DEPARTMENT OF THE AIR FORCE

4TH FIGHTER WING (ACC)

SEYMOUR JOHNSON AIR FORCE BASE NC

30 August 2022

MEMORANDUM FOR RECORD

FROM: 4th Contracting Squadron 1600 Wright Brothers Ave Ste 100 Seymour Johnson AFB NC 27531

SUBJECT: Solicitation FA480922B0001, Simplified Acquisition of Base Engineering Requirements (SABER) XI, Pre-Bid Conference and Site Visit Meeting Minutes

1. A Pre-Bid Conference and Site Visit for the subject Solicitation was held on 30 August 2022 at Seymour Johnson Air Force Base, North Carolina. Thirty-five (35) prospective bidders attended the event; the roster of these attendees is attached to this memorandum (reference Attachment 1). Participants were picked up via government vehicles at an off-base parking location at 105 North Berkeley Boulevard, Goldsboro, North Carolina at 1:30 p.m. EST and were transported to Eagles Landing, Building 3705, where the conference portion of the event was held. The conference was held between approximately 2:05 and 2:30 p.m. EST. After a five-minute comfort break, participants were transported by government vehicle to the Visitor’s Center, Building 1700, where the site visit portion of the event was conducted.

The site visit was conducted between approximately 2:30 and 3:05 p.m. EST. At the conclusion of the event, all participants were escorted off of government property and transported by government vehicle to the aforementioned off-place parking location. The following meeting minutes summarize discussions conducted throughout this event and are organized by topic, not necessarily in the order of discussion.

2. Pre-Bid Conference. The pre-bid conference was initiated by welcoming participants the Seymour Johnson Air Force Base and notifying attendees that the present event was the Solicitation FA480922B0001, Simplified Acquisition of Base Engineering Requirements (SABER) XI Pre-Bid Conference and Site Visit.

A. Introductions. Mr. Kyle Donah was introduced as the contracting officer for this requirement, the Director of Business Operations for the 4th Contracting Squadron, and the Small Business Professional for Seymour Johnson Air Force Base. Next, Mr. Terrance Mathieu was introduced as the Chief Engineer for the 4th Civil Engineering Squadron, the owner of this requirement, and the lead for the site visit to be conducted at the end of the conference. The speaker then introduced herself as Ms. Angela Gibson, the Contract Specialist for this requirement.

B. Slides. Slides were used as visual aid for the remainder of the conference and are attached to this memorandum (reference Attachment 2).

C. Pre-Bid Conference Rules

(1) Ms. Gibson stated that per Section L of the solicitation, otherwise referred to as the Invitation for Bid or IFB, there were to be no substantive verbal questions by attendees throughout the conference and site visit. All questions are to be written and submitted in writing to the POCs identified in Section L.

All questions and answers will then be posted to SAM.gov. It was stated that because prospective bidders were not required to attend this event and for the sake of fairness, this process will ensure that all potential bidders have the same access to the same information.

Meeting Minutes with Attachments

a. The deadline to submit RFIs is Friday, 2-September-2022.

b. An attendee later asked if requests for information (RFIs) should be sent as an attachment.

Mr. Donah responded stating RFIs may be submitted either within the body of an email or as an email attachment. In response to additional inquiry, the speakers recommended that all emails be sent to all three POCs identified in Section L to action in event of personnel absences. The speakers also recommended the sender call the POCs if they do not receive confirmation within two work days that the email was received. The speakers stated that there have been rare instances when an email or email attachment from an outside email address was “stripped” by the Government’s firewall, thus it was recommended the sender reference attachments within the body of emails, so the Government would recognize an attachment may have been stripped and follow-up with the sender accordingly.

(2) Ms. Gibson stated that for the duration of the event all parties were to stay together as part of the group. Specifically, after the conference portion of the event, attendees would be afforded a comfort break after which all attendees as a group would travel by the same bus to the site visit location and then returned to the off-base parking location.

