing that is in compliance with this standard is not required to be designed or constructed for blast resistance. It is intended to minimize hazardous glazing fragments. For glazing in exterior building elements, we are to provide no less than 1/4 in. nominal laminated glass. The 1/4 in. laminated glass consists of two nominal 1/8 in. glass panes bonded together with a minimum of a 0.030 in (0.75mm) interlayer of material. For insulated glass units (IGU), use laminated glass for the innermost pane. For laminated glass, provide a glazing frame bite in accordance with ASTM F2248.
The Government agrees and has removed the requirement for blast resistant glazing from both the man doors and windows. The requirement now reads as insulated glazing for both man doors with glazing and windows. See revised SOW and drawings.
89 Are the windows required to meet the DOD blast minimums? Does the glass need to be the same make up as a blast rated window even if the envelope is not blast rated?
No, the windows are no longer required to meet the DoD blast minimums because the Government has removed the requirement for blast resistant glazing from both the man doors and windows. The requirement now reads as insulated glazing for both man doors with glazing and windows. See revised SOW and drawings.
Amendment 004 90 Elec/data/COMMS may need to be moved, rerouted or interrupted during repairs of the exterior walls and to allow installation the furring/metal wall panels.
A - Are there any areas inside the bldg. that have restricted access?
B -Will the bldg. be occupied during construction?
A - No, there are no restricted access locations within the building. B - Yes, the facility shall be occupied during construction.
91 Will the Contractor be able to shut down access thru each of the overhead and man doors during construction at those locations (after prior coordination with users)?
Yes, the contractor will be able to shut down access thru each overhead and man door as required during construction at those locations after prior coordination with the users.
92 At the window/door locations in occupied offices/areas the occupant will have to be temporarily relocated during construction. Who will be responsible for moving the contents out of that area and then back in after work is complete?
With proper notification to the occupants, they shall vacate those offices/areas as needed with the contractor being responsible for moving the furnishings far enough out of their way to complete the repairs and returning them to their original placement once repairs are completed and accepted.
93 Will an onsite staging area for the contractor be available? Yes, an onsite staging area shall be made available for contractor use.
94 The gas piping on the exterior walls will need to be relocated further out from the walls to allow the furring /siding to be installed behind it. Can the gas be shut down for an extended period of time while all this work is taking place?
Yes, the gas can be arranged for shutdown for an agreed upon duration with proper prior notifications with the facility users.
95 Section 3.6.3. says to “install blast resistant glazing for select doors. Reference contract drawings for further details”. Door & Frame Note # 6 on Sht A-600 says all door glazing shall be insulated and blast resistant. Please confirm that all the glazing in the man doors is to be blast resistant.
The Government has removed the requirement for blast resistant glazing from both the man doors and windows. The requirement now reads as insulated glazing for both man doors with glazing and windows. See revised SOW and drawings.
96 The overall condition of the exterior bldg. is poor and very uneven. The majority of the siding is beveled wood siding installed horizontally and the new furring strips will have to be installed horizontally also. That means the furring strips will not span/float the unevenness but will follow it and subsequently the siding will probably oil can when it is installed. Just wanted to make a note of this for reference.
The existing exterior siding, both beveled and T&G, shall be removed, this shall then leave a surface capable of mounting the new furring strips in a vertical fashion helping to alleviate the possible oil canning affect.
97 Will the contractor need escorts? No, the contractor shall not need escorts.
98 3.2.16 – A-201, Removal of conduit and replacement. Do the 2 electrical services need to be removed for the exterior install? Will the line shop disconnect and reconnect the primary connections? How long can power be shut down for the building?
Yes, the 2 electrical services will need to be removed from the exterior so that the new exterior wall buildup can be installed, then the electrical services shall be reinstalled.
Coordination with the exterior electrical shop shall be required with minimum of two weeks notice prior to start of work. Power shut down shall be discussed with exterior electrical shop and facility users to an agreed upon timeframe prior to any work being performed.
Amendment 004 99 3.2.16 – A-201, On the east end of the building the existing roof soffit will not extend past the new exterior wall. Is the intent to build out the soffit and install new roofing to match existing? This will change the utility primary connection, 2” riser for the meter and the secondary side into the building. This will increase the shut down time for building power.
No, the intent is to leave the soffit as is. If the new exterior wall extends out further than the existing soffit, then appropriate flashing shall be installed underneath the existing drip edge and over the top of the new siding.
100 3.2.16 – A-201, Removal of conduit and replacement. What are the 2 ea 4” conduit for at each end on the building? Is this fiber, copper communications? What are the terminations inside the building that will be needed to disconnect the conductors for removal? Will the comm shop disconnect the connections inside the building? Can pictures be provided for the interior conduit route and connections that we need to be disconnected and reconnected? How long can communications and internet be shut down for the building?
If the large diameter electrical conduits require being removed rather than pulled off the surface, then the power shall be pre-arranged to be shut off as required to install the new exterior wall buildup and re-install the large diameter electrical conduits, reuse of existing is preferred unless codes don't allow then replacement with new is authorized. Type and quantity of wiring is unknown. Photos can be provided once project has been awarded.
101 - 3.2.23 - Can you identify what each antenna is for and what the connection would be needed to disconnect from the inside of the existing building. How long can the individual antennas be shut down?
For bid purposes contractors are to presume antenna cable shall be disconnected at the base of the antenna. The length of time allowed for the antenna to be out of service shall be determined once the contract has been awarded.
102 3.6.5 – A-600 Note 9, Will the new overhead doors have new electric door openers? If new door openers are needed, please advise the panel location, type, and availability for new circuits and distance from door opening?
Yes, the new overhead doors shall have electric motorized door openers. The distance from door opening to panel is roughly as follows: OVHD door 01 & 02 - 80'-0" + , OVHD door 03 - 50'-0" + , OVHD doors 04, 05, & 06 - 135'-0" + , and OVHD door 07 - 140'-0" + . Reference exhibit drawing sheet EX-001 for approximate locations of electrical panels.
103 A-600 Identifies seven doors with card readers and electric door strikes. Where is the location to get power for the seven different doors with electric card reads and door strikes? Contractor did not get access to interior of building at the site visit

