Question: Are as-built drawings available for Bldg 5704, 940th Medical Admin Facility? We specifically need information for the HVAC, lighting, power, communications, fire alarm and fire sprinkler system that we are to modify as part of the seed project.
Answer: As built drawings have been posted on FBO. The as-builts that are posted on FBO are all that offerors will be given to submit a proposal for this solicitation.
Question: Are As Built drawings available for electrical, plumbing, HVAC, underground utilities, fire sprinklers and fire alarm?

Question: The RFP requires a 35% design for the seed project. In order to prepare the 35% design with the proper level of detailing, we need to have as-built drawing of the existing facility Specifically, we need:
· As-built building floor plan and elevation drawings
· As-built piping drawings, including under floor piping
· As-built HVAC and Control drawings
· As-built electrical power and communications drawings
· As-built fire sprinkler and fire alarm system drawings
· As-built site plan for showing ATFP standoff distances

Question: The SOW Paragraph 18 requires design of interiors to meet BAFB Facility Design Standards. Can the BAFB Standards be issued in pdf format to support the 35% design effort?
Answer: Beale Air Force Base Facility Design Standards have been posted on FBO.
Question: Will as-built drawings of the seed project building be provided? If so, do you have an ETA on when they might be made available?

Question: On Page 60 of the RFP, Section C(b) asks for a complete technical proposal for the seed project, along with schedule and cost estimate breakdown. Pages 64 and 65 of the RFP appear to require a cost estimate, bid schedule and completed AF Form 3052 within the technical proposal. It seems that there is quite a bit of duplication of items provided within each part of the proposal. Is this intentional?
Answer: Please see amendment 4 as these requirements have changed.
Question: based on the following...what is the actual size standard for the Prive (JV) 33.5M or 14M
52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2011)
(a)(1) The North American Industry Classification System (NAICS) code for this acquisition will be within but not limited to the North American Industry Classification System (NAICS) codes, Sector 23 Construction, Sub-sector 236 Construction of Buildings, Size Standard $33.5M; Sub-sector 237 Heavy and Civil Engineering Construction, Size Standard $33.5M (except Land Subdivision, $7M and Dredging and Surface Cleanup Activities, $20M); and Sub-sector 238 Specialty Trade Contractors.
(2) The small business size standard is $14M
(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.
Answer: Section (2) The small business size standard of $14M is the small business size standard for the NAICS code for subsector 238 Specialty Trade Contractors.
Question: I am inquiring to see if the As-Built Drawings will be made available.

Question: Part III Section (a) states that we can use existing past performance surveys as long as they meet the relevant and recent requirements found in Part III. If we submit existing surveys that meet those requirements, then Section (c) will not apply and the requirements of this section (c) will be met by submitting existing past performance surveys.
Answer: Existing surveys that are submitted by offerors will not meet the requirements listed in Section L, Part III, section (c). Past Performance Questionnairse shall be sent directly from the the POC that completes the questionnaire to the 9th Contracting Squadron. If an offeror submits past surveys or letters from past projects they will be included in Section L, Part III, section (a).
Question: We are serviced by the Alaska SBA office. Per page 25 of the subject solicitation, it states that the 8(a) entity must be serviced by the SBA SFO or Sacramento office.
Just want to verify that this means that we are ineligible to submit for this solicitation.
Answer: Are you not eligible for the award of this contract unless you have an office that is serviced by the San Francisco or Sacrmamento district SBA office.
Question: For past performance evaluation an IDIQ up to $15M value is a valid contract?
Answer: For an IDIQ the recent and relevant definitions in Section L, Part III, section (a), 1. & 2, for past performance are applied to each Task Order awarded on an IDIQ contract.
