1.0 MISSION OBJECTIVE.

The Department of Defense (DoD) Counter Narco-terrorism Program Office (CNTPO) currently being managed by the Counter Narcotics and Global Threats (CNGT) Division was assigned the mission of establishing and supporting Counter Narco-terrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of Narco-terrorist activities and organizations. This task effort will support the War Fighter in the combating of Narco-terrorism worldwide.

2.0 SCOPE.

2.1 Task Order (T/O) Objective.

The scope of this Task Order (T/O) is to provide and deliver training services for the Nigerian National Drug Law Enforcement Agency (NDLEA), at their Headquarters in Lagos, Nigeria and Training Academy in Jos, Nigeria. This action will support Nigeria’s borders, promote the rule of law, and develop law enforcement capabilities which will support its counternarcotics capacity. Training shall provide students with a thorough knowledge and understanding to improve NDLEA's ability to conduct effective CN operations, to include but not limited to raids and high-risk entry operations.

2.2 Basic Contract References:

This T/O PWS establishes the requirements for the contractor to provide support in the Basic Contract task area of Training (4.3.2.9).

PERFORMANCE REQUIREMENTS.

The contractor shall provide qualified personnel to develop the training plans of instruction (POI) and course material and conduct the follow-on courses for this NDLEA training service requirement. The contractor shall ensure the continuity and consistency of training from individual course development through course execution to ensure effective and standardized student training. The contractor shall provide all personnel, courseware development, International Trafficking in Arms compliance, equipment, and materials necessary to complete this task order unless specifically specified as Government-furnished support in Paragraph 7.0.

3.1 Base Requirements

The contractor shall provide and deliver the training courses in Table 1, Basic Requirements to the NDLEA in accordance with the requirements in paragraphs 3.1 thru 3.5 and Attachment 1, Program of Instruction Course Topics and Instructor Requirements.

3.2 Plans of Instruction (POI) and Course Material (CDRL A00E).

3.2.1The contractor shall develop the POIs and related course material necessary to provide training for the courses identified in the base and any awarded options (Tables 1 and 2, Base Year Optional Courses). The POI and course material developed and delivered under this task order shall be deemed a “special work” as provided by the task order requirements package and DFARS 252.227-7020.
3.2.2The POIs shall address the following sections at a minimum: Course description; course administration; course-level and topic-level learning objectives; instructional methods; student assessment methodology; and student documentation. The proposed phasing, instruction methodology and determination of instructional materials are the responsibility of the contractor. The course material (student documentation) shall include a training syllabus, all presentation slides, handouts, and reference material used to teach the course. The contractor shall provide all POIs and course material to the U.S. Government (USG) for contacting officer (KO) approval in accordance with (IAW) CDRL A00E. A copy of the course material shall be provided to each student at the start of each training class. The contractor shall develop POIs that address the topics listed in Attachment 1. Additional requirements are below:

3.2.2.1 The contractor shall incorporate simulated weapons employment (e.g., Airsoft or equivalent non-destructive/non-marking products) into the POI for the Basic Street Survival and Advanced Tactical Skills courses to achieve a training environment that is as realistic as possible. The NDLEA currently employs the M16, Uzi SMG style weapons, and Smith & Wesson M&P 9mm hand guns. The contractor shall procure, provide, and incorporate these simulated weapons into the instruction.

3.2.2.2 The Advanced Tactical Skills Course shall be a highly interactive, physically demanding, and skills-based training program. The course shall include classroom instruction, but greater than 50% of the course shall take place on the firing range, in and around shoot houses. The training shall use props, such as basic tactical raid equipment and replica and marking cartridge weapons, ballistic shields, batons, and tactical gas masks for tear gas. The Government desires the contractor to also include vehicle props during the practical portion of the Advance Tactical Skills Course, if they are available from the NDLEA at the time of the scheduled course dates. The contractor shall coordinate vehicle availability with the Government in-country representative, 3 business days prior to the class start date. If vehicles are not available, then this prop may be removed from the training. This hands-on learning shall replicate the conditions and situations that NDLEA officers will encounter in the field. The course shall also include many small-group practical exercises, to further prepare participants for working as members of a cohesive team and strengthening their ability to succeed both in the course and in the field once they return to their workplaces.