104 At the site visit Contractors could on not have access to the inside of the building for site identification around on the inside to identify all the locations that fire alarm, power, light switches, communications will need to be removed and installed back in the same location. Can drawings be provided to identify the fire alarm, power, light switches, communications where needed to remove and install back to original location?
This project does not entail removal/reinstallation of any fire alarm, power, light switches, nor communications on the interior. Once this project is awarded, if we have any situations where the fire alarm, power, light switches, or communications are required to be removed/reinstalled they shall be handled via change order and any necessary drawings shall be provided at that time.
105 What are the work hours for this project? Contractor is to use the hours of 0600-1800 M-F for this project.
106 Will the contractor be required to perform any communications or submissions to or for Alaska State Historic Preservation Office (SHPO)
No, the contractor will not be required to interface with SHPO for this project, the Government will be responsible for interfacing with SHPO on this project.
Amendment 004 107 Sheet A 205 shows a 4” conduit, junction box, and smaller 2” conduit to be removed and reinstalled on the north side of door 14. What type and quantity of wiring is in this conduit and junction box?

108 Although not shown on sheet A 205 there is a 2” underground conduit entering the building on the south side of door 14, below the gas meter. Will this conduit have to be removed and reinstalled? If so what kind of wiring does it contain?
The underground conduit at door 14 is not required to be removed and reinstalled. Unknown as to what kind of wiring it contains.
109 Sheet A 203 calls for a 4” electrical conduit north of door 8 to be removed and reinstalled. What type and quantity of wiring is in this conduit?
If the large diameter electrical conduits require being removed rather than pulled off the surface, then the power shall be pre-arranged to be shut off as required to install the new exterior wall buildup and re-install the large diameter electrical conduits, reuse of existing is preferred unless codes don't allow then replacement with new is authorized. Type and quantity of wiring is unknown.
110 There are gas meters and associated piping located near doors 20 AND 14. Will the contractor be expected to remove and reinstall these gas meters and piping?
The gas meters are not to be removed and reinstalled, they are to remain as is in place. The piping to/from may be in a position to be removed and reinstalled or replaced but will be based upon whether it's physically attached to the building, the size/diameter of the piping, and whether it has threaded joints. Intent is that welded joints at or near the gas meter shall not be disturbed, only threaded joints shall be points where piping shall be removed as required.
111 See 3.2.7 - The plans and the site visit does not determine a specific quantity of sill plate and wall studs that need to be replaced due to dry rot. Has CE determined a quantity and or are they willing to determine a quantity and everything else above that quantity will be a change order?

