Question: Is building B5704 a pre-engineered metal building?

Answer: The building appears to be a pre engineered building - but the contract does not call for any new penetrations to the exterior skin, nor does it call for affecting any existing structural members. The interior section of wall for the bath room expansion does not go through a load bearing wall.

Question: Is the floor plan provided in Amendment 1 the existing layout or the proposed layout? Is the floor plan provided in Amendment 1 the entire facility (ie 80ft x 80ft)? Please provide room functions on the floor plan issued with Amendment 1.

Answer: The floor plan provided is the desired outcome of the project. All interior finishes per room in the ware house section (accept the rest rooms) will be similar in finishes, floor, wall, and ceiling. The final use of each room is up to the end user.

Question: What are the expectations of the Design Team during construction?

Answer: This is a design build, and the designers are a sub contract to the prime. The prime contractor is responsible for their subcontractors.

Question: Regarding LEED certification, does the government wish to pursue certification for the seed project? Will any task orders under this MACC IDIQ require LEED certification?

Answer: The building will be constructed so that it is "LEED certifiable", but the government is not going to pursue actual expense of "LEED Certification."

Question: Is the BAFB Facility Design Standards the same as the “Design Compatibility Guide, Beale Air Force Base, California Dated: August 2009”?

Answer: Yes, "Design Compatibility Guide, Beale Air Force Base, California Dated: August 2009"

Question: What is considered the Warehouse area? What is the current use of the building? A change of occupancy or use may trigger other code requirements. What is stored in the Warehouse? This information is needed as part of the code analysis.

Answer: Occupied Office Space Codes apply. The warehouse area is the portion of the facility with the concrete floor. There is only one cipher door between the existing carpeted Admin Area and the concreted ware house. The current use of the building as a warehouse is not relevant to the seed project. The code requirements are for office space conversion of the warehouse space. Office space codes apply. There is no warehouse space left in the area of Bldg 5704 and this contract.

Queston: What is the flow rate and water pressure in the fire protection system at Bldg 5704?

Answer: The government is not designing this project. The current flow rate and water pressure meets Beale's fire protection standards.

Question: Are there any hazardous materials in the building that need to be considered for abatement? Is there a HAZMAT report available?

Answer: There is no asbestos apparent in the facility. Normal demolition and disposal of ballasts, etc., of course apply.

Question: Which edition of the International Building Code (IBC) will govern the design? 2009 is the current edition.

Answer: The most current version of the International Building Code (IBC) applies.

Question: Please provide a copy of the Beale AFB Facility Design Standards that apply to this project.

Answer: The base design standards will be posted as an attachment on FBO.

Question: The UFC 4-010-01 (AT/FP standards) document is referenced. Which parts will apply to this interior remodel project? For example, windows replacement is not listed in the scope of work for Bldg 5704 yet the UFC requires specific glazing requirements. Also, stand-off distances and clear-zone requirements are required in the UFC but no site work is mentioned in the scope of work. Can we assume that unless the scope calls for a specific work item that is covered by UFC 4-010-01 (ie HVAC system height of intake and emergency shut-offs), the rest of the building is considered “grandfathered” in under the AT/FP UFC requirements?

Answer: No windows or exterior doors are to be replaced. The Roll Up door in the Warehouse is to remain. If one door or one window is replaced, the AT FP standards kick in and all the windows and all the doors have to be brought up to AF FP standards and the government has not budgeted for replacing all the windows and all the doors. The building will continue to be grandfathered unless windows and doors are replaced.

The scope only calls redistributing the existing HVAC into office configurations. A change in the existing HVAC system, and an expansion in the capacity of the HVAC system is not called for by the government. The government expects the finished office space to be on the same zonal system as the existing warehouse.

Question: Are there any environmental reports available?

Answer: No, the government does not see how existing environmental reports would affect an offerors proposal.

Question: Are environmental surveys required for Lead, Asbestos and Mold?

Answer: Before demolishing the interior wall between the existing office and warehouse spaces for the rest room expansion, the Contractor will have to survey of lead and asbestos and mold.

Question: Are there any PCB light ballast hazardous waste disposal?

Answer: Unknown. It is probably safe to assume yes do to the lack of information on the facility.

Question: Is there a prior Hazard material notification & approval requirement and POC through the HAZMAT Pharmacy for all chemicals, amounts and disposal for this project?

Answer: Unknown how this applies to the warehouse modification. If the Contractor is going to use such chemicals, then they need to follow proper procedures and codes. There are no chemicals in the warehouse at the time of contract.

Question: Is there a list of available chemicals and or building materials and manufactures previously approved for use on base or in B-5704 to speed up the submittal approval process?

Answer: No

Question: Are there government specifications available to download?

Answer: We use CSI specifications. There are no government specs, Army or Navy that we would apply.

Question: Will bathroom ceilings be suspended T bar with removal ceiling tiles or solid 5/8" wallboard over suspended ceiling components?

Answer: This is up to the offeror, the government is not going to design this facility.

Question: Are there any specific manufactures requested?

Answer: Question needs to be more specific to be answered by the government.

Question: Is the fire detection and mass notification requirement limited to B-5704?

Answer: Mass notification and fire alarm and notification systems must meet the Beale standards, per the base design guides.

Question: Is the alarm system Class A wiring requirement include all devices?

Answer: Mass notification and fire alarm and notification systems must meet the Beale standards, per the base design guides.

Question: Can alarm devices be ceiling and or wall mounted?

Answer: Mass notification and fire alarm and notification systems must meet the Beale standards, per the base design guides.

Question: Is only the modified fire sprinkler system engineered with stamped drawings?

Answer: Mass notification and fire alarm and notification systems must meet the Beale standards, per the base design guides.

Question: Does the electrical lighting use T-8 or new T-5 fixtures? Do they include emergency lights with battery backup?

Answer: Mass notification and fire alarm and notification systems must meet the Beale standards, per the base design guides.

Question: Is it required to submit specific size mockup boards for approval and how many? Example; wallboard with three levels of finish texture, paint and color?

Answer: No

Question: Can the Quality Control Manager act as the Safety officer?

Answer: This is at the offeror’s discretion.

Question: Is there a link to the AF Form 3052?

Answer: The AF Form 3052 will be posted as an attachment on FBO.

Question: The Technical Proposal is to be submitted separately (Part II). Is the reference above to the technical proposal only related to the items (a) (b) (c) and (d) identified in Part I Price Proposal that are listed in the solicitation?

Answer: Part I – PRICE PROPOSAL, Part II – TECHNICAL PROPOSAL and PART III – PAST PERFORMANCE INFORMATION shall all be submitted seperately.

Question: Page 25 52.219-18 para (a) (3) States the offeror’s approved business plan is on file and serviced by Sacramento District Office-Citrus Heights, CA and San Francisco District Office, we have a satellite office in Northern California located in Bakersfield and bonafied through the SBA Fresno Office, will we qualified?

Answer: As long as the offeror has an office that is serviced by either the San Francisco or Sacramento District SBA Office the offeror is eligible for the award of this solicitation.

Question: Can a non-military project, not performed on a military facility, be considered as a relevant past performance project.

Answer: Work not preformed on a military base can be considered as relevant past performance. The definition for relevant past performance can be found in the Solicitation - Section L, Part III, page 61 of 67.