3.2.2.3 For proposal purposes, the contractor shall assume that NDLEA raids will occur in a variety of environments including urban (e.g., buildings), semi-urban (e.g., gated compounds), and rural (e.g., marijuana fields in remote areas) for the tactical courses. In addition to the above environments, at least one training scenario each shall address a border checkpoint, airport, and seaport.

3.2.2.4 The POI and course of instruction shall include a pre-training and post-training assessment of each student for all courses. This assessment shall not be used to “pass” or “fail” any student, but shall characterize and quantify the change in student knowledge, skills and abilities as a result of course completion (CDRL A00E).

3.2.2.5 A certificate of completion shall be presented to each student at the end of the course.

3.2.2.6 The POI shall assume that all students speak, write and understand English. All course material shall be provided in English language.

3.2.2.7 The contractor shall expect that students will arrive for training with limited law enforcement skills; therefore, the POI shall distinguish “basic” skills and “advanced” skills and show a logical progression in delivering training topics at both skill levels.

3.2.3 All training materials shall be compatible with the Microsoft Office software being used in Nigeria as identified in Table 3, Lagos, Nigeria Government-Furnished Support and Table 4, Jos, Nigera Government-Furnished Support. To ensure Office version compatibility with software being used in Nigeria, copies of electronic versions shall be compatible with Office 2003 and 2007.

3.3 Training Delivery.

3.3.1Using the approved POI and course material, the contractor shall provide academic and practical instructions to deliver courses on-site at the NDLEA Headquarters in Lagos, Nigeria and NDLEA Training Academy in Jos, Nigeria.
3.3.2The Government in-country representative will be responsible for human-rights vetting and will provide a list of students for each training class. The KO will provide the Government in-country point of contact (POC) name and address within 30 days after T/O award. The students will consist of NDLEA, Nigerian Financial Intelligence Unit (NFIU), Nigerian Police Force (NPF), Economic and Financial Crimes Commission (EFCC), and Nigerian Customs Service (NCS) as approved by the Government in-county representative. The Government in-country POC will confirm the participating agencies ten (10) days after contract award.. For planning purposes, the class sizes are listed in Attachment 1.
3.3.3The number of instructors shall not exceed three (3) per class.
3.3.4Training in Lagos, Nigeria shall be based on an eight (8) hour instruction timeframe, at least five (5) days a week, with the exception of Fridays. Normal classroom hours are 0900 to 1700 hours, including lunch. There shall be no training on Fridays from 1300 hours to 1500 for student prayers. The contractor may provide training for only half the day on Fridays or as approved by the COR/PM.
3.3.5Training in Jos, Nigeria shall be based on an eight (8) hour instruction timeframe, at least five (5) days a week, with the exception of Fridays. Normal classroom hours are 0900 to 1700 hours, including lunch. There shall be no training after 1300 on Fridays to permit student prayers. Nighttime and Saturday training is permitted and the contractor shall identify nighttime and Saturday training in the Master Schedule.
3.4Contractor-Procured Training Material.

The contractor shall procure and deliver all equipment, material and items, necessary to execute the T/O requirements. All material and equipment provided for student instruction shall be new and free from defects. The contractor shall request disposition instructions for all residual training equipment 90 days prior to task order completion and properly dispose of equipment per USG instructions prior to completion of the task order.

3.4.1 Jos, Nigeria Training Material. The contractor shall procure and provide the personal protective equipment (PPE) and other specified equipment listed in Attachment 2 to support the training courses at Jos. Attachment 2 identifies the required equipment by training course. For individual PPE items, the contractor shall procure the necessary quantity to support the maximum class size for the base classes and any option classes, as exercised. This PPE shall be issued at the start of each class. The contractor shall procure and provide all required simulated weapons identified in Attachment 2; these simulated weapons shall support all Jos training courses. All equipment specified in Attachment 2 shall be brand name or equivalent.

