Question: Paragraph 7 of the SOW requires compliance to UFC 4-010-01 (DoD Minimum Anti-Terrorism Standards for Buildings. Proper application of the UFC requires a determination of the classification of the structure to apply certain criteria. Is this building classified as a “Primary Gathering Facility” or as an “Inhabited Structure”?
Answer: It is an Inhabited Structure. The government is not looking to replace any windows, doors, and make modifications to the HVAC accept for new flexible ducts as part of the new reflected ceiling plan.
Question: UFC 4-010-01 establishes standoff distances around the facility at the 33-foot, 82-foot and 142-foot distances for control of access to the building. During the site visit, it was noted that vehicles can drive up adjacent to the structure. Are access controls (gates, etc) to be installed around the facility to limit vehicular access?
Answer: No.
Question: UFC 4-010-01, Standard 10 requires installation of blast resistant windows at the building exterior for new construction and major renovations. Are any windows in the existing building required to be upgraded to ATPF Standards as part of the seed project scope of work?
Answer: No, we will leave all the windows and doors as is – therefore this will not be a requirement.
Question: The SOW requires compliance with ADA requirements and International Codes and State Codes. The number of plumbing fixtures is generally based on the occupancy count of personnel in the facility and the anticipated percentage of males and females. In order to properly select the number of fixtures, the number and gender split of the occupants needs to be provided by the Government. This information is also required to design compliance with Life Safety codes (NFPA 101)
Answer: 940th Manning in the facility is not known at this point - we will attempt to get that information in the next couple of days.
Question: In the restroom area, the layout for the proposed floor plan does not appear to be in compliance with ADA requirements. Is it correct to assume that within our 35% submittal, we have the latitude to revise the restroom layout to comply with code requirements?
Answer: ADA requirements apply; the restrooms must comply.
Question: Is adding a safe door to the safe designated on the floor plan part of the project?
Answer: No
Question: There are open holes in the exterior walls and areas of exterior metal siding that are damaged and may leak; is repair of the exterior siding part of the project?
Answer: No. This will not be part of this project and is not included in the statement of work.
Question: When the existing finishes or materials in the facility listed to remain do not meet the requirements of the design compatibility guide, should the new products match existing or should all items be replaced to meet the design standards?
Answer: All new products must meet our design standards for office occupancy.
Question: Previous Q&A indicate that there is no modification to the existing building envelope but also that the provided floor plan is the desired outcome. The existing exterior penetrations do not match the proposed plan. Please clarify.
Answer: The governments proposed floor plan is just a sketch. The offeror must field verify all dimensions, measurements, and equipment. Drawings of the existing structure have been located and published on FBO.
Question: The sketch provided by the Government does not have room names. Need this information for 35% design dwgs and code analysis
Answer: Unknown. This is up to the unit that will occupy the building once the project is complete. Most of the facility is designated office space, and there are no special finishes required in any single area.
Question: Existing admin offices currently have hard ceilings. Does the hard ceilings remain for these areas?
Answer: Yes, unless the lights do not meet current office work environments. The governments assumes that the lights meet the requirements of the current mission within that area of the facility.
Question: During the site walk, we observed the existing ramp to the entry does not appear to meet ADA. Does the ramp remain as-is or de we re-design to meet ADA? Or is all work to be interior only?
Answer: The ramp remains as is. There is a floor level entrance into the facility in the ware house near the roll up garage door. All work is interior only.
Question: What is the use of the existing attached buildings at the north east corner? Building use is needed for code analysis
Answer: Medical equipment storage, and not part of this project.
Question: Is all furniture to be provided by the Government? If so does the Government have specification requirements?
Answer: All furniture will be furnished by the government. The government does not know the specifications at this time.
Question: Are the larger common areas intended to support multiple cubicles?
Answer: Unknown at this time how the unit will use their space once they occupy the facility.
Question: What is the scope of the Kitchenette? Is it for a sink and counter only?
Answer: Microwave and coffee maker is about it. There should be a plug for a refrigerator included.
Question: Will the government remove the existing shelving in the warehouse?
Answer: Yes
Question: The proposed floor plan includes a “Kitchenette”, however, the SOW does not provide any guidance regarding buildout of this space. We would typically expect this space to have built-in cabinetry, and designated spaces for a dishwasher, refrigerator, range (or cooktop) and/or a microwave oven. Typically this space would have built-in plumbing and drains for a kitchen sink, dishwasher and an ice maker. The space would probably have a sheet vinyl flooring.
What are the contractor requirements for buildout of this Kitchenette space? Specifically, we request that you provide information to identify plumbing requirements, wall and floor finishes and quantify the extent of builtin cabinetry (if any). Also identify any Contractor Furnished appliances.
Answer: The kitchenette will probably have cabinetry, floor and wall hung, a double sink, hot and cold water, and outlets for microwaves, coffee makers, refrigerators' and crock pots. Plumbing for the sink must be provided. There are no government furnished appliances, they will be purchased by the unit once the project have been completed.
Question: The proposed floor plan shows a “Safe”. Is this existing or to be provided by the Contractor? If Contractor Furnished, please identify the requirements for the safe.
Answer: No specific requirements for the safe.
Question: Based on the proposed floor plan layout, we expect to provide plumbing only in the restrooms and the kitchenette. Are there any other locations that require plumbing?
Answer: No. At this time thoose are the only places in the building that will require plumbing.
Questtion: The 80’ x 80’ space to be renovated opens up to another work area at the northeast corner of the space. Is any access required to the adjacent space or is it to be walled off from the renovated space?
Answer: : No access, it will be walled off.
Question: Would the base like to see a furniture layout in the proposed Floorplan for comm. and electrical planning? If so are there room names that correspond to the pdf layout that was included with the RFP. Comm, Elec, office, Conference etc.?
Answer: There is no furniture layout, nor is there any pre designated locations for communication and power drops away from the exterior walls. Communication, telephone and power access shall be made at common intervals along the exterior walls of the new office space. In the conference room area, a comm telephone, and floor power could be made available underneath the conference table.
Question: Which entrance is the main entrance for the new building layout?
Answer: None. This will be designated by the unit when the project is complete.
Question: Should American Disabilities Act (ADA) requirements: be followed as listed in the RFP, or the (ABA)?
Answer: ABA
