Afghan National Security Forces (ANSF) Special Operations Fixed Wing Training and bridge

1.0
MISSION OBJECTIVE
The DoD Counter-Narcoterrorism Program Office (CNTPO) was established to create Counter-Narcoterrorism Technology (CNT) networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narcoterrorist activities and organizations. This task effort will support the War Fighter in combating narcoterrorism worldwide.
2.0
SCOPE
The scope of this Task Order (T/O) is to provide Afghanistan-based contracted flight training services in support of the Afghan National Security Forces’ (ANSF) Special Operations Forces (SOF) (of the Special Mission Wing (SMW)) at Kabul International Airport, Afghanistan. Key aspects of the training requirements include delivery of PC-12/47E aircrew training and related services for pilots and mission systems operators (MSOs). There are options to provide PC-12/47E aircraft and training devices to support executed training courses; PC-12/47E aircraft contractor logistics support (CLS) services; PC-12/47E maintenance training; and other directed training courses.
2.1 Task Order Objective
The T/O objective is to provide ANSF SOF SMW personnel with the necessary knowledge and skills to perform their particular specialty through a course or courses of instruction with minimal supervision. Upon graduation from each course, the graduate shall be competent to perform their particular specialty, to include all tasks contained therein.
2.2 Background and Overview
An assessment of ANSF SOF aviation requirements identified a need for additional aviation assets and capabilities to meet critical operational needs. To meet these operational needs, the ANSF SOF SMW will conduct airborne operations to include 1) intelligence, surveillance, and reconnaissance (ISR), 2) casualty evacuation (CASEVAC), 3) air mobility, and 4) combat service support (CSS) in support of counterterrorism (CT), counternarcotics (CN), and other special operations. The Pilatus PC-12/47E aircraft has been selected to execute both the training and operational ANSF SOF aviation missions. The USG will eventually provide all required aircraft. It is anticipated that the delivery of the GFE aircraft will begin on or about September 15, 2013, with one delivered each month after that for the next 18 months. In the event that there is a delay in delivery of the aircraft, the USG may exercise an option that will authorize the contractor to provide aircraft needed for any training classes within the base effort along with any training options exercised at that time. The Contractor is responsible for providing, as a minimum, initial qualification training (IQT) for aircrews, including pilots and MSOs.
The desired end state for the Base training effort is to graduate a cadre of pilots qualified for day and night PC-12/47E operations in visual meteorological conditions (VMC) and instrument meteorological conditions (IMC); a cadre of MSOs with initial qualification in the mission area of ISR; and familiarization with 1) CASEVAC operations, 2) air mobility, including small bundle airdrop, and 3) Combat Service Support (CSS).
2.3 Basic Contract References
This T/O PWS establishes the requirements for the contractor to provide support in the Basic Contract task area(s) of: 4.3.2 Training, Operations, and Logistics support; 4.3.2.9 Training; 4.3.2.10 Conveyance Purchase, Refurbishment, Leasing, Operation, and Support (Aircraft, vehicle, vessels); 4.3.3 Professional and Executive Support; 4.3.3.1 Professional, Management, Administrative and Program Support.
3.0 Task Order PERFORMANCE REQUIREMENTS.
3.1 Initial Qualification Training (IQT) for PC-12/47E Pilots (Base Period and Option Year 1)
3.1.1 The objective of the PC-12/47E Aircraft Pilot Initial Qualification Training (IQT) is to provide pilots the initial qualification in the PC-12/47E aircraft based on the following requirements:
a. All training shall be conducted in the English language. All students will have been screened by the U.S. Government to ensure they possess an English Comprehension Level (ECL) of at least 80, or International Civil Aviation Organization (ICAO) Level 4 English, and meet medical/mental aptitude standards required for international flight students.
b. The contractor shall provide the capacity and capability to train up to 24 pilots per year in up to 6 classes per year; however, the number of students will vary within limits as described in paragraph 3.1.1.e. below.
c. Currently planned class start dates and students per class for the Base Year are:

e. Class size shall not exceed 4 students. The expected minimum class size is 2 students.
f. All students shall receive a comprehensive ground and flight evaluation prior to course graduation from a USAF authorized Flight Examiner. Successful completion of this evaluation will be documented in the students’ course records.
g. All students shall be recent graduates (within three years of graduation) of an Undergraduate Pilot Training in either Afghanistan or the United Arab Emirates.
h. If the previously attended Undergraduate Pilot Training course did not provide the pilot with an Instrument Rating, the contractor shall immediately notify the Contracting Officer (KO), Contracting Officer’s Representative (COR), and the Technical Monitor (TM). If required by the USG, there are provisions within this PWS for a Pilot Instrument Rating Training (IRT) Course in conjunction with this PC-12/47E Pilot IQT course. See Optional Pilot Instrument Rating Training (IRT) section.
i. Contractor shall provide student clothing and equipment necessary for training as stated in Appendix M.
j. All students will be Government Furnished Students for Training (GFST).
