Questions & Answers: 14 August 2023
Question #1 - We are performing independent research on the Combined Synopsis/Solicitation (FA462123R0002). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer #1 – We have awarded A-E IDIQ Contracts in the past. The current incumbent contract numbers are FA4621-18-D-0002 and FA4621-18-D-0003.
Question #2 - I have the following question for the subject solicitation: Will McConnell AFB consider adding NAICS code 541330 to the eligible small business firms that can compete for this contract?
Answer #2 – 541310 is the preferred NAICS code based on the Government needs to fulfill the requirement. To be eligible for award as a small business, an offeror must represent in good faith that it is a small business under the applicable NAICS code and size standard at the time of the written representation. The applicable NAICS and size standard for this acquisition are 541310 and $12.5M.
Question #3 - In review of the RFQ mentioned above, would the Agency accept NAICS code 541330 Engineering to submit as Prime?
Answer #3 - Please see the answer to question #3, as this has been previously addressed.
Question #4 - Many DoD clients will not fill out a PPQ when there is a CPARS on file. May we submit CPARS in lieu of your Attachment 2 PPQ form?
May we submit previously filled out PPQs from other pursuits, such as the USACE/NAVFAC PPQ- 0, in lieu of your Attachment 2 PPQ form?
Answer #4 – While we understand the concern of sending previously filled out PPQ’s, other PPQ’s/CPARS may not address all areas and questions on the MAFB PPQ. The PPQ at Attachment #2 is specific to MAFB, and per Response Procedures in this notice, should be “completed in full…and submitted directly by the references to the Government Points of Contact…...” Failure to provide requested data could result in a lower rating.
The USACE/NAVFAC PPQ-0 form and CPARS evaluations may be submitted within the SF 330 package, but they will not be considered as a replacement of the MAFB PPQ.

Question #5 - Our company has a question regarding FA4621-23-R-0001: Architect-Engineer Services, McConnell AFB.
This question is a follow-up to Answer #4 posted to SAM. If we include PPQ-0 or CPARS evaluations within the SF330 package, may we add them as a supplemental section not to be counted against the 25 double sided page limit?
Answer #5 - Our Team will review each Firm’s CPARS evaluations independently. However, should you choose to submit the USACE/NAVFAC PPQ-0 form and additional CPARS evaluations as part of your SF 330 response, the documents will be included in the 25 double-sided page count limit.
Documents that exceed the page count limit per the notice instructions may not be considered.
