About this file
This is a Questions and Answers (Q&A) document for a federal construction solicitation related to HVAC repair and replacement work at Shaw Air Force Base, Building 611. The document addresses 94 clarification questions submitted by potential offerors regarding project scope, requirements, and procedures.
The project involves replacement of two air handling units, six fan coil units, heating coils, and an exhaust fan, with installation of surge protectors, water alarms, and water overflow prevention switches on new equipment. The contractor must provide material submittals for all new equipment and perform test and balance work to meet flow requirements, though the original TAB report is unavailable. Design is not required; this is a construction-only project with a 90-calendar-day period of performance beginning after Notice to Proceed. Standard government work hours are 0700-1700, five days per week, though contractors may be required to work nights and weekends for disruptive work, coordinated through the Contracting Officer Representative. The facility will be occupied during construction. Any utility shutdowns must be submitted two weeks in advance for approval. Hardcopy bids are required, with bid prices valid through 30 September 2026 and government acceptance timeframe of approximately five calendar days minimum. The contractor must provide at least two past performance projects valued at $100,000 or higher for HVAC work, including Satisfactory Past Performance information, copies of evaluations, and resume information for the proposed superintendent/project manager. A minimum of two full-time personnel are required onsite to fulfill superintendent, Site Safety and Health Officer, and Quality Control Officer duties. The preferred HVAC equipment manufacturer is Trane, and Harris Controls is the base-approved vendor for Automated Logic controls. The contractor is responsible for replacing any ceiling tiles or grid damaged during construction but is not responsible for temporary HVAC systems. Triple-hat positions are not acceptable. Federal holidays when no government personnel will be available include 3 July 2026, 7 September 2026, 11 November 2026, 26 November 2026, and possibly 24, 25 December 2026 and 1 January 2027.
