1.0 MISSION OBJECTIVE.
The Department of Defense (DOD) Counter Narco-terrorism Program Office (CNTPO), currently being managed by the Counter Narcotics and Global Threats (CNGT) Division was established to create worldwide Counter Narcotics Technology (CNT) networks, infrastructures, and capabilities that are focused on the detection, identification, and disruption of narcotics activities and organizations. This task effort will support the War Fighter in combating narcoterrorism globally by developing individual and unit skills for partner nation personnel and units involved in counternarcotics operations. This task effort also includes fostering and developing necessary relationships and interoperability between agencies within governments, and across international borders in order to more effectively address the transnational nature of drug trafficking.
2.0 SCOPE.
2.0.1 The scope of this Task Order (T/O) provides specialized training in collaboration with Joint Interagency Task Force (JIATF) West to elements of partner nation governments that are eligible to receive counternarcotics training under U.S. law as authorized by Section 1004 of the National Defense Authorization Act of 1991 (as amended).
2.0.2 This training shall focus on developing the personnel and units’ skills in conducting investigations/operations to counter drug trafficking and other drug-related crime.
2.0.3 The primary training effort will be focused in the Kingdom of Thailand with Thai personnel; however, as required to meet mission objectives personnel from other countries may be selected for training. The following countries may provide students to attend training: Thailand, Cambodia, Philippines, Laos, Burma, Vietnam, Indonesia, Malaysia, and Singapore. In some instances, specific offerings of courses contained within this PWS may be required to be provided on site in a country other than Thailand, to include Cambodia, Philippines, Vietnam, Indonesia, and Malaysia.
2.0.4 Basic Contract References:
This T/O PWS establishes the requirements for the contractor to provide support in the Basic Contract task area(s) of Training (4.3.2.9).
2.1 Objective.
2.1.1 The T/O objective is to conduct up to twenty-one (21) training classes on law enforcement and related skills in order to improve partner nations’ ability to conduct effective CN law enforcement investigations and operations. Courses will be performed at the Law Enforcement Tactical Training Center (TTC), located in Cha Am, Thailand (and other locations in Thailand), as well as locations in the following countries specified above in paragraph 2.0.3: Cambodia, Philippines, Vietnam, Indonesia, and Malaysia. This training will be provided for law enforcement which have counterdrug responsibilities.
2.1.2 The 21 classes are broken into four (4) courses (checkpoint, counter narco-terrorism, narcotics investigators, and intelligence analyst) as described below.
· Checkpoint Training - this course is for foreign law enforcement officials assigned to border and internal vehicle checkpoints. Students will be taught how to build a layered security approach at the border using security checkpoints. Objectives are to enhance probability of apprehending criminals/smugglers as they attempt to enter between ports of entry, and deter illegal entries through improved enforcement. The contract instructors will accomplish this training in conjunction with US Navy Criminal Investigative Service (NCIS) trainers;
· Counter Narco-terrorism Training (CNT) - this course focuses on basic pistol marksmanship, law enforcement marksmanship skills such as proper gun control, and flagging, proper use of firearms during enforcement and interdiction operations, and arrest and control procedures in order to increase the unit's ability to utilize proper controls for firearms during the conduct of law enforcement and interdiction operations;
· Narcotics Investigators Course (NIC) - this course focuses on the basic knowledge and skills required for a law enforcement officer to identify drug traffickers and initiate and develop an investigation. This course is designed for investigators assigned to drug units. Core topics include: drug identification and field testing, case initiation and development, surveillance, informant handling, interviewing and interrogation, report writing, drug arrests and control tactics, and operational planning. Elective topics based on assessment of units' needs include: basic undercover activities and basic asset identification; and
· Intelligence Analyst Course (IAC) - this course focuses on the fundamental concepts and features necessary for creating and analyzing association and timeline charts. Through scenario-driven exercises, the students learn to create charts manually and by importing external structured data. Students learn to find, query and analyze data within charts using basic functional tools in analyst's notebook. Students learn to switch a chart from association to temporal and vice versa. Merging and combining charts, using attributes and setting up charts for presentation are also covered.
