QUESTION ANSWER
General Provisions Paragraph 1.27 lists both e4Clicks and WinEst as examples of programs for creating line item estimates: What program does
Cannon AFB use? Shouldn't the governmentand the contractor use the same program for functionality purposes?
Cannon AFB currently uses E4Clicks, But the program to be used will be identified by the contractor – refer to para 1.35.3 and para 4.1 of the General Requirements. And yes both the
Government and the Contractor shall use the same program.
Is just the RS Means Facilities Construction Cost Data database to be used, or does the government require additional databases?
Again, refer to Section 4 of the General Requirements. Master Composite, Facilities, assemblies, and trades.
Is there a requirement to furnish any software and databases to the government? If yes, how many and what databases?
Again, refer to Section 4 of the General Requirements.
Training is mentioned; is training required to be furnished for government personnel?
Refer to para 1.27 of the General Requirements; It will be dependent on the program provided to the
Government
How will the contractor's markup be determined for non-priced items(A&E fees, equipment rental, etc.)?
Refer to paragraphs 1.8, 1.16, 12.9, 12.9.1, 12.9.2, 12.9.3, 12.9.4. NPI will not use the CCI multiplying factor, but will be calculated with the Co-efficient and NMGRT multiplying factors.
General Provisions paragraph 1.4 list typical items included in the coefficient to be '... equipment rental, traffic barricades, flag persons...'. Paragraph
1.35.2 states '... The costs for Division 1 . Should be considered in the coefficient cost. Equipment rental and A&E fees should be reflected as non-priced line items...". These two paragraphs are incontradiction to each other, please clarify. Also, what about items such as scaffolding, equipment mobilization, and many item in 01 93 13 Facilities maintenance that could be applicable to task orders?
Although it appears that the paragraphs are contradictive of each other, they are not. Para 1.4 simply defines the co-efficient and explains that the co-efficient should represent basic design, safety, and etc..; it is all the basics of a contract to represent the behind the scenes cost. In paragraph
1.35.2 it states that Division one shall not be allowed in the cost proposal, and some of the basics shall be part of the co-efficient, but if any item above and beyond the basics is required and as approved by the CO can be listed as an NPI. For example if additional design like Fire Suppression is requested/required, or a scissor lift to conduct work at elevated levels is required. All NPIs will require the appropriate documentation as outlined in the General Requirements. Items such as equipment mobilization will be dependent on the equipment to be mobilized and then the supporting documents for the NPI as well as requiring approval by the CO.
Are there any Mechanical, Plumbing, and Electrical as-builts available?

Is the existing fiber optic cable and copper cable long enough to reach the new proposed cabinet location. What size is the current network switch and will a battery back-up be required? The required HVAC, is it existing and if so, is its location going to be affected with the new wall configuration?
All required Fiber Optic cable and copper cable shall be new and ran accordingly from the
Communication room on the second floor to its destination as outlined in the SOO. All tie-ins will be into the existing system and no battery back is required. The existing HVAC will remain and will be taken care of through different channels. Refer to As-Built drawings provided in amendment 1.
What is the required STC rating of the sub-paragraphs B, D & E (doors and windows)? And sub-paragraph G (sound reducing material). Other than two layers of drywall, add R-13 mineral fiber batt insulation to the new wall construction.
This is to be determined by the design – 35% concept was provided. Based off of what knowledge we have on sound studios it would suggest STC 55
Sub-paragraph h. the Fire Alarm pull stations plus
9. General sub-paragraph b. Audio/Visual devices, where is the FA panel located and is it currently wired class B plus add smoke detectors to the newly configured rooms?
Fire Alarm Panel is located in Mechanical room on first floor. Yes it is class B. No smoke detectors –
Fire suppression system is existing – adjust lines as necessary to meet room layouts.
Sub paragraph B – “Remove only non-load bearing wall structure.” In reference to as-built drawings A101, is this wall section a wind shear wall? Is it
CMU and or metal stud and drywall?
Refer to as-built drawings recently provided as amendment in FEDBIZOPS. Walls around stairwells are CMU and on back side of mech room in middle of the drawing is CMU.
In reference to ADA requirements for some door hardware and the new restroom configuration. Does the second floor have current means of ADA access from first floor to the second floor?
No the second floor does not have current ADA access, but is being looked at so the second floor will have to be designed for ADA standards.
Is this task in reference to paragraph 8. “Stairwells A & B, sub paragraph H. “Fire Alarm pull stations at both stairwell doorways? If so, are the CUM block cells fully grouted? And when it references both stairwell doorways, was this intentional to eliminate the usage of the stairwell door in the

100 ft x 50 ft
What utilities will be available at the contractor yard space? At the site visit, it was mentioned that power and water were available but the previous contractor may have needed an above-ground septic arrangement.
Water and Electric are available, Contractor will have to provide for waste - previous contractor utilized an above ground septic system and maintained it and had it cleaned out accordingly.

Is there any information available as to the number and dollar amounts of the individual task orders from the previous SABER contract in order to better project possible spread of normal, emergency work, etc for the base and option years? Are Non-pre-priced items (RS Means) to be priced when each TO is negotiated?
Part 1: No historical data readily available that has been broken out in that nature. From year to year the totals/quantities may change dramatically; this is why there is a minimum amount to the contract.
Part 2: Refer to 1.15, 1.16, and 12.9.4 of the General Requirements
Will PPQ forms be accepted after 7/26? No Can electronic redacted copies of proposal be in pdf format? It does not make sense for them to be in Word format when it would be very easy to un-redact the copy. For that matter, should all electronic copies not be in pdf format?
Electronic Redacted copies should be in PDF format.
Do you want to see PPQ information for subcontractors doing 20% or more of the seed project or the overall contract? For the overall contract this is very difficult to ascertain at this stage.
If you are relying on sub-contractor past performance experience as part of your past performance rating, you should provide it.
