Is teaming a agreement required for a prime-sub relationship or can the scope of member be described in the Executive Summary?

A: Although there is nothing legally precluding a contractor from engaging in such an arrangement, the contractor would have to make a business decision taking into account the potential risk associated with possible conflicts, which may hinder their ability to perform. Note: Section M Evaluation Factors for Award, Paragraph 3.2, Mission Capability Risk Rating:

In reference to a teaming agreement; the government doesn’t dictate the offeror’s contractual arrangement. A teaming agreement for a prime-sub relationship is not required to respond to this solicitation.

The Air Force is looking for the following fixture count if possible:

Men's restroom: 2 lavatories, 2 toilets, 2 urinals, and one shower.

Women's restroom: 2 lavatories, 3 toilets, and one shower.

Are the aforementioned fixture counts per bathroom or per gender project total? For example, the total fixture count goal would be met as long as there was 1 shower total, (1st and second floor combined), for the men and 1 shower total for the women?

A: Per bathroom if possible.

30. Q: If the answer to #2 is total fixture per bathroom, and ADA code compliance restricted the ability to supply all fixtures requested, would you place in order the level of importance for fixture inclusion? A: The existing hot water heaters are electric.

Q: You specify the use of portalets for the staff as well as the workers, would it be amenable to bifurcate the project and allow the 1st floor baths to stay in operation while renovating the second floor baths. It would reduce the amount of time your staff would need to use the portalets and would be addressed in our technical approach.