3.4.2. Lagos, Nigeria Training Material. The contractor shall procure and provide the equipment identified in Attachment 3, for the Advanced Criminal Intelligence Analysis, Evidence Collection and Crime Scene Management, and Mid-Level Management Skill Courses at Lagos. The Government is not specifying any contractor-procured training equipment for the Criminal Enterprise Theory Course other than CDRL A00E course material. All equipment specified in Attachment 3 shall be brand name or equivalent.

3.4.3. (Jos Only) The contractor shall coordinate with either the NDLEA Director of Training, Commandant of Training Academy, or the Training Academy Armorer to obtain end user certification and sign all DSP-83/86 documents. The POC will be made available during the kick-off meeting after award.

3.5 Personnel Qualifications

Contractor personnel performing training instruction shall meet or exceed the education and experience requirements of the Training Specialist labor category, as defined in Attachment 2 of the basic contract. Individual course instructors should have a bachelor’s degree, satisfy the desired instructor requirements identified in Attachment 1, and be a subject matter expert in the field of instruction for the class they are designated to teach.

3.6 Optional Courses

The contractor shall provide and deliver the optional training courses in Table 2 as requested by the government to the NDLEA in accordance with the requirements in paragraphs 3.2 thru 3.5 and Attachment 1. The contractor shall initiate a training course no later than 60 days after exercise of an option. If multiple options are exercised, the contractor shall initiate the first course at both Jos and Lagos no later than 60 days after exercise of an option.

4.0 WORK HOURS AND LOCATION.

The principal place of performance is NDLEA Headquarters in Lagos, Nigeria and the Training Academy in Jos, Nigeria. For performance under this T/O, an average work week in the region requires up to sixty (60) hours per week. No student instruction shall occur on Fridays between 1300 hours to 1500 hours in Lagos or on national and local holidays. There shall only be half day instruction on Fridays in Jos. The normal NDLEA student classroom work day is from 0900 to 1700 hours, including Nigerian meals. Additionally, the Nigerian students have morning and afternoon fifteen (15) minute “tea” breaks. See section 7.0 for all other GFE/GFI/GFM/GFS items related to this task order.

5.0OTHER PERFORMANCE REQUIREMENTS.
5.1Defense Base Act (DBA) Insurance.

All personnel performing duties Outside the Continental United States (OCONUS) shall be included in and insured with a policy covering DBA requirements. DBA insurance for all personnel performing work OCONUS under this task order is required.

5.2 International Trafficking in Arms (ITAR) Export/Technology Transfer Requirements.

The contractor shall comply with all ITAR export license and documentation requirements for the delivery of the training services, materials, and equipment identified in this task order. The contractor shall be responsible for all export control requirements and technical assistance agreements (TAA) necessary to accomplish this task order IAW ITAR. The contractor shall ensure that appropriate TAAs and/or applicable export licenses are in place and all required documentation and approvals have been obtained before conducting any activity under the PWS which requires such approval and documentation. The contractor shall submit approved TAAs five days prior to the start of training and export compliance documentation five days prior to delivery (CDRL A00H). See also CDRL A00H (Licenses, Export Agreements, and Certifications) at Paragraph 8.0 (Basic Contract Deliverables).

5.3 Key Personnel.

Course instructors in Nigeria are designated task order-specific key personnel. The contractor shall inform the KO whenever changes in key personnel are anticipated. The contractor shall provide resumes or documented evidence of key personnel qualifications to the Government COR/PM and KO for review prior to personnel deployment.

5.4.Restrictions.
5.4.1Contractors shall not possess or carry weapons or ammunition while in Nigeria.
5.4.2The Government has determined there are no Nigerian government restrictions regarding use of simulated firearms for training and breaching instruction, including prior approvals, time of day restrictions.
5.5Shipping.

The contractor shall ship all equipment or materials required in care of the NDLEA National Training Academy, Jos, Nigeria or NDLEA Headquarters, Lagos, Nigeria to the attention of the identified USG in-country representative.