113 Is it the government’s intensions to install the new steel canopies back on the same “foundation” / sono tubes of the existing?
If the existing is a wooden canopy that includes walls or columns, then yes the contractor is to install the new steel canopies back onto the same "foundation"/sono tubes.
114 Is there a hazardous material report/survey that shows the locations and quantities of ACM and lead containing materials?
Unfortunately no, a hazmat report is not available. Due to the age of the facility, the Government presumes the presence of lead paint and asbestos materials.

Are we to assume that you want new metal trims over the existing fascia and varge rafters and that this trim will slide up underneath the existing metal roof drip edge? If so, will you want this trim to wrap around the bottom of the fascia and varge?
Yes, the new metal trims are to be installed over the existing fascia and varge rafters and the trim shall slide up underneath the existing metal roof drip edge and should wrap around the bottom of the fascia and varge.

Is it the government’s intensions to remove all siding to a consistent level surface so that the new furring and siding can be installed in an even and consistent plane?

118 See 3.2.18 – We noticed a couple of these sliding doors were in very rough shape. One on the north elevation looked like it had settled into the asphalt and there was no way that it could function and looked like it had not be opened in decades. There are others in similar condition.

The Government's intention is to removal all sliding doors, even those with existing man doors within them, to be removed and pressure treated stud in-fill built into the openings left from removal of the sliding doors. The siding on these locations are to have "smooth" surface siding to simulate the appearance of a sliding door.
119 Will any as-built drawings be available for use? Amendment 004 Attachement 3 added existing as-built drawings along with a revised SOW for use in responding to this solicitation.

The Government has changed from installing the new metal siding over the existing wood shiplap to removing all existing wood shiplap then installing new metal siding over substrates.

This refers to any areas outside of the project working areas, an example would be the roof shouldn't incur any damage for the duration of the project since the roof is not part of the project.
130 What is the blast resistance level for the windows? The Government has removed the requirement for blast resistant glazing from both the man doors and windows. The requirement now reads as insulated glazing for both man doors with glazing and windows. See revised SOW and drawings.
131 Section A1- Typical detail on sheet A-300 calls for T&G Wainscot. Please define what material this
is. Site walk didn’t show any wainscot.
There are some sections where a T&G wainscot exists on the interior side of the walls, these are to remain, no other wainscot is required for this project.
132 The sills for each window vary throughout the project site. Please indicated what type of sill in intended and if it is to be continuous throughout or unique for each window.
The intended sill for the interior side of each window is to be 1 x wood, to be painted to color match walls, should be same for each window regardless of window size type and location.
133 Exterior walls and doors show a lot of damage from weather and sun exposure, including but not limited to rot. To what extend are the exterior walls and door frames to be repaired.
For bidding purposes, the contractor shall consider a height of 3'-0" above the finished floor for making repairs to the rotting areas of the exterior walls, the length shall very by location.

Amendment 004 135 To what extent, if any, are the items to be removed and replaced need to be repaired? For those items called for being removed and replaced, the requirement for repairs are only if the item cannot function as it is designed to without repairs. Items such as sliding door track and hardware need not be repaired for it is not expected to function with a sliding door, only to represent what appears to be a sliding door.
136 On the site walk, it was mentioned the sliding doors will need to be repaired before being replaced.

The existing sliding doors are to be removed, the opening infilled with new stud walls and appropriate finishes on the interior (GWB, painted) and exterior (smooth finish sheet metal siding).