3.0 GENERAL REQUIREMENTS.
The contractor shall provide all labor, materials, equipment, travel and DBA insurance required to satisfy the requirements set forth in this PWS.
3.1 Base Requirement – Lead Instructor and Training Specialist(s) Requirement.
3.1.1 Lead instructor: one (1) Full Time Equivalent (FTE) for the entire period of performance of the base requirement. This lead instructor shall deliver primary instruction for training and provide logistics and administrative support for up to 21 classes, ranging from 25 up to 40 students for each class, during the period of performance.
3.1.1.1 The lead instructor shall be based in Cha Am, Thailand at the Law Enforcement TTC and live within 50 miles of this location throughout the duration of this requirement.
3.1.1.2. The lead instructor shall provide logistics and administrative support for pre-course coordination for all NETT courses. This support may be required at any NETT location and will support the successful execution of the training courses in Sections 3.3, 3.4, and 3.5.
3.1.1.3 The lead instructor shall support any training requirements listed in Section 2.1.2 of this PWS.
3.1.1.4 The lead instructor shall be the focal point for all training actions and coordinate/work closely with the US Government designated subject matter experts.
3.1.1.5 The lead instructor shall collaborate with the Drug Enforcement Agency (DEA) Regional Director’s Office regarding the course calendar and development/delivery of progressive training tailored to address gaps in the personnel and/or units to be trained, prior to class commencement. The Government will provide initial class notification to the contractor NLT 45 calendar days prior to the start of each Base and Option class as specified in sections 3.4, 3.5, 3.7, 3.8, and 3.10. This notification will identify the Government lead POC, Course of Instruction (COI), course schedule, course location, language requirements, and student roster. The Government will provide a final version of the above items NLT five (5) calendar days prior to the start of each class, except for the student roster. The final student roster to be used in support of the requirements outlined in section 3.3.1 will be provided at the commencement of student registration on the first day of each class.
3.1.1.6 The lead instructor shall assist the Government in conducting a pre-course review of training material with assigned course translators.
3.1.2. Training specialists shall provide support to the lead instructor for CNT and Narcotic Investigation Courses (NIC) courses.
3.1.2.1 Training specialist CNT support; three (3) FTE training specialists are required during CNT training courses. The contractor shall provide these additional specialists during a portion of the CNT training courses. The CNT training courses are six (6) weeks in duration; however, the three additional instructors are only required for 10 days of the six (6) week course. The three specialists shall perform TDY duty at training site in support of CNT course. The specific training dates will be provided not less than 45 calendar days prior to commencement of each training event.
3.1.2.2 Training Specialist NIC support; one (1) FTE training specialist is required during NIC Courses. The contractor shall deliver one (1) additional instructor during NIC training classes. The NIC training courses are five (5) days in duration. The specialist shall perform TDY duty at training site in support of NIC course. The specific training dates and location will be provided not less than 45 calendar days prior to commencement of each training event.
3.1.3 All course instruction shall be conducted in the English language (see paragraph 3.3.4 for related language requirements for interpretation and translation).
3.2 Deliver Training.
3.2.1 The contractor shall provide instruction for up to 21 Checkpoint, CNT, IAC, and NIC Training classes utilizing a combination of a lead instructor and training specialists. The individual class durations will range from one (1) to six (6) weeks in length based on the content of the course and work hours as specified in section 4.0. The lead instructor will support the delivery as outlined in sections 3.3. Table 1, Training Summary, identifies the 21 training classes.
3.2.1.1 Five (5) of the 21 classes are defined in the base requirement: three (3) Checkpoint Training classes and two (2) CNT Training classes.
