The following requests for information (RFIs) are listed in order of receipt. Questions and/or concerns should be submitted in writing via email to angela.gibson.4@us.af.mil and kyle.donah@us.af.mil. References to specific RFIs and responses should be identified using the RFI numbers as designated within this document.
RFI 01
QUESTION:
Attachment 2. SABER XI Statement of Work: 23.7. “Contract line items for design are not coefficient factors.
Contract line items for drawings to be provided by a registered architect and/or engineer are not included in the coefficient and shall be determined using e4Clicks Section 011131, not to exceed 20% of the entire project cost.”
However, 10.7.2. Subdivisions/Major Classifications states, “The following subdivisions/major classifications, as contained in the 4Clicks bound or electronic databases, shall not be used as line items in pricing TOs issued under this contract. All listed subdivisions are excluded in their entirety. 10.7.2.1. Subdivision 01-11, Summary of Work. In addition, 10.8.3. Design and Engineering states, “Any specific requirement for design and engineering services will either be negotiated for individual TOs or priced with pre-priced line items. These services shall not be included in the contractor’s coefficient.” Please confirm if Subdivision 01-11 is to be utilized for design or if the design will be negotiated via a non-prepriced method.
REPONSE:
If a task order requires a level of design that exceeds a 35% design effort with consideration of the project magnitude as defined within the SABER XI IDIQ Statement of Work (SOW), then Section 01 11 31 will be utilized. Otherwise, the contractor's coefficient shall include proposal/concept drawings, construction drawings, and as-built drawings as defined in the SABER XI SOW. Only design and engineering requirement(s) exceeding the minimum design effort shall include Section 01 11 31.
NOTE: Paragraph 10.7.2.1. of the SABER XI SOW shall be revised via solicitation amendment to clarify this issue.
Additional clarification may also be found in sections 10 and 21 of the SABER XI SOW.
RFI 02
QUESTION:
Attachment 2. SABER XI Statement of Work: 10.3.10 Testing. “All costs for concrete, asphalt, and/or site testing will be included as line items in the contractor’s proposals using e4Clicks.” However, testing CSI Line Items are included in Section 01 45 Quality Control. 10.7.2. Subdivisions/Major Classifications states, “The following subdivisions/major classifications, as contained in the 4Clicks bound or electronic databases, shall not be used as line items in pricing TOs issued under this contract. All listed subdivisions are excluded in their entirety.” 10.7.2.6.
Subdivision 01-45, Quality Control Please confirm testing (ex. 01 45 23 50 1800 Concrete testing, Compressive test) would be a CSI Line Item to be included in a e4Clicks proposal and not part of the contractor’s coefficient.
RESPONSE:
Confirmed; paragraph 10.3.10 of the SABER XI Statement of Work (SOW) is correct.
NOTE: Paragraph 10.7.2.6 of the SABER XI SOW shall be revised via solicitation amendment to clarify this issue.

QUESTION:
Attachment 2. SABER XI Statement of Work: 10.5 “Non-Prepriced Line Items (NPIs). Any item of work not found in the UPB, but is required for an individual TO, shall be negotiated by the CO as a NPI. The negotiated price of a NPI will be the "in-place" price, to include material, equipment, and labor (exclusive of the contractor's indirect expenses such as overhead, profit, labor burden, subcontractor overhead and profit, etc.). NPIs shall be summated, and the contractor’s coefficient shall not be applied to NPIs. A NPI shall reflect contractor’s overhead and profit. This is the NPI total.” This statement indicates the NPI will be exclusive of indirect expenses such as overhead, profit, etc., then indicates that the NPI shall reflect the contractor’s overhead and profit. As the contractors will only be submitting a standard and non-standard coefficient (Under 13.1.3. Cost Proposal, it describes the ‘Non-Standard Coefficient’ as being applied to projects requiring work performance during non-standard hours), and not a Non-Prepriced coefficient, the NPI’s must include all indirect costs. Please confirm NPI’s shall include all direct and indirect costs.
