SOLICITATION No. FA4890-14-R-0024
CN & GT Training Support Services
20 April 2015
No REFERENCE COMMENT/QUESTION GOVERNMENT RESPONSE 1 PWS para
3.5.4.7
With the update in the PWS for CN>, please confirm what the Government is looking for in reference to section 3.5.4.7 is that we have a certified Quality
Management Lead Auditor or ASQ CQA certification?
Offerors shall have Quality Management Representative that shall be an ISO 9001:2008 Lead Auditor or ASQ Certified Quality Auditor
(CQA) IAW PWS paragraph 3.1.3.
2 Based on the result of the protest which changed the NAICS code to small businesses with annual revenues of $11M or under, would the government consider changing the award criteria to best value? In order to be technically compliant, small businesses of this size are likely to create diverse teams with a broad range of labor categories.
The Government’s Source Selection methodology for this requirement will remain Lowest Price Technically Acceptable
(LPTA) versus a Trade-Off.
There are 20 labor categories in the Training Support Services ID/IQ, 19 of which include 3 levels of performance (all except the SME labor category). These are the same labor categories for all offerors.
3 Can the USG map the Service Contract Act (SCA) covered labor categories?
Without the mapping, it’s not an apples to apples comparison.
At this time the exact place of performance is unknown and there are difference SCA impacts depending on location. Amendment 0006 adds FAR 52.222-49 Service Contract Labor Standards -- Place of
Performance Unknown. A wage determination for Washington, D.C.
was included to comply with the clause and provide offerors with a standard.
4 Amendment 0005 changed the NAICS from 541330 ($38.5M) to 611430 ($11M).
Obviously, this changes the eligibility of many of the companies who had intended to bid when the NAICS was 541330. When the government conducted market research, did the government determine that there was adequate competition for companies with annual revenue of $11M or less?
Yes, the Government determined that there is a sufficient amount of small businesses capable to perform under the new NAICS code, 611430, for the Government to receive adequate competition.
5 30 Mar Q&As It appears Questions 27-30 are missing. Please confirm and if so, please provide. The questions were numbered incorrectly. There are no questions 27, 28, 29, 30 in the Q&As posted on 30 Mar 15.
6 30 Mar Q&As-
Question #3
The answer to this question states the due date is the April 27, 2015, yet Amendment
0005 states April 28, 2015. Please confirm the due date is April 28, 2015.
Proposals are due on 28 April 2015, 1430 EDT.
7 In the 30 March letter to offerors, it states additional market research was done in order to make the NAICS code change. Does the Government intend to release the names of the companies that were afforded the opportunity to provide update market research information?
The Government's market research indicates that there is reasonable expectation of adequate competition from capable small business for this requirement.
8 L-9.1.1 Labor
Rates
Do Subcontractors need to submit a sealed package to the Government with their proprietary indirect rates?
The labor rates and indirect rates proposed in Table B-1 are the ceiling rates for the prime and all subcontractors. Therefore there is no requirement for subcontractors to submit their indirect rates.
9 Table B-1
Pricing Table
Please clarify whether the government requires that all the proposed OCONUS ceiling labor rates in Table B-1 Pricing Table shall reasonably support the hiring of
US citizens.
Offerors shall propose US citizens for ID/IQ OCONUS labor rates.