3.1.2.
Program of Instruction (POI) for PC-12/47E IQT (CDRL A00E)
a. The contractor shall develop a proposed POI for PC-12/47E IQT and obtain approval from the COR before beginning any student instruction.
b. The POI shall include a syllabus of instruction that addresses at a minimum the items listed in Appendix B, Development Requirements for POIs and Syllabi.
c. The POI shall require graduates of PC-12/47E IQT to demonstrate knowledge, skills and abilities (KSA’s) that meet or exceed the Minimum Essential Training List (METL) contained in Appendix C, METL for Pilot IQT.
d. The POI shall be reviewed at least annually and modified as necessary to reflect lessons learned.
3.1.3 Academics, Training and Training Devices for PC-12/47E IQT
a. Using the approved POI, the contractor shall provide ground school academic instruction in a classroom environment.
b. The contractor shall incorporate instructor-led training, audio-visual training aids, training devices, practical demonstrations, and competency assessments into the PC-12/47E IQT academic instruction.
c. Pilot Desktop Training devices for PC-12/47E IQT will be provided by the Government (see Appendix N for details).
d. The Contractor shall procure miscellaneous and incidental materials, services, and equipment to support the IQT course of instruction. This shall be noted as CAM and shall be tracked in the Contractor’s property management system. A sample of these type items would include printers, cartridges, overhead projectors and replacement bulbs, satellite internet service, flight manuals, briefing materials, teaching materials, and other items. Authorization to procure items shall be obtained from the TM, COR, or KO prior to procurement.
3.1.4 Flight Instruction for PC-12/47E IQT Student to instructor ratio shall not exceed 2:1 during IQT. See section 3.1.1 (d) for the minimum and maximum student count per class.
3.2 IQT for Mission System Operators (MSO) (Base Period, and Option Year 1)
3.2.1 The main objective of the MSO IQT is to provide MSOs initial qualification in the mission area of ISR (See Appendix N). The additional objective of MSO IQT is to provide MSOs familiarization training in 1) CASEVAC operations, 2) air mobility, including small bundle airdrop, and 3) combat service support. Such training may include familiarization with communications satellites, imagery, radar systems, sensors, detection systems, unmanned aerial vehicles and comprehensive information and support systems. Initial qualifications will be based on the following requirements:
a. All training will be conducted in the English language. All students will have been screened by the U.S. Government to ensure they possess an ECL of at least 80, or ICAO Level 4 English, and meet medical/mental aptitude standards required for international flight students.
b. The contractor shall provide the capacity and capability to train up to 12 MSOs per year with up to three (3) classes per year. The number and frequency of students available for training will vary.
c. Currently planned class start dates and students per class for the Base Year are:

e. Class size shall not exceed 4 students. The expected minimum class size is 2 students.
f. All students shall receive a comprehensive ground and Part Task Trainer device evaluation prior to course graduation from a USG-provided authorized Flight Examiner; unless the optional Contractor Flight Examiner has been exercised. Successful completion of this evaluation will be documented in the students’ course records. The Part task trainer device will be provided as GFE.
g. Contractor shall provide student clothing and equipment necessary for training as stated in Appendix M.
h. All students will be GFST.
3.2.2 POI for MSO (CDRL A00E)
a. The contractor shall develop a proposed POI for MSO IQT and obtain approval from the COR before beginning any student instruction.
b. The POI shall include a syllabus of instruction that addresses at a minimum the items listed in Appendix B, Development Requirements for POIs and Syllabi.
c. The POI shall require graduates of MSO IQT to demonstrate knowledge, skills and abilities (KSA’s) that meet or exceed the Minimum Essential Training List (METL) contained in Appendix C, METL for MSO IQT.
d. The POI shall be reviewed at least annually and modified as necessary to reflect lessons learned.
e. The POI shall assume that students have no flying experience.
f. The POI shall include an Air Operations Familiarization Phase early in MSO IQT. This phase shall be designed to introduce the student to basic terms and concepts related to flight operations and shall provide familiarization flights designed to introduce MSO candidates to the rigors of operating in flight. See Appendix C METL for further details.
g. In the MSO IQT phase, the POI shall include ISR academics and ground training on ISR equipment including the Part Task Trainer. See Appendix C METL for further details.
h. In the MSO IQT phase, the POI shall also include familiarization training in 1) CASEVAC operations, 2) air mobility, including small bundle airdrop, and 3) combat service support during MSO IQT. See Appendix C METL for further details.
i. The POI shall include, as a minimum, an introduction to ISR, academics and ground training on ISR equipment including the Part Task Trainer.
j. At the completion of MSO IQT the student should be prepared to enter into the Mission Qualification phase of training on a PC-12/47E aircraft.