3.2.1.2 Ten (10) of the 21 classes are defined in the Base Requirement, Optional Items A1-A10, section 3.7: See Appendix A for NIC course variations; only up to ten of the possible variations will be awarded.
3.2.1.3 Six (6) of the 21 classes are defined in the Base Requirement, Optional Items B1-B6, section 3.8: See Appendix B for IAC course variations; only up to six (6) of the possible variations will be awarded.

* Two (2) Translator/Interpreter is required per languages.
3.2.2 The course contents, subject matter, lesson plans, etc. (also referred to as COI) will be provided to the contractor in the English language; this material will be provided as Government Furnished Information (GFI).
3.2.3 During blocks of instruction led by the Government, the contractor shall provide support to the Government instructors. The support shall generally consist of, but is not specifically limited to, assisting in monitoring students, classroom preparation, serving as role players during CN scenarios, and providing assessments and recommendations regarding students’ progress.
3.2.4 The contractor shall conduct training for all law enforcement specific skills during the specified training courses.
3.2.5 The contractor shall be responsible for maintaining complete and accurate student training records in the Government provided training template. Upon request and/or completion of course, the contractor shall provide copies of those records electronically to the Government (A00G).
3.2.6 This contract does not include any provisions for equipping students, foreign governments, or federal agencies. In no case will students be "issued" non-consumable items for their retention. Training aids purchased by the contractor for the purpose of conducting training remain accountable to the contractor and will not be transferred to partner nation forces in accordance with (IAW) FAR 45.402 Title to Contractor-Acquired Property.
3.3 Deliver Logistics and Training Support.
3.3.1 U.S. Law requires review of student human rights history prior to any student receiving the benefit of U.S. provided training. This is commonly referred to as "Leahy vetting" in reference to the Act that establishes the requirement. In order to ensure compliance with the requirements of this Act, the contractor will support the Government's requirements to monitor student attendance as described herein. The contractor shall record student attendance each day of training and will verify the identity of each student via official identification (including photo) against the Government provided student roster for each event. In the event of a conflict between the Government provided student roster and the actual student(s) who is/are in attendance, the contractor must coordinate with the Government to resolve the conflict before training commences. In no case is a student whose name is not included on the Government provided roster to be allowed to attend training. At the completion of training, the contractor will provide the Government with a copy of the daily attendance, as well as a list of all students who complete the training. These two requirements may be combined into one document at the contractor’s discretion. A final validated student roster will be provided at the commencement of student registration on the first day of each class.
3.3.2 The contractor shall perform the following pre-training services.
3.3.2.1 Conduct final preparation tasks with the applicable Government representatives, which shall include course review and refinement of discussion points as required.
3.3.2.2 Ensure the classroom, tables, and chairs are set up. GFE will be dependent on site location.
3.3.2.3 Ensure the classroom/training areas, to include computer/video requirements, are properly functioning and ready for instruction.
3.3.2.4 Provide each trainee printed training materials and workbooks (in the appropriate languages as defined below in Section 3.3.4) (A00G).
3.3.2.5 Arrange and distribute items (training materials etc.) to the students.
3.3.2.6 Administer the pre-test and score the results. The contractor shall load the student/unit information and test scores to the Government provided template (A00G).
3.3.3 The contractor shall perform the following post-training services.
3.3.3.1 Administer the post-test and score the results. The contractor shall load the student/unit information and test scores to the Government provided template (A00G).
3.3.3.2 Print course graduation certificates for trainees (in the appropriate language(s) as defined below in Section 3.3.4). The Government will provide the required format in an electronic version (A00G).
3.3.3.3 Participate with the Government representative(s) in the assessment of the test scores and on follow-up surveys, as required. These assessments shall be documented in a student pre and post training report (A00G) that shall encompass both qualitative and quantitative evaluation of students and overall unit performance.
3.3.3.4 Assist in evaluating unit requirements and provide recommendations on course refinement, calendar year training plan, and schedule.