5.6 Pre-deployment and In-Country Support.

5.6.1 The contractor shall satisfy all requirements for entry and work performance as stated in the Department of State Foreign Clearance guide prior to leaving CONUS. For planning purposes, the expected pre-deployment and clearance process could take a minimum of forty-five (45) to sixty (60) days. Additionally, the contractor shall check with the USG in-country representative to determine if there are any State Department imposed or recommended travel restrictions to the training locations prior to the instructors’ travel. The USG will identify the appropriate in-country representative during the kick-off meeting. Instructors shall be prepared to evacuate in the event emergency travel restrictions or evacuations of American citizens are recommended or mandated by the Embassy.

5.6.2The contractor shall obtain an approved contractor Letter of Authorization via the Synchronized Pre-Deployment Operational Tracker (SPOT) system.
5.7.Contractor Furnished Support
5.7.1.The contractor shall provide student handouts of all course materials in a hard copy notebook and provide electronic copies for instructor level courses.

5.7.2. The contractor shall be responsible for paying for fuel used to power the generators at Lagos and Jos on a cost reimbursable basis. For Lagos, there is one 500 KVA generator that powers the entire facility. The contractor shall provide a fuel contribution of 48 liters per day of classroom instruction. For Jos, the instructors use two generators. The contractor shall provide a fuel contribution of 30 liters per day for the 20 KVA generator connected to the Commandant’s residence, which is used for instructor preparation and during the evenings. Additionally, there is an 8 KVA generator powering the classroom and the contractor shall provide 12 liters per day of classroom instruction.

5.7.3.Meals and Refreshment.
5.7.3.1.The contractor shall provide basic refreshments (light snacks and coffee/tea) in the morning and afternoon of each training day in both Jos and Lagos. Refreshments are not required for any training sessions removed from the schedule on Fridays. The contractor shall provide one fifteen (15) minute break from classroom or field training for morning and afternoon refreshments. The contractor shall provide snacks that are regionally acceptable, sensitive to regional customs, and religious dietary limitations of students.
5.7.3.2.The contractor shall provide and distribute allowances or vouchers for lunch meals during each training day, including Friday, to students attending training in Lagos, Nigeria. The contractor shall provide allowances or vouchers only up to the costs of lunches in the cafeteria or caterer at the NDLEA headquarters in Lagos, Nigeria. For students attending the training courses at Jos, Nigeria, the contractor shall provide or cater breakfast, lunch, and dinner meals, including Fridays and weekends for the length of the course. The contractor shall provide meals that are regionally acceptable, sensitive to regional customs, and religious dietary limitations of students.
5.8Class Scheduling

The contractor shall propose a training schedule in the master schedule (CDRL A00G) for accomplishing the training classes identified in the base and any exercised options. Upon Government review and approval of the CDRL, this schedule will set the baseline for class execution on the task order. The Government in-country representative will provide the list of vetted students to the contractor prior to each class. Any required changes to the class scheduling shall be submitted as an update to CDRL A00G for KO review and approval.

5.9 Value Added Tax (VAT), Customs, Duties.

The contractor shall be responsible for all associated taxes (e.g. VAT), duties and customs fees, and other related charges. The contractor shall work with the USG in-country representative identified by the KO within 30 days after task order award to seek waivers or exemptions to preclude the payment of a VAT tax, customs fees, duties and other related charges. Any VAT tax, customs fees, duties and other related charges that are not waivered will be a reimbursable expense IAW the basic contract.

6.0 TEMPORARY DUTY TRAVEL.

The contractor shall perform TDY non-local travel, as required in the performance of this effort. Specific locations for travel include Nigeria. All travel required and approved under this effort will be paid IAW the Basic Contract by reimbursement to the contractor. Only required travel previously approved by the COR will be reimbursed under this effort.