3.2.3 Academics, Training and Training Devices for MSO
a. Using the approved POI, the contractor shall provide academic instruction in a classroom environment to teach key knowledge areas in ISR operations. Academics shall also provide familiarization on 1) CASEVAC operations, 2) air mobility, including small bundle airdrop, and 3) combat service support.
b. The contractor shall incorporate instructor-led training, audio-visual training aids, training devices (mock-ups of USG provided PC-12 aircraft specifications), practical demonstrations, and competency assessments into the MSO IQT academic instruction.
c. ISR Part Task Training devices for MSO IQT will be provided by the Government and shall be incorporated to provide realistic training on equipment similar to that installed on mission equipped PC-12/47E aircraft (see Appendix N for details).
d. The Contractor shall procure miscellaneous and incidental materials, services, and equipment to support the MSO course of instruction. a. The POI Air Operations Familiarization Phase shall introduce the student to basic terms and concepts related to flight operations and shall provide familiarization flights designed to introduce MSO candidates to the rigors of operating in flight.
b. Student to instructor ratio shall not exceed 2:1 during MSO IQT. See section 3.2.1 (d) for the minimum and maximum student count per class.
3.3 Summary of Options

3.4 Option A: PC-12/47E Aircraft for Training (1st 6 Month Base Period) The objective is to provide the appropriate number of airframes to support the executed training courses for a six month period. The provided aircraft is not required to be NVG compatible.
a. The Contractor shall provide the aircraft required to support the IQT, MSO, Maintenance Technician, and other trainings being executed.
b. This requirement may increase if option items under this PWS are executed. The number and frequency with which students are accessible for training will vary.
c. This option will only be exercised in the event of a delay in the GFE aircraft.
d. The aircraft shall be in place at Kabul International Airport, Afghanistan and ready for training no later than 60 days after Option Exercise.
3.5 Option B: PC-12/47E Aircraft for Training (2nd 6 Month Base Period) The Contractor shall provide the appropriate numbers of airframes to support the executed training courses for a six month period. Requirements are the same as described in Section 3.4.
3.6 Option C: Contractor Logistics Support (CLS) for PC-12/47E Aircraft (1st 6 Month Base Period) The contractor shall provide all CLS for contractor provided PC-12/47E Aircraft for a six month period. This includes, but is not limited to, all actions required to maintain all aircraft, subsystems, and ground support equipment.
a. The contractor shall perform all maintenance, scheduled and unscheduled, in accordance with Federal Aviation Administration (FAA) directives and FAA approved Original Equipment Manufacture’s (OEM’s) maintenance requirements.
b. The contractor required actions shall include, but are not limited to, launch, recovery, cleaning, towing, flight line servicing, and fault isolation.
c. The contractor shall provide all maintenance personnel, computer equipment, software, spares, special tools and equipment required to support and successfully execute this CLS requirement.
d. The contractor shall generate aircraft sorties for training at a rate that will support student training noted within the PWS.
e. The contractor shall use required Federal Aviation Administration (FAA) and Original Equipment Manufacturer (OEM) practices to maintain the aircraft airworthiness certification for each aircraft.
f. The contractor shall ensure aircraft mechanics are European Aviation Safety Agency (EASA), Joint Aviation Authority (JAA), or Federal Aviation Administration (FAA) certified or equivalent.
g. This option will only be exercised in the event of a delay in the GFE aircraft.
3.7 Option D: Contractor Logistics Support (CLS) for PC-12/47E Aircraft (2nd 6 Month Base Period) The contractor shall provide all CLS for contractor provided PC-12/47E Aircraft for a six month period. The requirements are the same as described in Section 3.6.
3.8 Option E: Pilot Instrument Rating Training (IRT) (1st Class, Base Period)
3.8.1 The objective of IRT is to provide training to pilots yet to receive qualifications required in order to fly under Instrument Flight Rules (IFR). Training shall include appropriate IFR academics as well as IFR training in aircraft in either actual or simulated instrument conditions.
a. All training shall be conducted in the English language. All students will have been screened by the U.S. Government to ensure they possess an ECL of at least 80, or ICAO Level 4 English, and meet medical/mental aptitude standards required for international flight students.
b. The contractor shall provide the Pilot IRT Course in conjunction with, as a separate track to the PC-12/47E Pilot IQT course, or as a standalone course. See PC-12/47E IQT section. Training event flow should be designed such that the pilot’s IRT is integrated with PC-12/47E IQT to optimize efficiency of training.
c. The contractor shall provide the capacity and capability to train one class for this option. Class size shall not exceed 4 students. The expected minimum class size is 2 students.
d. Contractor shall evaluate each student’s available clothing and equipment on hand and required to complete this course and make a determination for properly provisioning each student with the appropriate student clothing and equipment necessary (per Appendix M) to complete this training. In some cases, this will mean a full issue for a student due to extended age/wear or absence of their on hand clothing and equipment, and in other cases, it will mean a partial issue for a student.
e. All Students will be GFST.
