1. Q: Are we to submit Volume II Past Performance only on April 9, 2009?
A: Yes, only Volume II is Due 9 April 2009
2. Q: Will this Volume include any pricing?
A: No pricing is included in Volume II
3. Q: Will the remainder of the RFP be due 4/23 or do we wait to see if we are approved for the remainder of the proposal?
A: Yes, the remainder of the RFP is due 23 April, and you do not have to have approval to submit the remaining volumes of the RFP.
4. Q: I read the notice that the site visit is going to be on March 25th, but would like to know what I need to do to register my firm for this conference/Site Visit? I would also like to know the location and time of the meeting in case I missed it in all the documents.
A: Refer to Page 67 of FA4814-08-R-0019 (the solicitation) Clause 52.236-27, for site visit instructions. The information required to be submitted prior to the site visit has been changed to include a driver’s license number and issuing state for all attendees. (See Amendment 0002)
Note: If you have already submitted your information, please provide an update with the additional information required for access to the installation.
Note: Due to the volume of traffic, the meeting location has changed to the parking lot behind the Base Theater at, 2420 Florida Keys Avenue. (See Amendment 0002)
5. Q: Who has historically been the Base Engineering Support contractor for MacDill?
A: Chugach Management Services Inc.
6. Q: Is the bid due date going to be changed due to the pre-bid change?
A: No.
7. Q: Are the as-builts available as CAD files?
A: Yes, the As Built Drawings are available as CAD files and will be made available by posting them to www.fbo.gov.
8. Q: Are we to price the construction phase of the project based on the 65% design drawings we are submitting?
A: Offerors are to provide 65% design drawings and price the construction phase at 100%.
9. Q: Offers are solicited only from business concerns who are current in the Central Contractor Registration (CCR), and North American Industry Classification System (NAICS) Code 236220 must specifically be included in the Offerors approved business plan. What is an approved business plan? And who approves it?
A: The referenced statement was inadvertently included in the pre-solicitation notice. A Business Plan is not required to be submitted for this RFP.
10. Q: What time is Volume II on April 9, 2009 due?
A: Volume II is due 9 Apr 2009 at Close of Business 4:30 PM Eastern Standard Time
11. Q: What percentage of task orders are envisioned to be design/build?
A: To be determined by the government.
12. Q: Page 60 of 77, Paragraph 2.2.2.3 – Completeness of Seed Project, requires that we submit AF Form 3052 Attachment 22, the Bid Schedule Attachment 24, and a separate CSI breakdown for construction. This paragraph is listed under the requirements for Volume I of our proposal. The same information appears to be required under Volume III (Page 62 of 77, Paragraph 2.4.1) Please clarify if this information is required to be included in both volumes. AF Form 3052 requires us to submit a very detailed breakdown of our construction costs. It seems that an additional CSI breakdown of construction costs would be redundant information. This requirement also appears in Attachment 21- Statement of Work, Paragraph 1.0(B). Given the depth of information required per AF Form 3052 can the requirement for an additional CSI breakdown be eliminated?
A: The CSI breakdown only pertains to the AF Form 3052. No additional breakdown is required. (See Amendment 0002 for revised Section L paragraph 2.2.2
13. Q: Page 61 of 77, Paragraph 2.3.1, "Summary Page" requires us to describe the role of each "subcontractor and to provide Past Performance Information Sheets for them. In Paragraph 2.3.2 the instructions also include the term "consultant." As this is a multiple task order type of contract we do not envision submitting information on any specific subcontractors such as mechanical or electrical as their selection would ultimately be part of the competitive process within each task order. However, since this award will include some elements of design/build work is it the intent of these paragraphs for design firms to be considered "subcontractors" or "consultants" and for them to submit Past Performance Information Sheets? If so, it does not appear that the Past Performance Package as currently structured is tailored for design firms. As an example, Attachment 4 – Past Performance Evaluation Questionnaire, only refers to "contractors" in the evaluation areas. Please clarify the overall applicability of the Past Performance Package as it relates to design firms.
