FINAL QUESTIONS & ANSWERS #6

McConnell AFB, KS

10 Nov 16

QUESTION:

1. The Finish Schedule indicates to paint the ceiling in Bathroom D3 & Commons Area Bathroom C4. If this to get 4’ wainscot are we to paint above the wainscot or go buy finish schedule?

ANSWER:

The Amendment dated 8 Nov 16 clarifies this issue. Work should be done according to the Finish Schedule in this Amendment.

QUESTION:

2. Specification 23 05 93 Section 1.3 defines:

"Conduct DALT and TAB of the indicated existing systems and equipment and submit the specified DALT and TAB reports for approval. Conduct DALT testing in compliance with the requirements specified in SMACNA 1972 CD, except as supplemented and modified by this section. Conduct DALT and TAB work in accordance with the requirements of this section." What are the expectations for the Existing condition report? Is there to be a full assessment of the Air & Hydronic Systems prior to demo? The 23 05 93 Section references DALT, but there are no further mentioned requirements of DALT within the 23 05 93 Specification. Is DALT a requirement?

ANSWER:

3. There will be no duct air leakage testing (DALT) in this project. The references to DALT are in error.

They are part of the template specification that the Government uses but should have been deleted before issuing. Disregard any reference to DALT requirements in the specifications.

Since much of the existing ductwork and piping are located within duct chases, it will be impossible to fully inspect and assess these systems. For purposes of this project, the documents indicate which pipe or ductwork is to be replaced and which is to be reused. During the course of work, if the Contractor notices issues with the existing piping or ductwork that is planned for reuse then he shall notify the Contracting Officer and 22nd CES.

QUESTION:

4. Regarding Specification 32 31 00 – Fences and Gates, Paragraph 1.2A, can the Government confirm that the fence heights at Bldg’s 340, 342 and 350 are 12ft, 12ft and 8 ft respectively.

ANSWER:

Yes, the existing fence heights at Bldg’s 340, 342 and 350 are 12 ft, 12 ft, and 8 ft respectively. The new fences are expected to have these same heights.

5. Regarding Specification 32 31 00 – Fences and Gates, Paragraph 1.1A and 1.3A, Rhon Inc. Fence:”

Industrial Steel Semi Private Fence” is a fence with panels on the front side only, commonly Board-on – Board, please confirm that the Government requires the fence to be “Shadow Box, panels on both sides.

ANSWER:

Shadow box panels are required as indicated in the Specification.

QUESTION:

6. Regarding Specification 32 31 00 – Fences and Gates, Paragraph 1.2C and 2.1B, the design of the fence, if shadow box, with a spacing of 5-1/2” between panels and with a 5-1/4” panel width on the front and back will yield a see-through gap between the front and back panel of ¼” on each side. Please confirm this is the design required by the Government.

ANSWER:

For bidding purposes, assume that the panel width is 5 ¼” and spacing is 5 ½” as indicated in Specification. Actual installation might vary somewhat; however, if variances result in cost differences, this will be dealt with separate from the Contract.

QUESTION:

7. Regarding Specification 32 31 00 – Fences and Gates, would the Government please confirm that the MAFB standard design criteria for wind loading is 90 mph.

ANSWER:

Government is not confirming that the fence is designed for a 90 mph wind load and it is not asking the Contractor to confirm this. The intent is for the Contractor to build the fence as indicated by the drawings and specifications (and as modified within the Questions and Answer documents).

QUESTION:

8. Regarding Specification 32 31 00 – Fences and Gates, Paragraph 2.1E, should the 90 mph wind loading be confirmed, would the Government please confirm that for fences at 340/342 @ 12’, the gate post must be 6” X 6”.

ANSWER:

Contractor should plan on providing and installing 6” x 6” posts at Bldg. 340 & 342, not 4” x 4” posts as indicated in Specification. Bldg. 350 posts will still be 4” x 4”.

QUESTION:

9. Regarding Specification 32 31 00 – Fences and Gates, Paragraph 2.1E, would the Government please confirm that all sections cannot be 98-1/2” OC due to the inconsistent dimensions of the fence to be installed and the possible wind loading?

ANSWER:

In order to fit the dimensions of the existing utility yard and maintain even section widths, it might be necessary to alter section widths so that they are not exactly 98 ½” on center. Dimensions of the sections widths will be kept as close to 98 ½” as practical.

10. Regarding Specification 32 31 00 – Fences and Gates, should the 90 mph be confirmed, would the Government require stamped engineering for the fence design?

ANSWER:

Stamped drawings are NOT required for the fence installation.

QUESTION:

11. Sheets M-503 (Bldg. 340 & 342) and Sht. M-502 (Bldg. 350) have details for seismic bracing but there are no specs or call outs for these details in the drawings. Is seismic bracing required?

ANSWER:

Yes, seismic bracing is required throughout the building by Air Force regulations since these buildings are living quarters. All bracing and pipe and unit supports shall be as indicated in the details on Sht.

M503 (for Bldg’s 340 & 342) and Sht. M502 (for Bldg. 350).

QUESTION:

12. The mechanical schedules call for Liquid solid separators but the drawings do not show where they are located, this is an air cooled chiller with a closed loop glycol system. Where these separators supposed to go?

ANSWER:

For bidding purposes, assume that the liquid solid separator in Bldg’s 340 & 342 will be installed on the floor along the wall opposite the boiler and domestic water heating system. The separator might actually be installed in a different location. If this creates a difference in cost, it will be dealt with separate from the contract.

QUESTION:

QUESTION:

19. In regards to the chiller specifications, is a plate evaporator allowable if equivalent capacities and efficiencies are provided?

ANSWER:

Chillers with chilled water capacities that meet or exceed the stated capacities and with efficiencies (full load and part load) that are comparable (within 10 to 15%) to those of the basis of design and built with similar quality to those of the basis of design will be considered equal.

20. Are microchannel condenser coils acceptable?

ANSWER:

It is unclear to 22nd CES what a microchannel condenser coil is and whether or not it would be comparable to the condenser associated with the basis of design. Chillers with chilled water capacities that meet or exceed the stated capacities and with efficiencies (full load and part load) that are comparable (within 10 to 15%) to those of the basis of design and built with similar quality to those of the basis of design will be considered equal.

21. Do the condenser coils need to be coated?

ANSWER:

Yes, Specification 23 64 10 (from Amendment dated 27 Oct 16), Paragraph 2.5.9 indicates “coil shall be entirely coated with the manufacturer’s standard epoxy or vinyl coating.”

QUESTION:

22. Regarding the specific factory and field extensive chiller testing as specified. Since packaged air cooled chillers utilize the same components for each model, is a factory certified performance test with documentation required for each specific chiller on this project? The cost can be several thousand dollars per unit. Also, is a field performance test with documentation required for each specific chiller on this project at 3 different times with ambient temperatures a minimum of 5 degrees apart?

ANSWER:

Factory certified testing of the specific chiller that will be delivered to the job site is not required, but the contractor will still be required to submit factory tests that indicate that the series of chillers meet the requirements of the specifications. In other words, the actual factory testing can be done on a similar chiller in that series and the manufacturer’s standard test results can be submitted. Contractor will be required to demonstrate that the chiller is working properly. This can be done by operating the chiller during start up with the factory representative on site. It will not be necessary to demonstrate chiller performance at (3) different times with ambient temperature a minimum of 5 degrees apart.
