Statement of Work Summary: HVAC Repair at Building 611
This is a Statement of Work (SOW) for the demolition and installation of HVAC equipment at Building 611, Shaw Air Force Base, under Project VLSB 24-0032, dated March 3, 2026. The scope includes demolishing existing air handler units, fan coil units, exhaust fans, and associated isolation valves while retaining the existing chiller and chilled water pump. Prior to demolition, the contractor must measure and submit flow rate data for both hot water and chilled water at both air handlers. The new work requires installation of two air handler units with matching characteristics, new isolation valves on supply and return lines, new fan coil units with matching characteristics, new isolation valves for all fan coil units, and a new exhaust fan in the previous location with matching characteristics. All new lines must be insulated per Shaw Air Force Base Design Standards with metal jacketing on exterior lines, and all new equipment requires surge protection, water alarms, and water overflow protection where applicable.
The contractor must conduct a comprehensive Test and Balance of the HVAC system per UFGS 23 05 93 in both summer and winter conditions, measuring flow rates and balancing to original design conditions, with all results submitted for government approval. All new HVAC components must have a SEER rating of 14 and electrical characteristics matching existing equipment where possible. A preconstruction meeting is required before the Notice to Proceed, with the contractor establishing a construction schedule showing phasing and long lead-time items, all of which must be on-site before work begins. The total contract duration is 90 days: 60 calendar days for construction and 30 calendar days for project closeout. The facility will remain occupied during construction, requiring coordination of any outages with the government. The contractor is responsible for all management, tools, labor, permits, debris removal, daily reporting in RAKEN format with pictures, and providing one-year warranty against defects in material and workmanship from the beneficial occupancy date. All work must comply with UFC, UFGS, International Building Code, South Carolina Department of Health and Environmental Control regulations, and Shaw Air Force Base Design and Construction Standards (Change 2, August 21, 2018).