RESPONSE:
Non-Prepriced Line Items (NPIs) shall include all direct and indirect costs, to include bare costs, overhead, and profit.
NPIs are infrequently/rarely applicability to SABER task orders due to the utilization of RSMeans; therefore, a predetermined 'markup' is not identified, but rather shall be negotiated per task order when and if applicable.
NOTE: Paragraph 10.5 of the the SABER XI Statement of Work shall be revised via solicitation amendment to clarify this issue.
RFI 04
QUESTION:
Attachment 2. SABER XI Statement of Work: 10.8.6. Removal/Replacement Procedures. “The cost of removing and reinstalling existing items, other than items described in the contractor’s coefficient, during the course of construction work shall be priced utilizing RSMeans Section 019309.50…” However, 10.7.2. Subdivisions/Major Classifications states, “The following subdivisions/major classifications, as contained in the 4Clicks bound or electronic databases, shall not be used as line items in pricing TOs issued under this contract. All listed subdivisions are excluded in their entirety.” 10.7.2.12. Subdivision 01-93, Facility Maintenance - Excluded in its entirety. Please confirm if Subdivision 01-93 may be utilized in a CSI Line-Item proposal when addressing the cost of removing and reinstalling existing items.
RESPONSE:
Section 01 93 09.50 may be used for the removal and reinstallation of existing items as noted in paragraph 10.8.6. The rest of Subdivision 01-93 is excluded.
NOTE: Paragraph 10.7.2.12. of the SABER XI Statement of Work shall be revised via solicitation amendment to clarify this issue.
RFI 05
QUESTION:
Attachment 2. SABER XI Statement of Work: 12.5.2. “The contractor may make multiple site visits to complete reasonable field investigation and verification. Any destruction or damage resultant of the contractor’s investigative actions shall be restored to existing conditions at no additional cost to the Government.” Please confirm that ‘reasonable field investigation and verification’ does not include destructive investigation.
FA480922B0001
RESPONSE:
Confirmed; reasonable field investigation and verification does not include destructive investigation. However, if damage or destruction occurs during the contractor’s field investigation, the damaged area(s) shall be restored to existing conditions at no additional cost to the Government.
RFI 06
QUESTION:
Attachment 2. SABER XI Statement of Work: 13.1.5.1. “Preliminary drawings will be completed with adequate detail to support line-item quantities and to the point that the Government representative can verify size, shape, quantity, and type of materials proposed in the contractor’s cost proposal. Preliminary drawings will include dimensions;
utility lines; foundation plans; floor plans; elevation view; roofing plans; shop drawings; layout of walls, doors, and windows; finish schedules; plumbing plans; riser diagrams; HVAC plans; duct work; control systems; fire sprinkler and detection systems; electrical plans; schematics; lighting; receptacles; switches; panels; panel schedules; and depiction of any other pertinent sections, details, etc.” This is a large undertaking for ‘Preliminary Drawings’ utilized to support line-item quantities. Per 13.1., the contractor shall prepare a cost proposal and submit to the CO within 10 business days from the site visit. The contractor would need the Preliminary drawings from our design partner within 5 days to enter the project into e4Clicks and submit to the CO in a timely manner. Given there may be multiple projects bidding with the Preliminary Drawings requirement, the submission requirements as stated are not sustainable. With previous IDIQ contracts, we have provided a design narrative and floor plan with enough detail to support line-item quantities. Please confirm the level of ‘Preliminary Drawings’ detail only needs to be sufficient to support line-item quantities, and not those stated in 13.1.5.1.
RESPONSE:
The level of preliminary drawings shall be equivalent to the proposal drawings as referenced in paragraph 21.4.1.
Note: Paragraph 13.1.5.1 of the SABER XI Statement of Work shall be revised via solicitation amendment to clarify this issue.
