MACC IDIQ

PRE-DESIGN REQUIREMENTS:

1. This document provides the Contractor with a detailed list of specific requirements for one competitive DESIGN BUILD contract for BAEY 10-4007, “Repairs to B5704, 940th Medical Warehouse.” This project will make interior repairs and modifications to the existing 940th Medical Administrative Facility (Bldg 5704).

2. 35% design submittals should be limited to no more than 4 pages. The design submittal should have a title page that includes an index of planned drawings as well as any drawings that will help an offeror communicate their 35% design concept. A design analysis will be included and limited to no more than 10 pages. This analysis will include all assumptions that were used in their design proposal and include enough information to justify/clarify the submitted design.

3. Referring to the attached layout proposal, specific repair and renovation items within Bldg 5704 include:

Demo old bathrooms
Expand bathrooms into Warehouse.
New carpet throughout
New interior partitions for Conference Room and roll up door area
New interior doors and frames
Demo ceilings & light fixtures in Warehouse
Modify existing sprinklers for new reflected ceiling in Warehouse
Modify HVAC duct system and controls for to fit the new ceiling in Warehouse
New electrical wiring & electrical panel for Warehouse as required
Fire Alarm upgrade and Mass Notification installation throughout
Paint all interior walls

4. Official Site Visit: The Contracting Officer and the 940 AMDF users will set up an official site visit to Building 5704 to allow the contractors to clarify their questions with the users and the government engineers well in advance of the due date of their proposals to the Contracting Officer.

5. Post Construction: All property must be restored to an orderly condition following construction.

6. General Design Specifications and Engineering Technical Letters: The contractor shall list applicable general design specifications or any appropriate engineering technical letters (ETL) complied with as part of the design. Design and construction must comply with all IBC, state, Air Force codes, and Beale AFB facility design standards to include UFC 4-010-01 (DOD Minimum Antiterrorism Standards for buildings).

7. Acceptance Tests: The contractor shall list all expected acceptance tests required or being provided for the contract: These include, but are not limited to fire suppression system including backflow preventer certification test, fire warning/notification system, soil compaction test results, concrete slump and strength tests with batch certificates, and utilities pressure data, HVAC TAB report, etc. The contractor shall provide complete O&M manual sets (4 minimum) to include warranties and subcontractor information.

8. Design Analysis: The contractor shall provide a design analysis that covers all applicable disciplines. The contractor shall provide wet stamped engineering design drawings and calculations for the project. The design analysis should provide a section for code reviews.

9. Warranties and Guarantees: List of expected warranties and guarantees: Standard 1 year warranty of construction period in addition to any standard manufacturer’s warranties in excess of this period. Provide warranty sections as part of the O&M manuals.

10. Heating, Ventilation and Air Conditioning (HVAC) requirements: Modifications to Bldg 5704 may require modifications to the existing HVAC serving the warehouse to comply with the new reflected ceiling. The contractor shall provide a thorough plan of heating, ventilating, and air conditioning including duct layout and sizing that meets Air Force and state code requirements for the renovated spaces. The contractor shall comply with UFC 4-010-01 which requires air intakes at roof level and emergency shut-offs. The contractor shall ensure HVAC equipment is interlocked with fire alarm system if airflows exceed 2000 CFM. The contractor shall provide an energy efficient design and provide the services of an independent contractor to perform HVAC testing and balancing who is either AABC (Associated Air Balance Council) or NEBB (National Environmental Balancing Bureau) certified

11. Energy Management Control system (EMCS) requirements: The base energy management system is Siemens. Equipment controls should be integrated into the existing building control system, where prudent.

12. Fire Detection System Requirements: The fire detection and mass notification systems shall meet current Beale AFB requirements. Alarm system shall have Class A wiring in redundant conduit. Placement of horn/strobe units, manual pull stations, and other system components shall be coordinated with the Beale Fire Department for the renovated spaces. The contractor shall integrate all fire alarm system devices into the existing system and provide any necessary fire alarm panel reprogramming to ensure that the system is fully operational after renovation is complete. The base radio fire alarm system is Monaco D-700 plus.

13. Fire Suppression System Requirements: An existing fire suppression system must be modified to comply with the new reflected ceiling in the warehouse.

14. American Disabilities Act (ADA) requirements: The facility (restrooms) will comply with these requirements.

15. Plumbing and Electrical Plans: The contractor shall incorporate a plumbing and electrical plan for the renovated spaces and ensure existing loads in non-work areas are maintained. Also, develop/adjust communication systems including CAT 5/6 cabling, voice/data ports, and telephones for the new floor plan. Install all electrical, plumbing, and fire protection systems components necessary to maintain building effectiveness and meet code compliance.

16. Door requirements: Door hardware shall include Best locks per the facility design standards. The contractor is responsible for the development of a keying schedule. The contractor shall pay to have the locks installed by the base locksmith (Yuba Safe and Lock) at the end of the project.

17. Interior Finish requirements: Comply with BAFB Facility Design standards.

18. Licenses and Permits: Contractor is responsible for ensuring that all necessary permits, assessments and/or fees for the legal construction and operation of any installed equipment or systems.

19. This Design-Build contract will consist of two separate phases. The first is the Design Segment, and the second is the Construction Segment.

20. Design Segment: The Design shall be divided into the standard 35%, 65%, 95% and Final. The Contractor will receive NTP after each successful submittal stage to proceed onto the next submittal stage. All drawings presented by the Contractor during the submittal process shall be presented in both hardcopy and digitized in AutoCAD 2000. Four sets of the final as-built drawings, including one Vellum copy with wet stamps, will be presented to the Contracting Officer before the final walk through inspection for use by inspectors and engineers. All cost estimates shall be presented in hardcopy and in the latest version of Microsoft Excel, clearly marked with the percentage of design complete. Any specifications, reports, or studies will be provided in the latest version of Microsoft Word, clearly marked with the percentage of design complete. Electronic data will be provided on CD disks.

21. Final Design Submittal: After review and approval of the submittals and shop drawings, the Contractor shall submit to the Contracting officer the final Schedule of Materials, Equipment and Finishes and four sets of the drawings for review.

22. Construction Segment: Upon receipt of a notice to proceed for construction, the contractor will attend a pre-construction conference at Beale AFB. The Government will initiate all required digging permits.

23. Pre-Final Inspection Requirements: The Contractor is responsible to continually maintain the as-built drawings during construction on the AutoCAD drawings.

24. Contract Closeout Requirements: The contract will not be finaled or closed out until the inspection punch list items have been corrected to the satisfaction of the CECP engineer \ architect and the Contracting Officer, the as-built drawings have been received and accepted, and training on new equipment has been completed.