3.8.2 POI for IRT Training (CDRL A00E)
a. The contractor shall develop a proposed POI for Pilot IRT and obtain approval from the COR before beginning any student instruction.
b. The POI shall include a syllabus of instruction that addresses at a minimum the items listed in Appendix B, Development Requirements for POIs and Syllabi.
c. The POI shall require graduates of Pilot IRT to demonstrate knowledge, skills and abilities (KSA’s) that meet or exceed the Minimum Essential Training List (METL) contained in Appendix E, METL for IRT.
d. The POI shall be reviewed at least annually and modified as necessary to reflect lessons learned.
e. The POI shall assume that candidates are recent graduates (within three years of graduation) of an Undergraduate Pilot Training program with no training in instrument flying.
3.8.3 Academics, Training and Training Devices for IRT Training
a. Using the approved POI, the contractor shall provide ground school academic instruction in classroom and various hands-on environments as appropriate.
b. The contractor shall incorporate instructor-led training, audio-visual training aids, training devices, practical demonstrations, and competency assessments into the Pilot IRT academic instruction.
c. Training and training devices for IRT shall be provided by the USG, such as the pilot desktop trainer device.
3.8.4 Flight Instruction for IRT Training
a. Using the approved POI, the contractor shall provide flight training such that each student will receive a minimum of 40 hours of instruction with 25 sorties flown.
b. Student to instructor ratio shall not exceed 2:1 during IRT.
3.9 Option F: Pilot IRT (2nd Class, Base Period)
The objective of this option is to provide additional training to pilots who have not received the qualifications required in order to fly under Instrument Flight Rules (IFR).
a. See Sections 3.8.1, 3.8.3, and 3.8.4 of IRT Training (1st Class, Base Period) for requirements to this 2nd Class, Base Period.
b. The contractor shall provide the capacity and capability to train one class for this option.
3.10 Option G: Aircrew Proficiency Training (1st 20 hours, Base Period)
a. Proficiency training shall be provided to PC-12/47E qualified pilots and MSOs.
b. Pilot individual requirements shall be reviewed and used to plan each flight to maximize use of aircraft resources. On each graduate sortie, the pilot shall practice knowledge, skills and abilities (KSA’s) defined in the Minimum Essential Training List (METL) contained in Appendix F, METL for Aircrew Proficiency Training.
c. MSOs shall participate as available with the primary objective of enhancing their understanding of aircraft flight operations.
d. For this Option, the contractor will provide instruction for 20 flight hours to be used for proficiency training as required for ANSF SOF SMW pilots, including PC-12/47E Mission Qualification Training (MQT) students and PC-12/47E Air Advisor Instructors. Aircraft to be used for this training shall be either Contractor-provided aircraft (if exercised) or GFE aircraft .
e. All Students will be GFST.
3.11 Option H: Aircrew Proficiency Training (2nd 20 hours, Base Period)
a. See Sections 3.10 Aircrew Proficiency Training (1st 20 hours, Base Period) for requirements to this 2nd 20 hours, Base Period.
b. For this Option the contractor will provide instruction for 20 flight hours to be used for proficiency training as required for ANSF SOF SMW pilots, including PC-12/47E Mission Qualification Training (MQT) students and PC-12/47E Air Advisor Instructors. Aircraft to be used for this training shall be either Contractor-provided aircraft (if exercised) or GFE aircraft.
3.12 Option I: Aircrew Proficiency Training (3rd 20 hours, Base Period)
a. See Sections 3.10 Aircrew Proficiency Training (1st 20 hours, Base Period) for requirements to this 3rd 20 hours, Base Period.
b. For this Option the contractor will provide instruction for 20 flight hours to be used for proficiency training as required for ANSF SOF SMW pilots, including PC-12/47E Mission Qualification Training (MQT) students and PC-12/47E Air Advisor Instructors. Aircraft to be used for this training shall be either Contractor-provided aircraft (if exercised) or GFE aircraft.
3.13 Option J: Aircrew Proficiency Training (4th 20 hours, Base Period)
a. See Sections 3.10 Aircrew Proficiency Training (1st 20 hours, Base Period) for requirements to this 4th 20 hours, Base Period.
b. For this Option the contractor will provide instruction for 20 flight hours to be used for proficiency training as required for ANSF SOF SMW pilots, including PC-12/47E Mission Qualification Training (MQT) students and PC-12/47E Air Advisor Instructors. Aircraft to be used for this training shall be either Contractor-provided aircraft (if exercised) or GFE aircraft.