143 Existing flammable shelter/shed look like steel containers. Please confirm new flammable shelter/shed to be steel containers. Please confirm sizes required for Corp needs.
The existing flammables cabinets shall be removed by the contractor and replaced once the new shelter has been installed. The new shelter is intended to be similar to the current shelter, only built from new materials mainly structural steel and skinned with metal siding to match main building. See revised drawing sheet A-205-R1 for more information.
144 Window appearance, indicated on sheet A-601, call for “mullions for historical reference.” Please define what this means.
The actual glazing shall be in one continuous piece for the entire window opening, for example 4'-0 x 4'-0" fixed pane, but they need to have simulated or false mullions to provide the appearance of mullions. In windows with combinations of fixed and openable, then the window should be two pieces of glazing, each with simulated or false mullions to provide the appearance of mullions.
Amendment 004 145 Are new steel gable canopies to have floor supports or wall supports. Where the existing currently has floor supports, the new shall make use of the existing foundation/sono tubes and provide new structural steel supports. If the existing has wall supports, then the new shall have wall supports made of structural steel.
146 Bottom of exterior wall in some places, look to be below grade. Will the contractor be responsible for correcting any exterior grade to match bottom of wall? If not, will be expected to return grade to original?
No, the contractor shall not be responsible for correcting any exterior grade, return of grade to original intended.
147 In the site visit it was mentioned that the siding should be installed horizontally to give the same appearance as the existing siding. Can you confirm this?
The new siding is required to "have the appearance of horizontal siding" based upon the profile of the siding panels, which normally run the length of the siding panel therefore they would need to be mounted horizontally. The Government is looking for a profile similar to Metal Sales T10-D or Government approved equal. This is for the "horizontal siding" portions only.
148 In the specs sheet on page 27, section 2.2.1 c. it states that the "Individual panels must be continuous length to cover the entire length of any unbroken wall area with no joints or seams..."
Can you clarify what this means? Does this mean the siding would need to be the full length of the wall? Some direct lengths without a natural break are 150 feet long.
The siding shall be installed at lengths near manufacturers maximum allowed where possible, shorter lengths shall be acceptable with prior approval from the Government. In most cases the siding length anticipated shall be no longer than 32'-0" based upon the example of Metal Sales T10-D profile used as the sample profile.
149 Can you supply the blast rating specs? The plans say the doors and frames shall be labeled as an assembly and the glazing is to be blast rated. In order for me to get blast rated glass in the doors, they need to be installed at the factory inside rated doors and frames. In order to get pricing for this, I need to know Standoff distance, Charge load, and Duration.

150 Can you provide clarification on the hardware groups. 1 Example: hardware group 1 calls for a 9K lock which is Cylindrical along with a Von-duprin 99 exit device.
For hardware group 1, the lock and exit device have been updated see revised drawing sheet A-600-R1 for further details. This should now be a mortise lock and a Von Duprin exit device that works with mortise locks.
151 I have been told by an abatement source that pressure washing lead paint creates some issues.
Pressure washing lead paint creates a contaminated liquid which must at all costs be captured drummed and disposed and if it gets away from you can cause ground contamination and not to mention the liquid contaminated water is a pain to dispose of. There is always the chance the water will pass the TCLP and be nonhazardous but not a coin I want to flip. Pressure washing would require that we contain the exterior of the building and capture all water.
Can the pressure washing of the lead paint be amended to just scraping the loose paint? Or would you be opposed to removal of all siding instead of pressure washing?
The Government has removed the requirement for pressure washing the existing siding and added complete removal of the outer most layer of siding on the entire building, thus allowing for better structural repairs to the sill plates and lower stud portions where required and possible correction where the walls are bowed/waving. Reference the revised statement of work for removal of pressure washing and addition of removal of all outer most layer of siding.
Amendment 004 152 Seed Project SOW, pg. 2, 3.2 Existing Conditions (Div 2), 3.2.16 Remove existing conduits, wiring, junction boxes, and receptacles, all to be replaced with new and wired to same circuits as they are currently on. New conduits, wiring, junction boxes, and receptacles shall be mounted on the surface of the new siding. Please clarify location of equipment.