A: The Intent is to include past performance for your firm, any proposed division, major subcontractor, consultant, teaming contractor, partner or any key personnel whose effort on this contract will significantly influence performance of the proposed construction and or design build efforts. (See Amendment 0002 for revised Section L. paragraph 2.3.1)
Past Performance Package, Attachment 4-Past Performance Evaluation Questionnaire, evaluation area section 6, is specific to design past performance.
14. Q: Lines 15 thru 19 of Page 61 of 77 contain the following two sentences. "To clearly link the past performance information to the mission capability subfactors, the offeror should identify which contracts are relevant indicators of performance against a mission capability subfactor.
Categorize the relevance information into the specific evaluation subfactor(s) used to evaluate the proposal." We are very unclear as to what is being asked by this requirement. As an example, Subfactor 2, as explained on Page 60 of 77, only involves the pricing of the seed project. We are unable to see where any past performance information that we would submit would "link" or be able to be "categorized" to this subfactor. Please clarify the intent of this requirement.
A: Pricing information has been removed from Mission Capability subfactor 2. See Amendment 0002 for revised Section L paragraph 2.2.2.
15. Q: Reference Page 63 of 77, Paragraph 2.4.3 – Financial Resources. Please clarify what information is to be provided in our "financial capability letter."
A: See Amendment 0002 for revised Section L paragraph 2.4.3.
16. Q: Page 63 of 77, Paragraph 2.4.4, includes specific directions as to the format required for Volume III – Price and Contract Forms. This paragraph appears to require this volume to be broken down into four (4) sections with specific content for each section. However, the instructions in this paragraph do not provide direction as to how the bond and financial information required in Paragraphs 2.4.2 and 2,4.3 are to be organized into Volume III. Please clarify.
A: Include financial information in Volume III Section 4.
17. Q: The last page of the AF Form 3052 is entitled "Instructions for Completing AF Form 3052."
There is a note in the instructions that states "In addition to the other totals entered on various pages, the grand total of Column 10, plus overhead and profit will be shown on the last page as follows." There is also a section in the middle of this page marked "For Official Use Only' that shows how overhead, profit, and sales tax rates are applied to the material, labor, and other subtotals in order to arrive at a total price. This final page is not included in the AF Form 3052 provided as part of the solicitation. Page 1 of 6 of the AF Form 3052 provided with the solicitation has a heading marked "Recapitulation" with a line item at the bottom for a total, but this total would not include any overhead, profit, or sales tax and would therefore not equal the total provided on the Bid Schedule (Attachment 24). Please clarify how AF Form 3052 is to executed by an offeror.
A: The final page of AF Form 3052 is included. The Offeror is instructed to fill out the form per the instructions. Fill out the Recapitulation sheet exactly as written.
18. Q: Is it the intent for AF Form 3052 to be required to be submitted on every task order by every contractor that is chosen for this contract, or is it being used only as part of the selection process? Considering the fact that most task orders will be competitively bid among the chosen contractors this degree of effort would seem to be extremely onerous. In addition, notwithstanding the seed project, this information would not typically be available for task orders described Pages 19 and 20 of 77, Paragraph 1.18 as being conceptual only in design.
A: The requirement for an AF Form 3052 will be specified on an individual basis, on all subsequent task orders.
19. Q: Reference Past Performance Package ( Attachment 9), Attachment 1 – Past
Performance Information. Item "D" entitled "Brief Description of Effort" has a second line in parentheses stating "Please indicate the acquisition phase and highlight portions considered most relevant to current acquisition" Please clarify what is being requested by the term "indicate the acquisition phase." Item "J" includes terms such as "proposed effort" and "will be performing' indicating activity in the future, yet we interpret this attachment to be for providing performance information on projects already completed. Please clarify the intent of Item "J".
A: The requirement to indicate the acquisition phase is not applicable. Delete the phrase, “Please indicate the acquisition phase.” The phrases, “proposed effort” and “will be performing” is related to the requirement as outlined in this solicitation.
