Pre-Proposal Conference Meeting Minutes - Attachment #3, Q&A

Update to Q&A #1, Question #1 (Page 5)
QUESTION:
1. Refer to notes at top of DM, M, DE and E series sheets for Bldg’s 340 & 342. Please explain the meaning of this note:
ANSWER:
In order to maintain a small sheet size, not all existing rooms in Bldg. 342 are shown in the plans. The
HVAC, painting and floor replacement work shown typical for the rooms in Bldg’s 340/342 will apply to a total of 132 Dorm Rooms and the associated Bath and Kitchen Areas plus common areas in Bldg. 342.

AMENDMENT #2 ADDITIONAL CLARIFICATION:
A summary of the changes associated with Amendment #2 is as follows:
The changes are shown in red on the revised documents.
1. Table of Contents was updated to reflect addition of Spec’s 09 29 00 and 23 64 10
2. Specification 09 29 00 was added to specify installation of cement backer board in the bathrooms
3. Specification 23 64 10 was added to specify requirements for chillers at Bldg. 340 & 342.
4. Sht. G‐002 was modified to indicate a period of performance of 8 months at Bldg. 350 instead of
6 months.
5. Sht’s AE100, M101, M102 and M103 specify the installation of access doors associated with new fan coils in the Kitchen ceilings at Bldg’s 340 & 342. The original sheets had a discrepancy associated with the access door in the Kitchen ceiling and these sheets have been revised to eliminate that discrepancy.
6. Sht. AE101 was modified to indicate replacement of the backer board in the Bldg. 340 & 342 bathrooms where tile will be removed and painting of doors.

Pre-Proposal Conference Questions & Answers.
2. Drawing G-002 states period of performance (POP) for building 350 will be 6 months; POP for building 340 is one year; POP for building 342 is one year. That would equate to total duration of
(180+365+365) = 910 total seed project duration. Would you please confirm the total duration for the seed project?
ANSWER:
Total period of performance is 970 days as a result of Amendment #1, which will add 60 days to the period of performance. The new period of performance for Bldg. 350 has been extended to 8 months.
In addition, please remember that delays outside the contractor’s control, such as Government delays or weather, may allow for time extensions.
3. Is the Offer Guarantee required for the non-funded project? / Is the Offer Guarantee required for the seed project?
ANSWER:
The Government intends to award the entire seed project so a bid guarantee is required for the entire amount of the seed project.
4. In regards to section M-3.2.1., The evaluation criteria, is there an order of preference?
ANSWER:
There is no order of preference of the past performance evaluation factors.
5. Please provide information on Contractor staging area and will there be enough area to place a
CONEX box.
ANSWER:
Staging area will be approximately 200 ft x 130 ft area of the parking indicated on the map that was posted with Q&As. The Government has no indoor area available for staging so the Contractor will have to stage those items that require indoor staging (carpet, flooring, fan coils, etc) either in Contractor-provided CONEX boxes or in a separate certified warehouse that allows access for Government inspections. After award, Contractors must also submit a plan that shows where they will be putting trailers, etc., and it must be approved by the Contracting Officer and 22nd CES.
6. Regarding the demolition of brick screen walls at the Utility Yards between Bldg’s 340 7 342, a separate contract will soon be providing new gates to these Utility Yards. Do contractors need to demolish the gates as well, or should they only demolish the brick screen wall and reuse the gates?
ANSWER:
Contractors should reuse the gates but demo the remaining portions of the brick screen wall and replace with a metal picket fence.
7. At Bldg. 350, what it is the sequence of flushing?
ANSWER:
Reference Bldg. 350, Sht. M-503 for the flushing sequence.
On Note 18 in the chilled water sequence, it indicates to install new fan coil units and DOAS systems after the initial flush. However, it is acceptable to mount these units in place prior to the initial flushing and have them valved off and bypassed for the initial flushing so that they don’t get filled with any debris in the water. As noted on Note 2 (in the part labeled “Common Areas and Dedicated Outdoor Air Units), a full-sized bypass will be installed at these units during installation.