D. Agenda. The slide entitled “Agenda” was referenced with no additional clarification provided.

E. Requirement History. Seymour Johnson’s first SABER contract was awarded in 1990. Since then, there have been a total of ten SABER contracts awarded. The requirement was accepted into the 8(a) Program in 2004; since then, it’s been awarded to small businesses in the 8(a) Program and will continue to be for the foreseeable future. As a government contract in the 8(a) Program, the goal is that the requirement be competitively solicited and maximum participation is encouraged. There have been ten SABER contracts, and most have been competitively awarded. However, there have been times where unique circumstances arose and the requirement was awarded as a sole source. The current SABER contract was a sole source award, which is why it was awarded with a performance period of just one year with no options. Because the current contract was awarded for just one year, data from the past two SABER contracts was provided in order to give prospective bidders a six-year view of Seymour Johnson’s usage of the SABER program.

(1) SABER IX was awarded in 2016, and it was a competitively competed award. I was awarded with a one-year base period and four one-year options. The contract maximum was $49,000,000, of which $41,800,000 was realized. It had 28 funded SEED task orders, and 140 fully-funded task orders.

(2) SABER X was awarded last year (2021). It was awarded with a performance period of one year. To date, it has realized $7,400,000, with another month remaining through the end of the fiscal year.

It currently has 12 SEED task orders and 23 fully-funded task orders.

(3) SABER XI is the requirement currently being solicited. It’s solicited as an IFB. It will have a one-year base period, four one-year option periods, and a six-month extension period. Therefore, the maximum life of the contract will be five years, six months. The contract maximum, or ceiling, is $38,500,000. The contract minimum is $2,000, which will be realized through the estimating fee, or SEED fee, of the minimum requirement project, awarded to the low bid winner of the contract.

(4) An attendee later asked how many contracts would be awarded. In response, it was stated that only one contract would be awarded.

(5) An attendee later asked how many awardees the contract would have. In response, it was stated that this is a single-award requirement; there will be one awardee of this contract.

Solicitation FA480922B0001 Pre-Bid Conference & Site Visit

(5) An attendee later asked if it would be one contractor doing all the jobs (i.e., task orders). It was clarified that this requirement is an indefinite delivery indefinite quantity (IDIQ) contract awarded to one awardee. Task orders will be made against the IDIQ, for which the winning contractor will accomplish either with the contractor’s employees or through the use of subcontractors hired by the primary contractor.

F. Key Dates. Ms. Gibson stated key dates and timeframes were provides as an overview for attendees to know what to expect before and immediately following contract award.

(1) RFIs are due not later than 4:00 p.m. EST on 2 September 2022.

(2) Bid packages are due no later than noon EST on 4 October 2022, regardless of whether packages are mailed or hand delivered. All packages will remain sealed and unopened util the bid opening.

(3) Bid Opening will be at 2:00 p.m. EST on 4 October 2022 at Wayne Community College; the specific address can be found in the IFB.

(4) Attendees were reminded of the importance of reading through the entire solicitation document and statement of work. Section L of the solicitation states that the proposal for the minimum requirement project does NOT require preliminary drawings to be submitted with the bid package, rather only the contract winner is expected to accomplish the preliminary drawings. Because of this, on the day of the bid opening, 4 October 2022, the Government will email the as-built drawings in CADD format to (and only to) the identified apparent low bidder. The winning contractor will then have until fifteen days after formal award of the contract to submit the CADD drawings.

(5) The next dates (identified with tilde or “~”) shown on the slides are anticipated dates versus firm dates and will be based on when the contract is officially awarded after verifications and reviews are complete. The speaker made note that the one submittal due from the winning contractor on the day of award is identifying the senior project manager.

(6) The first 30 days after the contract is awarded is intended to be a mobilization and set-up period for the contractor. This is time the contractor will have to set up operations at Seymour Johnson Air Force Base, and take care of some of the administrative submittals for the IDIQ contract. The speaker stated the time framed deadlines are identified in the statement of work.

(7) The speaker noted that the “PMIS” submittal due seven days after award. PMIS is the Professional Management Information Software specified as Procore in the statement of work. The reason this software is due within seven days is so that it may be used for the routing of the additional submittals.