7.0 GOVERNMENT FURNISHED EQUIPMENT, INFORMATION, MATERIAL OR SERVICES (GFE/GFI/GFM/GFS).

7.1 GFE/GFI/GFS: Lagos, Nigeria.

7.1.1 The Government will provide GFE/GFI/ GFS as identified in Table 3 below.

7.2GFE/GFI/GFM/GFS; Jos, Nigeria.
7.2.1The Government shall provide GFE/GFI/ GFS as follows and identified in Table 4, Jos, Nigeria Government-Furnished Support.
7.2.2Addition to the information:
7.2.2.1Transportation and security will be provided by NDLEA personnel. The contractor shall remain on the academy grounds throughout the deployment period. The contractor shall coordinate transportation and security requirements with the Government in-country representative for approval as required.
7.2.2.2The Commandant’s residence is a three (3) bedroom home with fully functional kitchen, cable television, operational bathrooms, air-conditioning and a portable generator. The residence has a lockable room for material storage, if required.
7.2.2.3There is a full-time caterer on the grounds at the NDLEA Training Academy for preparation of special meals in the Commandant’s residence. The contractor is responsible for the cost of any food purchased at local markets.
7.2.2.4There is approximately 100 meters of clearance for simulated weapons training, physical fitness training and other practical skills training. There are several unoccupied buildings that can be used for training building breaching, searching, and clearing procedures, as well as, simulated firearms training. At least one of the buildings can be used to simulate room-to-room clearing. No existing targets or target holders are available.
7.2.2.5The contractor will have access to the NDLEA Training Academy carpenter for repairs and minor woodworking associated with doors and door frames used in breaching training. The contractor shall be responsible for the cost of repair materials. The contractor shall be responsible for repairing or replacing any damaged doors or door framing as a result of breaching training. It is preferred that existing doors and frames be temporarily replaced with sacrificial wooden substitutes. The contractor shall purchase materials as necessary for repairs. There is a building supply store near the academy which the contractor may consider for purchase of materials.
7.2.2.6Access to multiple classrooms equipped with a projector, laptop and public address system. Air-conditioned classrooms seat approximately twenty (20) people and the classrooms without air conditioning seat approximately forty (40) people.

9.1 Contractor’s Progress Report. (CDRL A002)

The Contractor shall provide a monthly report summarizing:

· Accomplishments and activities for the previous month

· Schedule status

· Key personnel changes/rotations for the previous month

· Problems/Issues

· Lessons Learned, as applicable

· Upcoming activities

· Cost report for reimbursable CLIN(s) detailing award amount, contract budget amount, actual monthly cost incurred, cumulative actual costs incurred, cost obligated but not incurred, estimate at completion, variance, and comments Additionally, these reports shall be delivered in accordance with CDRL A002 Contractor’s Progress Report of the Basic Contract.

9.2 Task Order Management Plan. (CDRL A00G)

The contractor shall provide a management plan that defines a management system to plan and control this T/O effort. The management plan must delineate how the contractor plans to accomplish the effort supporting the specific T/O, to include a breakout of Direct Productive Person Hours (DPPHs), travel, material, other direct charges, DBA Insurance, a milestone schedule, and a schedule for the planned expenditure of funds. The contractor shall provide a listing of their key personnel as well as a proposed list of key management personnel.

At a minimum, but not limited to, the contractor’s Management Plan shall include the following:

· Mobilization Plan

· Project Team Organization Structure

· Roles and Responsibilities

· Cost Management

· Schedule Management

· Resource Management

· Technical Management of the Task

· Risk Management

· Configuration and Data Management

· Quality Management

· Monitoring and Control

9.3 Task Order Quality Control Plan. (CDRL A00G)

The contractor shall provide a draft T/O Quality Control (QC) Plan with their response to the TORP. At a minimum, the T/O QC Plan shall address the following:

· QC Execution: The plan shall discuss specifically how the prime contractor shall execute its QC responsibilities. The T/O QC Plan shall include a clearly defined QC process, key performance indicators, QC schedules and QC personnel, by name, to include those that will be performing subcontractor oversight and oversight of activities in-theater. The plan shall address how QC trend analysis and tracking of corrective actions will be accomplished. The T/O QC Plan shall discuss the prime's management activity that will provide oversight and involvement in the QC process. QC personnel should not be buried in the organization, but should have a direct line to upper management.

· Reporting: Monthly status reports shall specifically discuss QC activities over the reporting period and planned activities for the next period. Information shall specifically address who conducted the QC, when was the QC executed, how was the QC executed and what the findings and corrective actions were. Trends over time shall be discussed.

· Invoice QC and Review: The contractor shall discuss how invoice reviews will be conducted, to include discussion on how the primes, subcontractor and supplier supporting data will be reviewed for consistency with task order requirements and the contractor's approach to execute the T/O.