Specification 23 25 00 – Chemical Treatment of Water for Mechanical Systems provides information on the chemicals to be used during the flushing. The Contractor shall notify Contracting Officer, 22nd CES
Project Management and 22nd CES Environmental a minimum of (2) weeks before performing flushing work and shall provide them with a written schedule of the work to be performed.
8. Is the Gov’t going to limit the amount on the base year of the contract?
ANSWER:
No, there is no ceiling for each contract period. However, the total contract ceiling limit is $60M over five
(5) years.
9. Will the Contractor have to move any of the furniture located within the rooms?
ANSWER:
No. In Bldg. 340 and 342, a separate contract will cover the relocation of stoves, refrigerators and furniture (desks, beds, etc). In Bldg. 350, all room furniture will remain during the project, and the contractor will have to work around it.
10. Does the Contractor have to provide extended warranties on the equipment?
ANSWER:
The warranties for equipment items are addressed in the specifications. The compressors on the chillers require extended warranties. See Spec 23 64 10 added as part of Amendment #1. Other extended warranties may be indicated in the Specifications.
11. Will the contractor have to replace the isolation valves associated with the “Quads”?
ANSWER:
No, these valves should be operable and used to isolate the Quads themselves but they will not be replaced. If they are found to be non-operable during the work, they will be dealt with separate from the contract.
12. Regarding the notes on sequencing given in the drawings, these notes indicate periods of performance for each building and that the buildings will be worked on in sequence. Can the Gov’t confirm that it will
NOT be possible to work on the buildings concurrently?
The buildings will be worked on in sequence to minimize the number of displaced occupants.
13. Please provide an explanation of how the Contractor will transition between “Quads” and how much time will be allotted for transitioning.
ANSWER:
For bidding purposes, the Contractor shall assume that the next quad will be available and all rooms unoccupied (3) business days after the completion of the work at previous quad (i.e…after punch list items associated with the previous quad are completed).
14. Please explain whether or not the building will be occupied while work is occurring?
Please refer to Sht. G-002, Summary of Work, for explanation of occupancy conditions.
QUESTION:
15. - Regarding the requirements to extend temperature controls wiring to all rooms in Bldg. 340 & 342, how can the contractor install this wiring if he only has access to one quad of rooms per floor at a time?
ANSWER:
Work will begin at the innermost quads and the Contractor shall pull all of the wiring needed in increments of (1) quad. So, at the innermost quad, the Contractor will pull the wire for that quad and install the needed controls for that quad. He will also pull the main wiring to the downstream quads and leave it coiled in the ceiling so that he can access it again when the work at the next outer quad begins.
16. Has the water in the existing hydronic systems been conditioned or treated with any chemicals?
ANSWER:
The water within the hydronic piping at Bldg. 350 has been changed several times over the last several years and it is unclear what chemicals are or have been in the system over this time. The flushing procedures indicated in the documents for Bldg. 350 should be sufficient enough to address the issue regardless of the chemicals that have (or have not) been in the system.
17. Please provide a summary of the sprinkler work to be done. In particular, explain the contract requirements that the Contractor needs to meet if a sprinkler pipe is found below one of the mechanical units to be removed.
b. The existing mains in 340 and 342, are contractors expected to do any additional work?
ANSWER:
The intent of the required sprinkler work is to relocate the sprinkler branch piping to accommodate the new mechanical units and ducting. As part of this project, it is not expected that any trunk lines or main lines will need to be relocated or that any sprinkler pipe will have to be demo’d or relocated to remove the mechanical units themselves (not the ductwork). It is also not expected that any sprinkler head will have to be relocated more than 1 foot from its original location. The new units and ducting have been selected with dimensions to fit within the space occupied by the existing units and ducting. Should a sprinkler pipe be found to be directly below equipment to be removed, then the contractor should remove the equipment by moving the equipment over and around the sprinkler piping. Where it is not possible to relocate the equipment over and around the existing sprinkler piping, the relocation of the sprinkler piping will be dealt with separate from the Contract.
