TASKED ORGANIZATIONS: See Annex A
1. SITUATION:
General: The proper control of Asbestos Containing Material (ACM) requires personnel in key offices to carry out the duties described in this section.
2. EXECUTION:
a. Concept of Operations:
(1) General
(a) The ACM database identifies various forms of asbestos. Since we do not have the resources required to remove all asbestos materials immediately, only cells that pose an immediate or potential hazard shall be removed. All other cells shall be managed in place as permitted by OSHA and EPA standards. Personnel discovering such a hazard will immediately contact their supervisor, who will contact the 325CES Customer Service (ext 3-4949) in order to address the call to the Environmental Element. All abatement work will be done by contract with certified abatement contractors.
(b) Response Actions: Once a possible asbestos hazard has been identified, the Environmental Element (3-4346) must be notified immediately. Any work around or causing the possible release of asbestos must cease and the area evacuated. Refer to Annex R of this plan for a detailed checklist for emergency responses. If the ACM is damaged or creating a hazard, an immediate abatement response is necessary. Abatement responses to support O&M requirements shall only include removal, encapsulation, enclosure, or repair in conformance with 29 CFR 1926.1101.
(c) Hazards Requiring Immediate Response: Refer to Annex R of this plan for the complete checklist for emergency responses. Asbestos hazards requiring immediate response are those which, if not controlled immediately, would expose (above the action level, 0.1 f/cc) personnel working either in the immediate vicinity of the hazard or other areas of the building. To present such a hazard, the ACM must have deteriorated, de-laminated, or been disturbed to the point that significant amounts of dust and debris are visible. Personnel discovering such a hazard will immediately contact their supervisor, who will contact the Base Asbestos Program Officer (BAPO) at 3-4346. The BAPO will contact 325 CES/CEPM to request the IDIQ contractor respond to the hazard and will notify the Bioenvironmental Engineering Flight (BEF) that a hazard response is under way.
(d) Control Procedures: Personnel responding to the hazard must have the proper training and wear the appropriate personal protective equipment (i.e. respirator, gloves, Tyvek body suit, etc.) for asbestos work. Contractors are responsible for following all applicable OSHA rules and regulations.
The first action is to halt the further dispersion of asbestos fibers. Activities that disturb asbestos debris must be ceased, and the area where the hazard exists must be sealed off from the rest of the building.
When an imminent hazard exists, the procedures listed in Annex R will be followed. Written documentation shall be submitted for all emergency responses and filed in accordance with applicable federal and state regulations.
(e) Asbestos waste disposal: All asbestos waste generated on base must be properly bagged, labeled, and transported to landfills approved by the Florida Department of Environmental Protection (40 CFR 61, Subpart M). All asbestos contaminated waste must be placed in double thickness, 6-mil polyethylene bags or sealable drums. Label requirements for disposal bags and drums include the words "DANGER," "asbestos," and the generator's name and address. Asbestos waste should be disposed within one year of accumulation.
BP-3
(f) Abatement Documentation: Complete records must be kept on all asbestos projects accomplished on base. The BAPO will maintain a file for each abatement job completed on base designating what asbestos has been removed. This file will also contain any pertinent asbestos removal notification documents and copies of all manifests for asbestos waste disposal.
b. Tasks:
(1) The Base Civil Engineer, 325th Civil Engineer Squadron (BCE, 325 CES):