(8) The speaker noted that e4Clicks and RSMeans are then due fourteen days after contract award. Referencing the IFB, the speaker stated the proposal for minimum guarantee task order that is part of the bid package requires an itemized cost post proposal. Because the Government is only compensating the winning low bidder with the SEED/estimation fee for proposal development, the Government does not expect bidders to already have or purchase e4Clicks to create that first proposal.

a. Once the submittal is received for e4Clicks and RSMeans is received, the Government may request the proposal be transcribed to the e4Clicks if necessary in order to do the Government’s technical evaluation. Mr. Donah later clarified this point and stated that this would only occur should the Government not be able to effectively do a technical evaluation of the proposal as submitted by the contractor and if it is determined necessary to do so in order to conduct negotiations. Mr. Donah also

Solicitation FA480922B0001 Pre-Bid Conference & Site Visit stated the Government’s goal and desire is that the minimum guarantee project will ultimately be negotiated and awarded as the first fully-funded task order against the IDIQ.

b. Ms. Gibson added that by Contractor having e4Clicks and submitting the preliminary drawings by the 15-day mark, the Government will be able to complete their technical review by the completion of the 30-day mobilization period and parties may proceed to negotiations at that time.

(9) After the 30-day mobilization period is complete, the contractor should have their minimum-required personnel in place or operational, depending on their role. At this point, the contractor can expect to begin receiving task order proposal requests from the Government.

G. Updates. Ms. Gibson provided two updates. She stated the magnitude of a task order is typically provided to the contractor in the task order proposal request; however, it was realized the magnitude for the minimum requirement project was not provided within the IFB. This was an administrative oversight for which she apologized. In accordance with FAR 36.204, the magnitude of VKAG 20-1040, Renovate Visitors Center Building 1700, is between $100,000 to $250,000. Secondly, it was noted that the dates referenced on Attachment 12, which is the AF Form 66, Material Submittal List, for the IDIQ, do not match the dates in the statement of work. The dates in the statement of work are correct, and Attachment 12 will be revised via the first amendment to the solicitation, which will also include any RFIs submitted.

H. Eligible, Responsive, Responsible. The IFB will be awarded to the lowest bidder who is both responsive and responsible.

(1) To be eligible, the bidder must be a certified 8(a) small business or small business joint venture with the appropriate representations and certifications registered in SAM.gov. Bidders must also have the correct NAICS code.

(2) All potential bidders are again strongly encouraged to read through the entire solicitation document and statement of work to ensure all responsive and responsible criteria are met. Award will be made in accordance with the FAR, to include FAR Parts 14 and 9.

(3) All non-responsive bids will be rejected.

I. Bid Opening and Low Bid Calculation. Mr. Donah led the briefing with regards to bid calculation.

He stated the contract minimum amount of $2,000 will be awarded and achieved through the estimating fee, or SEED fee, for the minimum requirement project submitted as part of the bid package. However, award of the IFB will be based on the coefficient only, which may be different than what attendees may be used to when competing for a standalone contract. Bidders are not submitting a dollar value for the IDIQ contract; the contract value is already established by the contract ceiling. Individual task orders will be priced using RSMeans and the coefficient. Therefore, the contractors’ bids are the coefficients.

Because it is not feasible to compare the coefficients only, a calculation must be done in order to determine a “price” to determine the low bid.

(1) On the day of bid opening, the coefficients will be read aloud, entered into a spreadsheet and calculated in real time. There will be no time delay in determining the apparent low bid.

(2) Ms. Gibson discussed the low bid calculation formula. Bidders’ coefficients are to be submitted as digits with four decimal points. A constant amount for both the “task order price” and the “number of task orders” will be used in the calculation. The task order price constant is $356,651.21 and is determined as such because it is the six-year average task order price Seymour Johnson’s SABER program. The number of task orders constant is 24 and is determined as such because it is the 6-year

Solicitation FA480922B0001 Pre-Bid Conference & Site Visit annual average of newly awarded task orders. While the slide depicts a picture of the calculation formula, attendees were encouraged to review Section M of the IFB for additional reference.