18. How far back from the equipment being replaced will the Contractor be expected to cut back and replace pipe insulation?
ANSWER:
In some cases, there is a length provided on the drawings. For example, see Detail 2, Note 2 on Sht. M-
501. Where the drawings spell at the length explicitly, this requirement should be met. At other locations, the insulation should be replaced as far back as necessary to practically complete the equipment replacement work and such that the existing insulation that remains is in good condition with no gap to the new insulation to be installed.
19. What brands of temperature controls will be allowed?
See Specs G-002
20. Will there be any line item bidding required on/after the seed project (E-Gordian, 4Clicks, etc…)?
No.
21. Will past performance exceeding $10M be considered?
Yes.
22. In past projects, it was required that new sprinkler heads be located in the center of a ceiling tile.
Will that be a requirement for this project?
ANSWER:
Sprinkler heads need to be installed so that there is a minimum of 2 inches of clearance between the ceiling tile grid and the sprinkler head. This can be accomplished by relocating the head to fit the location of the ceiling grid or adjusting the location of the ceiling tile grid during installation to match the location of the existing sprinkler head. However, in all cases, the locations of lights and diffusers should be considered first in deciding placement of the ceiling tile grid.
23. Will the Contractor need to provide extended warranties on any of the materials to be installed?
ANSWER:
The project is scheduled to last 2 ½ years and the work will have a 1-year warranty after that. Each building will have its own warranty based on the completion of work at that building. So, materials bought at the beginning of the project will have to be warranted through the end of the 1-year warranty period for the building in question.
It is acceptable for the Contractor to warrant the materials. For example, if the purchased material has a
1-year manufacturer’s warranty that expires before the end of the warranty period, the Contractor can provide the remaining warranty needed to fulfill the contract requirements. It is NOT necessary to only buy materials with a warranty period that extends past the warranty of the project.
24. Are isolation valves at the equipment (not the Quad isolation valves) to be replaced?
The plans indicate where isolation valves are to be replaced.
25. If the Contractor purchases materials and then stores them at a certified warehouse off-site, how often will the material be inspected?
ANSWER:
The certified warehouse should allow Government inspection anytime during normal business hours. The materials will be inspected at least once. The Contractor will NOT be allowed to bill for any materials stored off-site unless they are stored in a bonded warehouse and the Gov’t has inspected them to ensure that they comply with the requirements.
27. No cutting and patching is indicated in the kitchen ceilings in Bldg’s 340 & 342. Is any required.
ANSWER:
Yes, the drawings imply that some cutting and patching will be done in order to install the fan coil unit and access door. The cutting and patching need to install the fan coil units and the access door will be a required part of the project.
28. Since the buildings are phased and will have different completion dates, will separate warranties be issued for each building based on the actual completion date of that building?
Yes, separate warranties for each building will be issued based on the completion date of the buildings.
29. Can you provide a location of the shutoff valves associated with the quads?
ANSWER:
See sheet attached with these questions showing the location of isolation valves for the quads in the ceiling cavity for both hot and chilled water systems.
30. The mechanical schedules provide model numbers? Can other equipment be substituted for these models?
ANSWER:
Yes. Substitutions will be considered equal if the substituted equipment complies with the requirements of the specifications and has the same capacity, mechanical and electrical features, dimensions including piping sizes and quality of construction as the model indicated.
31. What are the dimensions of the new and old equipment associated with this project?
ANSWER:
22nd CES cannot provide dimensions of existing equipment. The model numbers of the new equipment to be installed are given in the mechanical schedules. The dimensions of the new equipment can be found by researching these model numbers. The new equipment has been selected to fit within the space occupied by the old equipment.
32. Does the contractor have to remove the existing wall paper in Bldg’s 340 & 342?
Yes, see Note 4 on Sht. AE100 (near the center of the page).