3.14 Option K: Night Vision Goggle (NVG) Training (1st Class, Base Period)
3.14.1 The objective of the NVG Qualification Training Course is to provide PC-12/47E aircrews (Pilots and MSOs) initial qualification on operating with NVGs in the PC-12/47E aircraft. The GFE PC-12/47E aircraft are NVG compatible.
a. All training will be conducted in the English language. All students will have been screened by the U.S. Government to ensure they possess an ECL of at least 80, or ICAO Level 4 English, and meet medical/mental aptitude standards required for international flight students.
b. The contractor shall provide the capacity and capability to train one class with up to 4 students. The expected minimum class size is 2 students.
c. All Students will be GFST.
3.14.2 POI for NVG Training (CDRL A00E)
a. The contractor shall develop a proposed POI for NVG Qualification Training and obtain approval from the COR before beginning any student instruction.
b. The POI shall address the following minimum sections: Course Description; Course Administration; Academic/Ground/Emergency Procedures; and Flying Training.
c. The POI shall require graduates of NVG Qualification Training to demonstrate knowledge, skills and abilities (KSA’s) that meet or exceed the Minimum Essential Training List (METL) contained in Appendix G, METL for NVG training.
d. The POI shall be reviewed at least annually and modified as necessary to reflect lessons learned.
3.14.3 Academics, Training, and Training Devices for NVG Training
a. Using the approved POI, the contractor shall provide academic instruction in a classroom and various hands-on environments as appropriate.
b. The contractor shall incorporate instructor-led training, audio-visual training aids, training devices, practical demonstrations, and competency assessments into the academic instruction.
3.14.4 Flight Instructions for NVG Training
Student to instructor ratio shall not exceed 2:1 during NVG Qualification Training.
3.15 Option L: NVG Training (2nd Class, Base Period)
The objective of this option is to provide PC-12/47E aircrews (Pilots and MSOs) initial qualification on operating with NVGs in the PC-12/47E aircraft. The GFE PC-12/47E aircraft are NVG compatible.
a. See Sections 3.14.1, 3.14.3 and 3.14.4 of NVG Training (1st Class, Base Period) for requirements to this 2nd Class, Base Period.
b. The contractor shall provide the capacity and capability to train one class with up to 4 students.
3 Option M: PC-12/47E Aircrew Instructor (Instructor Pilot and Instructor MSO) Qualification Training Course (1st Class, Base Period)
3.16.1 The objective of PC-12/47E Aircrew Instructor Qualification Training is to provide pilots and MSOs Instructor qualification in the PC-12/47E aircraft.
a. All training will be conducted in the English language. All students will have been screened by the U.S. Government to ensure they possess an ECL of at least 80, or ICAO Level 4 English, and meet medical/mental aptitude standards required for international flight students.
b. The contractor shall provide the capacity and capability to train one class with up to 4 pilots and 4 MSOs. Class size shall not exceed 4 pilots and 4 MSOs. The expected minimum class size is 2 pilots and 2 MSOs.
c. Contractor shall evaluate each student’s available clothing and equipment on hand and required to complete this course and make a determination for properly provisioning each student with the appropriate student clothing and equipment necessary (per Appendix M) to complete this training. In some cases, this will mean a full issue for a student due to extended age/wear or absence of their on hand clothing and equipment, and in other cases, it will mean a partial issue for a student.
d. All Students will be GFST.
3.16.2 POI for Aircrew Instructor Qualification Training (CDRL A00E)
a. The contractor shall develop a proposed POI for Aircrew Instructor Training and obtain approval from the COR before beginning any student instruction.
b. The PC-12/47E Aircrew Instructor Qualification Training Course shall include provisions for both Instructor Pilot (IP) qualification training and Instructor Mission Systems Operator (MSO) qualification training.
c. The POI shall address the following minimum sections: Course Description; Course Administration; Academic/Ground/Emergency Procedures; and Flying Training.
d. The POI shall require graduates of PC-12/47E Aircrew Instructor Training to demonstrate knowledge, skills and abilities (KSAs) that meet or exceed the METL contained in Appendix H, METL for Aircrew Instructor Training.
e. The POI shall be reviewed at least annually and modified as necessary to reflect lessons learned.
3.16.3 Academics, Training and Training Devices for Aircrew Instructor Qualification Training
a. Using the approved POI, the contractor shall provide ground school academic instruction in classroom and On-the-Job training environments. This includes, but is not limited to training laboratories, training devices, and aircraft.
b. The contractor shall incorporate instructor-led training, audio-visual training aids, training devices, practical demonstrations, and competency assessments into the PC-12/47E Instructor academic instruction.
3.16.4 Flight Instruction for Aircrew Instructor Qualification Training Student to instructor ratio shall not exceed 2:1 for this course.
