Added: Jan 31, 2013 9:40 am Modified: Jul 03, 2013 5:41 pmTrack Changes SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER). The subject acquisition is for a broad range of maintenance, repair, and minor construction work on real property at Cannon AFB, NM, Melrose Bombing Range and Cannon housing areas, which includes Clovis NM and Portales, NM. The Government anticipates awarding an 8(a) SABER contract for this acquisition. The contract will be an indefinite-delivery/indefinite-quantity type contract and will include a wide variety of individual construction tasks as identified and based on prices from the latest R.S. Means Master Cost Data which will be utilized via the 4 Clicks or WINEST cost estimating software programs. This will be an 8(a) competitive solicitation: NAICS Code 238990 (work under the resultant contract will also include all NAICS Codes under Divisions 236, 237 and 238 as this is a broad scope IDIQ. The 238990 NAICS code used is primarily because it is the lowest size standard in the range of possible NAICS codes ($14M) that potentially could be used for any task order utilized for this contract). This solicitation will be offered to eligible 8(a) firms throughout New Mexico, SBA Region VI and adjacent states (i.e. Colorado, Utah and Arizona) on a competitive basis. All other contractors and 8(a) firms are deemed ineligible to submit offers. The successful contractor will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual projects and maintain a management/project office at Cannon AFB, NM in order to receive delivery orders and provide other management services related to accomplishing individual jobs. The contract will consist of one base performance period of twelve months from the date of award, with four 12 month option periods. The guaranteed contract minimum is $50,000.00 (basic year only) and the maximum potential contract value is $15,000,000.00 over the term of the contract. Individual delivery orders will range from $2,000.00 to $750,000.00. Award will be based on best value using the trade-off process. Significant sub-contracting activity is expected under the SABER contract. A pre-proposal site visit, date, time and location, is posted in the solicitation. No paper copies of the solicitation, specifications, or plans or will be issued from this office. Telephone or fax requests will not be accepted.