33. Does the contractor have to paint the exterior door?
Yes, the Contractor should paint exterior door and frame on both sides.
34. Can conduits be mounted on the inside of the picket fences to be constructed?
ANSWER:
Yes, new conduits will need to be mounted on the inside of the picket fences. The new conduits will replace the existing conduits demolished when the brick screen wall is demolished. New conduits shall match the type (PVC, rigid steel, etc) and the location, approximately, of the existing conduits.
35. What are the requirements for duct cleaning?
ANSWER:
Refer to Spec 23 01 30.41 – HVAC System Cleaning. The requirements of this section shall apply to the outside air systems of Bldg. 340, 342 & 350 and to the ductwork associated with fan coils to be replaced at Bldg. 350.
36. What is the condition of the existing piping in Bldg. 350 and is it in adequate condition so that flushing this pipe will not cause new leaks to form?
ANSWER:
The condition of the existing piping is considered to be good and flushing will result in no new leaks. If leaks occur that are caused by the Contractor reasonably following the flushing instructions provided, this will be dealt with separately from the Contract.
37. Is spray painting allowed?
Spray painting will be NOT be allowed within the rooms themselves.
38. On the porcelain tile, there are 3 texture options, Textured, Polished and Unpolished. Can we get clarification on which texture they want for the floors, cove base and wall tile?
ANSWER:
The textures are indicated in the chart titled “Interior Finish Codes” at the top of Sht. AE101. Floor tile is textured tile; wall tile is polished tile.
39. On the carpet tile, there is no color specified.
Color to be provided on the final Q&A which will be posted after 28 Oct. 16.
40. The questions and answers dated October 12, 2016 provided information regarding CPARS in question/answer 4. To further clarify, in order to lessen the burden on our Government clients that have previously provided a CPAR or a completed PPQ, may we provide a current contact for references and the completed documents in order to help the reviewers obtain sufficient information for evaluation?
ANSWER:
As stated during the pre-proposal conference, a reference is someone listed on your reference list
(involved in a past performance requirement you submitted for evaluation) and to whom you sent
Attachment #11, PPQ. Copies of CPARS, or past PPQs (from other solicitations) already filled out and signed by your reference are acceptable for submission in your proposals, but we request that you still send them a copy of Attachment #11, PPQ.
41. For joint ventures where should the joint venture agreement and teaming agreements be included in the submittal?
ANSWER:
Include agreements for partnership/teaming arrangements and joint ventures in Part I, Section 1, Contract
Documents.
42. Specifications Section 08 14 00 lists Wood Doors; however, the submittal register lists only 08 31 13
Access doors and Frames). Also, Plan Sheet AE100 Architectural, indicates in the second Note box: “… as part of this work, provide and install (10) new solid-core wood doors to match size, thickness, color, surface finish of existing doors. Reuse all hardware. The intent is to have doors available for pre-installation of louver so that the work within the room consists of a quick door removal and replacement.”
1) Please provide a door schedule for these doors along with the existing HW for prefabrication of wood doors prior to delivery.
2) Will there be submittals for Specification section 08 14 00?
ANSWER:
In Bldg. 350, the dimensions of the new doors are as follows:
Width: 2’-0”
Height: 6’-8”
Thickness: 1 ¾”
Fire Rating: None
Hardware: Reuse existing
A door submittal will need to be submitted. The door submittal will be added the Schedule of Material
Submittals after award.
43. For Buildings 340 & 342 - Since all fan coils are to get their DDC controls (which run from each quad) to the Mechanical Room, and work may not be done in such a way as to disturb another quad, we do not see a way to install these runs if only one quad is released at a time. Please advise if this requirement can be revised.