3.3.3.5 Assist in evaluating units to determine if additional training (or alternate training) is required to ensure the unit is capable of conducting investigative operations effectively.
3.3.3.6 Ensure the training site is clean and back to original condition prior to departure. Ensure all training documents, aids, and equipment are packed and removed. The contractor shall advise authorities responsible for training site if there are any damages, and document the damages, circumstances, results, and individuals notified.
3.3.4 Translation, Printing/Publication, and Interpretation Services.
3.3.4.1 For purposes of this contract, “translation” refers to the written word; “printing/publication” refers to the reproduction and binding of student training materials in support of classroom delivery; and “interpretation” refers to the spoken word.
3.3.4.2 The contractor shall provide translation, interpretation and printing services as required for classes offered at all training locations. Services will be tailored as needed to meet Checkpoint, CNT, NIC and IAC requirements. Furthermore, for Checkpoint, CNT, NIC and IAC requirements, two (2) Translator/Interpreter is required per languages.
3.3.4.3 The source materials for all classes will be provided in English. The contractor shall provide translation of written materials and printing/publication of the materials in support of each class. No more than three languages (in addition to English) will be required in any one class (e.g., English to the trainee’s native language, no more than three trainee languages). The contractor shall provide printed (English to trainee's language(s)) translated course material for each training course (Checkpoint, CNT, NIC, and IAC) for all students at the beginning of each class. The draft student roster will be provided to the contractor in advance as outlined in 3.1.1.5 and the contractor should provide the appropriate number of copies in each language based on that roster. In addition, the contractor shall provide five (5) printed (English to each trainee's language(s)) translated course material copies per language, for each class, for USG use. Depending on the number of languages in the class offering, this could result in five, ten or fifteen total additional copies for Government use.
3.3.4.4 Course instruction will be in English. The contractor shall provide real time interpretation during instruction for trainees and instructors (Trainee language(s) to English and English to trainee language(s)) during all training classes for the base requirement and any options (Checkpoint, CNT, IAC, and NIC).
3.3.4.5 Interpretation equipment for real-time interpretation will be provided at the TTC, Cha Am, Thailand. This equipment is configured for interpretation of up to three (3) languages simultaneously. For any other course location, the contractor shall provide the required equipment to support real-time interpretation of not more than three languages simultaneously. The number of languages required to be supported in each class will be provided to the contractor in advance as outlined in 3.1.1.5, and the contractor may tailor the actual equipment provided to that requirement.
3.3.5 The contractor shall provide all necessary transportation to support their personnel, including subcontractors such as interpreters, for all courses and all delivery locations in both the base requirement and any options.
3.4 Base Requirement – Three (3) Checkpoint Training Courses.
3.4.1 Checkpoint Training Course shall be conducted on-site at various Thai checkpoint facilities. The projected location for Checkpoint Training courses are in the vicinity of Chiang Mai, Chiang Rai, Sikhiu, Nakhon Sawan, Nong Khai, and Chumpon, Thailand.
3.4.2 Checkpoint Training classes shall be two (2) weeks in duration. The Checkpoint Training class is comprised of two (2) parts. The first portion, comprising approximately 75% of the total student contact time will be taught by Government instructors and is focused on checkpoint operations. The second portion, comprising the remaining approximately 25% of the total student contact time will be taught by the lead instructor and is focused on investigative techniques and procedures. The course of instruction will be GFI and provided to the contractor in English. Translation and reproduction for the entire course of instruction is the responsibility of the contractor IAW paragraph 3.3.4.
3.4.3 The contractor shall provide necessary logistics and training support to ensure the effective delivery of the course (as statement in the above Section 3.3). Training support shall be provided for the duration of the course, to include the Government instructed portion.