J. Bid Submission. Bid packages may be hand delivered or submitted through the mail. The deadline for all bid submissions, bid revisions, and bid withdrawals is noon EST of 4 October 2022. The speaker referenced the slide stating they were illustrations of the labelling instructions for bid package submission as explained in Section L of the IFB. The speaker emphasized that it is the responsibility of the bidder to ensure that their bid packages, revisions, and/or bid revisions are received before this deadline, regardless of the method of delivery.

(1) All bids will be submitted sealed and will remain sealed until the bid opening, which is 2:00 p.m. EST on 4 October 2022.

(2) When revisions are received, they will remain sealed and bundled with prior submitted packages. At bid opening the most recent revision of the document(s) received at the time of the deadline will be used and announced.

(3) Mr. Donah clarified that bid packages may not be submitted electronically. All bid packages must be received in hard copy and delivered either by hand or by mail.

(4) An attendee later asked about obtaining a base pass in order to hand-deliver bids. Mr. Donah stated that prospective bidders without base access wishing to hand-deliver bids may contact the POCs identified in the IFB and they will be met by 4th Contracting Personnel at the Visitor’s Center. It was stated that this is a faster and easier process than coordinating visitor access.

(5) Mr. Donah stated it is important that when bidders submit their bid packages that they ensure the personnel they give their packages are preferably one of the POCs, but at minimum a member of the Contracting Squadron.

(6) Received packages will be annotated with the date and time of receipt as well as the name and signature of the recipient.

K. Site Visit. All were advised that while the location of the site visit was “outside of the gate,” the location is still government property. Attendees and potential bidders are not permitted to survey the site “on their own” and outside of the designated site visit. Should individuals attempt to survey or otherwise wander around the site after (i.e., at a later date) the day’s site visit, they may be approached by military security forces for trespassing on government property.

2. Site Visit. Mr. Terrance Mathieu initiated the site visit by stating that since the number of attendees exceeded the authorized capacity of the location, discussions regarding the site would occur outside of facility to ensure all participants received the same information.

A. Attendees were authorized to take photos without restriction of the work site, to include interior and exterior features.

B. The interior mechanical room and exterior utility access where unlocked to afford access to all applicable areas.

C. Attendees were twice afforded opportunity to assess the interior and exterior of the building unobstructed and at their own pace. The first instance was upon arrival at for approximately 15 minutes.

The second was prior to departure.

Solicitation FA480922B0001 Pre-Bid Conference & Site Visit

D. Once all attended completed an initial walkthrough the interior of the facility, Mr. Mathieu gathered all participants outside the facility to address attendees. Referencing the statement of objectives and project drawings, he stated this project was an example of a typical, multi-disciplined SABER task order.

(1) This task order has “bid options.” Not all task orders will have bid options. When applicable, the Government utilizes bid options to allow for additional flexibility. Bid options allow the Government to negotiate separate sections of work of a project. The Government’s goal is always to be able to fund the full project; however, if after negotiations the Government is not able to secure full funding of the entire project, the Government may award selected bid options based on priority and feasibility.

(2) Mr. Mathieu stated that normally when the Government and SABER contractor conduct pre-proposal site visits, there is a lot of communication by the parties regarding the project objectives, scope, and work; however, attendees were reminded again that substantive questions regarding the project are to be submitted in writing.

E. At the close of Mr. Mathieu’s comments, participants were again afforded unhindered opportunity to survey the project site. After approximately ten minutes, all attendees affirmed they were done with their survey. Attendees affirmed there were not additional areas they wished to see at the site.

Attendees affirmed they did not have questions regarding the project appropriate to be asked at that time.

3. At the close of the event, attendees were asked if they had any questions regarding the day’s event;

attendees affirmed there were no additional question. Attendees were reminded that the RFI deadline was Friday, 2 September 2022. Attendees were thanked for their attendance as they re-boarded the government vehicle and were transported off of Seymour Johnson Air Force Base.

4. For questions and or concerns regarding this memorandum of meeting minutes, please contact the points of contact as identified in Solicitation FA480922B0001.