ANSWER:
Regarding the requirements to extend temperature controls wiring to all rooms in Bldg. 340 & 342, for bidding purposes, the Contractor will assume that all work will begin at the innermost quads and the

44. According to the SOW, work can only occur on Building 350 during certain months and only during shutdowns. Shutdowns and work-allowed months are staggered (3 months on and 3 months off). That being said, how can we perform Bldg. 350 in 6 months when 3 of those months we cannot do a shutdown? As it stands, the current 6-month requirement would require two mobilization/demobilizations. Will the government consider allowing 9 months to complete Building 350 to avoid this issue?
ANSWER:
Two mobilizations will not be required. Most of the work can be performed at any time during the year.
Work affecting an individual fan coil can be done at any time. Also, the current DOAS systems are inoperable, so they can be replaced at any time. The strainers in the B-wing can be installed at any time.
Work that would affect the building as a whole, for example, the flushing of the water systems, needs to be done during times of mild weather. The intent is to minimize discomfort to the occupants. For example, if the flushing were done in July, the building would essentially be without cooling for the duration of the flushing and we want to avoid that.
45. The plans indicate 10 doors and 50 door louvers. Can you please provide the door sizes and hardware schedule for use in preparing our price proposal? Thank you.

46. I see (per the notes on G-002) that the performance period for 340 & 342 is one year for each building. Can this work be going on at the same time? Note at the top of the page says that the order is
350, 340, & 342. So will the duration of the project be 2.5 years if all options are awarded?
ANSWER:
Work at Bldg. 340 and 342 will be sequential, not concurrent. Project period of performance will be 970 days (approx. 2 years, 8 months). 60 days will be added to the project by Amendment #1.
QUESTION:
47. Since the buildings are phased and will have different completion dates, will separate warranties be issued for each building based on the actual completion date of that building?
Yes, separate warranties for each building will be issued based on the completion date of the buildings.
48. Are there any electrical plans on bldg 350?
Please refer to Meeting minutes paragraph 8., and Q&As #1.
49. Section M, Paragraph M-3.2.1 – Evaluation of Past Performance: In the list of the “Some of the important factors…” there is a list of 1 to 8 criteria listed. Two questions on this Paragraph:
1st - The paragraph starts with “Some of the important factors…”, what are other important factors besides these eight, if they are just “some”?
2nd - Criteria items 1 to 8 – are these listed in priority or preference? In other words is criteria #1 more important than #2, and #2 more important than #3, etc. Or are all the criteria listed of equal weight?
ANSWER:
Please refer to page 3 of the Pre-Proposal conference meeting minutes and Question #4 on this Q&A.
There is no order of preference or priority. This list consists of examples of past performance that the contractor may want to provide, but the contractor is not limited these types of past performance. Per the
Proposal Instructions at Section L of the solicitation, the contractor should provide information which will help the Government determine the quality and extent of the offeror’s performance deemed relevant to this solicitation.
50. During the pre-proposal conference presentation, sometime during his review of Section L, there was a comment about the data on the PPQs. Something to the effect if a team had not worked together, then all parties need to contribute to the PPQs/projects. Did Sgt. Parks imply that both the prime and team member had to submit seven (7) projects each? Please clarify if there is any condition/circumstance that would warrant more than seven (7) project being submitted?
Please refer to Q&As #2 (posted on FBO), specifically Questions #10, 14, and 29.
51. A Subcontractor has looked through the drawings and the specs, the spec seems to be missing section
019100- General Commissioning Requirements. Traditionally, this section outlines the equipment to be commissioned in the project. Where & what are the requirement? Below is a note from Q & A but where is the document referenced below:
It is unclear to 22nd CES which 3rd party testing is referenced. 22nd CES is aware of commissioning, testing and balancing, and hydronic water testing requirements. Tor these tests, the Contractor shall hire
3rd parties who meet the specifications provided. For any other testing referenced in the documents, the
Contractor shall follow the directions "provided in the documents".
ANSWER:
Commissioning requirements are provided in Specification 23 08 00.00 10, Commissioning of HVAC
Systems. Reference Questions and Answers issued prior to the Pre-Proposal Meeting. Commissioning will be required at Bldg. 340 & 342 and at any equipment installed at Bldg. 350 as part of the project.