3.4.4 The contractor shall provide the necessary interpretation, translation and publication/printing services to support the delivery of course content and other material in the additional language(s). The students may be from three different countries; requiring translation/interpretation services for a total of up to three languages to include English-Thai, English-Cambodia, and English-Laotian or Burmese. These services shall be provided for the duration of the entire course, to include the Government instructed portion.
3.4.5 Checkpoint training classes shall not exceed 25 students per class.
3.5 Base Requirement – Two (2) CNT Training Classes.
3.5.1 CNT Training classes shall be conducted at the TTC, located in Cha Am, Thailand.
3.5.2 CNT training classess are approximately six (6) weeks in duration. The CNT course is comprised of two (2) parts. The first portion, comprising approximately 67% of the total student contact time will be taught by Government instructors and is focused on tactical skillsets at the individual and small unit level. Only the lead instructor will be required to be available for the first portion. The second portion, comprising the remaining approximately 33% of the total student contact time and will be taught by the lead instructor and an additional three Training Specialists (as outlined in Section 3.1.2). The instructors shall focus on law enforcement search and arrest techniques and procedures. The course of instruction will be GFI and provided to the contractor in English.
3.5.3 The contractor shall provide necessary logistical and administrative support to ensure the effective delivery of the course (as outlined in Section 3.3). Support services shall be provided for the duration of the course, to include the Government instructed portion.
3.5.4 The contractor shall provide the necessary interpretation, translation and publication/printing services to support the delivery of course content and other material from Thai-English. These services shall be provided for the duration of the entire class, to include the Government instructed portion.
3.5.5 CNT training classes shall not exceed 40 students per class.
3.6 Demobilization (Base and Option Year).
The contractor shall demobilize upon expiration of the period of performance or when directed by the Contracting Officer (KO). All contractor personnel, contractor-furnished equipment, and any personal items of contractor personnel shall be removed from the Government place of performance at the end of the contract period. The demobilization and return of contractor personnel and equipment shall be completed within 15 calendar days of KO notification. The contractor shall submit a demobilization plan that addresses at a minimum demobilization of personnel and equipment (A00G).
3.7 Base - Option A – Up to 10 NIC Training Classes.
3.7.1 The NIC courses may be conducted at either the TTC in Cha Am, Thailand, or at another appropriate Government provided venue in Thailand; or at a contractor provided venue in Cambodia, Philippines, Vietnam, Indonesia, or Malaysia. The NIC shall be five (5) days in duration and the daily work hours shall be IAW section 4.0.
3.7.2 If the NIC is offered at a location other than the TTC in Cha Am Thailand or another appropriate Government provided venue in Thailand, then the contractor shall provide the training venue. The training venue shall be configured to accommodate the necessary interpretation, translation and publication/printing services to support the delivery of course content and other material in the appropriate language(s) as outlined in 3.3.4. The contractor shall coordinate with the Government prior to committing to a venue to allow the Government to ensure that appropriate lodging facilities for students are available. The contractor is not responsible for student lodging.
3.7.3 If the NIC is offered at a location other than the TTC in Cha Am Thailand or another appropriate Government provided venue in Thailand, then the contractor shall provide all necessary travel for their personnel, including logistical planning and support efforts prior to and during the class.
3.7.4 If the Government provided student roster for any offering of the NIC Training class contains students who do not speak Thai or English, then the contractor shall provide the necessary additional interpretation, translation and publication/printing services to support the delivery of course content and other material in the additional language(s). These services shall be provided for the duration of the course, to include the Government instructed portion.
3.7.5 The contractor shall provide all necessary logistical and administrative support to ensure the effective delivery of the course (see details in paragraph 3.3). Such support services will be provided for the duration of the course, to include the Government instructed portion.
3.7.6 NIC training classes shall not exceed 25 students.
3.7.7 Optional A Items - NIC Training Classes.
3.7.8 Option Item A1 - Narcotic Investigation Course (NIC).
The requirements of this option item are identified above in Section 3.3 and Section 3.7.

