Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
The 4th Contracting Squadron will award one (1) IDIQ contract for the SABER requirement considering price and price related factors.
A. In order to be determined responsive and responsible bidder(s) shall:
1. Submit Determination of Contractor Responsibility (Attachment 24).
2. Submit a proper bid guarantee for the amount of $1,440,000.
3. Possess an active, current SAM registration and be a certified 8(a) Small Business with the NAICS designated in this invitation at the time of bid.
4. Conform to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, submissions, and all other information required by the solicitation).
B. Award will be made to the responsible bidder whose bid is responsive to the terms of the Invitation for Bid (IFB) and is most advantageous to the Government, considering only price and the price-related factors included in the invitation. Bids will be evaluated without discussions. Therefore, bidders are advised that taking exception to any requirements specified in this solicitation will result in the Government rejecting the bid.
C. Award will be based on the overall lowest evaluated price as calculated using the proposed coefficients bid.
The Government will use the coefficient bids provided by bidders on the Bid Schedule (Attachment 23) for calculation of the total bid price for evaluation.
1. Bidders will provide standard and nonstandard coefficients for the base year and each option period. For bid evaluation purposes, the proposed coefficients for Option Year Four will be used as the proposed coefficient values to calculate the price for the six (6)-month extension period.
2. The calculation to determine the overall lowest price for evaluation will utilize standard and nonstandard coefficients for the base, all four (4) option periods, and the extension period applied against a task order price "constant." The task order constant used will be the six-year historical average SABER task order price of $356,651.21.
3. Bidders will provide a bid amount for each standard and nonstandard coefficient for the base and the four (4) twelve (12)-month option periods. Coefficients will be identified to the ten-thousandth (i.e. a number with no more than four digits to the right of the decimal point, such as 0.0000).
4. For evaluation of bids, the Government will multiply the standard and nonstandard coefficients bid for the base period by the task order price constant. The Government will then multiple each value by twelve (12) and the two totals will be added together to calculate the evaluated price for the base period. This process will be repeated for each option period, using coefficients bid for Option Period 4 to calculate the evaluated value for the six (6)-month extension period and six (6) instead of twelve (12) as the second multiplier for the six (6)-month extension period. The Government will then add the total calculated values for the base and all option period together to calculate the total bid price for evaluation of the lowest total bid price. The bidder with the lowest total for evaluation bid price will be the apparent low bid for purposes of the bid opening.
D. Tied Bids. In event two or more bids present equal low bids (a "tie"), the winning bid will be determined by drawing by lot in accordance with FAR 14-408-6, Equal Low Bids.
