Question: Section L, L-III, PART 1, subsection (b) asks for a complete technical proposal for seed project. Please explain if we are to submit a technical proposal within the price proposal submittal.
Answer: A complete technical proposal will not be need to be submitted as part of offerors price proposal. An amendment to the solicitation will be completed. Section L, L-III, Part I, subsection (b) will read be changed to “(b) Offer schedule and construction cost estimate breakdown (AF Form 3052). The seed project will be awarded with the award of the MACC.
Question: Same paragraph, is the contractor to submit a schedule and cost estimate breakdown only directly related to the seed project
Answer: Yes, offerors schedule and construction cost estimate breakdown (AF Form 3052) should be completed according to the requirement for seed project.
Question: Section L, L-III, PART III, subsection 1-RECENT what is the percentage complete for "ongoing contracts" if any?
Answer: There is no minimum percentage that needs to be completed, but the contract must have a performance history.
Question: How many past and present relative lists can be provided by each teaming partner, and total for submittal by Prime based on the following statement in the solicitation SECTION L, L-III PART III, below subsection (c) "If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts. "
Answer: Each proposal submitted may submit a maximum of ten (10) performance surveys. There is no limit to the number of Past Performance Questionnaires that are submitted by an offeror. This answer applies to offerors entering in a teaming arrangement and those that are not.
Question: What is the governments intent for the contractor to complete Section B - supplies or Services and Prices of the SF 1442. These amounts are unknown at the time of submittal.
Answer: Section B, Supplies or Services and Prices, will not be filled out when an offeror submits a proposal.
Question: With regards to Amendment #3 and Bonding: Is the government requesting a letter of bondability at the time of proposal submittal, or at the task order level. And in addition, if contractor is submitting under a JV (for which an agreement is pending), same question.
Answer: Yes. Please reference amendment 0004 posted on 15 July to FBO.
Question: What evidence will be necessary to illustrate bonding capacity as stated in the revised Section H: $10M Single Project/$20M Aggregate?
Answer: Please reference amendment 0004 posted on 15 July to FBO.
Question: Would a project slightly exceeding $15M be considered Relevant for Past Performance Evaluation?
Answer: No. The government will only consider projects from $500,000 to $15M to be relevant. Anything outside these parameters will automatically not be considered relevant.
Question: Response to Questions (3) states that Parts I, II and III are to be submitted separately. May we submit all parts in one package, but separate binders, or do you want each part individually packaged when submitted.
Answer: Parts I, II and III may be submitted in one packages as long as they are in separate binders or folders.
Question: Are there any special instructions for delivering proposals by mail, other than sending them to the address in Section 7 of the SF1442 and addressing them to 1Lt Andrew Gibson? Do we need to include the solicitation number or any other critical information on the outside of the package to ensure that it is stamped as received and routed to you in a timely manner, since the deliveries will be time sensitive?
Answer: There are no special instructions for delivering proposals that are not listed in section 7. If an offeror wants include any other information on their package that is at their discretion.