3.8 Base Option B – Up to six (6) IAC Training Classes
3.8.1 The IAC classes may be conducted at either the TTC in Cha Am, Thailand, or at a contractor provided venue in Cambodia, Philippines, Vietnam, Indonesia, or Malaysia. The IAC shall be five (5) days in duration.
3.8.2 If the IAC is offered at a location other than the TTC in Cha Am Thailand, then the contractor shall provide the training venue. The training venue shall be configured to accommodate the necessary interpretation, translation and publication/printing services to support the delivery of course content and other material in the appropriate language(s) as outlined in 3.3.4. The contractor shall coordinate with the Government prior to committing to a venue to allow the Government to ensure that appropriate lodging facilities for students are available. The contractor is not responsible for student lodging.
3.8.3 If the IAC is offered at a location other than the TTC in Cha Am Thailand or another appropriate Government provided venue in Thailand, then the contractor shall provide all necessary travel for their personnel, including logistical planning and support efforts prior to and during the class.
3.8.4 If the Government provided student roster for any offering of the IAC Training class contains students who do not speak Thai or English, then the contractor shall provide the necessary additional interpretation, translation and publication/printing services to support the delivery of course content and other material in the additional language(s). 3.8.5 The contractor shall provide all necessary logistical and administrative support to ensure the effective delivery of the course (see details in para 3.3). Such support services will be provided for the duration of the course, to include the Government instructed portion.
3.8.6 Intelligence Analysis Course (IAC) training classes shall not exceed 25 students.
3.8.7 Optional B items – IAC Training Classes.

3.9 Base Option C - Local Transportation Services.
The contractor shall provide ground transportation service to include transportation and driver for all students, Government personnel, and other designated supporting personnel between airports, lodging, and other designated training locations for each class. The drivers shall have the ability to communicate in English. The transportation service may be required to support up to 21 events. Due to the number of variations, local transportation services shall not exceed $65,000 (to include all burden rates and fees) for all 21 events.
3.10 Option Year Requirement

4.0 WORK HOURS AND LOCATION.
4.1 The principal place of performance is the Cha Am TTC Thailand, and additional training locations are Cambodia, Philippines, Vietnam, Indonesia, and Malaysia.
4.2 Training will not occur on partner nation national and local holidays, during local or national emergencies, and administrative closings or Government directed facility closings. The Government will schedule courses with the contractor and the partner nation forces in such a fashion as to avoid impacts from established holidays in the host country. Unplanned government closures from emergencies etc. will be addressed as needed.
4.3 The normal, established work day in the countries listed in this PWS is generally Monday-Friday, from 0800-1700 hrs.
5.0 OTHER PERFORMANCE REQUIREMENTS.
5.1 Pre-Screening, Pre-Deployment, and In-Country Support Requirements.
5.1.1 Contractor personnel performing training instruction shall meet or exceed the education and experience requirements of the Training Specialist labor category, as defined in Attachment 2 of the basic contract.
5.1.2 Additional contractor personnel minimum desired requirements are as follows.
5.1.2.1 Federal drug law enforcement experience (or task force equivalent) within the last 5 (five) years.
5.1.2.2 Experience in providing training in a formal setting at a law enforcement academy or other professional venue.
5.1.2.3 Complete the DEA Instructor Development Course (IDC) course prior to first course of instruction. DEA will provide this course instruction as part of Government Furnished Services (GFS), but travel costs shall be the contractors responsibility. NOTE: The USG will accept instructor personnel who have already completed DEA IDC training coursework and can provide evidence of satisfactory one-time course completion. Contractor personnel accomplishing this task are required to complete and maintain training certifications such as Department of Defense (DoD) Information Assurance Awareness, Anti-Terrorism Force Prote-ction (Level I) and others as defined in United States Pacific Command directives.
5.1.2.4 Demonstrated experience and background in basic narcotics criminal enterprise investigative techniques, including the following investigative skills experience.
