Question: “Statement of Work” states that there is a proposed floor plan attached. I was not able to locate the floor plan on FBO.gov website. Can you please provide.
Answer: A new link has been posted on the Beale AFB MACC solicitation on the FBO website.
Question: Would we be able to submit multiple A/E firms for this MACC or are we limited to just one?
Answer: Contractors may select any A/E firm they wish to use and are not limited to just one.
Question: The RFP says: “…offerors shall complete Section 1 of the Past Performance Questionnaire” I can’t find any Section 1. There is a section B. Is that the section we are supposed to fill out?
Answer: Pg 62 para (c) shall be changed to read to as such;
“As soon as practicable, offerors shall email the Past Performance Questionnaire (Attachment 4) to all points of contact (POCs) the offeror will be using to gather past performace information. Past Performance Questionnaires must be received by 9 CONS/LGCA not later than 29 JULY 2011. The POCs will complete the questionnaires and forward them by FAX to 530-634-3311 or e-mail to Andrew.gibson@beale.af.mil and/or john.pank@beale.af.mil RESPONDENTS TO THE QUESTIONNAIRES SHALL NOT SEND THE COMPLETED INFORMATION SHEETS BACK TO THE OFFEROR. Offerors shall follow-up with respondents to ensure they have completed the questionnaires.”
An amendment to reflect these changes shall be completed and posted on FBO by COB 8 July 11.
Question: Pre-proposal Conference – Please clarify the time for the Pre-Proposal Conference. The SF1442 says 10:00 AM EST and page 57/67 of the RFP says 9:30.
Answer: The pre-proposal conference will start at 0930 PST. An amendment to reflect these changes shall be completed and posted on FBO by COB 8 July 11.
Question: Performance Surveys – Part III, Section (b) requires that we submit a Performance Survey for 10 projects. Can we submit the CCASS evaluation in lieu of the Performance Survey?
Answer: Yes. Please ensure all information is submitted per the solicitation requirements asked for in Part III, Section (b), page 61 of 67.
Question: Submittal Drawings – Please clarify the expected sheet size of the drawings submitted with the proposal response. Page 62/67, item 4(a) says that drawings submitted with the proposal response should not exceed 11”x17”; page 64/67, item A(2) says that the submitted drawings must be 24”x36” to meet the evaluation standard.
Answer: Section 4(a) page 62 of 67 states “The proposals will be 8 1/2” x 11” paper except for fold-outs used for charts, tables, or diagrams, which may not exceed 11” x 17”.” This would be in addtion to any drawing. Drawing shall be submitted in 24” x 36” format stated in Section M, Para A (2) page 64 of 67.
Question: I would like to know what kind roofing materials are supposed to be used on the MACC project at Beale?
Answer: Please reference the the attached SOW for the MACC Seed project. The seed project does not call for any roofing requirements.
Question: Is the entire project already designed?
Answer : No. Reference RFP, Part II Technical Proposal on page 60 of 67. Per section A. Technical Acceptability, offers are required to provide 35% designs as part of the proposal.
Question: Is there a way to get our product specifed in the Spec?
Answer: No. The seed project does not call for roofing products. Products can be offered with material submittals for government approval.
Part III Past Performance Information, section (a) Quality and Satisfaction Rating for Contracts Completed in the Past Three Years: Provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contract. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.
Question: Are we to submit this information in addition to the past performance surveys that will be submitted for our ten projects - Section (b)?
Answer: The information requested in section (a) is information offerors have received from previous companies they have worked for. Secions (b) and (c) will be submitted directly from the companies they have worked for.
Question: If we have existing past performance surveys, can we submit those in lieu of requesting new past performance surveys?
Answer: Existing past performance surveys may be used as part of section (a) as long as they meet the relevant and recent requirements found in Part III page 61 of 67.
Question: If the Design-Firm is part of a Joint Venture, can design only projects be submitted for past performance evaluation?
Answer: Yes. Be advised that offerors shall submit enough information in order to be assigned a rating.
Question: Section L does not reference any page limitations. Will there be any page limitations set for Part I, Part II or Part III?
Answer: There are no page limitation for Parts I, II or III of Section L.
