Section A - Solicitation/Contract Form

SF1442 CONTINUATION

A1.1. Your attention is directed to Section L – Proposal Preparation Instructions, and Section M – Evaluation Factors for Award. The Government may award a contract without discussions, based solely on initial offers received. Therefore, each initial offer received should be submitted on the most favorable terms from both a price and a technical standpoint.

A1.2. Awards will only be made to contractors currently registered in SAM at https://www.sam.gov. The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the information from Central Contractor Registration (CCR )/FedReg, Online Representations and Certifications (ORCA), and Excluded Party List System (EPLS). All others will be considered non-responsive.

A1.3. Blocks 14, 15, 16 (if applicable) 17, acknowledge 18, 19, 20A, 20B, and 20C

A1.4. Blocks 11, 12A, and 12 B - These items will be applicable on Individual Delivery Orders.

A1.5. Notice to Offerors: Funds are not presently available for this project and no award will be made under this solicitation until funds are available. Bid acceptance period should be valid through 30 Sep 13. The government reserves the right to cancel this solicitation, either before or on 1 Oct 13, with no obligation to the offeror by the government. Due to sequestration as a result of the Budget Control Act of 2011 and the Consolidated and Further Continuing Appropriations Act of 2013, the government reserves the right to cancel bids.

Applies to Cannon AFB, Military Housing Areas located adjacent to Cannon and Clovis/Portales Housing Areas. The standard coefficient applies to all work called for in any task order during standard duty hours (7:00 AM to 4:00 PM), Monday through Friday, excluding Saturdays, Sundays, and Federal Holidays. The task order amount is determined by taking the RS Means bare cost total for all items to complete a project, times the Clovis City Cost Index, times the contractor’s submitted coefficient plus project specific bond and the New Mexico Gross Receipts Tax (NMGRT). Contractor shall insert coefficient rate for this category in the space provided below. Section C - Descriptions and Specifications

SCOPE

Simplified Acquisition of Base Engineer Requirements (SABER) contracts provide a streamlined means to complete construction projects estimated at less than $750K. SABER is generally best suited for non-complex, minor construction, and maintenance and repair projects that require minimum design. Typical SABER projects range from $50K-$500K but can be greater.

Typically, minimum design for SABER is up to 35%. However, if the design is outside the parameters of minimum design the contractor will provide an estimate of additional cost to procure the additional design. The contractor is responsible for submitting documentation that substantiates the proposed approach. If the proposed project requires the services of a registered architect or engineer the project shall not be acquired using this SABER contract.

A SABER contract includes detailed task specifications that encompass most types of real property maintenance, repair, and construction work. SABER is not appropriate for large, complex construction projects that require extensive design effort or for predominately single skill/material projects for which competitively awarded contracts, single trade ID/IQ contracts, or competition under a MACC would be more cost effective.

Supporting documents include a Statement of Work (SOW), Program Evaluation and Review Technique (PERT) or Ghant schedule chart, detailed cost estimates using the appropriate Unit Price Guide (UPG), justification for non-pre-priced items (NPI), verified as-built drawings, manufacturer’s or technical drawings/schematics for fabrication and assembly of structural elements, form, fit and attachment details for installation of materials/equipment, material submittal schedule, and design calculations to substantiate proposed layout and sizing of utilities and structural elements (i.e. HVAC loads, lighting, platform supports, etc).

The Task Order price is the product of required tasks, quantity, and unit of issue, UPG price per unit, City Cost Index (CCI), and the coefficient plus the negotiated price for any non-priced items (NPI). NPIs must be within the basic intent and general scope of the contract and will be negotiated separately from UPG items before issuance of the TO.

Proposed coefficients include all CSI Division One (1) costs and are to include Prime and Subcontractor overhead, profit, minimum design costs, and G&A expenses. Bond Premiums and the applicable New Mexico Gross Receipt Taxes are NOT to be included in the proposed coefficients. The actual and applicable rates will be applied to the project specific proposal estimates in Task Order negotiations.