3.17 Option N: PC-12/47E Aircrew Instructor (Instructor Pilot and Instructor MSO) Qualification Training Course (2nd Class, Base Period) The objective of this option is to provide pilots and MSOs Instructor qualification in the PC-12/47E aircraft.
a. See Sections 3.16.1, 3.16.3 and 3.16.4 of Aircrew Instructor Training (1st Class, Base Period) for requirements to this 2nd Class, Base Period.
b. The contractor shall provide the capacity and capability to train one class with up to 4 pilots and 4 MSOs. Class size shall not exceed 4 pilots and 4 MSOs. The expected minimum class size is 2 pilots and 2 MSOs.
3.18 Option O: PC-12/47E Functional Check Flight (FCF) Pilot Qualification Training (1st Class, Base Period)
3.18.1 The objective of PC-12/47 FCF Pilot Qualification Training (PQT) is to provide pilots training on performing FCFs in the PC-12/47E aircraft.
a. All training will be conducted in the English language. All students will have been screened by the U.S. Government to ensure they possess an ECL of at least 80, or ICAO Level 4 English, and meet medical/mental aptitude standards required for international flight students.
b. The contractor shall provide the capacity and capability to train one class for this option with up to 2 pilots. Class size shall not exceed 2 students. The expected minimum class size is 1 student.
c. Contractor shall evaluate each student’s available clothing and equipment on hand and required to complete this course and make a determination for properly provisioning each student with the appropriate student clothing and equipment necessary (per Appendix M) to complete this training. In some cases, this will mean a full issue for a student due to extended age/wear or absence of their on hand clothing and equipment, and in other cases, it will mean a partial issue for a student.
d. All Students will be GFST.
3.18.2 POI for FCF Pilot Qualification Training (CDRL A00E)
a. The contractor shall develop a proposed POI for PC-12/47E FCF Pilot Qualification and obtain approval from the COR before beginning any student instruction.
b. The PC-12/47E Pilot FCF Qualification Course shall be in accordance with applicable PC-12/47E Technical Order requirements.
c. The POI shall address the following minimum sections: Course Description; Course Administration; Academic/Ground/Emergency Procedures; and Flying Training.
d. The POI shall require graduates of PC-12/47E FCF Pilot Qualification to demonstrate knowledge, skills and abilities (KSA’s) that meet or exceed the METL contained in Appendix I, METL for FCF Training.
e. The POI shall be reviewed at least annually and modified as necessary to reflect lessons learned.
3.18.3 Academics, Training and Training Devices for FCF Pilot Qualification Training
a. Using the approved POI, the contractor shall provide ground school academic instruction in classroom and On-the-Job training environments. This includes, but is not limited to training laboratories, training devices, and aircraft.
b. The contractor shall incorporate instructor-led training, audio-visual training aids, training devices, practical demonstrations, and competency assessments into the PC-12/47E FCF Pilot Qualification academic instruction.
3.18.4 Flight Instruction for FCF Pilot Qualification Training Student to instructor ratio shall not exceed 2:1 during FCF.
3.19 Option P: PC-12/47E Functional Check Flight (FCF) Pilot Qualification Training (2nd Class, Base Period)
3.19.1 The objective of this option is to provide pilots training on performing FCFs in the PC-12/47E aircraft.
a. See Sections 3.18.1, 3.18.3, and 3.18.4 of FCF Training (1st Class, Base Period) for requirements to this 2nd Class, Base Period.
b. The contractor shall provide the capacity and capability to train one class for this option.
3.20 Option Q: PC-12/47E Aircrew Mission Qualification Training (MQT) (1st and 2nd Classes, Base Period)
3.20.1 The objective of PC-12/47E Aircrew Pilot Mission Qualification Training (MQT) is to provide Pilots and MSOs Mission Qualification in the PC-12/47E aircraft.
a. All training will be conducted in the English language. All students will have been screened by the U.S. Government to ensure they possess an ECL of at least 80, or ICAO Level 4 English, and meet medical/mental aptitude standards required for international flight students.
b. The contractor shall provide the capacity and capability to train two classes for this option with up to 4 pilots and 4 MSOs, and a minimum class size of 2 pilots and 2 MSOs.
c. All students shall receive a comprehensive ground and flight evaluation prior to course graduation from a USAF authorized Flight Examiner. Successful completion of this evaluation will be documented in the students’ course records.
d. Contractor shall evaluate each student’s available clothing and equipment on hand and required to complete this course and make a determination for properly provisioning each student with the appropriate student clothing and equipment necessary (per Appendix M) to complete this training. In some cases, this will mean a full issue for a student due to extended age/wear or absence of their on hand clothing and equipment, and in other cases, it will mean a partial issue for a student.
e. All Students will be GFST.