RFI 07
QUESTION:
Attachment 2. SABER XI Statement of Work: 14.12 “Critical Path Timeline. More complex TOs may require critical path timelines. This requirement, if applicable, will be stated in the project’s SOO and will be discussed during pre-award procedures. When applicable, the contractor shall be responsible for developing the critical path timeline using the software.” Please confirm what ‘software’ this is referring to. We anticipate utilizing MSProject for most of our scheduling needs. Please confirm if this is sufficient or if a software like P6 will be required.
RESPONSE:
Confirmed; MS Project shall be sufficient should a critical path be specified.
Additional clarification: Critical path software will not be required for scheduling or payment for the typical task order. When certain critical projects require complex scheduling and/or milestone management, a critical path schedule may be included as a requirement in the scope of that particular project. The cost of the development and maintenance of the critical path schedule will be included in that particular project and not in the contractor's coefficient. Any critical path software used must be compatible will the Government's network. Critical path software known to be compatible and authorized to operate on the Air Force network include, but may not be limited to, Microsoft Project and Primavera Project Planner.
FA480922B0001
NOTE: Paragraph 14.12 of the SABER XI Statement of Work shall be revised via solicitation amendment to clarify this issue.
RFI 08
QUESTION:
Attachment 2. SABER XI Statement of Work: 24.3.1. “The web-based PMIS that shall be purchased by the contractor for use by the contractor and Government for the management of this contract and associated task orders is Procore® Construction Management Software.” This section does not indicate any training or setup costs. Please confirm the contractor is not responsible for training or setup costs associated with the government usage of Procore.
RESPONSE:
Per paragraph 24.3.1. of the SABER XI Statement of Work (SOW), setup costs for Procore are paid by the contractor and iare included in the contractor's coefficient.
Note: Paragraph 24.3.1. of the SABER XI SOW shall be revised via solicitation amendment to clarify this issue with regards to Procore training.
RFI 09
QUESTION:
Attachment 2. SABER XI Statement of Work: 24.5.6. Schedule. “Load contract project schedule in PMIS by either manually entering all schedule data or by importing the Standard Data Exchange Format (SDEF) file, based on the requirements in Section 013201.0010 Project schedule. Maintain current, up-to-date, schedule in PMIS.” Please provide Section 013201.0010. Please confirm if MSProject will integrate with Procore or if a P6 schedule will be required.
RESPONSE:
Confirmed; MS Project will integrate with Procore.
RFI 10
QUESTION:
Attachment 2. SABER XI Statement of Work (B. Task Order Standards/Guidelines): 10.8. Work Performed in Secure Areas, “10.8.1. All contractor personnel shall be escorted at all times in a controlled/restricted area by an escort furnished by the Government using agency.” Given that 01 21 53.60 0440 (Escort required to be with tradesperson during work effort) is excluded via 10.7.2.2. Subdivision 01-21, Allowances, it is difficult to include this cost in the proposed coefficient. Please confirm the contractor may utilize the Security Factors CSI line items or please provide an approximate quantity of task order in which the contractor will have to work within a secure area.
RESPONSE:
The contractor may not utilize the Security Factors CSI line items. Use of the non-standard coefficient is appropriate for work in secure areas. Historically, less than 5% of SABER task orders require work in secure areas.
RFI 11
QUESTION:
Attachment 26. Seed Project Drawings. Sheet A-101, key note 1. “Prepare Walls and Paint”. The keynote was not indicated on the floorplan. Prepare walls and paint was not found in Attachment 25. RFI 34
The Solicitation, L.4.F.2. Preliminary Drawings states, “Bidders are not required to submit preliminary drawings at the time of bid submission,” but the Statement of Work, regarding task order proposal inclusions paragraph 13.1.6.1 states: “For more complex TOs, work flow chart utilizing critical path method (CPM Microsoft project), surveys, sketches, drawings, calculations, catalog cuts, and architectural renderings may be appropriate.” Please clarify which, if any, of the items in paragraph 13.1.6.1 are required to be submitted at the time of bid submission for the Minimum Requirement Project?
RESPONSE:
The items identified in paragraph 13.1.6.1. of the SABER XI Statement of Work are not required to be submitted at the time of bid submission for the minimum guarantee project; drawings are not required at the time of bid submission.