LOGISTICS
REFERENCES: See Basic Plan
1. GENERAL:
a. This section contains guidance for planning asbestos abatement contracts and notifying contractors. A current copy of the ACM abatement SOW maintained by 325 CES/CEAN shall be used as guide specifications for all ACM abatement projects on Tyndall AFB. The Corps of Engineers guide specifications can be used for a reference in preparing ACM abatement specification contracted asbestos abatement work involving friable material.
b. All appropriate federal, state, local abatement regulations, and policies shall be used for the removal of Category I and II asbestos containing non-friable materials. The removal/abatement of ACM shall be performed following the most stringent regulation.
c. The purpose of the specifications and guidance is to protect personnel from asbestos hazards and conform to regulatory requirements.
2. ASSUMPTIONS:
a. In all cases, the BAPO will review project drawings and specifications to ensure the appropriate asbestos notification is included.
3. RESPONSIBILITIES:
a. Planning Considerations: Before specifications can be accurately prepared, the BAPO and design engineer must thoroughly inspect the immediate area around the ACM to be removed. Personnel performing the inspection must document all items that may have an effect on the total cost of the removal project, such as ACM not previously identified, the type of ceiling or wall construction, the ceiling height, and the thickness of the ACM. Such information is needed to determine if special equipment will be needed to construct the negative-pressure containment, if scaffolding will be required, if encapsulation will be required following removal of ACM, if floors will need extra protection from water damage, and if walls will need repainting following the removal of the containment barriers.
b. If the project will abate any asbestos material, inform BEF of the project and the dates the abatement will be performed. BEF will assess whether the contractor will be required to perform air sampling in adjacent areas to ensure their containment is adequate for the project.
c. Contractor Notification: The type of contractor notification will be determined by the presence or absence of ACM. The design engineer shall contact the BAPO, which will review the asbestos database and file system to determine if ACM is present in the building.
(1) If the building is not listed in the base asbestos database or file system the engineer shall provide detailed information about the projects work area to the Environmental Element to assist with contracting an asbestos survey of the building. The survey must include at a minimum the information on the Asbestos Inspection Form (found in Appendix 1 of Annex C) and a copy of the sample results.
(2) After survey results are obtained, the findings will fall into one of three categories:
D-2
(a) No ACM is present. Project drawings or specifications should state that, to the best of the government's knowledge, no ACM is present, but that work will stop immediately should the contractor encounter previously unidentified ACM.
(b) ACM is present, but is not directly affected by the planned construction. Since this ACM could unknowingly be disturbed by the contractor, project specifications should identify the location, type of asbestos and proper work practices that should be recommended. If ACM is disturbed during the construction process then the contractor shall immediately stop work, clear personnel from the area, and inform the contracting officer and QAE of the problem. The contracting office and QAE intern should notify the BAPO.
(c) ACM is directly affected. In this case, the asbestos will be abated in the contract or under separate contract. The abatement contactor must have a current asbestos certification. A copy of this certification must be given to the Contracting Office prior to abatement.

(1) Military and Federal Employees: Civil Engineer or Communications personnel may not disturb asbestos while responding to work requests and facility managers. To minimize the potential release of asbestos fibers, various levels of training are require depending of the level of exposure to ACMs (Appendix 1 to Annex E). The training covers types and locations of asbestos, what to do should they encounter suspect material on the job. Workers shall continually monitor ACM materials and report to the BAPO any materials that have become deteriorated and pose a potential for release of fibers.
(2) Contractor personnel: Contractor maintenance personnel may not disturb asbestos while responding to work requests. Contractors should reference their own health and safety plans. Activities during which employees contact, but do not disturb ACM, maintenance personnel are required to receive annual awareness training, in order to minimize the potential release of asbestos fibers. The contractor is responsible for providing the awareness training and for maintaining the records documenting their personnel have received this training on an annual basis. Contractors should address any potential hazards in their safety meetings. Workers shall continually monitor ACM materials and report to the BAPO any materials that have become deteriorated and pose a potential for release of fibers.
c. Facility Manger Training: As the point of contact for all environmental concern within their facility awareness training is required to all Facility Mangers, whether or not they are required to work with ACMs. At minimum awareness training should include information regarding; asbestos various uses and forms, health effects associated with asbestos exposure, and deterioration of ACMs (29 CFR 1910/1926, EPA Green Book). The ESOHTN has been adopted as the training tool to satisfy this training requirement.
Training requirements and schedule are addressed on Appendix 1of Annex E of this Plan.

Check to indicate whether this notice is an original, a revision, a cancellation, or a courtesy notice (i.e., not required by law). If the notice is a revision, please indicate which entries have been changed or added.
Check to indicate whether the project is a demolition or a renovation.
If you checked demolition, was it ordered by the State or a local government agency? If so, in addition to the information required on the form, the owner/operator must provide the name of the agency ordering the demolition, the title of the person acting on behalf of the agency, the authority for the agency to order the demolition, the date of the order, and the date ordered to begin. A copy of the order must also be attached to the notification.
If you checked renovation, is it an emergency renovation operation? If so, in addition to the information required on the form, the owner/operator must provide the date and hour the emergency occurred, the description of the sudden, unexpected event, and an explanation of how the event caused unsafe conditions or would cause equipment damage or an unreasonable financial burden. If you checked renovation and it is a planned renovation operation, please note that the notice is effective for a period not to exceed a calendar year of January 1 through December 31.
I. Complete the facility information. This section describes the facility where the renovation or demolition is scheduled. This address will be used by the Department inspector to locate the project site. Provide the name of the consultant or firm that conducted the asbestos site survey/inspection. For “prior use” check the appropriate box to indicate whether the prior use of the facility is that of a school, college, or university; residence, as “residential dwelling” is defined in Rule 62-257.200, F.A.C.;
small business, as defined in s. 288.703(1), F.S.; or other. If “other” is checked, identify the use. Please follow the same instructions for “present use.”
II. Complete the facility owner information.
III. Complete the contractor information; however, a Florida license number or disclosure of that number is not required to comply with the notice requirements.
