Question: 1. Section L, Paragraph C. 2. Part II requires us to submit original plus three copies. Further in this section, under sub-section (a) a) the requirement is to “submit original and two copies of drawings, analysis, outline specifications and construction estimate.” Section M, A1b, states original plus two copies and two CDs. Please confirm that the submittal requirements for Part II include one original, two copies, and two CDs.

Answer: Offerors are required to submit one original, three copies and three CD’s as part of the technical proposal. An amendment to the solicitation will be posted to reflect these changes.

Question: Section L, Part III - Past Performance Information, Paragraph 2. indicates that relevant projects are defined with an estimated range valued between $500K and $15M. This estimated range is confirmed in Section M, Paragraph C. Past Performance Evaluation, sub-section 2.2. However, in paragraph 2.4 it states "in addition... history of completing efforts... valued in excess of $5M..." Will projects valued at over $5M be rated higher than those between $500K and $5M?

Answer: Projects valued over $5M will not be rated higher than those between $500K and $5M. Projects that are being evaluated for past performance must meet the criteria for recent and relevant found in Section L Part III, page 61 of 67 of the solicitation.

Question: Are bidders permitted to take digital still photographs and/or video record B5704 interior and exterior during the site walk?

Answer: Bidders/Offerors are allowed to take photographs and video during the site walk.

Question: PPQs are due by 29 Jul 2011, which is 10 calendar days prior to Proposal due date (8 Aug 2011). This schedule limits Beale AFB review time for Past Performance Evaluations sent by our customers; it also challenges bidders to determine PDs and References and get PPQ forms to customers. Will the government consider aligning the PPQ deadline with the proposal due date?

Answer: Due to time constraints the government will change the due to date of the past performance questionnaires. The new due to date will be NLT 8 Aug 11 at 1600. An amendmanet to the solicitation will be issued to reflect these changes.

Question: We request that bidders/offerors be afforded the opportunity to submit additional questions after the pre-bid/pre-proposal conference.

Answer: Offerors may submit questions after the pre-proposal conference, however any questions asked after 1600 PST on 19 July 11 will not be answered.

Question: How many contractors do you expect to issue awards to under this contract?

Answer: Please refence Section M of the Solicitation posted on the FBO website.

Question: Is there an engineer’s estimate for the seed project?

Answer: The government does have an estimate for this project but this will not be provided to offerors.

Question: Would the design firm be considered to be a subcontractor?

Answer: A design firm could be considered a subcontractor.

Question: If so, would the offeror be required to submit past performance for the design firm?

Answer: Offerors are not required to submit past performance for their design firm. Offerors should submit past performance that lets the government best evaluate their offer and whether that includes their design firm is up to the contractor.

Question: If awarded the contract, will the offeror have the option of using other design firms who are not mentioned in the proposal?

Answer: The offeror awarded the seed project will be required to use the design firm submitted in their proposal. All subsequent task orders issued on the MACC the design firm used by the MACC awardees is at their discretion.

Question: Is the submittal of any previous capabilities statement a requirement or qualification for consideration in the selection process for the MACC for Beale AFB?

Answer: Previous capabilities statement is not a requirement to be considered during the source selection of this contract and will not be used when evaluating an offeror.

Question: What will the typical size be of various task orders?

Answer: Task orders will range in size from $2,000.00 up to $15,000,000. The government cannot determine the size of Task Orders until we receive a requirement.

Question: The basis of the award appears to be based upon A&E factors. What will be the typical percentage of future task orders for A&E versus construction?

Answer: The government cannot determine at this time what percentage of future Task Orders will be design build projects.

Question: How will section 17 of form 1442 be calculated?

Answer: This will determined with each Task Order issued on the MACC.

Question: What will be the cost schedule utilized to calculate cost figure from form Section B -Supplies or Services and Prices?

Answer: The government cannot determine the answer to this question. More information is needed.

Question: In Block 10 of the SF 1442, the government includes locations for the Scope of Work at Beale AFB and “satellite locations.” Can you please provide more information on satellite locations where the MACC tool may be used?

Answer: The satelite locations where the MACC could be used not on Beale AFB will all be in the local area, within 30 miles of Beale AFB.