Reference Section L-5.F.2 of the solicitation document and the Pre-Bid Conference and Site Visit Meeting Minutes dated 30-August-2022 posted to SAM.gov for additional clarification.
RFI 35
Section M states, “The calculation to determine the overall lowest price for evaluation will utilize standard and nonstandard coefficients for the base, all four (4) option periods, and the extension period applied against a task order price ‘constant.’" Please confirm that for the evaluation, both the standard and non-standard hours coefficients will be multiplied by the task order constant, making the standard and non-standard hours coefficients weighted equally in the evaluation.
FA480922B0001
The standard and nonstandard hours coefficients are not weighted. Calculation for evaluation will be in accordance with Section M of the solicitation document. Further explanation is provided in the Pre-Bid Conference and Site Visit meeting minutes dated 30-August-2022 posted to SAM.gov.
RFI 36
We have not been able to identify the evaluation criteria for the Minimum Requirement Project within Section M of the Solicitation. Please elaborate on how this element of the submission will be evaluated in the award decision.
RESPONSE:
Award of the IDIQ will be based solely on the coefficients bids in accordance with Section M of the solicitation document. Submission of a proposal for the minimum requirement project (VKAG 20-1040) is required and will be part of the determination of responsiveness.
RFI 37
In the Statement of Work, paragraph 10.5 states: “The negotiated price of a NPI will be the "in-place" price, to include material, equipment, and labor (exclusive of the contractor's indirect expenses such as overhead, profit, labor burden, subcontractor overhead and profit, etc.)… A NPI shall reflect contractor’s overhead and profit.” Please clarify how the contractor’s overhead costs and profit will be calculated and added to NPI work.
RESPONSE:
No, there is no official limitation regarding a specific percentage; however, Non-prepriced items (NPIs) should be rare for SABER projects and, when applicable, typically make up a nominal percentage of the cost of a specific task order.
Additional guidance and clarification may be referenced in paragraphs 10.5. and 10.6 of the SABER XI Statement of Work.
RFI 38
Will the use of NPI be capped at a certain percentage of task order value?
RFI 39
QUESTION:
In the Statement of Work, paragraph 23.9 states, in part: “The price of the TO shall remain unchanged for 12 months of award of the seed.” Due to the current levels of market volatility, would the Government consider removing the requirement for the contractor to hold their pricing of seeded projects for one year after submittal, and instead allow the contractor to update their estimate to the most recent RSMeans data and CCI at time of construction award?
RESPONSE:
In order for 'seeded projects' to serve the intended purpose and provide a negotiated price for the Government to request and secure funding, the awarded seed must hold the price for twelve (12) months. Requests for variance from this requirement due to unusual and compelling situations may be submitted to the contracting officer.
FA480922B0001
RFI 40
In the Statement of Work, paragraph B.12.8 states: “If the work site is located in a restricted or controlled area, the contractor may experience delays due to compliance with entrance/exit requirements of the restricted/controlled area.
Also, due to the nature of restricted areas and mission requirements the contractor may be requested to leave the restricted area at any given time.” The delays described here make work in restricted/controlled areas more expensive, as contractor and subcontractor staff must be paid for time when they are not able to be actively working on the project. Would the Government consider allowing the contractor to use the Security Factors line items from RSMeans, or otherwise adjust their coefficients for work in secure areas?
RESPONSE:
The contractor may not utilize the Security Factors CSI line items. Use of the non-standard coefficient is appropriate for work in secure areas. Historically, less than 5% of task orders require work in secure areas.
RFI 41
In the Statement of Work, paragraph B.20 states: “Unless directed otherwise by the CO, existing restroom facilities shall not be used by construction personnel.” Are the costs for temporary toilets to be included in the contractor’s coefficients?
RESPONSE:
Costs for temporary toilets, if needed and/or directed per individual task order(s), will be covered by using RSMeans line item(s).
RFI 42
For the Minimum Requirement project, what is the pitch of the existing roof?