3.20.2 POI for MQT (CDRL A00E)
a. The contractor shall develop a proposed POI for PC-12/47E MQT and obtain approval from the COR before beginning any student instruction.
b. The POI shall address the following minimum sections: Course Description; Course Administration; Academic/Ground/Emergency Procedures; and Flying Training.
c. The POI shall require graduates of PC-12/47E MQT to demonstrate knowledge, skills and abilities (KSA’s) that meet or exceed the METL contained in Appendix J, METL for MQT.
d. The POI shall be reviewed at least annually and modified as necessary to reflect lessons learned.
e. The POI shall be designed to include ISR operations, CASEVAC operations, air mobility, including small bundle airdrop, and combat service support MQT for all students.
f. For pilots, the CASEVAC segment shall include instruction on unprepared field operations.
g. The MQT syllabus shall be designed such that the ISR operations segment, CASEVAC operations segment, air mobility segment, including small bundle airdrop, and combat service support segment may be completed independently or in combination with the other segments.
h. Determination of which segments of training each student receives shall be coordinated with the TM with input from USG stakeholders.
3.20.3 Academics, Training and Training Devices for MQT
a. Using the approved POI, the contractor shall provide ground school academic instruction in classroom and various hands-on environments as appropriate.
b. The contractor shall incorporate instructor-led training, audio-visual training aids, training devices, practical demonstrations, and competency assessments into the PC-12/47E MQT academic instruction.
3.20.4 Flight Instruction for MQT
Student to instructor ratio shall not exceed 2:1 during MQT.
3.21 Option R: PC-12/47E Aircrew Mission Qualification Training (MQT) (3rd and 4th Classes, Base Period) The objective of this option is to provide Pilots and MSOs MQT in the PC-12/47E aircraft.
a. See Sections 3.20.1, 3.20.3 and 3.20.4 of Aircrew MQT (1st and 2nd Classes, Base Period) for requirements to the 3rd and 4th Classes, Base Period.
b. The contractor shall provide the capacity and capability to train two classes for this option with up to 4 pilots and 4 MSOs, and a minimum class size of 2 pilots and 2 MSOs.
3.22 Option S: PC-12/47E Aircrew Mission Qualification Training (MQT) (5th and 6th Classes, Base Period) The objective of this option is to provide Pilots and MSOs MQT in the PC-12/47E aircraft.
a. See Sections 3.20.1, 3.20.3 and 3.20.4 of Aircrew MQT (1st and 2nd Classes, Base Period) for requirements to the 5th and 6th Classes, Base Period.
b. The contractor shall provide the capacity and capability to train two classes for this option with up to 4 pilots and 4 MSOs, and a minimum class size of 2 pilots and 2 MSOs.
3.23 Option T: Contractor Flight Examiner Service (Monthly, Base Period)
a. Flight Examiners (FE) will be provided by the ANSF SOF SMW Air Advisors to conduct student evaluations for courses that require qualification.
b. In the event that insufficient FEs are available to conduct student evaluations, Contractor Flight Examiners shall be approved by the KO with concurrence from the appropriate Unit Commander after execution of this Option. The Unit Commander shall coordinate with the KO, COR, TM, and the AFSAT TPM for execution of this option.
c. The Primary Contractor on-site manager shall make recommendations to the Unit Commander in making his selection, if required, and should consider knowledge, experience, and proficiency as recommendation factors.
d. The contractor shall provide a Contract Flight Examiner at a monthly rate. The number of months of required performance will be determined prior to award of this Option, based on USG requirements and the remainder of the period of performance available.
3.24 Option U: Maintenance Technician Training (Base Period)
3.24.1 The objective of PC-12/47E Maintenance Technician Training is to provide a PC-12/47E Maintenance Training Course for personnel who will perform functions as maintenance technicians.
a. All training (instruction and technical information) shall be conducted in the English language. All students will have been screened by the U.S. Government to ensure they possess an ECL of at least 70, or ICAO Level 3 English.
b. Contractor shall train up to a total of 15 aircraft maintenance personnel over the year.
c. Class size shall not exceed five (5) Maintenance Technicians. The expected minimum class size is two (2) Maintenance Technicians.
d. Student to instructor ratio shall not exceed 2:1 during Maintenance Technician Training.
e. The contractor shall provide the necessary organizational level maintenance training in accordance with the specific country-configured equipment.
f. The contractor shall develop and submit the training program based on inspection and repairs/actions listed in technical manuals applicable to the aircraft.
g. Skill Level Training. The contractor shall ensure assigned students complete all airframe specific mandatory training requirements as outlined by the SMW, their career field subject matter expert, applicable training record plan and applicable training schedule for award next higher skill. The training shall require that the technician be tested and show demonstrated practical knowledge to operate without supervision and to accomplish the tasks and skills independently. The SMW will provide specific training program guidelines, Specialty Training Guide (STG), and other requirements for skill level upgrade.
h. The contractor shall provide an instructor staff for classroom academics and Structured OJT (SOJT) as prescribed by 3.24.1.e. and 3.24.1.f. above. These instructors shall be responsible for scheduling aircraft availability for SOJT to provide continuity between classroom academics and practical SOJT sessions.
i. The contractor shall provide course requirements to include, but are not limited to, FAA standard, or equivalent, operational theory and maintenance practices applicable to the specific user aircraft covering applicable aircraft operations and maintenance concepts, aircraft systems familiarization, startup procedures, normal operating procedures and general fault troubleshooting and basic organizational maintenance procedures as required.
j. The contractor shall provide training to the students on Foreign Object Damage (FOD) and tool control programs.
k. No student clothing and equipment are expected to be provided for these students. Students shall be expected to wear and use the clothing and equipment they were issued in their previous technical training (outside the scope of this task order).
l. All students will be GFST.