52. The project due date of November 8th is also on Election Day. Is there any way to delay the bid opening even one day to allow for all employees to be able to get to the poles?
ANSWER:
This solicitation is not using sealed bidding. Thus, there is no bid opening. We actually gave an extra day for proposals to be due, rather than Monday, 7 Nov, so that offerors had an extra business day to ensure they were not delayed in the mail over the weekend. You may submit your proposal prior to the due date. Mailing your proposal is not expected to affect your ability to vote.
53. The Fan Coil Units in each of the kitchen areas of the quads are behind an existing gyp board ceiling.
This will require far more work than normal cutting and patching. Please provide clarification so that all bidders know how to price this situation.
ANSWER:
Although the as-builts indicate that the ceilings in the Bldg. 340 & 342 kitchens are suspended plaster ceilings, 22nd CES has verified that they are NOT suspended plaster ceilings (ie…22nd CES has verified that the as-built drawings are incorrect). For bidding purposes, Contractors should assume that the kitchen ceilings are suspended gypsum board ceilings made of water-resistant gypsum board with a very light orange peel finish.
54. The As-Built drawings for buildings 340 and 342 show a wainscot of ceramic wall tile on all the walls of the Quad bathrooms. Does the owner want all of the existing tile removed and replaced or just added above the wainscot? Are the shower stalls to have replacement wall tile as well?
ANSWER:
Yes, remove all existing tile. The shower stall itself is a 5-sided unit with a ceiling, so there are no new tiles to be installed within the shower stall itself. Amendment #1 indicates to replace the backing in the tiled areas with cementitious backer board.
55. The RFP calls for a replacement of the existing access door in the Quad bathrooms. Please confirm that these doors are in a suspended plaster ceiling rather than a suspended gyp board ceiling.
ANSWER:
Although the as-builts indicate that the ceilings in the Bldg. 340 and 342 bathrooms are a suspended plaster ceiling, 22nd CES has verified that they are NOT suspended plaster ceilings (ie…22nd CES has verified that the as-built drawings are incorrect). For bidding purposes, Contractors should assume that the bathroom ceilings are suspended gypsum board ceilings made of water-resistant gypsum board with a very light orange peel finish.
56. The seed project specifications include Section 23 01 30.41 HVAC System Cleaning. Is the intent of this spec section to direct the contractor to clean the entire HVAC system as per 1.5.2 Site Conditions for all three buildings in this proposal?
ANSWER:
No, the duct cleaning shall apply to the outside air systems at Bldg. 340, 342 & 350 and to the ductwork associated with fan coils to be replaced at Bldg. 350.
57. Regarding Note #2 on Sheet E-101 (INSTALL NEW SOLID STATE FAN SPEED CONTROLLER
PROVIDED BY MECHANICAL CONTRACTOR. COORDINATE WORK WITH MECHANICAL
CONTRACTOR. EXTEND OR REPLACE EXISTING CIRCUITRY AS NECESSARY TO
COMPLETE CONNECTIONS.) Does the AF require a specific manufacturer, i.e. Lutron or Leviton?
No specific manufacturer is required.
QUESTION:
58. The bid documents direct us to remove the existing gyp board ceiling in the vanities in order access the existing FCU. They also direct us to then install an acoustical ceiling in its place. The existing FCU in the kitchen has the same condition. Are we to remove the existing gyp ceiling to access the FCU and replace it with an acoustical ceiling as well?
ANSWER:
At the pre-proposal meeting and in one of the written questions, it was indicated that the Kitchen ceiling should be cut and patched to accomplish the needed work. Sht’s M-101, M-102 & M-103 indicated to put a full-size access panel with a louvered face under the fan coil unit in the Kitchen. The access panel should be large enough to permit unit removal as well as provide access to isolation valves and other hydronic controls near the fan coil unit.