5.1.2.4.1 Proactively initiated and directed criminal enterprise investigations.
5.1.2.4.2 Participated in multi-agency task force investigations.
5.1.2.4.3 Conducted interviews and interrogations.
5.1.2.4.4 Developed and directed long-term informants.
5.1.2.4.5 Produced comprehensive informant and investigative reports.
5.1.2.4.6 Directed and coordinated surveillance operations.
5.1.2.4.7 Directed undercover operations, and/or operated as an undercover agent.
5.1.2.4.8 Utilized various technical equipment in investigations (e.g., body recorders/transmitters).
5.1.2.4.9 Executed high risk vehicle stops.
5.1.2.4.10 Planned and directed multiple search warrant executions.
5.1.2.4.11 Testified in U.S. Federal Court preferred, but not required.
5.1.2.4.12 Investigative experience in evidentiary chain of custody.
5.1.2.5 It is desired that instructors have prior work experience in the East Asia region and exposure to East Asia cultures.
5.1.3 The contractor shall satisfy all requirements for entry and work performance as stated in the Department of State Foreign Clearance guide prior to leaving Continental United States (CONUS). NOTE: For planning purposes, the expected pre-deployment and clearance process could take a minimum of thirty (30) calendar days for Thailand, Philippines, and Cambodia.
5.1.4 The contractor shall wear business suits during opening and closing ceremonies and shall wear polo shirts (with company logo clearly identifying their status) during training days (not furnished by the Government).
5.1.5 All new instructors shall be required to attend JIATF West orientation at Camp Smith, HI based on JIATF West Point of Contact (POC), prior to arrival in Thailand. Contractor will contact JIATF West POC, JIATF West, El-Rodd, Building 700, Room 131, Commercial phone (1-808-477-9809). The duration of the orientation shall not exceed seven (7) calendar days.
5.1.6 It is required that the instructors are DEA certified to teach law enforcement tactic. The contractor shall provide supporting certification documentation and resume in accordance with TORP instructions.
5.2 Contractor Identification.
5.2.1 When attending meetings, answering Government telephones, and working in other situations where their status is not obvious to third parties, the contractor employees shall identify themselves as contractor employeess to avoid creating the impression in the minds of members of the public that they are Government officials.
5.2.2 All contractors shall ensure the documents and/or reports they produce are suitably marked as contractor products or that contractor participation is appropriately disclosed.
5.3 Defense Base Act (DBA) Insurance.
All personnel performing duties Outside the Continental United States (OCONUS) shall be included in and insured with a policy covering DBA requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.
6.0 TEMPORARY DUTY TRAVEL.
6.0.1 The contractor (lead instructor) shall be based in Cha Am, Thailand, throughout the period of performance of the contract. However, the lead instructor and training specialist(s) shall perform temporary duty (TDY) non-local travel, as required, in the performance of this effort. Specific locations for travel include various locations within Thailand, as well as locations in the following countries specified above in paragraph 2.0.3: Cambodia, Philippines, Vietnam, Indonesia, and Malaysia. The contractor shall obtain written JIATF-W/J3 concurrence prior to submitting to PM/COR for approval. Only required travel previously approved by the COR or PM will be reimbursed under this effort.
6.0.2 In addition to the travel specified in paragraph 6.0.1, the USG anticipates the following contractor travel requirements.
6.0.2.1 The contractor (lead instructor) shall travel to Bangkok, Thailand to support Government coordination actions with the Embassy. The USG anticipates ten (10) trips; each trip shall generally be no longer than three (3) days.
6.0.3 Periodic Progress Meetings: The contractor shall attend any post award meetings convened by the contracting activity or contract administration office IAW Federal Acquisition Regulation Subpart 42.5. The KO, COR, and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the KO will apprise the contractor of how the Government views the contractor's performance and the contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.
7.0 Government Furnished Equipment, Information, or Services (GFE/GFI//GFS). The Government shall provide GFE/GFI/GFM/GFS as summarized in Table 2 below.

