The government would like to clarify the following a response to the following question:

Question: based on the following...what is the actual size standard for the Prive (JV) 33.5M or 14M

52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2011)

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition will be within but not limited to the North American Industry Classification System (NAICS) codes, Sector 23 Construction, Sub-sector 236 Construction of Buildings, Size Standard $33.5M; Sub-sector 237 Heavy and Civil Engineering Construction, Size Standard $33.5M (except Land Subdivision, $7M and Dredging and Surface Cleanup Activities, $20M); and Sub-sector 238 Specialty Trade Contractors.

(2) The small business size standard is $14M

(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.

Answer: Section (2) The small business size standard of $14M is the small business size standard for the NAICS code for subsector 238 Specialty Trade Contractors.

Additionally this contract will using the NAICS Code 236210, which has a small business size standard of $33.5M.

This pertains to previous responses to questions

Question: The UFC 4-010-01 (AT/FP standards) document is referenced. Which parts will apply to this interior remodel project? For example, windows replacement is not listed in the scope of work for Bldg 5704 yet the UFC requires specific glazing requirements. Also, stand-off distances and clear-zone requirements are required in the UFC but no site work is mentioned in the scope of work. Can we assume that unless the scope calls for a specific work item that is covered by UFC 4-010-01 (ie HVAC system height of intake and emergency shut-offs), the rest of the building is considered “grandfathered” in under the AT/FP UFC requirements? Answer: No windows or exterior doors are to be replaced. The Roll Up door in the Warehouse is to remain. If one door or one window is replaced, the AT FP standards kick in and all the windows and all the doors have to be brought up to AF FP standards and the government has not budgeted for replacing all the windows and all the doors. The building will continue to be grandfathered unless windows and doors are replaced.

The scope only calls redistributing the existing HVAC into office configurations. A change in the existing HVAC system, and an expansion in the capacity of the HVAC system is not called for by the government. The government expects the finished office space to be on the same zonal system as the existing warehouse.

Question: Regarding LEED certification, does the government wish to pursue certification for the seed project? Will any task orders under this MACC IDIQ require LEED certification?

Answer: The building will be constructed so that it is "LEED certifiable", but the government is not going to pursue actual expense of "LEED Certification."

Question: If the building is not upgrading any of the HVAC/ windows or doors for the project it will not meet a LEED " certifiable building" Is it preferred for the project to have a new HVAC system in order to attempt a "LEED certifiable" building?

Answer: The government is not going to fund LEED Certifications, but desires that completed projects meet LEED certification standards.

No new HVAC will be added to the project. If the current HVAC plant does not allow the facility to meet LEED standards, then the facility will not meet LEED Standards.

Question: You state the contract does not call for penetrations. The new plan provided, indicates over a dozen windows that do not currently exist. Please clarify.

Answer: Again, do not add new windows, or modify any existing windows. AT FP standards will kick in if we are not grandfathered. There are no penetrations to the existing facility "skin" called for in this project. The project is entirely interior renovations and repairs.

Question: Will any furniture drawings or specifications be required?

Answer: No furniture drawings or specifications will be required.