9.4 Program Reviews. (CDRL A004)

The contractor shall support Program Reviews (commonly called Program Management Reviews (PMRs) in support of CNTPO which typically occur once per calendar quarter, but may be scheduled as necessary. Formats for PMRs will be provided by the COR ahead of its scheduled dates. In addition, the dates and locations will be announced well in advance of the meetings. In some cases, time will be allotted for the contractor to meet individually with representatives from CNTPO to discuss contractual issues.

9.5 Master Schedule (CDRL A00G)

The contractor shall provide a Master Project Schedule for Government approval. The contractor shall create, maintain and report the schedule in conjunction with the progress report after initial delivery. The schedule shall cover all phases of the project from kick-off to task order close out. The contractor’s Master Schedule shall include, but not be limited to, the following information:

· Timeline for providing proposed staffing

· Mobilization requirements and timeline for initiating task order-required training

· Timeline for TAA and export documentation as required

· Timeline for Training Course Title, Course Dates, and Instructor Name(s) The Master Schedule shall include a baseline schedule, against which actual training shall be compared on prior to start of each class. The baseline schedule shall be maintained throughout the execution of the task order. Changes to the baseline schedule shall be fully documented and approved by the Government.

9.6 Licenses, Export Agreements & Certifications (CDRL A00H)

The contractor shall provide export control documentation and TAAs, to include a cover letter describing: Purpose of submission, POC, Contract/TORP Number, description of each attachment, original document(s) and nomenclature (if it is a revision). Attachments shall be originals or certified originals and be dated and signed by a cognizant authority, and indicate specific agreement terms. English translation of foreign language documents is required.

9.7 Status Meetings. (CDRL A003)

The contractor shall participate in technical interchange meetings, to be scheduled upon request of the responsible KO or written designee to discuss and to informally evaluate the contractor’s efforts and accomplishments in direct relation to specific T/O’s. During the meetings, the contractor shall present necessary data to enable a joint review of its various assigned tasks, attendant schedules, and resource expenditures. The contractor shall attend and participate in other meetings as scheduled by the responsible KO or written designee.

9.8Plan of instruction (POI) and course Material (CDRL A00E)
9.8.1The contractor shall provide the POIs and course material as specified in sections 3.2. Additionally, the POIs shall identify any required training props and associated safety management issues.
9.8.2The contractor shall provide one (1) full set course materials for each course for USG review and approval. Course materials shall include:

· Presentation materials, accompanied by lecturer notes covering key learning objectives

· Course handouts and associated reference material that will be provided to each student

· Course assessment materials

Contractor format is acceptable.

9.9Student Training Completion Certificate and Student Pre-/Post-Assessment Report (CDRL A00E)
9.9.1The contractor shall determine time during the final day of the course, within the classroom, to present each student a certificate of completion. Training certificate shall reflect as a minimum, the title of course, dates attended, and student’s name. The contractor shall maintain a record of all students who have attended and completed each course and provide a copy to USG IAW CDRL instructions.
9.9.2The contractor shall provide a report detailing the impact of training instruction on trainee performance as described in 3.2.2.4. Contractor format is acceptable, but the report should incorporate quantitative measures at the individual student level. The contractor shall maintain an electronic database of all student assessments and provide information if requested.
9.10Weekly Situation Report (SITREP)

The contractor shall provide a weekly SITREP during instructor deployment periods. In addition to the recipients identified in Table 5, the contractor shall also provide the weekly SITREP to US Embassy Regional Security Office (AbujaRSO-GG@state.gov). The weekly SITREP shall provide a short synopsis of the following areas for both Lagos and Jos, as applicable:

· Weekly accomplishments

· Instructor status (e.g., projected turnover, new arrivals, departures)

· Contact information for each instructor listed in the SITREP (telephone numbers and email address while in Nigeria)

· Security update (e.g., security concerns, reports of security issues developed from local contacts, local incidents)

· Communications status and any interruptions during reporting period (Internet and cellular phone service)

· Training facility, course status, student updates, support issues as necessary.