8.0 SECURITY
The majority of work performed under this T/O shall be Law Enforcement Sensitive (see definition provided below). In addition, effective performance of this contract will require that the Lead Instructor and supporting instructors have access to U.S. Government information classified at the SECRET level. Therefore, contractor personnel performing work under this contract shall have a Secret Clearance at time of the task order management plan (TOMP) approval, and shall maintain the level of security required for the life of the contract. The contractor shall submit completed clearance packages within ten (10) calendar days of identification of any increased security requirements.
Note: “Law Enforcement Sensitive” is a marking sometimes applied, in addition to the marking “FOR OFFICIAL USE ONLY,” by the Department of Justice and other activities in the law enforcement community, including those within the Department of Defense. It denotes that the information was compiled for law enforcement purposes and should be afforded security in order to protect certain legitimate Government interests.

10.0
DATA REQUIREMENTS.
10.1
T/O QCP. (CDRL A00G)
10.1.1 The contractor shall provide a draft T/O QCP as part of the response to the TORP. At a minimum, the QCP shall address the following.
10.1.1.1 Quality Control (QC) Execution: The plan shall not be cursory, but shall discuss specifically how the prime contractor will execute its QC responsibilities. The T/O QCP shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. Additionally, the plan shall fully describe how subcontractor QC shall be performed. The plan shall address how QC trend analysis and tracking of corrective actions will be accomplished.
10.1.1.2 The T/O QCP shall discuss the prime contractor's management activity that shall provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but shall have a direct line to upper management.
10.1.1.3 Reporting: Monthly status reports shall specifically discuss quality control activities over the reporting period and planned activities for the next period. Information shall specifically address WHO conducted the QC, WHEN was the QC executed, HOW was the QC executed and WHAT the findings and corrective actions were. Trends over time shall be discussed.
10.1.1.4 Invoice Quality Control and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the task order.
10.2 Contractor’s Progress Report. (CDRL A002)
Monthly, a comprehensive progress report shall be delivered to the PM and COR per paragraph 9.0. At a minimum, the report shall contain an overall schedule, the current status of funding on the T/O, accomplishments completed, any potential problems, and any lessons learned. These reports shall be delivered IAW CDRL A002 contractor’s Progress Report of the Basic Contract.
10.3 Meetings, Briefings, and Publications (CDRL A003)
The contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible KO or written designee to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/O’s. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall present and participate in technical discussions and shall inform, in a timely fashion, the KO’s PM of any problems with contract execution and any proposed solutions. The contractor shall attend and participate in other meetings as scheduled by the responsible KO or written designee.
10.4 TOMP. (CDRL A00G)
The contractor shall provide a TOMP that shall define a management system to plan and control this T/O effort. The TOMP shall delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, ODC, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds.

11.1 Student Pre and Post Training Assessment. (CDRL A00G)
The contractor shall provide a report detailing the impact of training instruction on trainee performance. Contractor format is acceptable, but the report shall incorporate quantitative measures at the individual student level. The contractor shall maintain an electronic database of all student assessments and provide information if requested.
11.2 Translated Course Material (in the applicable languages). (CDRL A00G)
The contractor shall provide one copy (English to trainee's language(s)) translated course material for each training course (Checkpoint, CNT, NIC, and IAC) for all students at the beginning of each course, per student for applicable course attended. This will be provided at the beginning of each scheduled course.
11.3 Student Records (Electronic Report). (CDRL A00G)
The contractor shall load the student/unit information and test scores (pre and post) to the Government provided data template. The contractor shall provide student records upon request.
11.4 Student Graduation Certificate. (CDRL A00G)
The contractor shall provide every course graduate with a training certificate. The contractor shall print the certificates using the Government provided format. These certificates shall be ready for distribution no later than one (1) business day prior to course graduation.