3.24.2 POI for Maintenance Technician Training (CDRL A00E)
a. The contractor shall develop a proposed POI for the Maintenance Technician Training and obtain approval from the COR before beginning any student instruction.
b. The POI shall include a syllabus of instruction that addresses at a minimum the items listed in Appendix B, Development Requirements for POIs and Syllabi.
c. The POI shall require graduates of this training to demonstrate knowledge, skills and abilities (KSA’s) that meet or exceed the Minimum Essential Training List (METL) contained in Appendix D, METL for Maintenance Training.
d. The POI shall be reviewed at least annually and modified as necessary to reflect lessons learned.
3.24.3 Academics, Training and Training Devices for Maintenance Technician Training
a. Using the approved POI, the contractor shall provide academic instruction in classroom and various hands-on environments as appropriate to teach key knowledge areas.
b. The contractor shall incorporate instructor-led training, audio-visual training aids, training devices, practical demonstrations, and competency assessments into the Technical Maintenance Training.
c. The Contractor shall plan procure miscellaneous and incidental materials, services, and equipment to support the Maintenance Technician Training course of instruction. This shall be noted as CAM and shall be tracked in the Contractor’s property management system. A sample of these type items would include printers, cartridges, overhead projectors and replacement bulbs, satellite internet service, flight manuals, briefing materials, teaching materials, and other items. Authorization to procure items shall be obtained from the TM, COR, or KO prior to procurement.
3.25 Option V: Maintenance Supervisor Training (Base Period)
The objective of PC-12/47E Maintenance Supervisor Training is to provide an instruction to maintenance technicians who will perform as Line Maintenance Supervisors.
a. Contractor Instructors for this training shall be skilled to perform at the craftsman level (USAF 7-skill level equivalent, reference AFI 36-2101) with a minimum of five years experience in their respective specialty.
b. All training (instruction and technical information) shall be conducted in the English language. All students will have been screened by the U.S. Government to ensure they possess an ECL of at least 70, or ICAO Level 3 English.
c. The training course will consist of structured On-the-Job (OJT) Training.
d. Contractor shall train up to 5 Maintenance Supervisor students over a one year period.
e. Class size shall not exceed five (5) students with an expected minimum class size of two (2) students.
f. Student-to-Instructor ratio shall not exceed 5:1.
g. Students will be selected by the SMW from its cadre of Maintenance Technicians. These Technicians will be previous graduates of the Maintenance Technician training course described in this PWS.
h. All Students will be GFST.
3.25.1 POI for Maintenance Supervisor Training
a. The contractor shall develop a proposed POI for the Maintenance Supervisor training and obtain approval from the COR before beginning any student instruction.
b. The POI shall include a structured On-the-Job training plan that addresses Maintenance supervisory requirements that relate to the Minimum Essential Training List (METL) contained in Appendix D, METL for Maintenance Technicians and Supervisors. These supervisory requirements shall include, as a minimum,
· Performing supervisory inspections
· Sortie production supervision
· Determining maintenance repair priorities
· Establishing a climate that promotes maintenance discipline
· Compliance with written guidance to ensure repairs, inspections, and documentation requirements are completed in a safe, timely, and effective manner.
c. The POI shall require graduates of this training to demonstrate supervisory knowledge, skills and abilities (KSA’s) that meet or exceed the Minimum Essential Training List (METL) contained in Appendix D, METL for Maintenance Technicians and Supervisors.
d. The POI shall be reviewed at least annually and modified as necessary to reflect lessons learned.
3.25.2 Academics, Training and Training Devices for Maintenance Supervisor Training
a. Using the approved POI, the contractor shall provide academic instruction in classroom and various hands-on environments as appropriate to teach key knowledge areas.
b. The contractor shall incorporate instructor-led training, audio-visual training aids, training devices, practical demonstrations, and competency assessments into the Technical Maintenance Training.
3.26 Option W: Miscellaneous and Incidental Materials (Base Period) The Contractor shall procure miscellaneous and incidental materials, services, and equipment to support training requirements described in this PWS. This shall be noted as CAM and shall be tracked in the Contractor’s property management system. A sample of these type items would include printers, cartridges, overhead projectors and replacement bulbs, satellite internet service, flight manuals, briefing materials, teaching materials, and other items. Authorization to procure items shall be obtained from the TM, COR, or KO prior to procurement.
